PERANTIM established on 19 November 2018 and also called Malaysian Medical Device Manufacturers Association (MEDMA).
Membership is open to all local registered medical device manufacturers. Local ownership shall exceed 50% equity owned by Malaysian citizens and has a valid ISO13485 certification. Purposes/Objectives:
1) To establish a platform to protect the interests of local medical device manufacturers.
2) To collectively develop local medical device manufacturing into key economic sector and export contribut

PERANTIM was invited by the organiser, Star Media as our members are the exporters of medical devices in Malaysia.
The key takeaways and challenges put forward to MAHSA students and all 15 higher learning institutions during the Engineering Science Technology Exhibition (ESTE) 2024 sharing session:
1. Invent Invent Invent. Keep on trying. Thomas Edison took 1000 unsuccessful attempts before creating first light bulb.
2. The higher learning institutions need to churn more medical devices products , get them certified & trade them globally. In 2023, Malaysia only transacted USD 11 Billion compared to global market of USD 780Billion. In 5 years global market will reach USD 1 Trillion. We only command meagre 1.5% of global market. There are more than 30K meddev and Malaysia only produce less than 100 products.
3. Think big. Objectify your products to satisfy global market of 7.5Billion, not just mere 36Milion domestic market
4. Learn & comprehend the rules and regulations , clinical, technical and know the barrier-to-entry. Technology is about speed. Do your SWOT.
Talk to the industrialists before you start your project. Get insights and learn different perspectives. You might learn a thing or two.

Majlis Dialog Belanjawan 2025 Ministry of Investment, Trade and Industry, Malaysia bersama Industri hosted by YB Senator Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz( Tengku Zafrul )
President , Mr Johari Abu Kasim, was invited to represent PERANTIM by MITI to attend the Majlis Dialog Belanjawan 2025 MITI bersama Industri hosted by YB Senator Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz to offer our inputs & feedbacks on industriesβ expectations and proposals.
PERANTIM proposed the followings:
1. The recent statistics released by MATRADE showed that in 2023, total trade of Healthcare products were traded at USD11.1Billion consisting of USD 6.81B exports & USD4.29B imports. Itβs very minute (1.5%) compared to the global market size currently standing atUSD700B and poise to reach USD1Trillion in 2035. Malaysia needs more HC manufacturers & exporters. PERANTIM wants more meddev manufacturers & exporters to be developed under the umbrella or under mentor mentee programs with close coordination with govt stakeholders & PERANTIM.
2. Many European clients are pointing out the increasing import cost from Malaysia and ASEAN region. The logistics insurance skyrocketed due to ongoing war and piracy. PERANTIM proposed bonded warehouse facilities strategically located in Europe (read Battersea?) housing all Malaysian made export products destined to Europe as a way to offer cheaper Malaysian exports. Coordinated logistics & subsidies are keys.
3. The increasing cost of CE MDR and USFDA and the lack of local talents in doing audit. This is old issues championed by PERANTIM and we hope to see results soon.

PERANTIM as one of the country major Healthcare Association attended the debriefing session on 2023 Trade Analysis of Healthcare Sector and Healthcare Performance debriefing by MATRADE.
Keys Take Aways:
1. In 2023, Malaysia Total Trade was recorded at impressive RM2.637 trillion. It is the countryβs 3rd consecutive years exceeded the RM2 Trillion mark. We exported RM1.43 Trillion and Imported RM1.21 Trillion with trade surplus of RM214.10 Billion.
2. For Healthcare Trade Performance, the Total Trade was RM50.64Billion, with export of RM31.07Billion and Import of RM19.57 Billion.
3. Specifically for Medical Device Trade Performance, the Total Trade was RM36.42 Billion, with export of RM28.15 billion and Import of RM8.27 billion.
4. Medical Devices Top 3 Export destination are USA, Belgium & Germany, whereas Top 3 Import sources countries are Singapore, USA & China.
PERANTIM President offered his takes on the statistics to MATRADE for onward take up. He saw a big opportunity to develop more local manufacturers for medical devices which in turn will reduce import burden to the country. Barriers to entry to the industry have to be strategically eased with international JV on audits and certifications. The gaps of audit experts and products specialists can only mean more works and job opportunities for local graduates and opportunities local skill enhancement. The spill over is definitely new innovations.
With intense competition for more FDIs, local manufacturers canβt afford to be left behind. Time to pick up the pace.
We have to think far ahead of the norms. For betterment of the country.

PERANTIM President putting up his case to YB Rafizi Ramli Minister of Economy in the recent Sesi Libat Urus New Deal for Business (NDFB) at Hotel Palm Garden Putrajaya.
1. Where is the reciprocal arrangement in all the FTAs if Malaysian Medical Devices Exporters have to go through 2 year of rigorous audit regime and be subjected to up to RM0.5M audit fee per product family to enter European Market when they can just walk in our Authority Office, register , pay nominal fee and start selling in our market after 2weeks?
2. We need to nurture new medical devices manufacturers & exporters as the country really lacks new players. We have huge opportunities to do this as stat shows we imported RM8.27Billion medical devices in 2023. Furthermore, last year PMX announced highest ever KKM budget at RM42.3Billion. Granted that 60%-70% was meant for management, salary, maintenance etc. Yet there is good portion for business development for the local player if good structured program can be formulated.
In 2021 , Indonesian President mandated the govt to stop importing meddev if they can be manufactured locally. This has spurred rapid meddev manufacturing activities locally. Malaysia can learn a thing or two from this.

FTAs MITI Dialogue 2024: Malaysian Industrialists Voice Feedback and Expectations
Thank you YB Mulia Senator DSU Tengku Zafrul Aziz & MITI for providing an avenue for industrialists to voice our feedbacks , concerns, comments and complaints
The country is signing a record breaking FTAs especially with EU Countries and European Non EU Countries. The industries are very much welcome this effort and initiative as it help expedite the market expansion and boost opportunitiesNonetheless many are concerned and some are still in the dark of the how the reciprocal part of these FTAs work
During the dialogue , we gave an example how fast an European Medical Device company can enter our market. They can just walk in into our Medical Device Authority (MDA) office, or do the online and other necessary registration, and can start selling after approval in 7 days
For us to enter their market, Malaysian Meddev manufacturers have to obtain CE Certifications by undergoing rigorous international audit between 6-30 months with the cost of USD50K-USD150K per product family
Where is the reciprocal part? We are hoping that our country is not being short-changed in the name of market liberalisation and equal opportunities
Of course there are other issues of ESG, HR especially Local Certified Auditors , Taxes inconsistencies, Innovations, and many others which have been brought forward during the dialogue and also previously
Industrialists sees the record RM41.2Billion for MOH in 2024 as a huge opportunity to develop more local manufacturers and exporters

βEmpowering Local Players: Strategies for Boosting Medical Device Manufacturing and Export in Malaysiaβ
The Minister of Entrepreneur and Cooperatives Development, YB Datuk Ewon Benedick hosted Dialogue with The Key Industry players on 15 January 2024. YB Minister was accompanied by his Deputy Minister, Madam Chief Secretary, Chairman & CEO of SMECorp.
PERANTIM relayed the following feedbacks and concerns:
1. There must be more efforts to develop more local players in medical device manufacturing & exporting. Last year when tabling the budget, PMX announced the highest ever KKM allocation for 2024 at RM41.2Billion. There are huge opportunities to create initiatives for local industry enhancement and development. We should emulate Bapak President Joko Widodo direction in 2022 after announcing USD140Billion KKM budget : βJika bisa di fabrikasi di sini, kami tidak akan imporβ.
2. The barrier to entry is getting higher and cost escalation in maintaining certifications and audits are almost prohibitive. Export to Europe is currently dampened by increase in insurances and logistics costs due to war, weakened ringgit and competition. There must be a well concerted & structured effort by both government and industry to manage & combat these.
3. The govt is signing record numbers of FTAs. The industry is in total support as this will help expedite the market expansion and boost opportunities. Nonetheless many are concerned and some are still in the dark of the how the reciprocal part of these FTAs work. We are hoping not to be short-changed in the name of market liberalisation.
4. When there are problems, there lies opportunities.
a) The new Ibu Kota Negara Nusantara Indonesia pose logistical advantage to Borneo Meddev manufacturers and exporters
b) There is dire need to develop Malaysian very own audit establishment sanctioned by EU. This will expedite audit process and lower the cost. The cream is at the opportunity to develop local talents for international auditing.

ROUND TABLE DISCUSSION (RTD) WITH INDUSTRY IN RELATION TO MEMORANDUM OF COOPERATION (MOC) IN BETWEEN JAKIM & OVERSEAS HALAL CERTIFICATION AUTHORITY
PERANTIM was invited to attend this RTD. In this discussion JAKIM acknowledged views & suggestions given by the industry representatives. It also pledged to address issues, taking into account the newly signed MOC teething problems. JAKIM wil raise these issues during the Indonesian counterpart visit to Putrajaya 27 - 29 December, 2023.

TRADE MISSION TRIP TO CZECH Republic LED BY MEDICAL DEVICE AUTHORITY.
A three parties meeting in between MDA, Embassy of Czech Republic and PERANTIM was held to discuss on the proposed itinerary of the trade mission trip to Czech Republic. MDA will lead the delegation to Czech Republic initiating MoU signing to facilitate more bi-lateral business relations in between the two countries.
PERANTIM will be joining this delegation moving forward from the signing of MoU with AVDZP (Czech Association of Manufacturers and Suppliers of Medical Device) during the recent Czech-Malaysian Medical Devices Business Forum.
