LAMNIDIS LAW was the legal advisor for the Hellenic Republic Asset Development Fund in the successful tender process of the exploitation of a coastal property of 162.409 sq.m. near Thessaloniki.
With an offer amounting to 19.5 million euros, MATENISA TRADING CO. LTD ranked first in the tender process and was declared as the Preferred Investor. The final, improved offer exceeded the starting price by 140.7%.
This step marks the beginning of a significant investment in the area renowned for its high tourism potential, while multiple benefits shall be created for the local community.
Nikos Pittas, Katerina Loukopoulou and Thomas Lamnidis advised the Hellenic Republic Asset Development Fund throughout the international tender process, while @Εθνική Τράπεζα and ASPA KST acted as Financial and Technical Advisors to HRADF respectively.

The session’s participants included Maria Koulouvari, Director of Guarantees of Origin & Electricity Disclosure at DAPEEP, Alexandros Panagiotakis Head of Project Finance at Piraeus Bank and Miltos Aslanoglou CEO of AirEnergy SA.
The participants discussed the sector’s evolving operating model of RES and its impact on project financing is affected, financing risks in Corporate PPA’s or merchant contracts as well the effect of incoming projects on market configuration.

After a year of work, we are pleased to announce our completion of the Legal and regulatory review for “Black Sea Submarine Cable” (electricity and data cable) as part of the feasibility study carried out by CESI contracted by JSC Georgian State Electrosystem (GSE) within a project funded by the World Bank.
On the 2nd of February 2024, we had the pleasure to present the results of this legal analysis during the Coordination meeting on the BSSC Feasibility Study, held at CESI’s headquarters in Milan.
The meeting was attended by representatives of GSE (Georgia), TRANSELECTRICA (Romania), AZERENERJI (Azerbaijan), MVM ERBE (Ungheria), MAVIR (Ungheria) and World Bank.
The legal and regulatory review includes the analysis of the applicable international legal regime for the crossing of the cable in the Black Sea, as well as national legislation of Georgia and Romania on all important legal aspects (energy sector legislation, construction permitting, grid connection, environmental protection, maritime law, land use and resettlement, telecom, licensing of activities, tax regimes, corporate registrations, investment laws, and PPP and procurement law).
It was a great pleasure working with the colleagues from Georgia, Irakli Gaprindashvili and from Romania, Cyprian Dragomir who analyzed the respective national jurisdictions.
The scope of the analysis is to identify potential legal barriers to the implementation of the Project, specifically considering the proposed routing prepared by CESI’s technical team, the environmental screening reports prepared by CESI’s environmental team.
Together with the financial expert Daniel Berg, whom we thank for the well-coordinated and productive cooperation, we have mapped the legal and financial structure of the project, proposing the optimal structure out of various options for project ownership and financing along with the steps to be followed.

The Black Sea Submarine Cable Project (the Project) was initiated by Georgia and Romania and its legal basis is the Agreement on Strategic Partnership in the field of green energy development and transmission, concluded between the Governments of the Republic of Azerbaijan, Georgia, Romania and Hungary, dated 17 December 2022.
The Project was characterized by von Der Leyen, president of European Commission as “…an ambitious project. It would connect us on both sides of the Black Sea and run further towards the Caspian sea region-both for digital communication and for energy. It will help reinforce on security of supply by brining electricity from renewable sources to the European Union, via Romania and through Hungary. The Black Sea electric cable is a new transmission route full of opportunities”.
The project seems to have all the necessary characteristics in order to be qualified as a Project of Mutual Interest (PMI) according to the provisions of the EU Regulation No. 2022/869 and efforts shall be made to include it in the TYNDP (Ten Year Network Development Plan).
Thomas Lamnidis from Lamnidis Law had the honor to present “Prometheus Award” to former University Professor Sofia Stamataki for her work on promoting research on hydrocarbons during IENE’s new year’s celebration ceremony.
