Masses lighter than water are locked-in into a water-coloumn, they are elevated by the hydrostatic uplift, they fall on a lift and
being locked in at the lower end into the water to win energy. But: E_pot = m*g*h = ϱ_oil*V*g*h < ϱ_water*g*h*V = p*V = E_pressure, so the potential energy you win is smaller than the lock-in-energy because for the uplift the density ϱ of oil must be smaller than the density of water!
