Which diagnosis and treatment options are most likely?

A 55-year-old man was admitted to the hospital with an eight-year-old lesion on his right eye that had expanded in size and shape. There had been tremendous overgrowth and transformation in the prior two years.
Four months before, the patient had minor pain and swelling around the periorbital area, and rural health care professionals prescribed antibiotics and anti-inflammatory medications.

A 30 year old man has refered to the OPD clinic c/o. OS. Painless proptosis with VA of 6/9 for 6 months after Peri-medial cantal injury with road side bomb particle.

The patient has developed tortous veins on the upper lid, chemosis, RAPD(++), IOP (31 mm Hg) and limited dextra-version with normal fundus.

What's the possible diagnosis?
