I was delighted to attend the State level 'Loosong-Namsoong' Celebration at Kewzing playground, South Sikkim which falls under the 09- Barfung constituency.

In my address, I expressed my satisfaction to witness such a large gathering and a colourful ambience. I also spoke regarding the virtue of the Sikkimese spirit which binds us together irrespective of religion, caste, creed. The mutual respect between different communities is commendable and though the festival holds importance to the Bhutia and the Lepcha community, it was pleasing to witness people from all communities come together to celebrate. I urged everyone to continue with the same enthusiasm and set an example of communal harmony and unity for all to witness.

Further, I affirmed that our Government does not believe in discrimination on any basis moreover we aspire to unite the people and collectively work for the welfare of Sikkim and are committed to bring overall development and just focus on single districts. We will be working on revamping roads in the area and improve connectivity to promote the untapped potential of the area. I informed the gathering concerning work done during the pandemic in different sectors. I also notified them about the debt cleared by the Government which had accumulated for many years.

The pandemic has strengthened our resolve to work for the state. Gradually, we are picking up momentum and within the coming days. Moreover, we will be initiating numerous developmental works in Sikkim and also explore avenues to generate employment for our citizens. We will also deliberate on constructing a PHC in the constituency and was pleased to inaugurate a branch of State Bank of Sikkim (SBS) at Kewzing, which was a long pending issue.

As promised earlier, I will be meeting the people of 09- Barfung constituency and work towards resolving their grievances at the earliest.

Gangtok, September 18(IPR): Chief Minister Shri Prem Singh Tamang chaired a meeting of the State Task Force at Samman Bhawan today. The meeting was attended by Cabinet Ministers, Political Secretary to HCM, Chief Secretary and Heads of concerned Departments, DGP, ADGP, Chairperson and Member of the State Health Technical Committee, and CMO officials.

The meeting was convened to take stock of the present situation and to deliberate on the issues that needed urgent attention and future course of action.

At the outset, two minutes silence was observed as a mark of respect to the health worker who lost her life this morning to COVID-19.

After detailed discussion on the current covid situation, the following directives were given:

1. The Tourism and Civil Aviation Department to set up Special Task Force Team and frame SOP for reopening of hotels and tourism based businesses.

2. Education Department to prepare proper SOP/ guidelines for reopening of schools.

3. Health Department to review the existing protocol/ SOP in view of current developments.

Today, I was pleased to launch one of our Government’s flagship programmes ‘Skilled Youth Start-Up Scheme’ under the Commerce & Industries Department at Samman Bhawan.

During my address, I welcomed everyone on behalf of the Government. We were not able to hold the event on a larger scale due to the COVID-19 SOPs. Through this scheme, we aim to provide a platform for our capable unemployed youths to make them self-reliant and entrepreneurs. We have integrated various projects under different departments which gives more options to the applicants.

Several individuals are not keen to pursue government jobs and start a business of their own but are unable due to financial restrictions. This scheme provides an opportunity to explore their entrepreneurial skills. Even when we talk about well-established industrialists and business person, they too have availed support from banks at one point in their lives. We may not reach their level but it is not impossible and with hard work, dedication, grit and determination, we can achieve any goals.
This scheme enables the youth to spearhead their own business, open new avenues and employment for others. Youths are the future of our state, the Nation and the Government should support and guide them towards the right path.

The scheme was proposed to be launched during the month of March 2020. However, due to unforeseen circumstances owing to the pandemic, we had to postpone it. Finally, we will be starting with the 1st phase of the scheme with a 35% subsidy. This will be released in a phased manner after their project commences and depends on the progress of there work.

We should support our Hon’ble Prime Minister’s call for Atmanirbhar Bharat and promote local business, products and services through this scheme. Our youths are capable and our Government will lend every possible support to them for becoming self-reliant and self-sufficient.

I would like to conclude by paying my respects to one of our health worker who lost her life this morning to COVID-19. My heartfelt condolence goes out to the family and friends of the deceased and I would also like to inform you that our Government will be there to lend every possible support to the bereaved family.
I once again appeal to all to kindly wear masks, wash hands, follow social distancing and other protocols of COVID-19.

The following decisions were taken during the Cabinet meeting held at Tashiling Secretariat on 16/09/2020:-

POWER DEPARTMENT

Financial sanction of Rs.222.42 lakhs (Rupees two crores twenty two lakhs forty two thousand only) as Grants-in-Aid to the Sikkim State Electricity Regulatory Commission (SSERC) for the financial year 2020-2021.

FOOD AND CIVIL SUPPLIES DEPARTMENT

Financial sanction of Rs.2,28,00,000/- (Rupees two crores twenty eight lakhs only) as State Component under National Food Security Act (NFSA)2013 for transportation, handling, movement of food grains and fair price shop dealer’s margin for 2020-2021.

EDUCATION DEPARTMENT

Renaming of Upper Tarnim Government Primary School as Upper Tinkitam Government Primary School in South District and Martam Secondary School as Nazitam Secondary School in East Sikkim.

Financial sanction of Rs.4,50,00,000/- (Rupees four crores fifty lakhs only) as first instalment of Central share to five colleges under the Infrastructure Grants Component of the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) 2.0.

Financial sanction of Rs.51,57,100/- (Rupees fifty one lakhs fifty seven thousand and one hundred only) to be released as Examination Fees for Under Graduate Students of Sikkim State Government Colleges affiliated to Sikkim University.

HORTICULTURE DEPARTMENT

Financial sanction of Rs.2757.78 lakhs (Rupees twenty seven crores fifty seven lakhs seventy eight thousand only) with a State share of Rs.275.38 lakhs and Central share of Rs.2482.01 lakhs for implementation of programmes under HMNEH.

Approval is also solicited to transfer the same to the accounts of Small Farmers Agribusiness Consortium (SFAC) as and when funds are released by the Ministry of Agriculture and Farmers Welfare, Government of India.

SKILL DEVELOPMENT DEPARTMENT

Enbloc sanction for drawal of Rs.15,66,90,000/- (Rupees fifteen crores sixty six lakhs ninety thousand only) as Central share and release the same to the State Institute of Capacity Building (SICB), Karfectar for the implementation of Deen Dayal Upadhayaya Grameen Kaushalya Yojana (DDU-GKY).

TOURISM AND CIVIL AVIATION DEPARTMENT

Approval of Rs.38,24,102 lakhs (Rupees thirty eight lakhs twenty four thousand one hundred and two only) to be released as Grant-in-aid to Indian Himalayan Centre for Adventure and Eco-Tourism (IHCAE), Chemchey, South Sikkim,.
ROADS AND BRIDGES DEPARTMENT

Financial sanction of Rs.3846.00 lakhs (Rupees thirty eight crores forty six lakhs only) for the construction of two lane highway from Adampool to Ranka-Sichey road in East Sikkim, with funding under RIDF-XXV and de-sanction of Rs. 2428.00 lakhs under State Plan.

EDUCATION DEPARTMENT

Financial sanction of Rs.51.62 lakhs (Rupees fifty one lakhs sixty two thousand only) already released as Grant-in-aid to five Private Aided/Unaided Schools having minority students under Scheme for Providing Education in Minorities and Madrasa(SPEMM) for the year 2011-12.

HOME DEPARTMENT

Approval of the policy regarding the prohibition on the construction of new religious structures and the removal/relocation/regularization of existing unauthorized construction of religious nature in public places.

Administrative approval of Rs.282.41 lakhs (Rupees two crores eighty two lakhs forty one thousand only) and financial sanction of Rs.200.00 lakhs (Rupees two crores only) for repair and Renovation of Sikkim House at X-13 Hauz Khas, New Delhi.

URBAN DEVELOPMENT DEPARTMENT

Administrative approval of Rs.200.00 lakhs (Rupees two hundred lakhs only) and financial sanction of Rs.40.00 lakhs (Rupees forty lakhs only) as 1st instalment for formulation of Local Area Plan (LAP) under Atal Mission for Rejuvenation and Urban Transformation (AMRUT).

FINANCE DEPARTMENT

Approval of the First Supplementary Demands for Grants 2020-21 covering 34 grants and Appropriation to the tune of Rs.45123.63 lakhs (Rupees four hundred fifty one crores twenty three lakhs and sixty three thousand only).

Approval of the “The Sikkim Goods and Service Tax (Amendment Bill 2020)” to amend the Sikkim Goods and Services Tax Act 2017.

RURAL DEVELOPMENT DEPARTMENT

Additional financial sanction of Rs.67,44,731/- (Rupees sixty seven lakhs forty four thousand seven hundred thirty one only) for the construction of 30 mtr span Steel Bridge over Naray Khola along Tshalumthang to Tareythang Road, East Sikkim, due to revision of cost.

Administrative approval for revised cost of Rs.2.17 crores (Rupees two crores seventeen lakhs only) and additional financial sanction of Rs.92.10 lakhs (Rupees ninety two lakhs and ten thousand only) for construction of State Panchayat Resource Centre (SPRC) AT GMC office, Deorali in East Sikkim.

EDUCATION DEPARTMENT

Administrative approval and financial sanction of Rs.25,67,000/- (Rupees twenty five lakhs sixty seven thousand only) to be released as stipend to students studying in Sikkim Institute of Higher Nyingma Studies (SHEDA).

SOCIAL JUSTICE AND WELFARE DEPARTMENT

Administrative approval and financial sanction of Rs.97.54 lakhs (Rupees ninety seven lakhs fifty four thousand only) as grant-in-aid to Sikkim Commission for Backward Classes (SCBC) for the financial year 2020-21.

URBAN DEVELOPMENT DEPARTMENT

Approval of the “Sikkim Municipalities Amendment Bill, 2020” with the provision of the following:

I. Insertion of new provision in the Act for deferring of Municipality election for a period not exceeding six months in one spell beyond the stipulated period and in no case election to be deferred by more than a year beyond stipulated date.

II. Insertion of section in the Municipalities Act is to be made for contesting the Municipality election on non-political party basis.

III. Omission of Section 15 A of the Act which has provision of nominated Councillors.

TRANSPORT DEPARTMENT

Approval of “The Sikkim Motor Vehicles Taxation (Amendment) Bill, 2020” to be placed in the forthcoming Sikkim Legislative Assembly.

BUILDINGS AND HOUSING DEPARTMENT

Administrative approval for the foreclosure of work order in favour of M/s Civil Engineers Enterprises Pvt.Ltd, Kolkata for the work “Renovation and Up-gradation of 100 bedded District Hospital to 300 bedded Multi Speciality Hospital at Namchi, South Sikkim.

FOREST AND ENVIRONMENT DEPARTMENT

Administrative approval and financial sanction of Rs.1,55,00000/- (Rupees one crore fifty five lakhs only ) for the implementation of Development of Grass Reserve and Management Action Plan for grass land of North Sikkim under MH-3601(General) of National Livestock Mission Scheme.

URBAN DEVELOPMENT DEPARTMENT

Administrative approval for the implementation of Sikkim Urban Garib Awas Yojana (Phase-I) at the total cost of Rs.13050.54 lakhs (Rupees one hundred thirty crores fifty lakhs and fifty four thousand only) with the provision to provide 502 Unit (Beneficiary Led Household) at the cost of Rs.16.02 lakhs per unit and 270 Units of Flatted Units at the cost of Rs.18.55 lakhs per unit to be distributed among 07 (seven) Urban Local Bodies (ULB) of Gangtok, Jorethang and Gyalshing.

URBAN DEVELOPMENT DEPARTMENT

Administrative approval and financial sanction of Rs.2000.00 lakhs (Rupees twenty crores only) and transfer the same as grants to Urban Local Bodies as recommended by 15th Finance Commission for the year 2020-21.

EDUCATION DEPARTMENT

Approval for setting up a Board of Open Schooling and Skill Education in collaboration with a sponsoring organisation and the draft Bill in this regard.

The proposal seeks approval of “Khangchendzonga Buddhist University, Sikkim Bill 2020 “to be placed in the forthcoming Sikkim Legislative Assembly.

LABOUR DEPARTMENT

The proposal seeks approval for amendment of “Sikkim Essential Services Maintenance Act, 2000” by duly amending Section 2, clause (VII), to be placed in the forthcoming Sikkim Legislative Assembly.

ROADS AND BRIDGES DEPARTMENT

Approval of the following with regards to “Consultancy services for preparation of Detailed Project Report and for the construction of Highway Tunnels and its approaches enabling all weather connectivity at various locations in the State of Sikkim:

(a) Approval of the Consultancy Firm, which would be a “Joint Venture between Lion Engineering Consultants and Marsway Engineering Consultancy and Construction Services Pvt. Ltd.

(b) Approval of the agreed bid offer of Rs.50 crore (Rupees fifty crores only) inclusive of all taxes.

(c) Approval to create an independent project implementing and monitoring team.

Today is the birth anniversary of Late Major Dhyan Chand, one of the greatest hockey players who was born on 29th August 1905. His efforts on the field led India to win three Olympic Gold Medals in 1928, 1932 and 1936.

It was also during this time; India dominated the sports in the Field of Hockey. His amazing performances led him to be known as “The Wizard” or “The Magician of Hockey”. Major Dhyan Chand was also awarded the Padma Bhushan Award in 1956 for his contribution to the sports of Hockey. His birth anniversary is now celebrated as National Sports Day in India.

On the occasion of National Sports Day, I extend my warm greetings to all the sportspersons of our country. I would also like to congratulate National Sports Federations, State Associations, clubs and individuals and commend all for their contributions to bring games and sports to the highest level.

As we celebrate National Sports Day, one has to understand that the message is not only for the Sports Persons but a general message to all the citizens, the importance of staying fit. It is an extremely positive sight to see that a major chunk of the Sikkimese population both in urban as well as rural areas are extremely conscious about their physical fitness and well being. I would like to extend my best wishes to these citizens who are helping to shape a better and healthier society.

Many stars of the first generation led way and taught the current stars of Sikkim who represent India in the various sports. While it is important to note that such commendable contribution by these senior athletes is praiseworthy, it is also important to highlight the performances of the current athletes who are performing at the highest levels presently. I congratulate the Department of Sports and Youth Affairs for publishing Biography of First Generation of Eminent Sports Personalities of Sikkim.

On this note, I would like to extend my best wishes to Shri Tarundeep Rai for upcoming Olympic, Sridevi S***a, Laxmi Thatal and Muskan S***a who are selected for India Team Camp for FIFA U-17 Women Football World Cup to be held in India in 2021.

We are also honouring coaches and individuals who have gone beyond their obligations to promote sports and produced athletes who have made achievements at various level. This award is an encouragement to them for all future endeavours.

Presently, the Covid-19 pandemic has prevented celebrations on a larger scale. The social distancing protocol has made it a difficult task for the officials to carry out arrangements that are appropriate. However, it is commendable that despite these challenges, everyone has made praiseworthy efforts in order to make the celebrations a reality.

On this historical day, I would like to extend my warmest greetings once again on the occasion of National Sports Day.

कुनैपनि नागरिकको राष्ट्र निर्माण प्रति प्रारम्भिक सिडी राष्ट्रियता हो भने कुनै पनि भाषाले राष्ट्रियतालाई सबल बनाउने कार्य गरेको हुन्छ। मातृभाषा विश्वका सबै समाजको जीवन हो। राष्ट्रियताको महत्व राष्ट्रभन्दा पनि ठूलो छ| यसले मानिसको राजनैतिक अस्तित्व प्रमाणित गर्दछ अनि मातृभाषाले टेवा पुरयाएको समाजले राष्ट्रियतालाई गौरवशाली बनाएको हुन्छ। मातृभाषा मानवजीवनको मुटुको स्पन्दन हो । भाषाले राष्ट्रको मौलिक विशेषतालाई कलात्मक ढंगले प्रस्तुत गरिरहेको हुन्छ। नेपाली भाषा भारतीय संविधानको आठौं अनुसूचीमा अन्तर्भुक्त भएको भारतको राष्ट्रिय मान्यता प्राप्त भाषा हो।

I was extremely honoured and happy to grace the 74th Independence Day Celebrations at Manan Kendra, Gangtok today. This year due to the global pandemic we could not celebrate it in a grand manner like we used to.

During my address, I remembered and paid homage to all the freedom fighters who laid down their lives to free our country. Their contributions and sacrifices will be remembered till the end of time.
The Independence Day holds a great value for Sikkimese people and is celebrated with utmost fervour and enthusiasm every year. The nationalism and integrity of Sikkimese people are second to none and have always been true nationalists and dedicated towards the service of the Nation.

Our party SKM was voted into power in 2019 by the people of Sikkim and it is our responsibility to look after the welfare and development of Sikkim and her people.
I urge our Government employees to work selflessly for the State.

The last few months have been a challenge which we accepted gracefully and even in the presence of major hurdles, we achieved certain feats like the viral testing labs and dialysis facilities in Namchi and Geyzing. Likewise, in the course of the pandemic, we handed out relief packages to the students and patients outside the State and recently distributed relief packages to the drivers. Rations were also distributed to the labourers both local and migrant. Our Government strives to work towards the welfare of the State and continue to add to the volume of our work.

My deepest gratitude to the Hon’ble Prime Minister Shri Narendra Modi Ji, Union Home Minister Amit Shah Ji, Union Health Minister Dr Harshvardhan Ji for personally showing concern towards Sikkim and also supporting us during the pandemic.

We should support our Hon’ble Prime Minister’s call for “Atmanirbhar Bharat” and start to look for opportunities and be self-sufficient and self-reliant which we are capable of. I urge our citizens to work on this and create new avenues for themselves and others. We should promote local business which not only provides income but also generates employment thereby supporting the call for "Vocal for Local".

My respect goes out to the soldiers guarding our borders and their selfless service towards the Nation and also remembered the 20 soldiers who recently lost their lives in the Galwan Valley.

Our frontline warriors, doctors, nurses, health workers, police, sanitation workers for the last few months have been working tirelessly towards serving the State. Their effort and dedication was a reason for Sikkim not having a single case in the first few months and it is the same dedication and service that has led to Sikkim curing and discharging more than half of the positive cases in the State. I am grateful towards them and thank them for their service towards Sikkim.

Their effort and dedication will not be in vain and I pray that in the coming days we can achieve back our status of COVID free state again. Till then I appeal to our people to continue with the same discipline and take care of their safety and their loved ones.

I would like to mention here some of the achievements during our governance since 27th May 2019.
1. We have worked to strengthen medical manpower by recruiting more than 365 medical officers including staff.
2. My Council of Ministers and I have pledged a 35% cut in monthly salaries and additionally, Hon'ble MLAs have pledged 30% cut in monthly salaries for one year to help in our fight against this deadly disease.
3. First Tertiary Cancer Care Centre has been established at STNM Multispeciality Hospital, Sochakgang. Not only that, but Sikkimese people were also deprived of proper care in their suffering earlier from a renal disease for which Dialysis centres have been set up in West and South districts by our government.
4. We have also provided refrigerators in all Primary Health Centres throughout the state to keep the valuable medicines as a provision to store them safely.
5. The government increased the budget for medicine and consumables from Rs 13.41 crore to Rs. 40 crore and provided additional grants of Rs 40 lakhs for addressing fuel expenditure of Ambulances so that the people of Sikkim get better medical care, which was not provided earlier.
6. The benefit of cashless treatment up to Rs 2 lakhs per family at Central Referral Hospital, Tadong, is being provided through the 'Chief Minister Rural Health Insurance Scheme' from the Chief Minister Relief Fund for the poor and the needy.
7. Our Government has also provided financial support to the poor people, to address the dire need and necessity during any sickness.
8. Rs 7, 87, 83,500.00 (Seven Crore Eighty-Seven Lakh Eighty-Three thousand and Five Hundred Rupees) have been spent for the medical treatment till date by our government.
9. Ayushman Bharat, which grants secondary health care for the poor, the enrolment has increased from 31552 (Thirty-One Thousand Five Hundred and Fifty-Two) beneficiaries to 179000 (One Lac Seventy-Nine Thousand) an increase by 6 times within 1 year.
10. A total no. of 1, 32,350 (One Lakh Thirty Two Thousand Three Hundred & Fifty)beneficiaries were provided relief under the Chief Minister's Relief Package during the crisis.
11. We have disbursed 100% pending pay fixation arrears to Government employees and pensioners at one go and have allocated fund for the payment of salaries of One Family One Job employees.
12. The government disbursed Rs 20 (Twenty) crore for land compensation to Pakyong Airport victims.
13. Our government provided requisite financial support for completion of the Thakurbari Mandir construction.
14. One of the most notable mentions is the acquisition of 100 acres land for National Institute of Technology (NIT), Sikkim at Khamdong at the cost of Rs. 26.4 crore.
15. We paid compensation to the rightful landowners to the tune of Rs. 83, 00, 28,819 (Eighty-Three crore Twenty-Eight Thousand Eight Hundred and Nineteen rupees) through various departments.
16. More than 832 employees under different Group category were appointed and regularized. Additionally, we have approved regularization of 143 posts of GRS, APOs and others under MGNREGA.
17. Established a regularization scheme for temporary employees under the Group C & D category would be eligible for regularisation after completion of eight years uninterrupted service.
18. We have also removed the viva voce test for appointment to Group C and D category.
19. MGNREGA wages increased from Rs.192/- to Rs.205/- for unskilled workers, Rs.220/- to Rs.320/- for semi-skilled workers and Rs.250/- to Rs.335/- for skilled workers.
20. Enhanced Ration Allowance for the constables of IRBn posted at Delhi from Rs. 2,000/- to Rs. 2,900/-
21. Restored withdrawn Education allowance for the children of IRB personnel posted at Delhi.
22. 5000 laptops and 116 sewing machines have been provided to Self Help Groups and laptops to Village Administrative Assistants. Further, stitching works of Government School Uniform were awarded to Self Help Groups which helped them in generating revenue making them self-reliant.
23. Our Government has decided to amend Section 129 of Sikkim Panchayat Act 1993 and has withdrawn party-based Panchayat Election as per our poll promise.
24. 10% reservation has been allotted for direct recruitment in civil posts and services in the Government of India to Other Backward Classes (State List) belonging to Newar, Bahun, Chettri and Majhi community who are regarded as Economic Weaker Section of the society.
25. Our Government has enhanced old-age pension by Rs 500/- per month for old age, widow & disability pension and also reduced widow pension eligibility age criteria from 40 years to 21 years.
26. A total of 7914 farmers are included in farmers' pension scheme under PM Kisan Samman Nidhi Yojna which is being availed by the farmers.
27. We have acquired 7.51 acres of land at the cost of Rs 5.50 crore for the construction of Centre for Excellence at Chakung, Soreng, which would revolutionize the Higher Education Sector and make Sikkim an educational hub for quality and multi-disciplinary education.
28. Apart from these, I would like to make notable mention of the children who have been selected in India Team Camp for FIFA U-17 World Cup and have made Sikkim proud.

29. Similarly, Ms Yangchen Doma Bhutia and Mr Zenden Lagzerpa have cracked the UPSC - 2019 Exams, which is a proud moment for all of us.
30. Similarly, Ms Diki Choden Bhutia has been granted a scholarship in the UK. The government of Sikkim supported her for the required additional fund for her study.

I would like to mention few initiatives initiated by the government for the welfare of the Sikkimese people.
1. We are shortly initiating 'Sikkim Garib Aawas Yojana' where houses would be constructed in an area of 678.50 sq.ft., which would include one television set and furniture for the poor rural and urban people of Sikkim. The Cabinet in its recent meeting has sanctioned Rs. 481 crores to start this scheme.
We have also initiated the up-gradation/repair of 45,069 houses of the poor and deprived families of Sikkim.
2. We have intended to introduce the process of realization of a high-value tourism corridor, tourist destination and places of interests to be introduced in West Sikkim.
3. Our Government has also initiated the Development of an Eco-Tourism complex at Dodak in West Sikkim, in the concept of Vrindavan.
4. Fund has been earmarked by the Government for the development of 'Herbal Medical Yoga and Spiritual Complex', in the concept of Heavenly Path at Nandu-Gaon, South Sikkim.
5. A requisite fund has also been earmarked by the Government for the construction of 'Mangarzong Historical complex' at Mangsari, West Sikkim.
6. Our Government has sanctioned for the construction of pilgrimage complex with 54 feet high Statue of Nisani Kali Devi at Budang Gadi, Pendam. Further, we also made a provision of Rs. 2.5 crore included in the current Financial Year for the construction of footpath from the cliff to the old Temple for Kali Darshan Yatra.
7. Financial provision extended for early completion of Paru Hang Sapten Manghim - Mangkhim Rai Culture-cum- Tourist centre at Ranka.
8. Financial support rendered for the construction of Devi Mandir at Adarsh Goan, Temi Namphing, South Sikkim.
9. A requisite budget provision for the statue of Guru Rimpoche for Lachung and Lachen will be made by our Government.
10. An amount has been earmarked by our Government for the maintenance, construction, repair and other activities to be carried out in 21 different religious institutions in the State.
11. We have also taken proactive measures for the early completion of Bhaichung Stadium project at Namchi which was overlooked for a long time by the previous Government.
12. The ex-gratia for commercial vehicle drivers who meet an accidental death has been increased from 3 lakhs to 5 lakhs.
13. Government has decided to award the best performing driver of each district with a new taxi Bolero vehicle with vehicle number and registration certificate every year.
14. The government has launched a new green initiative 'A Day for Mother Earth' on July 7, 2019. Each MLA has planted 1000 saplings in their respective constituency this year. I would like to request you all to make the program more vibrant.
15. Fresh economic survey will be conducted to analyse the trends in agriculture and industrial production, infrastructure, employment, money supply, price and other relevant economic factors.
16. Government has decided to grant incentives of Rs. 8 per litre on the price of Milk as Minimum Support Price (MSP) for Milk Producing farmers of Sikkim. The facility of providing Minimum Support Price to the farmers of Ginger, Orange, Cardamom, Turmeric and Buckwheat will also be extended.
17. Government has introduced the Krishi Credit Loan Mela that is being organized in the villages where farmers are being provided credit facilities up to Rs. 3 lakhs without any mortgages.
18. Model Village project has been launched in 4 villages, viz, - Rey-Mendu in East District, Bermiok-Berthang and Chingthang GPU in West District, Ringhim-Nampatam in North District and Mamley- Kamrang in South District to boost the Agricultural and Animal Husbandry sector.
19. The government has initiated the “Skilled Youth Start-up Scheme” to generate equitable entrepreneurial opportunities in rural as well as urban areas of Sikkim, particularly among the educated unemployed youth to become self-employed and self-reliant.
20. Government has decided to set up a 'Foreign Employment Training and Recruitment Institute (FETRI)' for aspiring educated youth who are interested in serving abroad.
21. As a privilege for the women, no earnest money will be charged to women for contractual works up to Rs. 5 crores and
50% earnest money for contractual works of Rs. 5-10 crores.
22. Government has initiated free UPSC coaching to 50 All India Service (Civil Service) aspirants of Sikkim. I am happy to let you all know that one batch of 50 Sikkimese aspirants has already been enrolled under this initiative.
23. Government has also allocated five seats exclusively for the underprivileged students of Dzongu, North Sikkim, in the Chief Minister's Merit Scholarship Scheme (CMMSS).
24. To promote 'Invest in Sikkim' and attract foreign and national investors, the government has decided to initiate a New Industrial and Investment policy.
25. As a token of encouragement and to further flourish their talent, the government has introduced the Sikkim Film Policy incentives of Rs. 20 Lakhs for regional and local filmmakers and rupees one crore to larger budget films. This will increase the visibility of Sikkim and expose our talented youth at the national and international level.
26. Our Government wants to capitalize on the potential of Sikkim, but without hampering or creating any environmental disturbances. Hence, we are initiating the concept of setting up of micro and mini hydel projects up to 5 MW capacity which shall exclusively be given to local aspirants of Sikkim.
27. Government has fulfilled the demand of Civil Service Officers and has already sanctioned fund to the tune of
Rs. 20.00 crores for the construction of Civil Service Officer Institute for government employees.
28. Government has set aside a fund to the tune of Rs. 32.02 crores for the infra-structural up-gradation of Rhenock Government College.
29. The long-pending land issues of Gyalshing Degree College has been resolved and Rs. 4.4 crores have been sanctioned for immediate completion of 1st phase construction and agreed in principle for additional infrastructure like Academic Block, Hostels, Auditorium, Sports complex etc. in the second phase.
30. Government has also taken an initiative for introducing the Post Graduate courses in various subjects under the auspices of Sikkim Central University under the Extension of Study Centre programme.
31. Government welcomes the National Educational Policy, 2020 which provides an overarching vision and comprehensive framework for both school and higher education sectors.
32. The government will set up a Sikkim Education Reform Commission to draw a comprehensive education policy and strategy in line with the National Educational Policy, 2020.
33. The government will initiate a training fund for teachers from primary to college level in foreign institutions, a different institution in India and also in Sikkim.
34. Government has earmarked fund for a new programme, 'Moral Science and Mental Health Development' in schools and colleges which has already been allocated. This programme will help the students not only for academic and career planning but also for personal, social and behavioural concerns.
35. Sikkim will now have its own Independent BSNL Administrative Control Centre. This was an unresolved issue and one of the major problems being faced by our State for three decades. In addition to this, the work to provide dedicated internet connection through Optical fibre cable to 17 BACs in the State, has already started and will be completed within a few months.
36. To resolve the long-pending issue of seat reservation of Limboo and Tamang in Legislative Assembly of Sikkim and inclusion of 11 communities of Sikkim into the Scheduled Tribe status, I want to assure the people of Sikkim, that the Government is leaving no stone unturned and vigorously pursuing the matter with the ministry for early settlement.
37. Government is trying to fulfil the aspiration of our people about welcoming His Holiness the 17th Gyalwang Karmapa, Ogyen Trinley Dorje, to his rightful seat in Rumtek monastery.
38. The previous Government levied 10% charge on the registration fees for sales/purchase/lease of lands and buildings to the old settlers. To honour them, my Government has taken the initiative to reduce the fees to 5%.
39. The government will establish one model school in each district with innovative teaching and learning methodologies which will be at par with the best institutions of the world.
40. Necessary infrastructure will be set up for facilitating online classes at real-time and self-paced across the state.
41. In the form of 'Most Promising School Award,' the best collaboration of students, teachers, parents and local communities who create a unique, sustainable learning environment around the school will be awarded.
42. Information Technology and Governance are becoming interwoven and unavoidable. The government is committed to leaving no stone unturned to facilitate the IT sector of the state including Sub Division, BACs to the level of Gram Prashashan Kendra (GPKs) by 2022. Similarly, all application for government schemes shall be done online; this will reduce the burden of the citizen, while departments will have to develop an IT-based scheme monitoring system for better efficiency and transparency.
44. I would like to take this opportunity to announce that
E-Office will be implemented in all Government Departments by 2022.
45. I am extremely proud to announce that Yangthang village, West Sikkim is declared as the first Information Technology Smart Village Project so that the village will be benefited with dedicated net connectivity and every required facility.
46. I am extremely proud and happy to declare Namli, East Sikkim under Martam Rumtek Constituency as Special Economic Zone, which will be the first 'Special Economic Zone', in the State exclusively for Information Technology Enabled Service Industries.
47. The government wants to bring health care benefits to each doorstep. I am extremely proud that Mobile village clinic shall be introduced in every village by 2021. This clinic will be equipped with a doctor, a nurse and with all the basic medicines and will be available for providing a village clinic once a week in every village. A Dialysis centre will also be set up in all sub-division health-care centres.
48. The government will set up a medical college, within the premises of STNM, Sochaykgang Gangtok.
49. Government is planning to sponsor 50 MBBS seats, free of cost to the deserving candidates belonging to the underprivileged family of Sikkim, from the next academic session, till the completion of our own State Medical College.
50. The government will set up a Cancer Hospital at Jorethang, having best of the facilities available in the entire north-eastern region, which will not only cater to the people of Sikkim but also to the entire North Eastern Region and neighbouring countries.
51. I also want to take this opportunity to announce the medical insurance facility to 5000 Taxi drivers of Sikkim through 'Chief Minister Rural Health Insurance Scheme'.
52. The drivers will also be provided easy vehicle insurance loans for taxi vehicles of Sikkim from the State Bank of Sikkim which can be remitted on easy instalments.
53. I am happy to announce a new housing scheme 'Chief Minister Awas Yojna' for poor people of Sikkim for the construction of small house costing Rupees 9 lakh (nine lakh).
54. The government will aim at identifying genuine BPL families and extend support to them. We will ensure that a new BPL survey will be conducted and 27000 deprived BPL families of Sikkim will be benefited.
55. I am also extremely proud to announce that a Sikkim Women Police Special Task Force will be created and I also encourage the women of Sikkim to take benefit of this opportunity.
56. I am proud to announce that the government has initiated process for underground tunnelling for construction of underground roads for smooth transportation during the difficult monsoon times.
57. The "Nasha Mukt Bharat" campaign has been focussed on 272 districts in the country. As all the four districts of Sikkim are included in the list, we now have to take this campaign forward and work towards making Sikkim a drugs free state.
Collective awareness, higher educational awareness, consciousness and counselling should be exchanged by reaching out to the general public, accessible and easy treatment facilities should be provided in hospitals and rehabilitation centres.
There is a need for the Government and the general public to be aware of the need to organize various skill development and training programs for efficiency and competency for the youth.
On this auspicious day of Independence, I call upon all to take the lead in eradicating the growing negative tendencies in society and to be fully aware to protect our society.
58 "Gandagi Mukt Bharat", a week-long campaign for 'Swachhata' has been launched by PM Modi on 8th August, in the run-up to Independence Day. During this week, each day till August 15 will have special 'Swachhata' initiatives in urban and rural India to re-enforce the 'Jan Andolan' for Swachhata. So let's come together to make our Sikkim clean and green state throughout the year.
