I couldn't attend the meeting yesterday evening but I feel I should share my thoughts as one of your public representatives.

Displacing vulnerable homeless people to accommodate vulnerable asylum seekers is morally wrong. We have a major homeless crisis in Tipperary and it is getting worse. Cashel Town Hostel is the only homeless place that serves Tipperary/Cashel and the hinterlands. We cannot afford to lose that service. Funding should be made available from the Dept to allow Tipperary County Council sign a similar contract to the IPAS model, one that provides emergency accommodation for people in Tipperary at risk of homelessness.

There has been no consultation with the local community, no listening to their concerns. Communication from the Department must involve listening to the concerns of the local community and finding ways to address these concerns.

It is likely that the men will be from varied ethnic and cultural backgrounds that may not be compatible with each other nor with the community they are moving to. Putting 74 males into hostel style accommodation will lead to tensions that are bound to overspill into the community. Without proper integration supports, this type of resettlement can pose serious challenges for the community as well as for those coming through the IPAS system.

Like many small rural towns, Cashel does not have a fully staffed Garda Station to adequately support the influx of 74 asylum seekers. Does Cashel have sufficient Health Service to support their arrival? Have the ETB even been informed to provide literacy supports? Are there translators available? What wrap around services are in place? Lots of questions still need to be answered.

It is the sheer volume of the number of asylum seekers proposed for Cashel and the displacement of people already in emergency accommodation that is causing major concern for me.

While we must consider the rights of Asylum Seekers to be offered protection, unless we fully engage with the local community and move away from 'dumping' large numbers of IPAS applicants into unsuitable and overcrowded accommodation, without proper supports in place, we will continue to see fear and division within our local communities.

Stevie O’Donnell has been volunteering in Tipperary for over 30 years. He volunteers at every event he can, including Saint Patricks Day Festival, Light Up the Plan Community Festival, Tipperary Vintage Rally, Churn Rolling Festival, Annual Tipperary Festival, and the Outdoor Market Festival Tipperary Town. “I just want to help people, regardless what the situation is. That’s just me,” Stevie says.

Stevie arranges pre-event setup, stewards, assists with traffic management, coordinates road closure, assists with event de-rig, and much more! The people of Tipperary know him as someone who’ll assist any voluntary group in Tipperary Town, and would never say no to helping out.

His festival colleagues say, “Stevie turns up come rain, hail or snow. He’s first to arrive and the last to leave, and nothing is ever a problem. He’s always smiling, positive, and brings a sense of humour and community spirit to everything he’s involved in.

“When you’re running voluntary community events, you’re reliant upon people like Stevie to help. Without him, there would have been many times we would have struggled to deliver such lovely events. Stevie brings reassurance to an event and a sense of professionalism that instills confidence in his co-volunteers and creates an atmosphere of ‘can do.’

“There’s never been a time when he hasn’t volunteered his time freely, bringing creativity and a sense of humour to all situations, no matter the ask, or the weather!”
