In a world where misinformation spreads faster than the truth, a tool has emerged from the collaborative spirit of dedicated volunteers: the DISARM Framework.
As part of our study "Pioneering Approaches: Civil Society Organisations Tackling Misinformation and Disinformation", we looked into the DISARM Foundation, an innovative online tool adapting robust cybersecurity tactics to combat the chaos of digital disinformation.
By employing strategies like the 'kill chain'—originally designed to tackle cyberattacks—DISARM meticulously tracks and disrupts the flow of false information. As we navigate through torrents of digital content, DISARM provides hope with its open-source approach, allowing for rapid adaptation and widespread adoption. In 2023, it was formally recognised by both the EU and the US, underscoring its pivotal role in establishing a common language for identifying and neutralising misinformation threats.

Our publication of The Power of (Making) Futures, Innovation Report 2024 highlights nine pioneering initiatives that are redefining the parameters of international development cooperation and social justice.
A key feature of this report is the case study on the HEVA Fund, which empowers women and gender minorities as media practitioners. Since its inception in 2013, the HEVA Fund has played a critical role in supporting the creative sectors across East Africa, including in Kenya, Rwanda, Uganda, Ethiopia, and Tanzania. Through innovative financial models and training, the fund boosts sustainability in diverse fields such as fashion and gaming.
This example illustrates the significant potential of targeted financial and educational support in enhancing the vitality of the creative industries. It also demonstrates the impact of empowering local initiatives that address systemic power imbalances in development narratives.

Inclusive development means that everyone benefits from public development processes, yet current official statistics often overlook the specific situations of marginalised groups. Citizen Data, driven by local communities, offers a promising solution to this data challenge, providing insights into the local drivers of exclusion and helping to inform more inclusive planning processes.
In our side event, we will highlight the work and practices of Citizen Data practitioners from Africa and Asia. Through dialogues with statisticians and global experts, we will explore the role of Citizen Data in creating a more inclusive, rights-driven, and participatory development landscape. We will also discuss the new Copenhagen Framework for Citizen Data that was co-developed by the LNOB Partnership and its strategic partners last year, and recently commended by the UN Statistics Commission, and which is meant to guide both civil society and governments around the globe in the production and use of Citizen Data.
Together with our partners, we want to raise awareness about the value of Citizen Data in elevating the perspectives of marginalised communities and its potential to make public planning more inclusive. Attendees of our side event will have the opportunity to engage in discussions on how inclusive data approaches can be utilised in the remaining years of the "SDG decade of action" to ensure that no one is left behind.

From our recent launch of Pioneering Approaches: Civil Society Tackling Mis- and Disinformation, we would like to highlight 'The Continent'. Why does 'The Continent' matter in the fight against misinformation and disinformation?
For many of us, our mobile phones are the primary way we access news—via apps, podcasts, online newspapers, and streaming services. In regions where mobile data is expensive, this creates a significant barrier to entry. Marginalised communities often rely on the cheapest and easiest methods to access information, predominantly through social media apps like WhatsApp, Telegram, and X (formerly Twitter).
In recent years, we've seen a surge in the spread of misinformation and disinformation on social media, especially during real-time news events. Recent conflicts have shown that platforms like Telegram, WhatsApp, and X are often used to forward real-time information, frequently mimicking authentic news reports even when they are not. The rise of generative AI has made it possible to create highly realistic visuals, text, and audio, making it increasingly difficult to discern what is real. Coupled with the ease of forwarding messages, false information can go viral within minutes.
At the same time, traditional media has increasingly moved behind paywalls and subscription models as print media declines. This results in a shrinking pool of accessible, free, and verified news. For those who pay for their media, there's a tendency to choose sources that align with personal interests and values, further fragmenting the information landscape.
Key questions arise for civil society organisations (CSOs). What should we be doing? How do these trends impact our work and the communities we serve? Where can we find effective approaches and techniques to tackle these challenges and inspire change?
As an example of a successful initiative countering these trends, take a look at our case study of 'The Continent'.
Through our Innovation Report 2024: The Power of (Making) Futures, we discovered the incredible work of The LAM Sisterhood, a vibrant content studio founded by three trailblazing feminist creators in Kenya. Since 2019, they've been amplifying the voices of African women through compelling stories that make every woman feel seen, heard, and beloved.

What lessons can ICSOs learn from speaking with The LAM Sisterhood?
▶ ICSOs can proactively engage and subcontract professionals from the creative industry in the global south to amplify their vision, content, and creations, thereby challenging the dominant values and aesthetic choices perpetuated by western-led narratives and imagery. Organisations can establish trust-based partnerships with creative professionals to shoulder administrative and fundraising responsibilities and alleviate these burdens, as a way of recognising the unequal access to resources that organisations in the west have, compared to organisations elsewhere.
▶ The LAM Sisterhood’s innovative and multifaceted approach reflects the value of possessing diverse skills applicable across various initiatives. Organisations can support creatives and artists by helping them develop different skills necessary for producing diverse commercial work, and ensure they are paid in the same value as Western professionals, contributing to their financial sustainability.
▶ ICSOs can invest time in discussing what is a safe creative space and preferred communication channels and, instead of calling for proposals, the call can be for creative ideas. The selected idea is then paired with a programme manager or proposal writer, whose responsibility is to flesh out the details and ensure the idea can be executed.

An Inspiring Powershift Lab in Thiès, Senegal!

It's only a few days away until our next Digital Dialogue: Protecting Minority Groups from Digital Targeting.
In today's digital age, targeting has become simple as all users of mobile devices and the internet leave digital traces behind. An ideal situation for major online platforms and tech companies where algorithms track users, inundating them with digital products, news reels, and advertisements.
However, there are major offline repercussions to this digital targeting, particularly for vulnerable populations. Because of these actions, the LGBTQ+ community, women, and other activists are persecuted and mistreated.
