City’s Transportation Masterplan finally unveiled

City Councilor Ian Mark Q. Nacaya, DPA is joyous after months of deliberations, the 10-Year plan is now ready and gearing up.

With its main goals: (1) establishing an efficient and sustainable transportation system that fosters economic and social integration of Metro Cagayan de Oro, and (2) to develop a transportation system that adopts technology and intelligent application.

As a Highly Urbanized City, RTA highlighted the focus on sustainable public and private transport, and on non-motorized options like bicycles, since the TMP includes building more pedestrian and bicycles lanes, parking facilities and elevated walkways.

Based on LTO record, region X experienced an increase in the total number of vehicles registered from 60,049 vehicles in 2013 to 96,556 vehicles in 2018. In 2017 to 2019, privately-owned vehicles are 95% of the total volume of registered vehicles, and motorcycles/tricycles at approximately 70%. Concurrently, jeepneys cater approximately 344,411 person trips daily.

To help regulate traffic flow, the city government is pushing for an Electronic Road Pricing System, similar to what is implemented in Metro Manila, New York, and London. Additionally, the infra and Utilities Development Committee of the Northern Mindanao Regional Development Council endorsed the Master Plan for the SUID for Metro CdeO with is 5 pre-feasibility studies (NEDA Region X, 2020). Namely: 1. Metro CdeO Railway Project, 2. Metro CdeO Transit-Oriented Development Housing Project, 3. Metro CdeO Waste-to-Energy Project, 4. Metro CdeO Cable Car System with Related Tourism Development Project, and 5. Water Supply Improvement Project.

Under CdeO RISE Program also includes the city’s urban expansion of the five key growth areas: (1) Western Urban Development Area; (2) West-Uptown Development Area; (3) East-Uptown Development Area; (4) Eastern Urban Development Area; and (5) Existing Downtown Area.

As co-authors of TMP with City Councilor Gen. Councilor Romeo Calizo, City Councilor Nacaya commended the RTA Consultants and the Management Team headed by Engr Nits Oclarit for its effort in crafting the TMP and the the SP members for approving this landmark legislation. Adding, “it ignites the needed development we want to see in the near future where people can have the accessibility of road network and viability of transportation system that propels and supports economic growth and development,” he said.

It can be recalled that Councilor Nacaya was pushing to revolutionize transport system for years now, such as, transportation networks, railway system, Macajalar Bay Transportation, Traffic Management, and even tram train.

Nacaya is the author of the FIRST Traffic Code in Mindanao ever approved by a Sanggunian.

City Councilor Ian Mark Q. Nacaya, DPA on Monday said we can only cut trees which can cause hazard to life and property, and timeworn that it cannot sustain life to its own, during his special report anent heritage trees that were cut off at Magsaysay Park to make way for the new infra projects.

He emphasized that he is not against with the cutting of trees for as long as it's in accordance with the RA 3571.

As an author of the Promotion of Environmental Rehabilitation and Conservation Network Ordinance of the City, he posed a challenge to all concerned to help protect our environment and account for the heritage trees and plant more trees for the next generations.

He expressed his sentiment about the issues of environment and biodiversity that are parching since global warming alert. And now we are incautious and at the same time undervaluing our heritage, which are inheritance of our forefathers.
