o Beginning on 1 November 2022, CTC Europe will be reducing the scope of operations for several selected sites.
o The Ramstein Office will be the Center of Operations and HUB for all Kaiserslautern and Baumholder Students. DSN: 480-5536 (COMM: 06371-47-5536)
o ROB, Landstuhl, Baumholder, and Sembach Offices will continue to have a Site Coordinator one day-a-week to meet your education needs in person.
o CTC’s Date and Time Schedule is forthcoming and will be posted at each site.

o Course schedules and program information will continue to be available at each site.

Hello, All CTC Students and Future Students

Below is some news for you go read so you know the latest procedures.

Notable Soldier Procedure/Policy Changes:

Soldiers are required to complete Virtual TA Training when creating an account and annually, thereafter.
- GoArmyEd and ArmyIgnitED portals did not require training.

Soldiers must request TA no later than 7 days prior to the course start date.
- Previous policy state 1 day prior.

ACCESS is the approval authority for Recoupment Waivers (previously termed Withdrawal for Military Reasons, WM) within 30 days of the W posting to their account. Recoupment waivers will only be applied to “W” grades for reasons that are beyond a Soldier’s control: emergency leave, reassignment, natural disasters, illness/hospitalization, or unanticipated military missions.
- Previously, the Education Services Officer (ESO) was the authority, Soldiers had 3 years to request the WM, and any grade was acceptable.

Soldiers must request TA for prior to registering for a course with an AI. If the Soldier’s class is cancelled or was not admitted to a waitlisted class, the Soldier can visit the education center to change the approved TA request.
- Previously, education centers were unable to update TA requests

Soldiers' ineligible for TA due to a TA GPA must contact the education center to have a counselor create an “Other Funded TA Request” for courses taken after the GPA hold was applied.
- Previously, Soldiers were able to create a self-funded TA request
in GoArmyEd or a AI would $0 invoice for a course in ArmyIgnitED.

In the future, Soldiers must have an Evaluated Degree Plan in the portal after two TA-funded courses. This requirement has been relaxed.
- Previously, a degree plan was loaded after 6 semester hours.

TA Policy Reminders:

Tuition Assistance is applied to the tuition rate per semester hour only. All other fees imposed by the AI is out-of-pocket costs for the Soldier. Fees include but are not limited to book fees, parking fees, laboratory fees, tutoring fees, registration fees, late registration fees, etc.

The semester hour (SH) limit is 16 SH per fiscal year. Army fiscal year is 1 October through 30 September.

The fiscal year limit of $4000. This is important if your school has tuition rates less than $250 SH. Example, your rates are $10/SH, and a Soldier takes 16SH yielding $160 in TA. The Soldier is no longer eligible for TA as the Soldier reached the semester hour limit.

Soldiers have a lifetime undergraduate limit of 130 SH.

Soldier has a lifetime graduate limit of 39 SH.

Launch of the updated ArmyIgnitED:

• CTC Students will be able to request Tuition Assistance (TA) for Fiscal Year (FY) 2023, with course(s) that start 1 October 22 and beyond.
• The upgraded ArmyIgnitED portal will also provide the capability to request Tuition Assistance for previously completed courses in FY21 and FY22.
• The URL for Soldiers to access ArmyIgnitED is – https://www.armyignited.army.mil/student.

Also, there have been some notable changes to TA policies and procedures:

• CTC Students must request TA no later than 7 days prior to the course start date.
• ACCESS is the approval authority for Recoupment Waivers.
• There will be NO recoupment waivers for failing grades – only withdrawals. A recoupment waiver is available when a Soldier cannot complete a class that is beyond the Soldier’s control. Reasons for waivers usually include: emergency leave, reassignment, natural disasters, illness or hospitalization, or unanticipated military missions.
• CTC Student recoupment waivers must be submitted within 30 days of the withdrawal posting to their account.
• TA funds will only be allowed to Soldiers with signed TA User Agreement in their Upgraded ArmyIgnitED accounts.
• Soldiers ineligible for TA as a result of a GPA hold must have a Education counselor load an Other Funded TA Request for any classes taken after a GPA hold was applied in which TA was not utilized.
• CTC Students are required to complete the Virtual TA training after creating an account and annually, thereafter.
• CTC Students must request TA in the Upgraded ArmyIgnitED prior to registering for classes with the AI. In the event that a Soldier is waitlisted and does not take the class, the Soldier cancels the class in the portal prior to the class start date. If the Soldier does not get into the originally requested class but is offered a different class, the Soldier must contact the Education Center so a counselor can update the class on the TA Request. Again, it is a 2-step enrollment process for Soldiers requesting TA. Soldiers must request TA in Upgraded ArmyIgnitED and then register for the same course(s) directly with your AI.

Fiscal year 2022 cutoff – 26 August 2022

The last day for Soldiers to request TA for FY22 is 26 August 2022. For any classes with start dates between 27 August 2022 and 30 September 2022, Soldiers must request TA, in ArmyIgnitED 1.0, before 26 August 2022.

This should not impact our “major” August start date, but it will impact our September online start date.

Blanket Exception to Policy (ETP) Draw #5 ends 26 August 2022

Soldiers must have past-dated FY21 and FY22 blanket ETP Tuition Assistance Requests (TARs) requested in ArmyIgnitED 1.0 by 26 August 2022.

Reminder, this draw is different from the rest and requires the Soldier to request TA for past-dated enrollments. Those enrollments are no longer automatically generated into TARs on their behalf. Guidance for ETPs that were not capable of being processed in the system will be provided at a later date, but will be reviewed on a case-by-case basis.

IMPORTANT INFORMATION ON YOUR TA.........

The Army has extended the amount of time you have as a student of CTC to request TA via the ArmyIgnitED portal. Please follow the instructions below to request TA.

1. Log on to ArmyIgnitED -> from your home page, find and click on Education Path.
2. Then, click on the ‘Request Tuition Assistance’ icon.
3. You should then see your current enrollments populate and a small box to the left of those enrollments.
4. Then, you should place a checkmark in the boxes for the enrollments for which they wish to request TA, and finally click submit.

** You will need to take these steps for each new enrollment, including if you change class sections. TA is date-specific and section-specific.
** If you drop a class with CTC, you must also withdraw from ArmyIgnitED.

Army Policy is still applicable, and to be TA eligible, you must:

- have an approved EdPath that corresponds with the CTC degree plan [see the CIP codes,
- not exceed the 16 hours or $4000 TA CAP,
- not be flagged or on hold,
- and have a TA GPA of 2.0 or higher.
- Enroll no earlier than 60 days before the first class day and no later than six business days prior [HQ ACCESS recommendation is TEN (10) days before the start date]

If you have any questions or concerns, please contact your Education Center counselor or me. Take care of yourselves and remember our Fall Term starts next month -- don't delay and registering for a class....
