On this we're proud to highlight Dแดแดแด MOSAIC project, aimed at protecting the safety of in by enhancing data collection and monitoring, partnering with experts, identifying gaps, and improving child safety.

Data MOSAIC focuses on creating comprehensive, comparable, and based data systems. We aim to detect forms of violence, ensuring sensitivity to the diverse experiences of imprisoned children, including + children, those with mental health problems or disabilities, and those from marginalised groups.

Prisons are often forgotten amidst natural disasters, with dire consequences. People in prison and staff are at risk from natural hazards, yet #๐๐ข๐ฌ๐๐ฌ๐ญ๐๐ซ๐๐ข๐ฌ๐ค๐๐๐๐ฎ๐๐ญ๐ข๐จ๐ง (DRR) plans often fail to include them.
n recent years, prison populations and staff have suffered injuries and, in some cases, died due to natural disasters. This is due to inadequate preparations and plans by prison authorities and governments in a context of prison overcrowding. ๐ผ๐ก๐๐ง๐ข๐๐ฃ๐๐ก๐ฎ, ๐ค๐ซ๐๐ง ๐๐% ๐ค๐ ๐ฉ๐๐ ๐๐ก๐ค๐๐๐ก ๐ฅ๐ง๐๐จ๐ค๐ฃ ๐ฅ๐ค๐ฅ๐ช๐ก๐๐ฉ๐๐ค๐ฃ, ๐ค๐ง ๐๐ฅ๐ฅ๐ง๐ค๐ญ๐๐ข๐๐ฉ๐๐ก๐ฎ ๐.๐๐ ๐ข๐๐ก๐ก๐๐ค๐ฃ ๐ฅ๐๐ค๐ฅ๐ก๐, ๐ก๐๐ซ๐ ๐๐ฃ ๐๐ง๐๐๐จ ๐ข๐ค๐จ๐ฉ ๐๐ญ๐ฅ๐ค๐จ๐๐ ๐ฉ๐ค ๐ฃ๐๐ฉ๐ช๐ง๐๐ก ๐๐๐ฏ๐๐ง๐๐จ. For instance, in Peru, half of the country's prisons are situated in regions prone to disasters.
Ineffective #๐๐ฆ๐๐ซ๐ ๐๐ง๐๐ฒ and #๐๐ข๐ฌ๐๐ฌ๐ญ๐๐ซ reduction plans leave prison management and staff ill-equipped to respond effectively, leading to panic, unrest, and sometimes protests and escapes. People in prison are dependent on staff to ensure their safety during disasters, unlike the general populations that can evacuate or stock up on supplies. Their vulnerability is further heightened when prisons are overcrowded, poorly constructed, or lack proper sanitation.
Prison DRR plans that do exist often prioritise security over #๐ก๐ฎ๐ฆ๐๐ง๐ซ๐ข๐ ๐ก๐ญ๐ฌ and fail to address the specific needs of individuals. These plans should be based on international standards, best practices, and informed by a risk analysis. Prisons are part of society and the local community and must be included in disaster response plans by local governments and humanitarian aid organizations.
๐Our guide highlights that what works in one prison may not necessarily work in another, emphasising the importance of tailored strategies for effective disaster risk reduction in prisons. It is crucial that prisons take immediate and long-term steps to safeguard the lives, human rights, and welfare of people in prison and their staff.

โToday and every day, Penal Reform International works to end the death penalty. Despite the progress we have made towards universal , 55 countries still retain the use of the death penalty. 2022 also saw the highest number of executions in the past five years. In 2022, increased by 53%, with 883 recorded across 20 countries, up from 579 in 18 countries in 2021. As a form of , the death penalty should be strictly forbidden under international law.

A growing mental health crisis in prisons globally โ further exacerbated by the pandemic โ has been reported year-on-year in . Prison populations already experience poorer mental health compared to the community linked to their imprisonment and prior experiences. Support has generally not increased in line with the need, and in some countries, there is little or no mental health support for people in and leaving prison. It is alarming that information on mental health in prisons is mostly limited to high-income countries, leaving a significant data gap in Africa, Asia, and Latin America. The COVID-19 pandemic has exacerbated the crisis, leaving people in prison with severe long-term anxiety.
