Zulum: palliative distribution a necessity, not my priority
Borno State Governor, Babagana Umara Zulum, said his administration's frequent distribution of food palliatives was necessary to strike a balance between addressing the immediate needs of the people affected by Boko Haram insurgency and laying the groundwork for a lasting change.
Zulum noted that while food palliatives were distributed to vulnerable people most affected by the over-one-decade crisis, remarkable development has been achieved in all the critical sectors such as healthcare, education, security and infrastructure in Borno State.
Governor Zulum stated that the palliative distribution was to salvage communities whose sources of livelihood were cut off due to the activities of Boko Haram insurgents.
Zulum made the remarks on Saturday while speaking to journalists in Gajiram, Nganzai Local Government Council, in the northern part of the state.
Zulum emphasised the need to establish a sustainable foundation for long-term development rather than relying on short-term solutions like palliative distribution.
“We are not creating dependency. You can see our efforts in reviving the agricultural sector. People should take note that what we are doing is necessary. We only give food items in places extremely affected by insurgency and gradually, we are transiting out,” Zulum said.
Meanwhile, the governor supervised the distribution of food and non-food items and N25m cash to over 25,000 families comprising 10,000 males and 15,000 females.
Each of the male heads of households received a bag of rice and a bag of maize grain, while about 15,000 families each received one wrapper and N5,000 cash.
Zulum commended the federal government, noting that Borno has received about 15,000 bags of rice from the North East Development Commission (NEDC).
“Let me acknowledge the receipt of about 15,000 bags of rice from the North East Development Commission (NEDC). The rice we distribute here is part of the donation, while Borno State Government donated the maize, wrappers and cash,” Zulum said.
The governor also stated, “I wish to extend our sincere gratitude to President Bola Ahmed Tinubu and the management of NEDC for the support.”
Governor Zulum was assisted in the distribution exercise by the Hon. member representing Nganzai at the House of Representatives, Engr Bukar Talba, Member, House of Assembly representing Nganzai, Sheikh Ali Gajiram, Honourable Commissioners Sugun Mai Mele and Engr Lawan Abba Wakilbe, Special advisers and other top government officials.
Zulum to resettle Koshebe community, harness agricultural potential
Borno State Governor, Babagana Umara Zulum, on Thursday, disclosed that his administration would ensure that the displaced people from Koshebe are resettled soon.
Koshebe was a community in Mafa Local Government which was displaced by Boko Haram insurgents over two years ago.
Zulum stated that resettling the people back to Koshebe would pave the way to harness vast agricultural land for food sufficiency.
"This place has vast agricultural land, thousands of hectares. So the main objective of my visit is to ensure resettlement of communities around this area, especially Koshebe, Amaramatti, Ngudda, among other places," Zulum said.
The governor also stated, " While we are resettling them, we would support them to cultivate their farmlands. This place was providing farming opportunities to thousands of people, not just those from Maiduguri or Borno but people from far places like Sokoto, Kano among others."
Governor Zulum stated that Borno State Government would partner with the federal government to cultivate the vast farmlands around Koshebe and adjoining communities.
Zulum said his administration would work with the Federal Ministry of Agriculture to support farmers with the necessary implements to achieve President Tinubu's food security initiative.
"Mr President has released some funds to the federal ministry of agriculture to support farmers, and we have received some agricultural inputs; the state government would complement the federal government's efforts and ensure that people return to their farmlands," Zulum said.
Zulum also inspected a road project being executed by the North East Development Commission (NEDC), linking Koshebe, Ngowom to Maiduguri.
Governor Zulum expressed gratitude to President Bola Ahmed Tinubu, noting that when completed, the road project will boost agricultural activities and provide access for farmers to convey their farm products.
Zulum approves N1.3bn scholarship for 997 nursing, midwifery students

Borno State Governor Babagana Umara Zulum has approved N1.3 billion scholarship for 997 nursing and midwifery students who are indigenes of the state.
The scholarship programme received about 1,080 nominations, 40 from each of the 27 local government areas of the state. However, after an entrance examination, 997 passed and qualified to benefit from the scholarship.
The governor launched the scholarship programme on Wednesday at the College of Nursing and Midwifery, Maiduguri.
Zulum noted that with the scholarship, the beneficiaries would, on graduation, bridge the workforce demands in the state's healthcare service delivery due to the increasing population growth.
He said: "The government has allocated a total of ₦1,305,189,000 for scholarships, with a breakdown of ₦124,149,000 earmarked for tuition fees.
"The remaining ₦1,181,040,000 will be disbursed as a monthly stipend of ₦30,000 to each beneficiary throughout their studies."
Governor Zulum further stated that his administration was constructing two colleges of nursing, one in the northern part of the state and the other one in the southern part.
The governor assured that the two colleges would be completed and opened for academic activities this year.
Highlighting the government's efforts, the Commissioner for Education, Engr Lawan Abba Wakilbe, disclosed that from May 29, 2019 to date, Zulum's administration had approved over N6 billion for scholarship with N2.7 billion of that amount approved from May 29, 2023 to date.
.. Disburses N201m bursary allowance to 2,010 students
Meanwhile, Governor Zulum has awarded N201 million bursary allowance to 2,010 students of the Maiduguri College of Nursing who had not benefited from the scholarship.
The governor directed that each of the 2,010 nursing and midwifery students be credited with the bursary allowance of N100,000.
Zulum also commissioned a lecture theatre complex and a 3,000 people-capacity multipurpose hall for the College of Nursing and Midwifery, Maiduguri.
The governor also announced automatic employment for the 997 beneficiaries and other nursing students who had excelled academically, on completion of their studies.

The Nursing Council of Nigeria (NCN) has commended Borno State Governor.Babagana Umara Zulum for his commitment to improving nursing practice in Borno, noting that the scholarship awarded by the governor on Wednesday was the first of its kind and so far the largest in Nigeria.
The Registrar of the Council, Dr Farouk Umar Abubakar, who was represented by the Director of Standard and Accreditation, Alhassan Ndagi, gave the commendation while delivering a goodwill message at the flag-off of the N1.3 billion scholarship for nursing and midwifery students in Maiduguri.
The register applauded the performance of the nursing students from Borno, stating that every year at the national examinations, students from Borno score more than 90 percent.
VP Shettima, Zulum, wives, visits Tinubu in Lagos
Vice President Kashim Shettima and Borno State Governor, Babagana Umara Zulum, were joined by their wives, Nana Kashim Shettima and Dr Falmata Babagana Umara Zulum, on Friday in Lagos to pay sallah homage to President Bola Ahmed Tinubu.
Eid el Fitr (Sallah) is celebrated by Muslims around the world to mark the end of Ramadan fast.
The Vice President, on the same Friday, after the personal visit, led governors of the 36 states and the leadership of the National Assembly, to pay a visit to the president.
The age-long Sallah homage to the president is usually carried out by selected dignitaries, senior officials of government and stakeholders.
Zulum returned to Maiduguri on Saturday and embarked on an inspection of infrastructures constructed by his administration, these include the new 500 housing estate along Damaturu highway, Borno's second flyover located near Borno Express terminus, metro housing estate and mega primary school, Muna.
Zulum bursts vendors trapping water for commercial gain
Borno State Governor, Babagana Umara Zulum, on Thursday, bursted an illegal water vendor who had constructed specialised dams manipulating the distribution network to trap water pumped for public use to gain commercial benefits.
Zulum, during a surprise visit to communities in Jere and Maiduguri Metropolis, discovered that certain vendors have constructed specialised water dams blocking and diverting water flow in order to create artificial shortage.
The vendors were artificially creating water shortages to inflate prices and maximize their profits while citizens suffer.
“It is unfortunate to notice that while the government spend millions to provide water to the people, few individuals have constructed a specialised dams, most with multiple layers of reservoirs. Some of them can store more than one million litres of water”, Zulum said.
He added, “Every day, our treatment plant process and distribute about 40 million litres of water; these criminals trap the larger amount of those supplies for commercial gain.”
Expressing his anger, Zulum vowed to take swift and decisive action against those responsible. He said, "It is unacceptable that some individuals would exploit the suffering of our people for their own selfish gains. We will not tolerate such criminal activities that jeopardize the lives of our citizens.”

Vice President Kashim Shettima, Borno State Governor, Babagana Umara Zulum, and the APC National Vice Chairman (North), Ali Bukar Dalori, were among dignitaries that attended the two raka’at Eid prayers in Maiduguri.
Imam Idaini of Borno, Shettima Mamman Saleh, led the Eid prayer at the Borno Central Eid ground, Ramat Square, on Wednesday.
Delivering his khutba (sermon), Imam Idaini enjoined the Muslim ummah to continue observing virtues learnt during the 30-day Ramadan fast.
The Shehu of Borno, Abubakar Ibn Umar Garbai Elkanemi, led members of the Borno Emirates Council.
Other dignitaries in attendance include the senator representing Borno Central, Barrister Kaka Shehu Lawan, members of the House of Representatives, the SSG, Hon. Bukar Tijani, head of service, Mallam Fannami, among other top officials and party executives.
.. Zulum urges citizens to pray for peace in Borno, Nigeria
Meanwhile, Borno State Governor, Babagana Umara Zulum, has called on citizens of the state to intensify their prayers for the total restoration of peace in Borno and other parts of Nigeria.
“Glory be to Almighty Allah for allowing us to witness this year's Eid festival. I urge the people of Borno State to intensify their prayers for peace to reign in Borno and Nigeria, Zulum said.
“I also want to urge the people of Borno State to be law-abiding and patient with the government. We are doing everything possible to reduce the hardship faced by our people,” Zulum stated.
Governor Zulum noted that while the emergency gas plant experienced some engineering faults, both the state and federal governments are working on how to exploit the hydroelectric sources to provide electricity to Maiduguri.
Zulum said, “I am aware Borno State has been witnessing blackouts due to the vandalisation of the electricity transmission towers along Maiduguri-Damaturu highway.”
“As a result, the people of Maiduguri Metropolis and its environs have been witnessing water shortage.
Zulum gave assurance of the government's effort to address the electricity blackout faced by the people of Maiduguri and its environs.
He said, “I want to assure the people of Borno that government will do everything possible to restore electricity to Maiduguri.”, the governor added.”

Shehu of Borno, Abubakar Ibn Umar Garbai Elkanemi, has organised the durbar procession to commemorate this year's Eid El Fitr festival.
The dubar, a traditional horse matching, is being observed annually in Borno State with traditional title holders mounting horses in a parade.
The Vice President, Kashim Shettima, Borno State Governor, Babagana Umara Zulum, accompanied by the other senior government officials, attended the festival.
Comptroller Lauds Zulum for Ramadan Iftar Initiative, As Meals Extend to Maiduguri Custodial Centre Inmates
The Deputy Comptroller of the Medium Security Custodial Centre (Maiduguri) popularly called New Prison, Usman Dahiru, has commended Governor Zulum for reintroducing Ramadan Iftar meals for Muslim faithfuls in the state, which includes inmates at the facility.
Dahiru made the commendation on Friday while receiving the state Ramadan iftar monitoring team led by the Honourable Commissioner, Ministry of Religious Affairs, Babagana Malarima.
He welcomed the team and expressed his appreciation to Governor Zulum for extending the iftar meals to the custodial centre.
Dahiru also thanked the commissioner and his team for the visit and acknowledged the efforts of the centre's cooks for their outstanding work.
The custodial centre receives a daily delivery of 400 food packages to provide inmates with meals to break their fast during Ramadan.
In response, Commissioner Malarima stated that the purpose of the visit was to personally assess the situation and ensure that the cook's centres were meeting expectations. He also commended the Deputy Comptroller for his continued cooperation with community leaders and the cook's centres.
Other members of the monitoring team included the Permanent Secretary, Mohammed Lawan Abubakar; the Ministerial Secretary, Hassan Abdullah Hassan; the Director of Finance, Ali Umar (Arrow); and the Director of Religious Affairs, Umar Ali.
Iftar Food Distribution: Borno's Religious Affairs Commissioner Frawns at Defaulting Cooks, Rewards Excellence
The Borno State Commissioner for Religious Affairs, Hon. Babagana Malarima, conducted an inspection visit to Ramadan iftar food distribution centers in Gwange II on Wednesday.
The iftar program was reintroduced by Governor Babagana Umara Zulum to provide meals to underprivileged residents during the holy month of Ramadan, targeting 46,000 beneficiaries daily across Maiduguri, Jere, and environs.
Commissioner Malarima expressed disappointment with one of the food centers for not meeting expectations. He warned the cooks to improve their performance and dedication to avoid being replaced.
He reminded the cooks that they're selected based on trust and confidence that they will deliver to standard and expect nothing less.
On a more positive note, the commissioner commended and rewarded the cooks with 5,000 naira each, at the Bulama Tamsuma center of Gwange 2 for their excellent service and sticking to specifications.
Zara Tamsuma and Aisha Mohammed, representatives of the Bulama Tamsuma center, expressed their gratitude for the recognition and pledged to continue, even exceeding expectations.
The commissioner's inspection team included the Permanent Secretary, Mohammed Lawan Abubakar; the Ministerial Secretary, Hassan Abdullah Hassan; the Director of Finance, Ali Umar (Arrow); and the Director of Religious Affairs, Umar Ali.
Zulum mourns death of ex-NLC President, Ali Chiroma
Borno State Governor, Babagana Umara Zulum expressed grief over the death of the ex-President of the Nigerian Labour Congress (NLC), Comrade Ali Chiroma.
Comrade Ali Chiroma died on Tuesday night at the University of Maiduguri Teaching Hospital after a brief illness at the age of 91.
Zulum’s message was released in a statement by his SSA on New Media, Abdurrahman Ahmed Bundi, on Wednesday.
“I sympathise with the family and relatives of late comrade Ali Chiroma; no doubt the death of a loved one is painful, but as Muslims, we all believe every soul shall taste death. I, therefore, urge you to take solace in Almighty Allah,” Zulum said.
The Governor added, "Ali Chiroma was a true champion of the working class, a fearless leader who dedicated his life to the welfare of Nigerian workers across the nation. He shall be remembered for his doggedness and dedication to the cause of Nigerian workers.”
The late Ali Chiroma served as the President of the Nigerian Labour Congress between 1984 and 1988.
He was the President of the defunct Rural Health Workers of Nigeria, now known as the Medical and Health Workers Association, in 1960.
Governor Zulum prayed for the repose of the soul of the former unionist and an elder statesman. Also, he prayed that Allah gives the family of the deceased the strength to bear the irreparable loss.
Zulum also commiserated with the Borno Elders Forum over the loss of one of their dedicated member.
Assembly Commission: Zulum appoints Chair, commissioners, others
Borno State Governor, Babagana Umara Zulum, has approved the appointment of the Chairman, 2 permanent commissioners and 3 non-commissioned members for Borno State House of Assembly Service Commission.

The SSG noted that the appointment is by the powers conferred on Governor Zulum by section 198 of the 1999 Constitution of the Federal Republic of Nigeria.
The statement, however, added that all the appointments are subject to confirmation by the Borno State House of Assembly.
Zulum while congratulating the appointees, expects from them the highest commitment and dedication.
Public Notice On Suspected Cases Of Fire Incidences In Idp Camps In Borno State
The Borno State Government has received Situation Reports (SITREPs) from reliable sources regarding suspected cases of fire outbreaks in some IDP camps within the State. This recent rise in frequency of infernos in IDP camps has been a matter of concern, and all hands are on deck to forestall any further occurrence of fire outbreaks in the State. The Government has been investigating the occurrence of the infernos on a case-by-case basis, with a view to establishing the remote and extant causes, and developing a strategy to stem future occurrence.
On 29 March 2024, the Ministry of Information and Internal Security received a report in which a suspect admitted that he and his "co-conspirators" were "hired" by some NGOs (names withheld) to set IDP camps on fire. This matter is under investigation and further necessary action shall only be taken on the basis of the outcome of the investigation. Those arrested are in detention undergoing intensive interrogation, while the NGOs who were pinpointed in the alleged violent practice have been summoned for preliminary interrogation.
The Government assures members of the public that this matter will receive appropriate and expedited attention, and any culprit will be dealt with according to the law.
Meanwhile, members of the public are urged to be calm, peaceful and law-abiding. Any breach of security should be reported to the nearest law enforcement agency or traditional rulers for transmission to the relevant authority.

Easter: Zulum felicitates with Christians, urge prayers for development, prosperity
Borno State Governor, Babagana Umara Zulum has felicitated with the Christian community in Borno State and other parts of the country on this year’s Easter celebration.
Zulum urge all Christian citizens and residents of the state to commit the Easter period to prayers for the development and prosperity of Borno and Nigeria as a whole.
Zulum’s message was released in a statement by his aide on New Media, Abdurrahman Ahmed Bundi.
The release quoted the Governor as saying:
“Let me, on this auspicious occasion, felicitate with our Christian brothers and sisters in Borno and throughout the country. I urge us all in this solemn period to commit to prayers for the development and prosperity of our dear country and to our President, Bola Ahmed Tinubu, for God’s guidance and wisdom to steer the affairs of Nigeria for greatness.”
“Fellow citizens of Borno, as your Governor, I understand the burden this office places on me. In the last five years, we have achieved remarkable success in our efforts to restore peace in our state. We invested hugely in education, healthcare, agriculture, and provision of potable water, among many other sectors.”
“I have personally supervised the distribution of palliatives to vulnerable communities who have faced unimaginable terror from the insurgents; this effort is to give our people hope and prevent the possibility of anyone been lured to join the insurgency.”

“While we understand the difficulties faced by the people, we recently shifted our focus to the revival of agriculture as a sustainable means of attaining food security and sufficiency.”
“To achieve this, in the last couple of days, I have met the President, and he gave his assurance of improving security in the Lake Chad, to give access for the re-activation of the South Chad irrigation scheme, which when fully revived, can provide food for the entire country.”

Zulum meets Tinubu over South Chad Irrigation Scheme
. Says Tinubu approves Gwoza FCE take off
Borno State Governor, Babagana Umara Zulum, yesterday, Tuesday, met with President Bola Ahmed Tinubu to discuss the post-conflict developmental programme for his state.
Zulum speaking to newsmen after meeting President Tinubu at the Presidential villa said he discussed modalities for reactivating the South Chad irrigation scheme with the president.
Zulum noted that with peace gradually returning to Borno, the state is committed to harnessing all avenues that will bring development.
“We spoke about the Lake Chad Basin. Now that we are having relative peace in Borno State, there is a need for the government to ensure the re-establishment of the South Chad irrigation project," Zulum said.
Zulum stated that in responding to his request, President Tinubu has expressed commitment to improve security around the Lake Chad Basin and facilitate access to agricultural land.
“I spoke with Mr. President and he assured me to look into establishing a solid security outfit in the Lake Chad Basin so that people can access the agricultural lands," Zulum said.
The governor added, “The South Chad irrigation project has tremendous potential to produce food to cater for the needs of the entire northern Nigeria or I can say even the whole country. But, due to insecurity in the region, the irrigation scheme has not been functioning very well for a decade or more."
“So, I think this is very important information now that the country is working towards ensuring food security, both in quantity and quality.
“Insha Allah, when these irrigation projects are reestablished, I believe the issue of food security will be addressed not only in Borno state but also in Nigeria.”
. Says Tinubu approves Gwoza FCE take off
Meanwhile, Governor Babagana Umara Zulum stated that President Bola Ahmed Tinubu has approved the immediate take-off of the Federal College of Education, Gwoza.
“I’m pleased to notify you that the President has approved the immediate takeoff of the Federal College of Education Gwoza," Zulum said.
Zulum also discussed the repatriation of displaced persons that are indigenes of Borno State from the Republic of Chad, Niger and Cameroon which has been suspended. He said President Tinubu has given his commitment that it will resume.
“We started repatriating them during the last administration. But because of the election period and rainy season, we stopped the repatriation exercise. Again, Mr. President has given me his commitment that the government of Nigeria will resume the repatriation exercise very soon,” Zulum said.
Abuja: Zulum visits AfDB, seeks fastrack of inclusive basic service delivery
Borno State Governor, Babagana Umara Zulum, on Tuesday, visited the African Development Bank (AfDB) office in Abuja, the Federal Capital Territory.
Zulum's visit was to facilitate a fastrack of implementing the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP) in Borno State.
IBSDLEIP is a multi-sectoral programme focusing on the intermediate and long-term components of Nigerian Government's efforts to respond to the northeast states' emergency transition, recovery and peace restoration.
The project aims to improve the quality of life by increasing access of the poor and vulnerable segments of the population to basic social services in water, sanitation, hygiene, health and education, as well as restoring livelihoods and strengthening food security and safety nets in the states affected by insurgents in the northeast.
During the meeting, Zulum discussed in detail the importance of fast-tracking the implementation of the project, especially the additional activities covering water supply, education and livelihood.
Governor Zulum also harps on using intelligent energy to convert jumbo boreholes operated by generators across Maiduguri and the surrounding environment to hybrid, thereby cutting costs to be channelled on other sectors for Borno's development.
