This is one of the reasons why a house may need to be restumped. In the first picture you can see that concrete cancer had formed due to moisture and incorrect cover over the steel rods. In the other photos you can see that the timber stump has rotted. This creates a very dangerous structural issue and will definitely cause further problems.
