ATT was invited to the GSP consultation week hosted by Justice Project Pakistan and the Parliamentarians Commission on Human Rights where it’s Youth Council President, members of the Youth along with senior member Muaz Shah, represented the organisation on the discussion regarding the National Security Policy 2022 and the Death Penalty.
The consultation was a closed discussion which hosted members of various organisations and notable activists. Syed Muaz Shah of ATT was also a key speaker for the “Pakistan’s Compliance with Article 6: the right to life (ICCPR)” consultation.
Whilst the security policy was seen as a step in the right direction; Pakistan is yet to face its biggest challenge on a global front and with the death penalty still being enforced in the country; the bigger conversation regarding capital punishment continues.

Alpha Think Tank Pakistan is proud to announce that Ms. Areeha Ijaz has been appointed as Director Research, Youth Council Alpha Think Tank Pakistan.
Ms. Areeha Ijaz, a law student at Kinnaird College for Women (Nadira Hassan Law Department), is an avid debater. Formerly, Ms Areeha has been the blogging team head at a social welfare organisation, working for the provision of quality education in Pakistan, Ilm Kada. She has been an active legal intern at AUC Law, Insaaf Camp, and is currently interning at Saad Rasool Law Associates.
Her love for crime documentaries and mystery shows is only matched by her love for Aurat March which she religiously attends. Her desire for women empowerment is why she passionately represents Kinnaird at various platforms including Moot Competitions and Debating tournaments. Her achievements include but aren't limited to being the Winner of Tilburg Women's Open 2021, Winner PCL Moot Court 2022, Runners up TMUC Moot Court 2021.
When she isn't busy utilizing her critical thinking abilities and public speaking skills, you could find her with a cup of chai, vibing to Abida Parveen and Nasibo Laal.
Ms. Areeha looks forward to working on drafting policy and research papers with her team, on police and judical reforms in particular. She believes that the stability of civil institutions in Pakistan is important to ensure the rule of law prevails in the long term.
Alpha Think Tank Pakistan is proud to announce that Ms. Areesha Shahid has been appointed as Secretary General of Youth Council Alpha Think Tank Pakistan.
Ms. Areesha is a 4th-year law student studying B.A/LLB at the University of Karachi. She has a keen interest in International law and is currently interning at the Research Society of International Law and the ADRi LLP. She is also attached to Amnesty International as their International Youth Advisory Board Member. She has been an active youth member of the Alpha Think Tank Pakistan since last year. After working on the research papers for introducing police reforms in Pakistan, her interest in the organization has only grown with time. It is her mission and passion to devote her time and energy to the betterment of Pakistan.
She says: "The Legal field is rightfully critiqued in our country and so are its ambassadors, lawyers, and the judges. But, what I've observed over these passing years is that this critique is turning into resentment. The reason why I joined the Alpha Think Tank Pakistan is to convince everyone with the work we do that it is too soon to lose hope in the Judicial sector of Pakistan - which is one of the most vital organs of a functioning democratic state. Our people need to understand that Judiciary alone isn't responsible for the deliverance of justice.
Where it is important for the Judiciary to speed up the process of delivering Justice to a complainant, it is equally important for the police force to equip itself in handling and deal with an alleged offender and the complainant. Although the police force is part of the Executive branch of government it has to work side by side with the Judiciary in the deliverance of speedy justice.
At Alpha Think Tank Pakistan, we have the vision to bring reforms in the police and the judicial sectors of Pakistan so that we can restore the faith of Pakistanis in the Judiciary and the Executive."

A staunch feminist and women’s rights advocate, Ms. Aliza firmly believes in the power of legal reform to transform today’s society to a more inclusive one- understanding and respecting the role of women in various avenues.
Currently working as President of youth for Alpha Think Tank Pakistan, she has a great mind for public policy and legislation- strongly advocating for legal reform which she believes to be a continuous concern for a stagnant system.
Believing in the power of communication, she has six years of public speaking to her name, and is a TED member.
Alpha Think Tank Pakistan is delighted to announce that Mr. Muhammad Aslam Khan has been appointed as Head of Public Relations at Alpha Think Tank Pakistan.
Brigadier Muhammad Aslam Khan holds a unique blend of senior management experience acquired through various military and civil appointments. His professional experience stretches to over 44 years. He holds MBA and a Master’s degree in Political Science. Brig (r) Muhammad Aslam Khan has diversified experience in water, development, energy, security, and Humanitarian sectors. He served as the Chief Executive of Water and Power Development Authority (WAPDA), Director of National Commission for Human Development (NCHD), Senior Joint Secretary Political Affair’s position at Prime Minister Secretariat, General Manager at Mari Petroleum Company Limited (MPCL), and Security Advisor with CDM Smith/CIDA/UNDP. He established Gomal Damaan Area Water Partnership (GDAWP) in his native town D I Khan and holds the position of Chairman. He has a passion for humanitarian and peace-related work and is Senior Vice Chairman National Peace and Justice Council. He is also Chairman of Pakistan Economy Watch based in Islamabad.
Alpha Think Tank Pakistan is delighted to announce that Mr. Vasim Qureshi, our Core Committee member and our Head in Canada, has been appointed as Patron of Youth Council Alpha Think Tank Pakistan.
Mr. Qureshi is an Engineer, with a Bachelor’s degree from Dawood College (NED University) and a Master’s from Georgia Tech (USA). He joined one of the top Oil Service companies of the world by an on-campus interview, and after 31 years of working with them in Venezuela, Indonesia, Pakistan, Kuwait, Libya, Algeria, Canada, the USA, and Abu Dhabi, he started his own Consultancy. As a Consultant, he has been contributing to the oil industry in Saudi Arabia and Canada as well as offering technical courses in universities in Canada and through professional organizations.
He says:
"As a youth in Pakistan, I was fortunate to have been involved in a few volunteer organizations, like Leo Club, the youth group of Lions International, from where I learned a lot of skills which helped me succeed in life. I have been lucky to have had guides who selflessly guided me throughout my life and as a tribute to them, I took the role of Patron for the Alpha Think Tank Pakistan Youth Council, so I can provide whatever guidance I can.We have a very enthusiastic and talented young team in the Youth Council, all they need is a little focus and guidance to shine. I would like to assure them that I want to take everyone with me and will help them to get the best guidance if they are willing to learn and work towards a positive goal. Disputes as to Jurisdiction of Police Station
As soon as the police receive the first information about the commission of an offense, it is their responsibility to immediately act and investigate the case. In some cases, however, there may emerge a dispute between two police stations about their territorial jurisdiction over the spot where the reported offense occurred. In such a situation, the police are required to follow the following procedure:
1. If there is any confusion about the jurisdiction of the police station and if each one of the SHOs contends that the territory under dispute does not fall in his area of jurisdiction, it is the responsibility of each SHO to stay on the spot and keep on investigating into the case. The case record in such a case shall remain with the SHO who reaches the spot earlier until the question of jurisdiction has been decided (25-5 of the Police Rules,1934).
2. When one of the two police officers is relieved after the determination of the area of
jurisdiction by senior police officers, the relieved officer shall record a report of all that he has done in a case diary and sign it, giving the date and hour of his relief. Such case diary shall be handed over to the other police officer, who shall certify thereon that he acknowledges the case to have occurred within his station limits or to be one which he is empowered to investigate, as the case may be (25-6 of the Police Rules, 1934).
3. When a case is transferred from one police station to another, after determination of the area of jurisdiction, the offense registered in the original police station shall be canceled by the Superintendent of Police and an FIR shall be submitted in the police station in the jurisdiction of which the case occurred (25-7 of the Police Rules, 1934).

He successfully entered and expanded multi-national corporate businesses in 16 countries of North America, Asia Pacific, and the Middle East. He is skilled at managing financial turnarounds. He has also performed duties as an expatriate during a period of 6 years in Singapore, 4 years in Australia, and 3 years in Saudi Arabia.
His Community services include; the management of two 501(3) C organizations - United Citizen Foundation (UCF) and the Las Vegas Science and Technology Fair. UCF is focused on providing free health clinics at selected schools and reducing s*x traffic. Science Fair is the largest in Nevada. Over 75,000 children and adults attend annually.
He is based in Las Vegas, USA.
What can you do if your FIR is not registered?
1- You can meet the District Police Officer (DPO) or Capital City Police Officer(CCPO) or other higher officers like Deputy Inspector General (DIG) of police and Provincial Police Officer (PPO) and bring your complaint to their notice.
2- You can send your complaint in writing and by post to the DPO, CCPO, DIG or PPO concerned. If the DPO, CCPO, DIG or PPO is satisfied with your complaint, he shall order the registration of FIR.
3- You can file a complaint to the District Public Safety and Police ComplaintsAuthority in your district.
4- You can file a private complaint before the court having jurisdiction.
According to the United Nations Human Rights Commission's Principle 20, a detained or imprisoned person shall have the right to be visited by and to correspond with, in particular, members of his family and shall be given adequate opportunity to communicate with the outside world, subject to reasonable conditions and restrictions as specified by law or lawful regulations and according to principle 21,
1- It shall be prohibited to take undue advantage of the situation of a detained or imprisoned person to compel him to confess, to incriminate himself otherwise, or to testify against any other person.
2. No detained person while being interrogated shall be subject to violence, threats, or methods of interrogation which impair his capacity of decision or his judgment.
On this account, Article 10 (1) of the constitution of Pakistan states that No person who is arrested shall be detained in custody without being informed, as soon as may be, of the grounds for such arrest, nor shall he be denied the right to consult and be defended by a legal practitioner of his choice.

Think-Tank Pakistan, a diverse group of legal experts including retired judges, policy makers, bureaucrats, lawyers, army officers, engineers, doctors, accountants, executives and civil society activists, serving in different capacities around the world, to contribute meaningfully, as a non-political entity, towards the transformation of Pakistan into a social welfare state, by working with like-minded bodies and individuals, by influencing higher level decision makers for systematic improvement in key social, administrative, technology, and economic sectors, especially for Police and Judiciary.
We believe that the Youth can play an important role in this mission, as well as develop their capabilities under the guidance of experienced professionals.
We, therefore, invite students of Law, Information Technology and Project Management to join hands with us to help us transform Pakistan.
The students of Law will be expected to research topics in legal reforms under the guidance of experienced professionals as needed for our current focus of Judicial and Police reforms.
The Information Technology and Project Management students will be expected to work on basic IT, Data Management and Project Management tasks under the guidance of experienced professionals.
On completion of certain tasks and on recommendation of mentors, certificates may be provided by Think Tank Pakistan to help the Youth in their professional life.

Things you should NOT do when filing an FIR:
1- Never file a false complaint or give wrong information to the police. You can beprosecuted under law for giving wrong information or for misleading the police(Section 182 of the Pakistan Penal Code, 1860).
2- Never exaggerate or distort facts.
3- Never make vague or unclear statements.
4- One who refuses to sign his statement of FIR can be prosecuted under section 180
of Pakistan Penal Code, 1860.
5- One who lodges a false charge of offence made with intent to injure a person canbe prosecuted under section 211 of Pakistan Penal Code, 1860.
Things that should be mentioned in the FIR:
1- Your name and address;
2- Date, Time, and Location of the incident you are reporting;
3- The true facts of the incident as they occurred, including the use of weapons, if
any;
4- Names and descriptions of the persons involved in the incident;
5- Names and addresses of witnesses, if any.
The procedure of filing an FIR is prescribed in Section 154 of the Code of Criminal
Procedure, 1898. It is as follows:
1- When information about the commission of a cognizable offence is given orally,
the police must write it down.
2- It is your right as a person giving information or making a complaint to demand
that the information recorded by the police is read over to you.
3- Once the police have recorded the information in the FIR Register, the person
giving the information must sign it.
4- You should sign the report only after verifying that the information recorded by
the police is as per the details given by you.
5- People who cannot read or write must put their left thumb impression on the
document after being satisfied that it is a correct record.
6- Always ask for a copy of the FIR, if the police do not give it to you.
7- It is your right to get a copy of FIR free of cost.

He is currently member of the Advisory team of the President of Pakistan on emerging technologies. The domains he covers in his consultancy include governance, transformation, technology, and fourth industrial revolution.

Mr. Farasat Latif after resigning from the government of Pakistan moved to UK and started to work for British Rail, commonly known as Network Rail.
Mr. Latif is a linguist and can speak many local languages!
A graduate from the University of Punjab and higher education from the University of Bath United Kingdom, Mr. Latif is a writer, thinker, and an active sociologist. Presently working with British Rail in disability services and as a Trainer/ instructor, he enjoys great experience in different departments of the government of Pakistan and the government of the United Kingdom.
Well known in bureaucratic and political circles in Pakistan, he remained a close associate with many senior civil servants and politicians.
A peoples person, Mr. Farasat is married and has two sons. One of his sons is an English Lecturer in a known United Kingdom College.
By working on Judiciary and police reforms in Pakistan, Mr. Latif dreams to introduce Pakistan to a culture of love, brotherhood, and equality. He is keen to help ordinary citizens struggling to get their rights. He intends to initiate a movement to get freedom for ordinary citizens struggling in jails and to fight for the citizens who can’t get justice from lower and higher courts easily.
He wants to see Pakistan as a country free of all pulls and pressures where citizens could enjoy the freedom of speech and enjoy equality and Justice!

Mr. Qayyum Raza Mir started his career as Professional Photographer joining his father's photography business in 1975 after BSc from Punjab University studying at Gordon College Rawalpindi. He later migrated to the UK in 2010. There, he works as a Bilingual Interpreter with NHS UK.
Who Can File an FIR ?
Anyone who knows about the commission of a cognizable offence can file an FIR. It is not necessary that only the victim of the crime should file an FIR. A police officer that comes to know about a cognizable offence can file an FIR himself/herself.
You can file an FIR if:
1- You are the person against whom the offence has been committed.
2- You know yourself about an offence, which has been committed.
3- You have seen the offence being committed.
The right to life is enshrined in Article 9 of the Constitution of the Islamic Republic of Pakistan.
“No person shall be deprived of life or liberty save in accordance with law”
Every Pakistani has the right to live and this means that ‘nobody, including the government, can try to end your life. It also means that the government of Pakistan has a constitutional obligation to take appropriate measures to safeguard life.

Mr. Khawar Ikram Khan is a retired Wing Commander who has served in the GDP and ATC Admin branches for 26 years. He has also served on various staff and command appointments with the top brass of the Army, Air force, and Navy at AHQ and JSHQ. As a part of the high-level Defence delegation, he has visited Indonesia and Malaysia. He has also worked in Saudi Arabia and Bahrain on PAF deputation for 5 years and in the USA for 1 year. He remained the president of the Italian Development Committee Pakistan for 2 years. He holds a master's degree in business administration as well as international relations.

Mr. Rashid Kamal is a retired Air Marshal and former Ambassador of Pakistan in Syria who wishes to see justice pervails in Pakistan as per the guidance given in Quran.
What has happened today is a blatant act of potilitcal amorality. But when has the politics of our country adhered to morality? And Those who are being furious over the unconstitutional act of the deputy speaker today are themselves guilty of not adhering to constitutional norms and values in the past.
Time has changed, Pakistani people are now well aware of the roles played in politics by the powers that be. Let the will of the people be determined in a free and fair election. And more importantly, neutrality of our powerful institutions must prevail. The results of a credible polls be accepted by all and let the period of stability and continuity of policies, that could ensure sustained economic growth, begin.

In the 70 years of Pakistan’s chequered course of history , there have been worse scenarios than what is happening today . It is a day of mourning, day of judgement, a dark chapter of our history is being written.
Whatever the result of no confidence motion be , one thing is evident, it is a battle between the good and the evil .
It is far beyond just no confidence vote . This will decide how Pakistanis would like to see future Pakistan. If this motion is a success, then it is a success of negative forces who do not wish to see Pakistan progressing.
Today is also an eye opener that to remember that we elect such uneducated lot who neither have morals , nor character. They have no vision no pain no concern with the actual issues of Pakistan. Such as economy , security and social challenges in the society.
It is a day which historian will remember and write as the day of blood and tears!
