Pembrokeshire stands with Ukraine: Community Hub is here to help

In Pembrokeshire, we welcome refugees seeking a safe home in our communities.

This was demonstrated with our ongoing support to Syrian refugees – and we will do what we can to support people escaping war in Ukraine.

As part of that commitment and response, Pembrokeshire County Council, in partnership with PAVS, who run the Community Hub will expand its current offer to people who are arriving from Ukraine, and their host families/sponsors.

The Community Hub first went live in March 2020 to assist in the response to the Coronavirus Pandemic, and continues to act as a one-stop shop for people in Pembrokeshire who do not have support networks and who are looking for information and support. It is also a contact point for people wanting to volunteer and get involved in their local community, but don’t know where to start. With the news of the crisis in Ukraine, it has now been repositioned to help once again.

The Community Hub Team are awaiting the finer detail of the support that will be offered at a Welsh and UK level for people arriving in Pembrokeshire, but in the meantime are coordinating offers of support and assistance that are being received from people across the county.

For now, the Community Hub is looking for volunteers who speak certain languages and would like to support Ukrainians arriving in Pembrokeshire.

There are a number of languages that are spoken in Ukraine including Ukrainian, Russian, Crimean Tatar, Moldavian, Hunga***n, Romanian and Bulga***n. If you would like to volunteer your language skills, please contact the Hub on 01437 776301 or [email protected]

Pembrokeshire County Council will be working alongside PAVS and other agencies to identify the groups and networks that will be instrumental in supporting people as they move to Pembrokeshire and become local residents. The Community Hub will be releasing more community call-outs for support over the coming weeks.

Pembrokeshire County Council Chief Executive Will Bramble said:

“This has been an incredible effort from everyone involved during a fast moving situation and I thank everyone who has worked to make this happen.

“To see community groups help in their own locality and our officers and partners working with them to coordinate a response is truly heartening.

“The Ukrainian crisis has presented us with the biggest refugee challenge in Europe since the Second World War. But by working together we can demonstrate our compassion and kindness to those facing traumatic and significant difficulties.”

At present the Hub’s working hours are Monday to Friday, 9am – 5pm, but these will be reviewed to manage demand and provide a timely response.

Pembrokeshire County Council will be playing its part to help some of the refugees coming to Wales and ensure they receive the right support when they arrive. As an Authority we are still waiting for further advice on what is required – but we are continuing to liaise with the Welsh and UK Government’s and key external partners.

Ukrainian Refugee Crisis - PCC press release

There is ongoing correspondence regarding duration, frequency and volume of spills.

Hi Paul,
I’ve spoken to the Engineer who organised the CCTV surveys of;

• Castle street, Market Street, Long Street to Ysgol Bro Ingli
• Upper St Mary’s Street, Lower St Marys Street/ Junction of Maes Morfa
• Kings Terrace, Kings Street, Feidr Bentick,
• Newport Business Park

Initial feedback is that the sewers are generally in good condition. There was some minor silt noted and a few roots which have found their way through joints, both of which will be removed, but otherwise there was no notable water ingress, or surface water connections. The surveys were conducted during changeable weather so we’re reasonably confident that we’ have picked up anything untoward.

The next step is to move our surveys further down the catchment, towards where we have previously ‘bifurcated’ the sewer to create additional storage. These have been promoted to the contractor and we will have further update at the end of April. I appreciate that this is perhaps not the outcome that you’d have hoped for, but the methodical approach will ensure that we identify where the additional flows are coming from.

As for the pumping station, I understand that the Treatment Team have attended site and can confirm that the pumps are operating as expected, it appears it is excess flows which are overcoming the pump set.

As we’ve discussed before, the way that the Spill Alert is set up (12/24 hours spill blocks) means that we leave a site in ‘spill’ until the sensor has reported a full 24 hours at the ‘low level’. This does unfortunately mean that there will be days where we only discharge for shorter periods (as low as 15 minutes), but the whole day count as a spill. From a discussion with my colleagues in the SmartHub a stop notice is due imminently.

Please see an update from DCWW received on the 2nd Feb regarding the investigation into the spills at Cwm.

Hi Paul,
Our ‘Lift n Look’ exercise went well and we identified a number of areas in Newport sewerage network requiring further, more detailed investigation.

We’ve initially promoted a number of CCTV investigations on the main sewer’s at the locations below:

• Castle street, Market Street, Long Street to Ysgol Bro Ingli
• Upper St Mary’s Street, Lower St Marys Street/ Junction of Maes Morfa
• Kings Terrace, Kings Street, Feidr Bentick,
• Newport Business Park

Depending on what we do (or don’t) find there may be a need for further surveys, but this will all provide a more granular picture of the sewer network in Newport.

We anticipate having some further updates for you by the end of the month

Note: Our CCTV surveys will require our crews to work in the highway. Whilst the surveys do not take very long to complete, we will endeavour to keep any disruption to a minimum.
We’d like apologise in advance for any temporary inconvenience that they may cause.

Following consultation with DCWW an update of the investigation as supplied by DCWW on the 20th Jan 2022 is as follows.

Two of our engineers attended site on Tuesday (18th Jan 2022) to investigate potential catchment issues in Newport. Their focus started at the Newport Cwm pumping station where they identified a couple of potential issues which will need to be ruled out as part of our ongoing investigation, namely the operation of the flushing chamber and the associated penstock, and any potential impact its operation may have upon pumping station performance.

Attempts to lift upstream manhole chambers were less successful, due to a couple of reasons. Firstly several chamber needed to be located and ‘dug out’ to allow them to be lifted which ate into the time the team had onsite. Secondly the sewers in the lower reaches near the pumping station were observed to be at 80% capacity. At this level it is difficult to identify the direction that flows are entering the chambers are coming from and their proportionate impact.

With the weather forecast remaining dry for the coming week we intend to return to site next Wednesday to continue our investigations and further develop our understanding of the challenges we’re facing at the pumping station.

I am hoping to meet with DCWW on Wednesday 26th Jan 2022.

On other matters I am grateful to Grace Hagan for contacting Paul Davies MS.
DCWW have provided answers to some of my questions via Paul Davies on the 20th Jan 2022 see below.

In response to the points both you and Councillor Harries have raised I can confirm that we are investigating the issues at Newport Cwm thoroughly and as quickly as we can. The timescales for resolving the spill numbers will depend upon what issues are found during our inquiries, and we’ll update Councillor Harries, as we progress with our investigations.

To answer the questions raised.

1. I understand that this alert ref No 3 has no relevance to the actual number of spills in 2021. Is this correct?
a. This is correct, the sensor was moved slightly to a better location and recalibrated to the correct levels required. Unfortunately, a delay occurred in updating our Spill Alert system to the new sensor in our telemetry system. As such the number of spills recorded on the alert is incorrect.

2. Is the spill monitor now operating correctly in a calibrated manner?
a. Yes, the work to recalibrate the sensor was completed in June 2021.

3. How many spills have there been in 2021?
a. We can provide an initial figure of 136 spills in total, for a total spill duration of 2423 hours. Please note this figure is still subject to us completing our Quality Assurance process as part of our Annual EDM return to our regulator, Natural Resource Wales (NRW). This return is due at the end of February 2022 and will be on the public record thereafter. If, because of this quality assurance process the spill figure changes, we’ll update Councillor Harries and explain our reasoning for the changes.

4. Are the spills screened to remove solid matter?
a. Yes, there is a 6mm static screen on the overflow.

5. The reason given for the CSO alert is “Weather Conditions”. Please note there has been no rain in the vicinity for a prolonged period. Is this reason valid?
a. Whilst we would expect, some catchments have a prolonged ‘drain-down’ period after rainfall, however, in this instance it appears excessive. We’re investigating the upstream sewer network to better understand if there are issues which may be impacting this prolonged spill period. We’ve committed to provide Councillor Harries a verbal update on our progress by tomorrow and we’ll discuss our findings and next steps with him at this time.

6. I understand that the exact duration of the actual spill is not as indicated by the alert.
a. The spill which occurred on 25 December 2020 started and stopped several times between 26 December and 30 December 2020. Due to the way spills are reported we need a 12-hour period clear of spills before we can issue out a ‘stop’ alert and as such none were issued. The site then spilled continuously from 30 December to 13 January where it once again stopped spilling periodically. A stop notice was finally issued on 15 January 2021.

7. Are the pumps at Cwm working at the correct capacity and functioning as they should?
a. The Pumps at Newport Cwm SPS are functioning as they are expected to, however, they are not quite delivering the full flow rate we would expect. Currently the flow is between 10-11litres per second against an expected 13.7 litres per second. Our operation team is currently investigating this, and we’ll update Councillor Harries on our findings in due course.
I hope the above has answered all your queries and offered assurances that we’re in contact with Councillor Harries and will continue to do so.

I am informed that the spills are not continuous during the times as stated.
DCWW have stated that "I have a couple of Engineers from my Team attending Newport Cwm tomorrow (Tuesday 18th Jan) to undertake an initial Network investigation ( a ‘Lift and Look’).
This will identify if there are any significant cross connections or infiltration issues in the upstream catchment. If nothing is found it will help to prioritise a more detailed investigation to follow on."

I am expecting an update on Thursday.

NEW INTERACTIVE PUBLIC RIGHTS OF WAY MAP FOR PEMBROKESHIRE NOW ONLINE

Members of the public can now easily view the public rights of way they have access to within their locality and further afield in Pembrokeshire, thanks to a new interactive map.

Known as the definitive Public Rights of Way map, it allows users to view footpaths and bridleways throughout the county, as well as restricted byways and byways open to all traffic.

It can be viewed on Pembrokeshire County Council’s website at: https://www.pembrokeshire.gov.uk/definitive-map/working-copy-of-the-definitive-public-rights-of-way-map

A useful feature is that if users click on a path, it will show its ID number and so if they have any concerns or want to discuss a path they will have the ID number to hand.

It will also show them if there has been any modification of the path since the consolidated definitive map was produced in 2012.

The new map was produced by the IT and GIS teams within Pembrokeshire County Council.

Re: Cwm Pumping Station

We have recently undertaken a review of the spill monitor on our Cwm pumping station near Newport. The pumping station plays an essential role in pumping wastewater to our nearby wastewater treatment works for treatment before it is safely returned to the environment. During periods of heavy rain, the pump’s capacity can be exceeded when too much rainwater enters the system. When this happens, a safety system operates which releases stormwater from the system into the nearby sea which is necessary otherwise the wastewater would back up, potentially causing flooding to people’s homes and gardens. Around 95% of what is released to the sea under these conditions is rainwater.

During our recent review of the monitor on the pumping station which monitors the frequency and duration of spills, we unfortunately found that the monitor had not been calibrated correctly when it was installed. Regrettably this means that it has not been recording all of the spills as it should have.

This means that the number of spills is higher than we had originally reported. In 2020 we had reported that the number of spills was 24 however it is likely the number was around 193. It is important to point out however that while the station is operating more frequently than originally thought, there has been no deterioration in performance and this has not impacted the overall quality of the bathing water which this year achieved the Excellent standard in the 2021 Bathing Water Results. We would also add that the catchment area for our wastewater system here is relatively small therefore the amount of stormwater that is released is also relatively small which again means it is not impacting on the overall bathing water quality.

We appreciate that the fact the number of spills is higher will be disappointing to people and we do apologise for not having calibrated the monitor correctly in the first place. This has now been corrected and the monitor is recording the correct number of spills.

The increase in reported spills has now triggered an investigation from our Wastewater Teams to better understand our Assets performance and where the excess flows are coming from.

Net Zero Carbon - The Big Green Plan 02/12/2021

HELP SHAPE COUNCIL’S BIG GREEN PLAN TO FIGHT CLIMATE CHANGE
The Pembrokeshire public is being asked to help shape a plan steering Pembrokeshire County Council towards becoming net zero-carbon by 2030.
Pembrokeshire County Councillors declared a climate emergency in May 2019 and voted to create an action plan.
The plan is designed to outline what has been done so far by the Council to reduce emissions, and act as a blueprint for the future, designed to adapt and evolve over time.
The Action Plan Towards Becoming a Net Zero-Carbon Local Authority by 2030, is now on the Council’s Have Your Say website for residents to read and give feedback.

Pembrokeshire County Council’s Cabinet Member for the Environment, Cllr Cris Tomos, said the Council is already taking steps towards cutting emissions and wanted the Pembrokeshire community to join the Council’s push towards net zero-carbon.
Cllr Tomos added: “Climate Change is real and it is impacting communities here in Pembrokeshire right now.
“Examples of what were are already doing as an authority includes a 50% reduction of C02 emissions from our Council buildings since 2003 and 60% cut in emissions from PCC street lighting since 2008.
“The Council has also just been named, for the second time in a row, the top performing Local Authority in Wales in terms of recycling and therefore reducing waste going to landfill.
“However, we know we have to go further and we want everyone in our communities to be involved in this journey.
“I would urge residents to read the plan and consider what we can all do to help achieve the goal of net-zero carbon.”

PUBLIC URGED TO TAKE PART IN COUNCIL BUDGET CONSULTATION

Members of the public are being urged to participate in Pembrokeshire County Council’s budget consultation 2022-23.

Launched this week, the consultation asks the public where they think the Council needs to spend money, and where it can save it.

As part of the process, the Council has created an online budget simulator, which includes videos from Cabinet members talking about the financial pressure in their portfolio areas.
Cllr Bob Kilmister, Cabinet Member for Finance, encouraged all those interested in how the Council spends its funds to take part in the consultation.

“It’s very important that we hear from as many people in Pembrokeshire as possible,” he said.

“Like other Councils, we are once again facing significant budget pressures and understanding community and household priorities is vital in helping us to make the difficult choices necessary in setting the 2023-23 budget.

“We look forward to hearing from you.”

For 2022 – 23, the County Council is facing an estimated shortfall in net revenue funding of £19.2 million. This is based on the assumption that it receives a 2% increase in its settlement from Welsh Government but no further Covid-19 hardship funding

Over the past eight years, the authority has successfully bridged a funding gap of £110.0 million. To do this, it has already made very many efficiency savings, of the type suggested to it by the public in previous years.

Local authorities have made a major contribution to the national response to the Covid-19 pandemic. The Council has received additional funding to help cover some of the costs and loss of income but it can’t rely on this going forward.

There has been an increase in the number of people needing help – social care and homelessness are the areas seeing big increases in demand and associated costs.

As well as increased demand for service, Councils in Wales are expecting a settlement of just 2% from Welsh Government and a withdrawal of Covid-19 hardship funding.

Employment costs have increased, as a result of increases in minimum and living wages, and national insurance contributions, as well as increases in pay and pension provision for teachers.

The amount we have to pay for things like fuel and materials has also risen - and forecasts suggests that, that increases are set to continue, as a result of the pandemic and Brexit.

This also affects borrowing costs – the Council feels it is vital to maintain investment in capital projects and works hard to keep borrowing for programmes such as building new schools within affordable limits.

The Council appreciates that the pandemic will have had a big financial impact for many of residents and are keen to keep any increases in Council Tax for 2022 – 23 to an absolute minimum. It is looking at options of 0.5%, 1.5%, 3.75% and 5%.
