MIAA SUSPENDS FLIGHT OPERATIONS BEGINNING MIDNIGHT UNTIL 6AM OF NOVEMBER 12 AS SAFETY MEASURE

November 11, 2020 - In consultation with the Airline Operators Council (AOC), the Air Carriers Association of the Philippines (ACAP), PAGASA NAIA station and Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco, the Manila International Airport Authority (MIAA) announces suspension of all flight operations at the Ninoy Aquino International Airport (NAIA) beginning midnight until 6AM of November 12.

Similar typhoon forecasts presented by PAG-ASA -NAIA and the airlines revealed that the typhoon will be strongly felt in Manila by 2AM bringing strong winds that would endanger flight movements. Typhoon Ulysses is expected to weaken as the day progress tomorrow, Thursday.

GM Monreal advises passengers to immediately coordinate with their airlines for flight updates. Airlines were also told to make sure that their customer service hotlines are ready to take in the expected surge of calls from passengers.

Airline operators that employed pre-emptive cancellations were told to submit their new flight schedules or requests for re-timings by 7PM tonight. Slotting will be done in a way that would cause minimal delay in passengers' travel plans.

Airline ground handling agents were reminded to implement maximum deployment of personnel both inside the terminals and at the ramp and ensure availability of enough ground equipment once flight operations resume. Airlines were further told to attend to their passenger needs at all times.

As part of their contingency, Air Asia evacuated some of their planes out of Manila while Philippine Airlines and Cebu Pacific employed ballasting of their fleet to ensure their stability while on ground.

Philippine Airlines earlier issued several flight cancellations for today and tomorrow. All Nippon Airways and Untied Airlines have likewise cancelled their flights which are scheduled to arrive tonight.

Pursuant to Sec. Arthur Tugade's guidance during extreme weather conditions, the MIAA for its part adopted pre-emptive measures to cushion the adverse impact of Typhoon Ulysses to NAIA operations. GM Monreal ordered ground handling companies to ensure the safety of their ground equipment to prevent any damage to property and aircraft. The MIAA engineering was instructed to inspect all billboard sites within the airport complex to inform owners to roll-up all tarpaulin ads and do necessary reinforcement of frames to avoid accidents caused by falling billboards. Pruning of trees at parking lots and roads around the airport complex has been done. Aerobridges have been tied down to prevent damage. Malasakit kits are ready to be distributed to passengers inside the Terminals. Early inspection of the runways and taxiways has been ordered so they can be used at the earliest time when the weather permits.

For round-the-clock preparedness, all Emergency Response Teams (ERTs) in the Terminals have been activated.

Boracay Travel Advisory

Effective October 1, 2020, the island resort of Boracay may accept tourists coming from areas with General Community Quarantine classification or lower. This is apart from travelers coming from Western Visayas.

A ‘Test-before-travel’ policy is required from all travelers to the island resort which will be strictly implemented. Travelers undergoing the test prior to travel should follow strict quarantine procedures until the date of travel to the island.

At the same time, age restrictions shall be relaxed but restrictions to persons with co-morbidities remains to be strictly enforced.

All airlines are advised to land and takeoff at the Godofredo R. Ramos Airport in Caticlan.

This day in PAL’s history, the flag carrier rose from the ashes and devastation of World War II to achieve a first for all Filipinos: Philippine Airlines operated a Manila to Oakland (California) flight, the first crossing of the
Pacific Ocean by an Asian airline.

PAL's Douglas DC-4 brought home American servicemen who were stranded in the Philippines due to a dock strike in the U.S.
The flight took 41 hours with stops at Guam, Wake Island, Johnston Atoll and Honolulu before arriving in California.

This historical feat paved the way for a regular Manila-San Francisco service by December of 1946.

This is the fighting spirit animating PAL today, rising from the depths of the 2020 pandemic to do what we do best: bringing people home, uplifting the economy, linking the Philippines with the world.

As announced by President Rodrigo Roa Duterte, the NATIONAL CAPITAL REGION (NCR), and the provinces of BULACAN, RIZAL, CAVITE and LAGUNA, WILL REVERT TO MODIFIED ENHANCED COMMUNITY QUARANTINE (MECQ) STARTING MIDNIGHT OF 4 AUGUST 2020.

Please take note of the following TRANSPORT GUIDELINES in relation to the implementation of MECQ:

For areas placed under the Modified Enhanced Community Quarantine (MECQ), public transportation is not allowed, and some transportation services will remain limited.

If your residence is under MECQ, here are the public and private transports that are ALLOWED and NOT ALLOWED to operate.

For public transport, public shuttles will be allowed for frontline workers or those who will return to work in allowed industries under the MECQ, while bus, jeepney, taxi, TNVS, are not allowed. Tricycles are also not allowed, but with exceptions, subject to the guidelines set by the DILG and respective LGUs.

Under the rail sector, operations of the PNR, LRT-1, LRT-2, and MRT-3 will remain suspended.

For private transport, company shuttle is allowed to operate with passenger capacity of 50%, and an authorization letter or certificate from the company, indicating the route, as proof of lease.

Personal vehicles owned by persons/workers in permitted sectors are also allowed, with two (2) persons per row.

Further, the individual use of bicycle, motorcycle, or e-scooter by APORs is also allowed. Moreover, e-scooters are allowed, subject to existing traffic regulations.

From Manila: 1.) Valid government-issued ID with residency in Negros Occidental, and 2.) Medical Certificate.

Note: Manila-Bacolod passengers are no longer required to apply for travel certificates as these will be automatically processed by the provincial government once booking has been completed.
