*The response by Tullow Oil representative on an already emotive issue of land lease, is adding fuel on fire.*
Using different terms on land lease doesn't make a difference. They referred the 258m as levies, land rates, land rent to divert people's attention into believing the payment was for something different. The fact remains the money was for community land lease.

It should be noted that there is Community Land Act, 2016 provides that a County government shall hold in trust all unregistered land on behalf of the communities. Further, the law states that the county government shall hold in trust for a community any monies payable as compensation for the compulsory use or acquisition of any unregistered community land.
Based on this Act and the County Finance Act that imposes various levies, it is implied agreement that there's an already existing agreement that the community are entitled to any monies accrued from their land use.

The money received by the TCG therefore should not have been appropriated into its budget, instead, it should have been deposited into special interest earning account until such a time when land registration process is complete.
However much the TCG make excuses, it still remains unprocedural and unlawful for them to divert the money by appropriating in its budget.
