In a first step forward for developing metro rail project in Guwahati city, the state government invited several consultants from the US, France, Germany, South Korea and Spain to attend a pre-bid meeting for selecting a consultant on 20 November. A global tender notice inviting request for proposal (RFP) for selection of a consultant for a feasibility study and preparation of a detailed project report (DPR) for the rail-based Mass Rapid Transit System (MRTS) was published on 4 November 2013. As many as 22 national and international consultants participated in the meeting. The meeting was attended by GMDA chairman Robin Bordoloi, CEO M Angamuthu, Guwahati Development Department joint secretary Mukul Gogoi and other top officials of the GMDA. The MTRS will be implemented through a special purpose vehicle in the form of a company/corporation on the lines of the Delhi Metrorail Corporation. The total project cost for the first phase of the project is estimated at Rs 14,000 crore. The Assam government has already committed Rs 1,800 crore for the project. The GMDA has been designated as the nodal agency for preparation of the feasibility study of the DPR. A concept paper and terms of reference for the rail-based MRTS in Guwahati was approved by the union ministry of urban development in July 2013. The concept paper reckons a feasibility study for the 196km track and preparation of a detailed project report of 65km (phase-I) covering an area of 2,205 sqkm. The consultants included Yooshin Engineering Corporation, Mott Mac Donald, Leap Infrasys Private Limited. Rites Limited, AARVEE Associates, AECOM, Cambridge Systematics Consulting Technology Private Limited, Jacobs Engineering India Private Limited, DB International GmbH, The Louis Berger Group INC, Delhi Integrated Multi Modal Transit System Limited, ISAN Corporation India Private Limited, FEEDBACK INFRA Private Limited, Arunodaya Energy and Infrastructure Private Limited, Ayesha India and EGIS India. Angamuthu said the process of delineation of the city shall be completed by January 2014. He also spoke to the consultants about a proper survey to facilitate metro connectivity to adjoining areas like Mirza, Jagiroad, Rangia and Sipajhar.
