Alay kay Macliing is a song close to the hearts of many Kalingas and Bontocs who recognize the ultimate sacrifice of Ama Macliing Dulag to oppose the World Bank funded Chico Dams during the Marcos dictatorship that threatened the lives of the Kalinga and Bontok people. (A solidarity message from Kasavakan Youth Organization of Taiwan for the 36th Cordillera Day)
In the time of the 36th Cordillera Day, the world is encountering a global crisis. In front of COVID-19, life is equal yet so inequal. The pandemic can infect anyone, but for people with no efficient resources, no adequate information, no sufficient access to medical assistance, no needed prevention measurement are more likely to sacrifice in this battle against the invisible enemy. Indigenous Peoples are among those people.
在第36屆科第埃拉日之際,世界正面臨著全球性的危機。在武漢肺炎面前,生命是平等的,卻也如此不平等。大流行可以感染任何人,但是對於沒有有效資源、沒有充足資訊、沒有足夠醫療救助、沒有必要預防措施的人而言,更可能在這場與無形敵人的奮戰中犧牲,包括原住民族。
However, in front of crisis, we, Indigenous Peoples of the world, never yield, never kneel, never give up. We are the people of resistance, resilience and restoration. Masks prevent us from droplets, but not words of caring and love. Social distancing prevent us from contact, but not staying in touch. Quarantine prevent us from gathering and assembling, but not unity and solidarity. We wash off virus but not the understanding of each other.

In celebration of the 36th Cordillera Day, let us all remember the history of resistance of the Cordillera People's movement to defend ancestral land and life.
Let us support and be one with the struggle fought by the people of the Cordillera up until today. The corporate projects that destroy the land and life of Cordillera communities such as large-scale mining, construction of mega-dams, and other corporate energy projects. On top of this are the fascist attacks imposed by the state in the form of red-tagging, militarization, and violence imposed upon the people. All of these strengthen the unity and resistance of the Cordillera people against the state-supported projects and attacks that wreck the right to self-determination and the right to Free, Prior and Informed Consent (FPIC) of the Cordillerans.
Today, we also commemorate the death of Ama Macli-ing Dulag and all the heroes and martyrs of the Cordillera mass movement who courageously defended the ancestral lands and life of the Cordillera and to which the present generation reflects on and takes inspiration from.

Forty years ago, on April 24, 1980, MACLI-ING DULAG died defending the land of his people. He became a symbol not only of Cordilleran self-determination but also indigenous peoples' rights and environmental awareness.
This quote from the book Macli-ing Dulag: Kalinga Chief, Defender of the Cordillera by Ceres P. Doyo encompasses ideas of ancestral domain claim of indigenous peoples and the relationship of man and the environment.

SOLIDARITY STATEMENT ON THE 36th CORDILLERA DAY
Binnadang Amianan and Tignayan dagiti Agtutubo ti Kordilyera para iti Demokrasya ken Rang-ay (TAKDER) stand in solidarity with Cordillera Peoples Alliance (CPA) in commemoration of the 36th Cordillera Day.
We affirm our commitment to support the struggle of the Igorot Peoples who tirelessly work for the recognition of Indigenous Peoples’ rights. We hold the state accountable for the murder of Ama Macliing Dulag then and for the atrocities continually committed against the Indigenous Peoples in Cordillera and in other parts of the country.
While we are not physically gathered today, we remember the grit and eloquence of Ama Macliing. We are awed at the ingenuity of Itneg, Bontok, and Kalinga tribes who executed a multilateral Bodong (peace pact) to campaign against the destructive dam and logging concession. It inspires us that despite their many differences and the overwhelming firepower and influence of the Philippine government, they stood united and dared to struggle. Shared and collective leadership continued among the peoples even after Macliing’s death. Also, it uplifts our spirit to recollect that women were at the forefront, and that, ultimately, Cellophil Resources and the World Bank, however mighty they thought they were at that time, retreated. Marcos was overthrown.
For more than three decades, Cordillera Day has provided a venue for these stories to be heard, retold, and replicated just like how the government rehashes their Combat Operation Plans or political-economic projects. We are disgusted with this regime’s deviousness in signing a lopsided deal with China and with its inability to address the needs of the people. We are appalled at how the president and his rabid supporters still find time to mudsling and witch hunt dissenters when they could be exerting effort to combat the spread of the pandemic.
To our leaders and colleagues then who are being subjected to constant attacks by the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Duterte trolls, and fanatics, know that WE ARE WITH YOU. Our strength lies in our togetherness. We will persist.

Katribu Kalipunan ng mga Katutubong Mamamayan salutes the Cordillera Peoples Alliance (CPA) in its unfaltering commitment to assert Indigenous Peoples’ right to self-determination and to the defense of ancestral lands. We are inspired that despite heightened and continuous red tagging, and with the COVID 19 pandemic, CPA still finds a way to organize Cordillera Day 2020 through the conduct of Serve the People Brigade relief operation and this three-day social media program.
Looking back, state-sponsored aggression gave birth to Igorot peoples’ collective action we now commemorate as Cordillera Day. The construction of Chico Dam and logging concession of Cellophil Resources stirred Itneg, Kalinga, and Bontok tribes, and the Filipino people in general. They have resisted with courage and resolve. As history tells us, the military murdered Macliing Dulag on 24 April 1980 to quell the struggle but they did not succeed. Instead, Cordillera Indigenous Peoples and their advocates started coming together not just to remember his martyrdom but to see to it that the defense of indigenous peoples’ rights lives on.
Much has changed in the Philippine political landscape after that. The different indigenous tribes and clans in the Cordillera have realized that they need to stand together against corporate plunder and fascism. Outside the region, networks and broad alliances were formed to mainstream campaigns against extractive activities and infrastructure projects that encroach on ancestral domains of the IPs. Through solidarity work, we were able to bring these issues in the national and international arenas. We owe it to Macliing. We owe it to the elders who established CPA. We owe it to all indigenous tribes of this country who have had a fair share of national oppression.
Meanwhile, after we worked hard for crucial points in our IP Agenda, Rodrigo Duterte took his oath as president but rebuffed the discussion on Comprehensive Agreement on Social and Economic Reforms (CASER). With the breakdown of peace talks, Duterte issued Proclamation Number 374 that tagged the Communist Party of the Philippines (CPP) and New People’s Army (NPA) as terrorist organizations. The Department of Justice (DOJ) then filed a petition proscribing more than 600 individuals on 21 February 2018.
Several frontrunners of progressive sectors were named including known leaders of the Indigenous Peoples movement.
In the country sides, there are incessant bombings, mass arrests, killings, disappearances, and harassments among others. Even development workers who serve indigenous communities are subject to attacks and political vilification. Lawyers are killed. Church people are being incarcerated. As it seems, another martial law is unfolding and we are compelled to take action. We are being reminded.
What is the most precious thing to man? Life! If life is threatened, what ought a man do? Fight! This he must do, otherwise he is dishonored. That will be worse than death. If we do not fight and the dams push through, we die anyway. If we fight, we die honorably. Thus I exhort you all, kayaw (struggle)!

Cordillera Day was born from the people’s assertion of human rights and indigenous peoples rights challenging the fascist Martial rule. This event remains a tribute to Ama Macliing Dulag who was killed by troops of the Philippine Army led by Sgt. Leodegario Adalem upon State orders on the night of April 24, 1980 because of his opposition against tyranny and the World Bank-funded Chico Dams project. His life and the story of the Cordillera peoples’ defense and assertion of rights are interwoven in the same tapestry as the lives of other Cordillera heroes and martyrs who served and those who continue to serve the people.
Today, we are facing a health crisis – one that fully exposes how this State disregards its obligations to respect, protect and fulfill human rights of the people.
The State has more guns than masks. Soldiers and police are ordered to enforce repression rather than provide humanitarian assistance. Military budget is bigger than what is necessary for securing food for the hungry, medicines and logistics for the sick and for the healthworkers, and economic aid to those who are heavily bearing the impact of this crisis. The information and education needed to mobilize the people to act to heal as one is significantly weakened by disinformation campaigns causing fear, division and hatred among the people while rights are brazenly trampled upon by this State, examples of which are the attacks against the Cordillera Peoples Alliance leaders and members like CPA Chairperson Windel Bolinget. The roadmap to healing is fogged by actions to operate the Inter-Agency Task Force (IATF) to End Covid Crisis into their National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) implementation, heightening the civil war instead of pursuing peace in a major health crisis. Legitimate and legal dissent is treated as a terrorist act. Instead of assuring the public that we will survive this, the President curses and issues threats of Martial Law declaration as if it could solve the problem.
May we remind him and the Philippine government that every inch of the way towards a more humane, medical and organized solution to this health crisis has been fought for by the people.
The sacrifice, acts of kindness and solidarity in different forms from the public – individuals, different people’s organizations, businesses and notable local government units and officials filled in what the national government has failed to efficiently provide – food, shelter, transportation, medicines, personal protective equipment especially for medical frontliners, among other basics. The assertion to the right to free speech and to organize brought forth the need for mass testing to be implemented, and engaged the national government in a necessary discourse on policies to address the problem.
We continue to reiterate that an urgent medical and social response is needed to ensure public health, not Martial Law, not further curtailment of rights.
As we commemorate Cordillera Day, we remain steadfast to the legacy of Ama Macli-ing Dulag and other Cordillera heroes and martyrs to work for the common good. We urge all those who work for peace, human rights and justice – individuals and communities - to forge the broadest and strongest unity to address this health crisis, to do whatever we can to ensure the right to life, right to health, and human rights, and to hold the government to the highest account to its mandate. The defense and assertion of our rights is our moral and social responsibility.
As the Chico River flows free today, may we find our path to overcome this crisis and to continuously work for a just and peaceful society. #

Ngayong araw, inaalala natin ang katapangan ni Macli-ing Dulag, isang katutubong lider sa Kalinga na nilabanan, sa pamamagitan ng militante at kolektibong pagkilos, ang Chico Dam project ng diktadurang rehimen ni Marcos.
Sa panahon ngayon kung saan ang Kaliwa Dam ay nangangamba laban sa iba pang grupo ng mga katutubo—mga kapatid nating Agta, Dumagat, at Remontado—paalala sa atin ito na walang ibang dedepensa sa ating mga lupa kundi ang ating mga katutubo at ang lahat ng aping sektor na tunay na batid na ang “lupa ay buhay,” buhay na nagmamay-ari sa ating lahat.
Kami sa SCMP ay nakikiisa sa pagdiriwang ng mga kapatid nating katutubo at mamayan sa Kordilyera. Sabay nito, nakikiisa rin ang hanay ng Kristiyanong Kabataan sa mga kasalukuyang pakikibaka ng mga katutubo sa Luzon, Visayas, at Mindanao. Bagaman magkakaiba ng pulo ay pinagtatagpo at pinagbubugkos ng pakikibaka laban sa pandarambong ng dayuhan, pagsasamantala sa kanayunan, at korupsiyon ng pamahalaan. Dito nailugar nina Macli-ing Dulag at ng kasalukuyang henerasyon ng lumalabang Kaigorotan ang kanilang laban sa balangkas ng pambansa-demokratikong pakikibaka ng bawat masang Pilipino.
Ngayon ay nagkakaisa lalo ang Sambayanan laban sa panunupil. Hindi lamang nararanasan ang pasismo sa mga lupaing ninuno na gustong kamkaman ng lupa at nakawan ng mga likas-yaman. Nararanasan din ito sa militar na lockdown ni Duterte sa ilalim ng krisis ng COVID-19.
Tulad kung paano inangat ng Diyos ang Pulang Dagat upang maghawi ng daan para sa kaniyang Sambayanan, ganito rin natin iaangat ang pakikibaka natin ngayon laban sa mga mapanglupig na kapitalista at pasista. At tulad kung paano ibinaba ang dagat laban sa mga sundalo ng Ehipto, ganito rin ibabagsak ang ating mga kalaban ngayon.
Tahakin natin ang sa tubig hanggang tagumpay! Mabuhay ang katapangan ni Macli-ing Dulag!

Pagpupugay sa mga kabataang kaisa ang Kaigorotan! Patunay ang mainit na pagsalubong ng kabataan sa Kordi day bilang tanda na ang tradisyon sa kasaysayan ng pakikiba ng kaigorotan ay di pa limot ng bagong henerasyon. Onze partner Center for Development Programs in the Cordillera - CDPC, in de Filipijnse Cordillera-regio, heeft een aantal activiteiten uitgesteld of geschrapt om steun te geven aan de strijd tegen het coronavirus. Dit werd mogelijk gemaakt in het kader van het partnerschap met de Provincie Oost-Vlaanderen.
Samen met de gezondheidsorganisatie Chestcore Cordillera en de lokale afdeling van de Philippine Nurses Association, Inc. - PNA is de productie opgestart van beschermingsmateriaal voor zorgverleners. Zo’n 35 vrijwilligers (verpleegsters, studenten, leerkrachten,…) hebben al duizenden mond- en gezichtsmaskers aangemaakt en geschonken aan lokale ziekenhuizen. Daarnaast werd een systeem van online-consultaties georganiseerd voor patiënten, inclusief wie nood heeft aan psychische ondersteuning.
De komende weken zal de productie uitgebreid worden op verschillende plaatsen, en zal er ook geproduceerd worden voor andere doelgroepen, zoals lokale hulpverleners in de wijken, of anderen die veel in contact moeten komen met mensen en dus kwetsbaar zijn.

From 1960s until 1970s, Macli-ing Dulag and his fellows fought against the series of development aggression projects under the US-Marcos regime namely the Chico River Basin Development Project and the logging operations of Cellophil Resources Corporation. It has been 40 years since Macli-ing Dulag was murdered by military forces and 36 years since his death anniversary was officially declared as "Cordillera Day." It has been decades but until now, rural communities in different parts of the region still suffer from militarization and development aggression. Heavy deployment of military forces are found not just in areas suspected as rebel strongholds; but also in areas subject to hydropower plants, large-scale mining, and other projects which result to exploitation of natural resources and displacement of indigenous people inhabiting in those areas. Throughout the years, military forces deployed in the Cordillera region commit an alarming number of criminal activities and human rights violations --- abuse, murder, red tagging, bombing of villages, and sexual harassment among others.
Since 2008, there have been three reported cases of r**e perpetrated by the forces of the 54th Infantry Battalion Philippine Army. One victim is a minor from Tinoc, Ifugao where the community is under the supposedly Community Support Program Operations. Paul Tamang of the 54th IBPA r**ed the victim in 2018 and r**ed her again in March 2019. A few months after the second assault, two other soldiers of the 54th IBPA offered Php 70,000.00 to the victim's family and informed them that the perpetrator had been transferred to another unit. Paul Tamang was only transferred to another unit even though his punishment should be reclusion perpetua according to Republic Act 8353, Article 266-B, Section 7. AFP is expected to protect the Filipino citizens and serve their interest, but how will the people do that if they breed and tolerate macho-fascism within their circles? They even tag militant individuals and progressive organizations as terrorists while they are the ones who terrorize us and our communities.
In the spirit of Cordillera Day, Innabuyog Gabriela Youth stands in solidarity with all the victims of militarization and development aggression in the region. We do not just commemorate the historical contributions of human rights defenders such as Endena Cogasi, Leticia Bula-at, and Petra Macliing among others; we also continue their struggle for Kaigorotan's right to ancestral land and self-determination.

Hindi man sa anyo ng pagtitipon at malakihang mobilisasyon ang paggunita nito, dahil na rin sa kasalukuyang sitwasyon, nararapat lamang na gunitain sa iba’t-ibang pamamaraan ang kabuluhan at kahalagan ng pagdiriwang na ito -- na syang buhay na nagpapatunay sa dakilang ambag ng Kordilyera sa pambansang pag-unlad ng kamalayan at pagkilala sa karapatan ng mga pambansang minorya ating kinabibilangan.
