Re: Chief Danny Smyth

Please be advised that I am writing this letter with respect to the above noted matter.

We have asked the Chief of Police, Danny Smyth in writing to release a copy of a corruption report involving a number of murders in the City of Winnipeg. This report was authored by Sgt. Roger Penner on or about November 10, 2021.

The Winnipeg Police Executive will not release a copy of this report on the basis that they are active investigations.

According to Section 66(2)(c) of the Police Services Act, when the Chief of Police receives a formal complaint that a police officer has engaged in criminal conduct, the Chief of Police must notify the Independent Investigation Unit as soon as practicable. To the best of my knowledge, the Chief of Police has not done so.

The Independent Investigation Unit does not accept complaints from the public.

We have made our concerns known to the Winnipeg Police Board but they have no jurisdiction over operational files of the Winnipeg Police Service, as per the Police Services Act.

On January 16, 2024, we sent a letter of complaint to the Law Enforcement Review Agency with respect to this matter.

On January 17, 2024, we received a response from the Law Enforcement Review Agency advising the complaint letter would have to be signed by the complainant of the report and details submitted via the form provided no later than 180 days after the incident. We sent the material over to this Chief of Police along with the form to complete even though it is past the statute of limitations.

We have sent an email to our Mayor Scott Gillingham addressing this matter but we received a response that the Mayor’s office has no jurisdiction over the Chief of Police.

We are asking the Minister of Justice to intervene in this very serious matter.

WHEN POLICE GET IT WRONG AND ARE IRRESPONSIBLE!

Not too long ago, Winnipeg Police asked the public for help in their murder investigation. We responded. Everyone on this page was contributing and helping in a very signficant way. Then, Public Information Officer, Constable McKinnon said that we were irresponsible to the public because she assumed that the composite sketches were made by our firm when in fact they were created and posted by the witness. We later pinned the material because it was relevant. We protected the witness. Constable McKinnon assumed that we did not go to the police when in fact we did. I sent the material to the Chief of Police and spoke to Wade McDonald of the homicide division. I encouraged the witness to also contact the homicide division and they did. However, Wade McDonald did not take any formal statements from myself or the witness. He just thanked us. Who was irresponsible? Constable McKinnon and Wade McDonald. Constable McKinnon assumed that we created the sketches and that we did not go to the police and Wade McDonald did not take any formal statements from the witness.

We recently asked the Chief of Police in writing to release the report of corruption in a number of murder cases that was authored by a senior police officer. He will not release the report because the executive is claiming that they are active investigations.

The Chief of Police has a legal duty to be transparent. At the very least, he should forward this material to the Independent Investigation Unit but he has not. Why? He is irresponsible and protecting himself and his members.

We need a Chief in this City to be responsible and transparent. We also need a Chief that is not a former police officer because the corrpution will continue on and more innocent people will be wrongfully convicted and more murder cases will go unsolved where family are left in the dark.

We have raised so many concerns about the senior homicide investigator, Wade McDonald but he still remains in his position today.

Nothing will ever change until leadership changes. We hope the next Chief of Police will not be a previous member of the City of Winnipeg Police Service and will clean up the streets and the corruption.

DRUG DEALERS are the root of the crime in our city. The only way that we can solve this problem is to reduce the demand for illicit drugs. If we reduce the demand for drugs, we will reduce the quantity of drugs in the marketplace and the price of drugs which will reduce the revenue and profits. We have to put these drug dealers right out of business along with all the cultivators, manufacturers and distributors that all play a role.

Imagine a life without them. It would be glorious. Addicts are committing the crimes to support their drug habit. If you support a drug dealer, you are supporting the crime in our city which is destroying the economic benefits of the community and businesses. If you support a drug dealer, you are supporting the killings of the innocent lives that have been lost because of the drug trade. We don’t accomplish this by enforcement. How do we do this?

If you are using drugs in an effort to hide the pain of trauma, you need to figure out what is triggering you to consume drugs in the first place. What are the cues that led you to taking drugs or the influences in your environment that led you to addiction? Write it down whenever you experience the craving or anticipation to take the drugs. Whatever the reason is, you need to identify with this issue. How are you feeling right at that moment and write it down. Keep a journal. Acknowledge the feeling and replace the craving with something healthy. Take a walk, spend time with nature, go for a work out.

Make the addiction invisible by reducing the exposure to the cue that is causing the addiction. The cue may be the drug dealer. This drug dealer is profiting off your addiction. Therefore, in order to stop taking drugs, you need to remove yourself from their environment and you have to make them appear as unattractive as possible. This should not be difficult. You have to look at them for exactly what they are: DRUG DEALERS. Drug dealers are further traumatizing your life. Don’t give them that control. Eliminate them completely from your environment AND TAKE CONTROL OF YOUR LIFE.

✅Make sure the company is a registered business. You can search online yourself by googling the companies office in Manitoba or google registered companies in your province or state. This information is public record. There is a fee to search;

✅Make sure the company is insured and ask to see a copy of their Certificate of Insurance;

✅ Check to see if they have a history of claims against them online at the local Court of King's Bench or Small Claim's Court. This is public information;

✅Get a written contract or a written quote by email, especially if you are paying a deposit up front. Ask for a receipt if you are paying cash;

✅Ensure the company is licensed if they are regulated by a trade. This is public information;

✅ If a contractor asks you to get the permit, this is a red flag. A reputable contractor will get the permit on your behalf. These permits are public record, so check that they have done so;

✅Document, Document, Document all communications by dating and timing exchanges in a journal to prepare and protect yourself, particularly if this does go to court. All your evidence will be used in court;

✅Consult with your lawyer about your legal rights.

Tragically, a teenage girl was stabbed in broad daylight on Friday near Graham Avenue close to the Tim Hortons and later succumbed to her injuries. Our condolences to family and friends. How sad this is and it is a reminder that you all must be very diligent and aware of your surroundings walking in Winnipeg. These random stabbings are on the rise but it is very tragic to hear a young girl lost her life.
