351st Civil Affairs Command 364 Civil Affairs Brigade
Pohnpei ADVON team had a successful meeting today with the US Embassy Kolonia ! Getting ready for our third mission stop!
Our 448th Civil Affairs Battalion TF PP24-1 CAT RMI provided Tactical Combat Casualty Care (TCCC) and Mass Casualty (MASCAL) training to MFD firefighters at Majuro Fire Station IVO Delap, Majuro in order to improve local first responders’ ability to deliver life-saving first aid to casualties in an emergency or disaster setting.

The Pacific Partnership 24 veterinary engagement team in Republic of the Marshall Islands conducted a vector-borne disease surveillance event in collaboration with RMI Love Animals, a local NGO. RMI Love Animals is planning to continue their sterilization and vaccination campaigns. If successful, this campaign will eventually decrease the numbers of roaming dogs in Marshall Islands, which may also lead to a decrease in tick numbers. Our eterinary engagement team is proud to partner with this organization as part of Pacific Partnership 24.

The Pacific Partnership 24 veterinary engagement team in Republic of the Marshall Islands conducted a vector-borne disease surveillance event in collaboration with RMI Love Animals, a local NGO. During this event, the team collected blood samples for analysis from canine patients.

Sailors and Soldiers get underway with members of the Republic of the Marshall Islands Sea Patrol and Majuro Police Department to respond to a mass search and rescue drill as part of Pacific Partnership 24-1. After a three-day workshop led by the Center for Excellence in Disaster Response and Humanitarian Assistance (CFE-DM), our CAT RMI helped coordinate and provided Observer/Trainer support to an MROX involving US Coast Guard, US Navy, RMI Sea Patrol, MIPD, Port Authority, Ministry of Transportation, and National Disaster Management Office (NDMO).

448th Civil Affairs Battalion TF PP24-1 CAT RMI facilitated an MROX for Marshall Islands Sea Patrol and Port Authority in the Majuro Lagoon as a capstone exercise after a three-day workshop on humanitarian assistance, climate change, and mass rescue operations.

CAT Chief CPT McNeilly shared the team’s work, including the capabilities assessment with MICS. COL Keane expressed interest in the CAT’s activities in RMI, specifically in their recommendations for realistic training and practical exercises involving the greater EMS community in Majuro, the inclusion of a CCP in the MROX, and assisting NGOs with grant writing.

TF PP24-1 CAT RMI met with MSG John Phillips and COL Rems Keane, both members of 9th MSC, and escorted them on a tour of the USNS MERCY. Chief Melinda Canales led the tour of the ship’s medical facilities, while Chief Timothy Godden provided an overview of flight deck operations. The tour gave the CAT an opportunity to network with COL Keane and brief him on their activities in support of PP24-1.

Our Civil Affairs Team in RMI met with Dua Rudolph, Deputy Director at Marshall Islands Conservation Society (MICS). He shared the NGO’s mission (conservation of maritime and terrestrial natural resources), method (8-step process called “The Reimaanlok Framework”), and capabilities, primarily data collection and analysis utilizing dive teams and drones. Juddson Nelson, the Conservation Program Officer summarized their existing projects, how they are monitoring the work, and their future goals as an NGO.

RMI Team met with Marshall Islands Conservation Society, a local NGO serving Majuro and 5 other atolls in RMI. They mainly empower their communities to make intelligent decisions surrounding preservation of their terrestrial and marine natural resources by way of survey collections. The can provide data about the health of coral, algae, fish, the rates of erosion, and advise both governmental organizations and tradition leadership alike. US Navy Hospital Ship USNS Mercy anchors in Majuro Lagoon after steaming in 30 OCT. While Mercy sits a 15-minute water shuttle trip offshore, it's crew and it's facilities will make a big impact on the people of Majuro while providing medical care, clinics, workshops and engineering projects across the atoll. 448th CA BN's RMI Team contributed by facilitating Mass Rescue Operations training, veterinary workshops, and site assessments of the various projects past and current.

Soldiers conducted a flight exercise in partnership with active duty unit Charlie Company 2-158th Assault Helicopter Battalion. Our Soldiers got the opportunity to train with Blackhawks. Despite the weather, we appreciate the chance to train. This event began our Best Squad Competition.

Each year from Sept. 15 to Oct. 15, the U.S. Army values the contributions of American Soldiers with ancestry from Spain, Mexico, the Caribbean, Central and South America. Hispanic Americans have not hesitated to defend and show their allegiance to this nation in many ways, but especially through military service. The Army and U.S. draws strength from the diversity that makes up America's melting pot.
I would be remiss if I did not acknowledge the hard work and efforts of all the Soldier of the 448th. But during the National Hispanic Heritage Month 15 Sept to 15 Oct. Civil Affairs Officer and Executive Officer 448th Civil Affairs Battalion
Originally joined the Marine Corps in May 1992 as a CH 46 Helicopter Pilot and later as Marine Civil Affairs Officer. After a break in service, he rejoined the Army Reserve in May 2012 as a Civil Affairs Officer.
He served in both Iraq and Afghanistan, directly aiding the rescue of 16 Iraqi Royal Arabian Stallions and the 2014 Afghan Presidential Election. After serving in combat, his military career included multiple deployments into Central America and the Pacific Rim. These peacetime missions focused on developing aid packages and improving stability operations within each region.
In his civilian career, he worked in Public Relations and currently in consulting in developing Fortune 500 Companies' Human Resource Programs.
The Biden administration hosted the first-ever U.S.-Pacific Island Country Summit in Washington, D.C. on September 28–29, bringing together more than a dozen Pacific Island leaders and other key observers to discuss areas of shared interest, including climate change, maritime security, and economic development. The summit came in tandem with the White House’s release of its first-ever Pacific Partnership Strategy, laying out a framework for the future of U.S. engagement with the region.

Members of the 448th Civil Affairs Battalion along with Naval medics and trainers have completed a joint, train the trainer effort of first responders on the island of Guadalcanal.
These first responders will then take their training and use it to train and support the 2023 Pacific Games - Solomon Islands.
Taking our civilian occupations and aligning our skill sets to match the needs of our missions, allows Civil Affair teams to have a greater and lasting impact all over the world.
