United against corruption for development, peace and security
Every year $1 trillion is paid in bribes while an estimated $2.6 trillion are stolen annually through corruption – a sum equivalent to more than 5 per cent of the global GDP. In developing countries, according to the United Nations Development Programme, funds lost to corruption are estimated at 10 times the amount of official development assistance.
Corruption is a serious crime that can undermine social and economic development in all societies. No country, region or community is immune.

Bihar Chief Minister Nitish Kumar wants a blanket ban on p**nographic websites for spreading objectionable digital content. The chief minister believes unfettered internet access to p**n is corrupting young people with inappropriate and sometimes violent content.
Ye jo p**n site chalata hai. Pata chala hai jo ladkiyon ke saath galat kaam karte hai waisi cheez ko woh site par laga dete hai, log dekh leta hai. Iss se mansikta bigadti hai (Some immoral people assault girls and film their criminal acts. Then they upload such videos on the internet. You can imagine the adverse impact of it on the immature, impressionable minds of our youth). The Centre should bring a countrywide ban so that such immoral content is blocked immediately, Kumar told a gathering last month. He has also made a formal request to Prime Minister Narendra Modi on this, shooting off a letter and seeking his intervention to ban all p**nographic sites in India.
In the letter, sent last month, Kumar mentions that in many instances such videos have been found to have influenced or triggered similar acts of crime. In the long term, such inappropriate content adversely affects the mindset of society, besides giving rise to crimes against women, says the letter. "In my view, the unlimited access to such inappropriate content cannot be allowed in the name of freedom of speech and expression. There is a need to take effective measures for redressal of crimes against women and children," the letter adds.
The Chief Minister raises a pertinent point here. On several occasions earlier, the Supreme Court has also directed the government to crack down on r**e videos uploaded on social media sites. Vice-President Venkaiah Naidu, meanwhile, constituted an informal group of MPs last month to study the issue of p**nography on social media and its effect on children and society as a whole.
The latest report of the National Crime Records Bureau (NCRB) paints a grim picture. In 2018, the latest year for which crime statistics are available with the bureau, there were 862 incidents where cases were registered for publishing or transmitting of sexually explicit material involving girls. Odisha and Assam top the list with 172 such cases registered in each state. The high numbers, says a police officer, is just a sign of a deeper malaise, as cases are massively underreported.
Just 22 cases were lodged for indecent representation of women in the entire year. This is not just under-reporting, it means the cops are negligent while registering cases, concedes a top IPS officer in Ranchi.
Bihar too has witnessed several inhuman acts of criminals filming r**es and then putting out their heinous acts in the public domain. Though police have acted in the cases that have come to light, it has not really served as a big deterrent.
The chief minister has reason to be concerned. Over the years, Bihar has registered an increase in the number of r**e cases. The number was 746 in 2001 and now it has gone up to 1,146 r**es in 2019. Worse still, incidents of r**e were almost 35 times more than cases of kidnapping for ransom (33) in Bihar in 2019.
Gumnami baba was not Netaji Subhash Chandra Bose: Report
Lucknow, Dec 22 The much-publicized and mysterious ''Gumnami Baba'' was not Netaji Subhash Chandra Bose, as his followers believed.
This is the conclusion of the Justice (retd) Vishnu Sahai Commission that was set up to probe the mystery.
For decades, people claimed that Gumnami Baba was actually Bose living in oblivion.
In its report, which was tabled in the state assembly last week, the commission observed that Gumnami Baba was Netaji''s follower and his voice resembled that of Bose.
Gumnami Baba, who died on September 16, 1985, was cremated at Guptar Ghat (Ayodhya) on September 18, 1985.
The report says, "From items recovered from the part of Ram Bhawan (Faizabad, now Ayodhya), where Gumnami Baba a.k.a. Bhagwanji lived till his death, it cannot be ascertained that Gumnami Baba was Netaji Subhas Chandra Bose."
The 130-page report has given 11-point findings that portray Gumnami Baba as Netaji''s follower.
"He (Gumnami Baba) was a follower of Netaji Subhas Chandra Bose. But he changed his residence when people started saying he was Netaji Subhash Chandra Bose," the report says.
The commission observed he was fond of music, cigar and food and his voice was like Netaji''s voice, giving a ''feeling of command''.
The commission noted that he was a Bengali and well versed in Bengali, English and Hindi, had in-depth knowledge of war and contemporary politics but he appeared uninterested in the state of governance in India.
In concluding paragraphs of the commission''s report, Justice Sahai has noted that he came across evidence demolishing the claims of those affirming that Gumnami Baba was Netaji when he inspected documents in the district treasury in office of the district magistrate Faizabad (now Ayodhya) on June 22, 2017.
Sahai said there was a letter in Bengali written by Bulbul from Kolkata on October 16, 1980. Sahai said the letter from Bulbul said, "When will you come to my place? We will be very happy if you visit on the birthday of Netaji". This makes it clear that Gumnami Baba was not Netaji.
Other interesting findings made by the Commission include the observation that Gumnami Baba had enormous willpower and self-discipline that gave him the strength to live in hiding.
The commission said he devoted appropriate time for worship and meditation and those who spoke to him behind the curtains were mesmerised after hearing him.
The commission observed he was a talented person and had the uncommon trait of being a person who would prefer death if the mystery about his anonymity was uncovered.
"Under provisions of Article 21 of the Constitution of India, he had the choice and right of leading his life as per his wishes. In this right was enshrined his right of remaining anonymous." the report says.
The commission has also quoted arguments given to prove that Gumnami Baba could be Netaji and the ones provided to say he was not.
The commission says: "But it is shameful that his last rites were performed in such a manner only 13 persons could take part in this. He deserved to be given farewell with much more respect."
The Justice Sahai inquiry commission was set up under provisions of the Commission of Inquiry Act 1952 on June 28, 2016 and gave its report on September 19, 2017.
The Allahabad high court had ordered to set up the commission on January 31, 2013 on a writ petition.
India will celebrate Netaji Subhas Chandra Bose’s 123rd birth anniversary on January 23, 2020.
Netaji’s death is still one of the biggest mysteries in the history of independent India. Speaking exclusively to Biplob Ghosal of Timesnownews.com, Netaji’s grandnephew Chandra Kumar Bose appealed to Prime Minister Narendra Modi to announce January 23 as Patriot’s Day or Desh Prem Divas and announce a statue of the great freedom fighter at India Gate, Delhi.
When asked to comment on his expectations from the Narendra Modi government on the birth anniversary of Netaji, Chandra Kumar Bose said: “People want January 23 to be declared as Patriots Day/Desh Prem Divas. We are celebrating Mahatma Gandhi’s 150th birth anniversary and it was the Father of the Nation who addressed Netaji as the 'Patriot among Patriots'. The same demand was put forward to the Congress government in the past, but it did not pay any heed. Thus, the Modi government should declare this day as Patriots Day or Desh Prem Divas.
Telangana emerged to be India’s 5th most corrupt state, the neighbouring state of Andhra Pradesh stands at 13th position, according to ‘India Corruption Survey-2019.
The survey was done in association with Transparency International India.
The study revealed that 67 per cent of people in the State admitted to paying bribes to get their work done.
Rajasthan tops the list in corruption.
The surveyors collected more than 2,000 samples by meeting people directly and collected the details. It was revealed that corruption in the State has gone up in 2019 compared to 2018.
