Our Founder & CEO, Mwawasi Kilangi will be speaking at this year's Middle East and Africa Road User Charging Conference that will be taking place on the 4th June 2024 at the Conrad Abu Dhabi Etihad Towers in Abu Dhabi. Mwawasi Kilangi will join other speakers in discussing, among other topics, the role of an efficient tolling system in the financing of tolled infrastructure projects in Africa.
The financing needs of infrastructure projects are dynamic and unique. After training more than 400 professionals in our last 12 cohorts, the Miundo Misingi Hub has enhanced the structure and content of the Africa Project Finance Program training to ensure it offers practical skills and experience required to efficiently structure and package projects in Africa.

Partnership Announcement for Strengthened Regional Development
We are delighted to announce a collaborative partnership between Miundo Misingi Hub, PPP Solutions Ltd, and Jumuiya Ya Kaunti Za Pwani - JKP(JKP) aimed at bolstering regional growth through enhanced Public-Private Partnership (PPP) projects throughout the coastal counties of Mombasa, Kwale, Kilifi, Tana River, Lamu, and Taita Taveta in Kenya.
Miundo Misingi Hub is the primary centre for excellence in infrastructure financing and development in East Africa, facilitating engagement among practitioners, companies, public sector bodies, academia and civil society organisations. PPP Solutions Ltd, a 20-year-old British firm, excels in providing project finance, PFI and PPP advisory services, assisting clients with the financial and commercial aspects of infrastructure projects from feasibility studies to risk management. JKP, the coastal regional economic bloc, is dedicated to promoting socioeconomic development and cooperation across the coastal counties.
Through a Memorandum of Understanding, we will jointly enhance the expertise of county officials, laying a solid foundation for sustainable infrastructural development. Our collaboration will include capacity building through workshops and educational interventions, systematic identification and prioritisation of PPP projects to ensure a focused approach, fostering a fertile environment for knowledge exchange, engaging a broad spectrum of stakeholders in constructive dialogue, and establishing a robust framework for monitoring and evaluating the progress and outcomes of PPP projects.

Our CEO, Johnson Mwawasi Kilangi, ENV SP will be speaking at the upcoming 2023 PMI Tanzania Chapter Annual Conference that will be held on 9-10th November 2023 at the Gran Melia Hotel in Arusha, Tanzania. The theme of the conference is "Transformation and Sustainability - Addressing the Challenges of Tomorrow: Project Financing | Sustainability and ESG | Digital Transformation".
He will join David Kafulila, Commissioner for PPP for the Republic of Tanzania, Janita Ferentinos, an independent PPP Consultant based in Tanzania in a panel session titled "Project financing for the future" that will be moderated by Gilead Teri, the Executive Director of the Tanzania Investment Centre.
The Miundo Misingi Hub will also run a breakout session showcasing how Africa can blend sustainability and innovative financing solutions to attract more financing into the continent.

The panelists included Kunal Singh, CFA, Justo Alejandro Algaba, Kristalina Lera, James Cook and Dawid B.

The lack of requisite skills to identify, clearly define and prioritize infrastructure needs and effectively prepare a project to be procured as a Public-Private Partnership remains one of the biggest challenge stifling the use of the PPP model as a mechanism to procure and finance infrastructure projects in Africa.
In its quest to build a pool of PPP experts in Africa, the Miundo Misingi Hub yesterday kicked off the first day training for the 12th Cohort of the Africa Project Finance Program. The 5- day action day training will leverage on real projects in the region to equip participants drawn from national and county governments with hands-on skills and knowledge on how to structure and manage PPP projects.

Kelvin Nyambu, a Bachelor of Commerce student of Maasai Mara University has been on industrial attachment at the Miundo Misingi Hub since May 2023. Yesterday, we hosted the University Supervisor, who spent time at the Hub to assess the key tasks that Kelvin Nyambu has been handling during his attachment.
Though our Graduate Infrastructure Program, we look forward to working with other universities and organisations in ensuring young graduates acquire practical knowledge in infrastructure finance so as to prepare them for the job market.
The government of Kenya has embarked on an ambitious plan to procure 33 dams through the Public-Private Partnership (PPP) model. This plan demonstrates a positive shift towards addressing water scarcity, supporting agriculture, and enhancing climate resilience. Dams play a crucial role in providing reliable water supply, hydropower generation, flood control, and recreational opportunities. However, careful planning, stakeholder engagement, and balancing benefits and costs are essential for sustainable dam projects.

The inability to identify and structure infrastructure projects that meet the requirements and interests of private sector investors and lenders still remains one of the biggest challenges for PPP projects in Africa. Most often than not, governments identify and structure their PPP projects without having a good understanding of the requirements and interests of the providers of finance for their projects. This leads to low participation when those projects are brought to the market for procurement.

According to the Private Participation in Infrastructure 2022 Annual Report by the The World Bank, the number of projects and countries in the Sub-Saharan Africa with private sector’s participation was the highest in the last decade. The good news notwithstanding, the region received a paltry 4.9 billion dollars of private sector investments in the year 2022, a 15% decrease from the past five-year average.
A number of reports indicate that the lack of well-prepared and bankable projects as the biggest impediment stifling the region’s quest to attract more private sector investments into infrastructure development. Poor understanding, inefficient management and malpractices in the PPP project cycle is one of the main reasons for the poor performance of the region.
The infrastructure PPP project cycle is a systematic process that a potential PPP project will go through from the identification to the final handover of the project to the public body. Each of the processes in the cycle is of critical importance and plays a significant role in ensuring the success of the project.
What are the ramifications of poorly managing the cycle? What project failures in Africa are attributable to overlooking some of the processes in the cycle? How can we enhance the efficiency in managing the cycle? How can governments align their regulatory frameworks to enhance private sector confidence in the management of the cycle?
Using a case study of an infrastructure project in Kenya, the 11th Cohort of the Africa Project Finance Program will dedicate a whole day to explore the infrastructure PPP project cycle and how we can effectively manage the cycle. We will have a robust engagement with policy makers, public and private sector players on how to improve the landscape.
