JAMB BEGINS CONVERSION OF UTME TO DIRECT ENTRY FOR 2023 ADMISSION EXERCISE

The UTME to DE conversion for the 2023 Admissions process has started, according to the Joint Admissions and Matriculation Board, (JAMB).

Digital Campus gathered that candidates must hold one of the following credentials in order to be eligible for conversion to DE: A-level, OND, NCE, or their equivalents. Candidates also need to have completed at least two A-levels pass or the equivalent, in subjects related to their desired field of study.

Candidates who want to convert their UTME information to DE information should make sure they are eligible and carefully complete the application process.

The conversion process offers candidates an alternative route to gain admission into universities in Nigeria.

Over 70% of private school teachers in South-West not qualified – TRCN
The regulatory body for the teaching profession in Nigeria, the Teachers Registration Council, Thursday claimed that over 70 per cent of private school teachers in South-west states are unqualified.
South-West states include Lagos, Ogun, Oyo, Osun, Ondo and Ekiti.
According to the registrar of the TRCN, Professor Josiah Ajiboye, the teachers are unqualified due to their lack of qualifications to enable them to register with the council.
Speaking in Abuja on Thursday when the council signed a Memorandum of Understanding, with a South African-based educational organisation, Instill Education, to upskill in-service teachers in Nigeria.
Ajiboye, who signed the document in Abuja in the company of his management team, said a pilot phase of implementation of the MoU will soon commence with capacity building for eight weeks.
Ajiboye said the MoU has three major components- pre-service teachers, integrating pre-service with in-service teachers and their capacity-building programmes while expressing confidence that the involvement of Instill Education would bridge the gap between pre-service and in-service teachers.
β€œWith regards to our teachers, if you look at what we have said here today, three major components actually were identified: the pre-service teachers, even integrating pre-service with the in-service.
β€œWe have looked at pre-service teachers, the in-service teachers and their training programmes and we have been able to see that there is a gap,” he said.
The TRCN boss lamented that a large number of teachers employed in private schools in Nigeria today are not qualified, in the first instance, to be called teachers, adding that a survey carried out by the council showed that over 70 per cent of the teachers in private schools in the Southwest are not qualified and not registerable with the TRCN.
β€œSo, these people are not registerable with TRCN because they don’t possess the requisite qualification that will allow us to register them. There’s a big gap there.
β€œInstill may be looking in the future on how to fill that gap. Like they are doing in South Africa; they may also, but the major component of this MoU is about the in-service teachers. How do we go about capacitating these in-service teachers, and upskilling them?
β€œAnd that’s what Instill is coming with; they are upcoming with their expertise and technology to be able to help us to do this kind of capacitation for our teachers.
β€œWe’ve been talking over time, about mandatory continuing professional development for teachers, where teachers are going to take certain capacity development programmes and they will get points and this will count towards the renewal of their licence as well as their promotion,” he added.
On his part, the Dean of Operation at Instill Education, Mr Tom Parry, said the training received through his organisation will always end with a practical applicable component so that teachers have an opportunity to practice and understand.
Parry said the MoU will focus on upskilling in-service teachers, adding that in the future, his organisation hopes to bring together the pre and in-service programmes into a micro-credential division so that teachers can continuously upskill themselves, gain access to relevant quality, affordable practical training that is recognised by the government, practical in their classrooms and help them to deliver better learning outcomes.
β€œBeyond the simple training processes that we build into our platform, we also think about the incentive structures.
β€œSo, this is where we’re talking more about this workforce development platform. Teachers, I mean, there are some teachers who will be incentivized simply to do training for the sake of getting better.
β€œBut the reality is, many teachers have childcare or other care responsibilities, they have second jobs, they have other lives, they cannot always dedicate the time needed to do it just for the goodwill of it just for the love of training,” he said.
Parry lamented that 70 per cent of learners in Africa cannot read for meaning by the end of primary school while 30 per cent of primary teachers and 50 per cent of secondary teachers are unqualified.
He added that it is just the nature of the system and not an indictment of it, and without recognising these realities, we cannot start to address them.
Earlier, the TRCN Director, Planning, Research and Statistics Mr Ugo-Ali Lawrence, said the Council first met with representatives of Instill Education on November 14, 2022, where it commenced discussions on the proposed collaboration to train Nigerian teachers.
Lawrence said since 2015, the organisation has delivered over 1.5 million hours of professional development, coaching and mentoring sessions to about 100,000 teachers and school leaders across 5 countries namely, Ghana, Kenya, South Africa, Uganda and India.

Arbitration request: ASUU knows fate May 11

The Federal Government on Wednesday informed the National Industrial Court of its decision to formally respond to the Academic Staff Union of Universities’ request for arbitration by May 11.

ASUU filed the suit against the Minister of Labour and Employment and the Registrar of Trade Unions.

According to a statement by the Director, Press and Public Relations, the National Industrial Court of Nigeria, Abuja Division, Olajide Oshundun, the court adjourned hearing to May 11 on the application brought by the ASUU.

The application is asking for the transfer of the suit it instituted against the Federal Government to the Alternative Dispute Resolution Centre of the court.

He said the suit – NICN/ABJ/303/2022, ASUU vs. the Minister of Labour and Employment and the Registrar of Trade Unions – is challenging the alleged threat by the Federal Government to withdraw ASUU’S certificate of registration for not rendering annual financial returns and audited accounts for five years.

Oshundun stated that β€œSection 37(1) of the Trade Unions Act CAP TI LFN 2004, makes it mandatory that every registered trade union in Nigeria must submit its annual audited accounts to the Registrar of Trade before June 1 every year. The penalty for a breach of this law is withdrawal or the cancellation of the certificate of registration by the RTU, as a union cannot collect check-off dues from members without submitting an annual report.”

He revealed that when the matter came up before the President of the NICN, Justice Benedict Kanyip, on Wednesday, the counsel for the Federal Government, James Igwe, SAN, said he just saw the application of ASUU that morning and needed time to reply to it.

Justice Kanyip said he thought they agreed the previous day that Igwe should go and consult his clients and report back on Wednesday.

β€œResponding, Igwe said he just received the application Wednesday morning and going by its contents, he needed time to make a formal reply.

β€œConsequently, Justice Kanyip adjourned the matter to May 11, the same date for the hearing of the substantive application brought by the Federal Government against ASUU over its eight-month strike.

Recall that the counsel for ASUU, Marshal Abubakar, representing Femi Falana, SAN, had on Tuesday informed the court that they filed an application to refer the case brought by the union against the government to the ADR Centre.

β€œResponding, Igwe said they did not see any application.

β€œHe recalled that the last time the court heard the matter on March 28, the claimants said they were ready to call their witnesses on the next adjourned date.

He said he needed time to see the ASUU application so that he could carry his clients along in making a decision on the matter, as he was merely a counsel on the matter.

Justice Kanyip said if the claimants asked for arbitration, then his hands were tied.

β€œIgwe said he was not averse to conciliation which his clients even mooted abinitio before ASUU went to court to pre-empt the consequences of the lack of transparency in the member’s check-off dues.

β€œHe asked for at least one day to consult with his clients before taking a decision one way or the other on the matter.

β€œMaking further submissions, Marshal told the judge that he has powers suo moto to refer the matter to the ADR Centre.

Justice Kanyip, however, cautioned Marshal against imputing his wish on him.

β€œI didn’t say I want to settle you people. You are the person asking for it. Don’t input what you want on me.

β€œArguing further, Igwe said: β€˜Their application is not before the court. I am one of the people who encourage arbitration. He didn’t listen to me. I am not unmindful of the fact that the court can refer it suo moto, but I am asking for time to be served with the application and then look at it. It is not my responsibility to decide. I cannot make a decision as a counsel. Doing the reverse is breaching the trust reposed on me by my clients.’

Similarly, Justice Kanyip had also on Tuesday, granted ASUU seven days to file a reply on point of law to the substantive application of the Federal Government on the prolonged strike of the union. The Federal Government had in September last year filed an application and affidavit in support, which was served on ASUU and their lawyers since September last year.

β€œThe matter, NICN/ABJ/270/2022, was for definite hearing on Tuesday, but ASUU did not file a counter affidavit on any of the processes in that respect despite an order of the court in March this year, directing all the parties to file their processes before the hearing date.

Consequently, Igwe craved the indulgence of the court to move the pending application of the Federal Government, which was granted. Igwe moved the motion and indicated his willingness to reply to ASUU’s processes in one hour or one day since the matter borders on the interest of the nation.

β€œThe court granted ASUU seven days to reply on point of law and adjourned the matter to May 11 for all the parties to adopt their written addresses.”

The statement further revealed that the Federal Government is asking the court to make certain orders, including that the eight-month ASUU strike did not follow the law making it an illegal strike.

More so, the government is also asking the court to declare that ASUU having embarked on strike at that time, were not entitled to any payment as provided by the law in Section 43 of the Trade Dispute Act, TDA, 2004 β€œNo Work, No Pay” policy and ILO principles on the right to strike.

The West African Examinations Council (WAEC) timetable for the 2023 May/June Senior School Certificate Examination (SSCE) has been made available. According to the Timetable, the examination for candidates in Nigeria will begin on Monday, May 8th, 2023, and end Friday, June 23rd, 2023.

WHY WE ARE YET TO RELEASE 2023 UTME RESULTS JAMB REGISTRAR

The Registrar of Joint Admissions and Matriculation Board (JAMB), Prof. Is-shaq Oloyede has given reason why the Board is yet to release conducted results from the ongoing 2023 Unified Tertiary Matriculation Examination (UTME).

Oloyede also disclosed that 20 Computer Based-Test (CBT) centers found wanting nationwide would be sanctioned for failure to comply with the guidelines governing the conduct of the UTME.

The JAMB registrar stated this in Lagos while monitoring the ongoing 2023 UTME in some centers and described the conduct as smooth despite the initial hitches experienced.

According to JAMB, 1,595,779 candidates registered for the 2023 UTME and Lagos recorded the highest number of applicants of 270, 573. The exam is been written in 708 centers nationwide.

He said before JAMB used to release the UTME results in batches each day of the exam as was done in 2021 and 2022 after analysing candidates performance for the day.

Oloyede explained that the nationwide delay experienced by candidates on Friday morning was caused by human error as a result the exam started one hour late.

He disclosed that as at Friday 1.5million candidates had taken the exam while 250,000 remaining applicants would write between Saturday, April 29th to May 3.

The JAMB also confirmed that examination malpractice has reduced drastically because of measures introduced to check and tackle the menace.

He added: The level of examination malpractice has gone down. The candidates and parents have realized the danger of engaging in examination malpractice. Even in Lagos, it is minimal. We have better devices now to monitor the UTME. The CBT operators have learnt their lessons.

β€œThe CBT centers have improved and the level of non-compliance has also reduced. The UTME was delayed on Friday for one hour nationwide due to human error.”

On why the Board has not released results since the UTME started in April, Oloyede said it was based on experts advice that the Board was doing the wrong thing of releasing results on a daily basis, which would not capture the true performance of the candidates.

β€œThis year, we will wait the end of the examination. We will analyse and calculate the mean. We will analyse the entire results to get the mean before releasing the results,” he stated.

Prof. Oloyede said the Board was anticipating disruption of the UTME because of the introduction of new measures, noting, β€œwe were expecting there will be failure but so far, it has been smooth. I thank stakeholders for making the UTME smooth.”

The registrar said reports from other states indicate the conduct of the UTME was smooth, stating in Borno, Kwara and Niger states, the Board had problems and the candidates affected have been rescheduled for another date.

He advised such candidates to check the email or their phone to confirm when their exam have been rescheduled.

At some of the CBT centers visited, Oloyede queried the presence of parents at the gates and used the opportunity to interact with some of the candidates waiting for their turn to write the UTME.

Prof. Oloyede expressed disappointed with the conduct of 20 CBT centers and vowed that the Board sanction them, stating, β€œthey failed to perform and they will be sanctioned.” (Saturday Sun)

JAMB: 337 visually impaired UTME candidates seek waiver of mathematics

Some blind candidates in the ongoing Unified Tertiary Matriculations Examination (UTME) have appealed to the Joint Admissions and Matriculation Board (JAMB) and the universities not to make Mathematics a compulsory subject for all of them again. They said most of them usually have difficulty in calculations and particularly with speed, hence their inability to do very well in the subject in an exam.

They said it would be better if the subject is optional for those among them who are not pursuing science or engineering-related courses.

A total of 337 blind candidates are writing this year UTME and the figure is among a total of over 1. 6 million candidates expected to write the exam at various designated Computer-Based Test (CBT) centres spread across the country.

The blind candidates just like their other mates are being assessed in a total of 20 subjects including the use of English Language and Mathematics with each sitting for four subjects as applicable to their proposed courses of study and they were allowed to make use of instruments such as computer, braille and typewriter to write their papers as convenient.

But unlike their regular counterparts who sit all their four papers once, blind candidates sit for their own papers per subject and a group of professors and special education experts known as JAMB Equal Opportunity Group (JEOG) with the former Executive Secretary of the National Universities Commission (NUC), Prof Peter Okebukola as chairman is saddled with the responsibility of the conduct of the exam for them.

Technical Glitches: JAMB Reschedules Candidates, As 250,000 Yet To Sit For Utme

The Joint Admissions and Matriculation Board (JAMB) has said a total of 250,000 candidates have yet to sit for the ongoing Unified Tertiary Matriculation Examination (UTME).

Speaking on Friday evening after monitoring some of the centres in Lagos, Prof. Isaq Oloyede, explained that this was due to the rescheduling of the exam for some candidates. As such, 1.350 million had sat the UTME out of the registered 1.6 million candidates.

"I'm impressed by the performance of the centres and the conduct of the students. I’m happy that parents are largely kept out of the process. By now, we should have covered 1.5 million out of the registered candidates but because of the rescheduled candidates, we have about 250,000 candidates left. That is why we have about 370 centres that are still running because they have not finished the rescheduled candidates," he said.

He also told candidates that there was no other way to success but through hard work, saying examination malpractices had reduced in the country.

β€œThe level of examination malpractice has gone down drastically. I will encourage candidates to know that there is no other way to success than working hard. Throughout the country, the level of examination malpractice, impersonation, is very minimal, in fact below the international standard for examination particularly from Lagos. And now we have better devices to detect any form exam malpractice. If you look at the situation in the past, prior to this year, it’s possible for examinations to be disrupted. The difference now is one hour, after one and half hours, you cannot start that same exam.

JAMB SET TO RELEASE 2023 UTME RESULT

Asked when the results of the examination would be released, Dr Fabian said the management would announce the results soon.

β€œWe are looking at the results and by the grace of God, we will release the first batch of the results soon,” he said.

On the number of candidates that have encountered technical issues in sitting for the examination, he said, β€œIn the last two days, excluding today, we have examined 947, 000 candidates. Out of the 947,000 candidates we had issues with about 60,000 candidates and these candidates are being rescheduled (for the exam).

” If you are to give a pass mark, out of 900,000, you had an issue with 60,000, it is a fair share, but that is not to say even if it is one candidate that is unable to sit for the exam we are not concerned,” Fabian said, even as he assured that all candidates will sit for the exam.

The PUNCH had earlier reported that over 1.5 million registered for the 2023 UTME which commenced on April 25, 2023.
