National Safety council organised a 3 day National level training programme on "Occupational Safety& Health Audit for statutory compliance" held between 18-20 Jan 2017
A Mega conference ‘PETROSAFE-2016’ was organized at Jaipur Exhibition & Convention Centre on 21st and 22nd July 2016. The theme was “Excellence in Hydrocarbon Safety”. The event was conducted by Petroleum Industry in India under the aegis of Petroleum & Explosives Safety Organization (PESO) with technical collaboration from National Safety Council.More than 700 participants from the Oil Industry and related Industries attended this Conference.Shri V. B. Sant, DG, NSC also participated in the panel discussion on ‘Learning from Major Accidents : Lessons for All’. A concurrent exhibition showcasing latest technological trends in hydrocarbon industry was also held where in 49 exhibitors displayed their product & services.
An Inplant training programme was conducted on ‘Hazard Prediction for Zero Accident’ at SAIL, Rourkela on 19-20 July, 2016. The Programme was organized by SAIL Safety Organization (SSO). It was attended by 28 senior officers including GMs and DGMs from SSO and different plants of SAIL.
Safety,Health & Environment - Shared Vision, Collective Action
Van Mahotsav is an annual tree-planting festival in our country. This movement was initiated to create enthusiasm among masses for forest conservation and planting trees. It is a week-long festival, celebrated on different days in different parts of India.

1. JOB SAFETY ANALYSIS :
Job Safety Analysis (JSA) is proven technique that helps the management to recognize hazard and control accidents in work place. Procedure is used to review job methods and uncover hazards. JSA is an accident prevention tool.
Establishing Job Safety Analysis is carefully studying and recording each step of a job, identifying existing or potential job hazards (for safety and health aspect) and determining the best way to perform the job or to reduce or eliminate accidents.
A checklist prepared from JSA is a handy system to use in day to day work activities, which would positively reduce accident and its related losses and would increase productivity.
NSC carries out Job Safety Analysis as a consultancy service.
2. STUDY ON OCCUPATIONAL HEALTH STATUS :
NSC studies the Occupational Health status to find out the occupational health status of the workers in industries.
Provisions based on the Factories Act and the State factories Rules pertaining to medical examination, facilities for occupational health centre, prevalence of notifiable diseases, recording of health status and analysis of the record for necessary action are used to carry out the study.
The list of notifiable diseases mentioned in the third schedule of the Factories Act is considered during the study.
3. DOCUMENT PREPARATION :
a) Health and Safety policy :
NSC prepares a Safety Policy which is commitment by the occupier towards protecting Occupational Health & Safety of workers and the environment. The Factories Act under section 7A (3) and state rules are followed as a reference for preparing a Comprehensive Safety Policy.
b) Safety Manual :
Safety Manual is a document to identify the hazards in the plant/unit and to have a proper management programmes to control the hazards and reduce the accidents.
The main objective of preparing this manual is to inculcate and maintain safety consciousness among the workers and motivate them to perform their activities in a safe manner.
NSC is preparing safety manual based on inputs from respective industries.
c) Safety Report :
Safety Report is a document provided by primarily the Major Accident Hazard industries to the regulatory body, containing information on the facility, its design, accident analysis and provisions to minimize the risk to the site personnel, the public and or the environment.Necessity of safety report emerge from the Manufacture Storage and Import of Hazardous Chemical Rules 1989/2000 and the report is to be prepared as per Schedule 8 of the said Rule.Objectives of safety report is to identify the nature and scale of the use of hazardous substances in the installation.
provide an account of the arrangements for safe operation of the installation for control of serious deviations that could lead to major accident and for emergency procedures at the site.
identify the type, relatively likelihood and consequences of major accidents that might occur, and demonstrate that the manufacturer has identified the major hazard potential of his activities and has provided appropriate measures.
NSC CONDUCTS TWO TYPES OF RISK ASSESSMENTS - HIRA AND QRA :
HIRA (Hazard Identification and Risk Assessment)
The primary objective of HIRA is to help the organization to address foreseeable significant health and safety hazards in the activities and operations in industry.
The methodology of HIRA is to assess the existing risk in any operation / activity in conjugation with the safety precautions and suggest future safety measures in terms of improvement / addition interlock machines guarding, fire / electrical protection system and PPE to reduce risk.
HIRA involves numbering of Risk in the matrix of 3x3 or 5X5 (severity of incident due to deviation x frequency of occurrence of deviation)
NSC conducts HIRA studies as per IS: 18001 (Occupational Health Safety Management System - Requirement with Guidance for use) taking into account the plant specific applicable statutory requirements and standards.
QRA (Quantitative Risk Assessment)
The main Objective of QRA is to make quantification of the risk involved from the operations in the chemical industries and processes. The evaluation is a four step process with Hazard Identification, Consequence analysis, Frequency estimation and Risk analysis/Risk assessment.
Identification of hazard involves identifying the probable scenarios or areas for possible loss of containment in the plant. The effects of the loss of containment in terms of damage distance, concentration, heat flux, over-pressure are assessed in consequence analysis. Taking into consideration of frequency of failure, the risk value is calculated and suggestion is offered in the report for reducing and mitigating the risk.
The scenario for risk analysis varies between Maximum Credible Loss Scenario (MCLS) and Worst Case Scenario and also a mixture of both.
Inputs of Risk Assessment are the inventory, hazardous properties of the chemicals involved, inherent design and engineered design aspects, engineering judgment and past history on accidents.
NSC conducts risk analysis using softwares such as ALOHA, SAVE II, DNV Phast etc.
Projects :
For effectiveness, the national level programmes and activities have to be related to the national needs and designed keeping in view the international experiences, trends and developments. It is, therefore, necessary for national level institutions like NSC to develop suitable international activities and provide a conduit for making the international experiences and expertise available at the national level. Accordingly, the NSC has developed and carried out, particularly during the last 20 years,several international activities and collaborations. Some of the major projects are :

Campaign 4 :
Road Safety week (IN THE MONTH OF JANUARY) :
The Road Safety Week observance is being initiated by the Ministry of Road Transport & Highways. With a view to supplement the efforts of the Ministry, the Council from the year 2011 has started producing promotional materials like cloth banners, safety posters, pocket guides, safety films, etc to help its Members / Patrons to observe Road Safety Week (first /second week of January every year) effectively.
Campaign 3 :
World Environment Day (05th June) :
The World Environment Day (WED) established by the United Nations General Assembly in 1972 is a people's event. It inspires action by governments, industries, community groups and individuals to improve the environment. It provides unique opportunity to raise awareness on environment and mobilise action by all stakeholders. The United Nations Environment Programme (UNEP) has invited people world over to celebrate the WED on 5th June every year with enthusiasm.
UNEP has also come out with the slogan, to promote the theme.
Campaign 2 :
Fire Service week (14 Apr -20 Apr) :
The Fire Service Week (FSW) is observed nation-wide under the guidance of the Fire Adviser, Ministry of Home Affairs, Govt. of India during April 14–20. This is in remembrance of the lives lost in the devastating fire that erupted and the explosions that followed on 14th April, 1944 at the Victoria Dock in the Bombay Port and also to prevent fire in all industries.
The National Safety Council (NSC) has been promoting the FSW Campaign since 1999 with a view to propagate Fire Safety awareness amongst employees, their families and the public. NSC is facilitating industries in the observance of the FSW by developing appropriate promotional material related to prevention of fire and protection of life & property in the form of Special Information Packages comprising of pocket guides, special fire safety posters, banners and promotional utility items.
Campaign 1 :
National Safety Day / Week (04th March ):
The National Safety Day/Safety Week Campaign being spearheaded by the Council for nearly three decades to mark its Foundation Day (4th March) has significantly contributed to reduction in the rate of industrial accidents and created wide spread safety awareness even in such sectors which have not been covered by any safety legislation. The campaign is comprehensive, general and flexible with an appeal to the participating organisations to develop specific activities as per their safety requirements. The Campaign celebrated over a week, has grown into a major national Occupational, Safety & Health (OSH) Campaign and is widely celebrated by industry, trade unions, Govt. departments, regulatory agencies, NGOs and institutions with the active support of the Central & State Governments and the media. The Campaign is aimed at renewing the commitment of employees and general public to work safely throughout the year. The ultimate objective of the Campaign is to ensure integration of OSH in work culture and life style.
As in the past, we are bringing out a number of specially designed promotional literature and utility articles carrying topical messages on OSH to help you in effectively organising the National Safety Day/Week celebrations.
The utility articles selected are broad-based and useful to the industrial employees. Special attention has been paid to the quality of material and messages to be conveyed so as to help the managements in achieving greater participation and involvement of employees in OSH activities through distribution of these items to them.

Safety Posters are a great way to remind workers of safety rules and safe work practices. NSC has a wide range of Safety Theme posters specially designed and developed by eminent artist like R.K.Laxman, Prabhakar Wairkar ,Keith Francis , Mario etc.
NSC maintains a stock of more than 130 varieties of Safety Posters on topical subjects like Observation of Safety Rules, PPE, Chemical Safety Rules, Fire Hygiene , House Keeping, Slips and Falls, etc.These posters are available in Hindi and English .

Safety Audit :
NSC is pioneer in carrying out Safety Audits for industries and other institutions since decades. NSC audit report offers a comprehensive guidance in improvement on health, safety and environmental issues for industries on viz. petrochemicals, chemicals, cement, power sectors, fertilizer, insecticide, pharmaceuticals, paper and also for engineering firms, construction sites, hotel, hospital, co-operative society buildings, schools, office premises, etc.
Safety Audit is carried out by experts in the respective fields who examine management system, facilities and activities of the organization on safety aspects assess the prevailing hazards, the level of prevention, protection and emergency management preparedness and subsequently prepare a recommendation to upgrade safety inputs to avert mishaps and limit consequences.
The objective of safety audit is to:
Verify compliance with established standards (regulations, internal policies and industry wise standards of practice)
Identify deviation from designed and planned operating and maintenance procedure and standards.
Identify conditions or operating procedures that could lead to an accident and significant losses to life or property.
General Safety Audit
The General Safety Audit encompasses almost all aspects of safety namely the Safety Management System, Electrical Safety, Fire Safety, Mechanical Safety, Maintenance, Physical & Chemical and construction safety.
The audit is carried out as per IS 14489 :1998 on "Code of Practice on Occupational Safety & Health Audit" to check the compliance with the Factories Act, 1948 and Rules for respective states, The Environmental Protection Act & Rules, the Electricity Act & the Indian Electricity Rules, the Explosives Act & Rules and other important Indian Statutory requirements and Standards.
Fire Safety Audit
As per record of Ministry of Statistics and Programme Implementation, around 20,000 people die every year till date due to fire incident only. Fire in any occupancy has potential to cause severe damages to both life and property.
Fire Safety audit is an effective tool for assessing fire safety status in industry, laboratories, office, hotel, malls, hospitals, schools etc. The audit helps to identify the areas for improvement in fire safety measures in fire prevention, protection and mitigation system in case of fire. The audit provides an action plan which is a useful for fire prevention and mitigation and emergency preparedness.
NSC conducts Fire Safety Audit as per The Factories Act, the Petroleum Act, the Electricity Act & the Indian Electricity Rules & National Building Code of India and other relevant safety standards.
Electrical Safety Audit
Over 40% fire accidents happen due to fault in electric circuits, connections and always electrical system is a threat to safety of people and their property in the form of shocks, burns, injury, fire and explosion which cause damage to expensive communication equipment, loss of data, fire in cable gallery, etc.
Electrical Safety Audit is applicable for Industries, Power sector, Service sectors such as IT Parks, Hotels and Telecommunications.
NSC is conducting Electrical audit as per The Electricity Act and the Indian Electricity Rules and related standards.
Construction Safety Audit
Being temporary phase in nature, the construction sectors are the most vulnerable phase of industries or businesses involving large temporary worker force and involving maximum number of accidents.
NSC is one of the leading organizations who started construction safety audit for large & small construction companies and these were eye openers to the companies towards safety improvement.
NSC conducts Construction Audits as per the BOCW Act and Rules, National Building Code of India, 2005, the Electricity Act & the Indian Electricity Rules and other relevant Standards.
