Urgent need to redefine hardcore poverty, says activist

THE government must change its definition of destitute and poor to match the changing economic situation, Penang Hindu Association (PHA) president P. Murugiah said.
Murugiah noted that the rise in living costs, worsened by a declining ringgit, has distorted Malaysia’s poverty outlook.
He said the tabulation of poverty must take into account the continued increases in living costs while essentials are no longer confined to basic food such as rice but now extend to healthcare and transport.
There is also the issue of the ever-increasing prices of housing, said Murugiah in an interview.
PHA is a group looking after the welfare of the poor.
The activist said government handouts such as subsidies are no longer adequate to check the rise of living costs.
“Although food price hikes are a global phenomenon, each country must take stock of its ill effects and find ways to counter the new found poverty effects,” he said.
“Families that are burdened with chronic ailments, disabilities, and old age should be classified as the new poor.
"They may not be destitute but they are suffering and burdened. They cannot afford to even dine out because of the exorbitant prices.”
He said in Penang, PHA has encountered families that earn RM3,000 a month but spend RM2,000 of that on care for their aged parents.
He said many middle-class (M40) households have slipped into the bottom-40 (B40) earners because of the high cost of healthcare.
A PHA survey showed M40 and B40 households mainly complained about rising rent and electricity tariffs.
Prices of groceries have risen by up to 90% while school bus fees have gone up 50%.
Infant milk formula costs 30% more and items such as fish, poultry, meat, fruits and seafood are up 50% compared to last year, he said.
Pharmaceutical prices have also gone up to 50%, he added.
Murugiah was commenting on Prime Minister Datuk Seri Anwar Ibrahim’s recent remarks that the state can eradicate hardcore poverty rates by June.
Penang Chief Minister Chow Kon Yeow has said that there are only 100 families living in hardcore poverty in Penang.
Anwar has since directed the Implementation Coordination Unit in the Prime Minister’s Department to work with the Penang government to raise the socio-economic status of those households. – The Vibes April 19, 2024.

Less Fortunate Students Given Early Deepavali Cheer by Penang Hindu Association and Temple of Fine Arts
The Penang Hindu Association (PHA) and Welfare Arm of the Temple of Fine Arts (KDS), in conjunction with the upcoming Deepavali, handed over the goodie bags, new clothing and token cash packets to Indian students studying at Sekolah Kebangsaan Padang Tembak, Jalan Padang Tembak, Penang on 8/11/23.
A total of 50 goody bags were distributed to the students. Each bag contained Deepavali snacks, cookies, packets drinks, stationery, new clothing (for 5 poor students) and token cash to Hindu students, teachers and staff.
The school Headmistress, Puan Hamidah Binti Hamza, thanked both PHA and KDS for providing continuous support for the past four years to the less fortunate pupils studying in the school. She was also pleased to see that the support cuts across race and religion as PHA and KDS has been sponsoring goodie bags and token cash to less fortunate students, not only for Deepavali, but also for Hari Raya Puasa and Chinese New Year. According to the Headmistress, over the last four years, more than 1000 students have benefitted from this goodwill.
It was delightful to see the school hall decorated with garlands, oil lamps and other decorations in relation to the Deepavali celebration. The Headmistress said that decoration was the result of the collective effort put in by the school staff and teachers. This is indeed another true display of the Malaysia Madani spirit, as championed by our Prime Minister.
PHA and KDS would like to thank the Headmistress, the school administrative staff and the teachers of SK Padang Tembak for giving us the opportunity to help the B40 students in the school, who range from kindergarten to Year 6.
PHA and KDS will continue with our effort to serve with love the needy and the less fortunate whenever, and wherever, we possibly can.

Penang Hindu Association (PHA) and the Temple of Fine Arts, Penang (TFA), organised our annual Deepavali Charity Event today at Dewan CAT, Masyarakat Penyayang, Penang. The guest of honour for the event was Penang Deputy Chief Minister II, YB Jagdeep Singh Deo. The other VIPs attending the event were YB Lim Siew Khim, the State EXCO for Social Development, Welfare, and Non-Islamic Religious Affairs and YB Syerleena Abdul Rashid, the Member of Parliament for Bukit Bendera
In the opening speech, PHA President, Mr.P.Murugiah mentioned that PHA and TFA have become aware that during the Deepavali season, many Indians were resorting to borrowing money to celebrate the festival with their families. Due to quick approval without paperwork, many resorted to loan sharks, only to be trapped when unable to settle the loan due to exorbitant interest rates. Additionlly, with many still experiencing the post-pandemic consequences where income has been affected and the cost of living has increased, the celebration of Deepavali has become uncertain. Mr.Murugiah added that many are lamenting on the prices of essential goods, such as rice and dhall, which has seen a rise in price between 30% to more than 100% in recent times.
Mr.Murugiah also mentioned that to avoid the less fortunate to end up in the clutches of the moneylenders, especially during this time of festivities, PHA and TFA collaborated to organise this event to distribute groceries, Deepavali cookies and a token sum of money to a the less fortunate individuals and families.
Mr.Murugiah took this opportunity to highlight to the State Government, the plight of those homeless and who could not afford to cope with the escalating rental rates, to be given the opportunity to rent PPR Flats.
As the President of PHA, Mr.Murugiah also highlighted the regular Medical Camps organised in collaboration with TFA where doctors and medical personnel voluntarily provide their professional services to the needy sectors of the society. He highlighted that this has been on-going for over 30 years and have benefited over 35,000 people.
The educational support provided by PHA were also highlighted by Mr.Murugiah. These included motivation camps, transition preparation for SJK pupils advancing to secondary schools and educational seminars for exam-class students.
YB Syerleena Abdul Rashid, the Member of Parliament for Bukit Bendera, said in her speech that the event today showed unity in diversity, as the recipients of the Deepavali charity aid comprised of the B40 group of all races. She added that as Deepavali symbolised the light of hope over darkness, the event today was able to light up the hopes of the less fortunate present at the event.
YB Lim Siew Khim, the State EXCO for Social Development, Welfare, and Non-Islamic Religious Affairs, said in her speech that it was indeed delightful to see the support given by PHA and TFA to the less fortunate, irrespective of race and religion. She reminded all those present that her office is always open to help those in need, and all they have to do is to provide the details of those who are in dire need for help. She highlighted a recent case brought to her by PHA President Mr.P.Murugiah, with regards to a blind young man who had to resort to sleeping at the corridor as he couldn't afford to continue paying the rent after his mother's death. YB Lim stated that the case was given priority attention and she made arrangements for the young man to be immediately brought to Pusat Transit Gelandangan (Penang Transit Centre) to be taken care. YB. Lim congratulated Mr.Murugiah and the PHA and TFA for going a step beyond to care for the less fortunate. She added that the State Government will always be lending support for such events.
In presenting the Officiating Speech, YB Jagdeep Singh Deo lauded PHA and TFA for the continuous help and support provided to the less fortunate sector of our society. This, he said, was in line with the state agenda to achieve the 'family-focused' Penang 2030 vision. He was pleased to hear of the free Medical Camp services provided by TFA and adviced doctors who are looking for opportunities to offer community services, to seize the opportunity at the TFA Medical Camps.
YB Jagdeep, in responding to the appeal of Mr.Murugiah, stated that Penang state built the most number of PPR units as compared to other states in Malaysia. He added that the units are open to all eligible applicants and no discriminatory practices are used in the approval process. Those need the PPR units just need to formally apply for the units.
YB Jagdeep also reiterated the importance of education and adviced students to look at TVET as a new educational avenue to secure jobs in future. He added that companies in Penang have hundreds of job opportunities in this field and currently the demand exceeds the supply, so much so that some companies are providing training before absorbing the trainees. One company in particular, said YB Jagdeep, even plans to build its own training university as the demand for skilled workers is very high. YB Jadeep related his own experience in persevering his educational dreams when his family was experiencing trying times. He said that his education made him what he is today.
A total of 150 participants registered to receive the Deepavali hampers. Each hamper contained groceries worth RM150.00. A token sum of RM50.00 was given to each family to buy festival items on Deepavali day and children attending received RM5.00. A total of 95 families attended to collect the items. PHA and TFA committee members helped to personally deliver the items to the remaining 55 families who were unable to attend as some had medical complications while others were single parents who had to attend to small children. All attending were given a light breakfast a take away lunch each.
PHA and TFA would like to thank the Penang State Government for their support given to us in all our community service programmes. PHA and TFA would also like to thank Honourable Deputy Chief Minister of Penang II, YB. Jagdeep Singh Deo and the Honourable Member of Parliament for Bukit Bendera, YB. Puan Syerleena binti Abdul Rashid, for attending the event and distributing the Deepavali charity aid to the needy families. Their presence showed the genuine care and concern of the elected representatives towards the needy sector of our society.

On its part as an NGO, PHA has also been constantly on the lookout for families in need of aid and has been supporting them by regularly distributing food and health related items to the families concerned. In addition to this, PHA and TFA has also been helping the financially burdened cancer and kidney dialysis patients to settle medical bills in order to give them a second chance to live. Apart from this, PHA is also concerned about poor students who need educational support in the form of academic fees or laptops to facilitate their studies. PHA regularly helps these students and to date, more than 50 students have benefited from this assistance and all of them managed to complete their studies successfully. Successful SIVASANTA MEDICAL CAMP is one of our community outreach programs.
We recently had a successful Free Specialist Medical Camp as we continue to increase positive health outcomes by strengthening the continuity of care.
The Temple of Fine Arts, Penang conducted a Free Specialist Medical Camp for the general public at Klinik Derma Sivasanta on 12/10/2023 (Thursday), from 7.00p.m to 9.00p.m at No. 11, River Road, Penang (next to River Road Tamil School). We would like to sincerely thank the following doctors for conducting the medical camp:

The doctors managed to prepare medical reports for the participants and some with chronic issues were given referral letters to enable them to seek further treatment at the Penang General Hospital.
The attending doctors and nurses also conducted the blood sugar test, blood pressure readings and weight check on the participants before the consultation.
The Temple of Fine Arts again take thus opportunity to thank the attending doctors, nurses and volunteers for making the Medical Camp a success.

FREE AYURVEDIC CONSULTATION CAMP AND HOLISTIC THERAPY SERVICE
A free health and wellness consultation camp is being organised jointly by Klinik Derma Sivasanta and Penang Hindu Association. The session will be conducted by a well renowned ayurvedic monk, Thava Thiru Kumara Swamy Aiya, who hails from Kumar Agathiyar Ashram, Siddha Vaithiyam, Coimbatore (Anuvavi Temple Adivaram), Tamil Nadu, India.
The details of the session are as follows:

2. Common skin diseases and problematic conditions.

4. Common issues related to cough and headache.
