Guiding the future: Cadets in command, mastering the principles of Incident Command Systems.

Today marks the final day of our Cadet Attachment Program Case-based Scenario, cadets from different stations were exposed to Incident Command System.

Emergency response agencies use this standardized management system to plan and allocate resources in the event of an incident or emergency. For the purpose of command, control, and coordination of people, equipment, resources, and communication, ICS offers a hierarchical structure as well as a collection of protocols. It permits a coordinated and structured approach to event management by guaranteeing good communication, a clear chain of command, and an expedient reaction for all parties involved.

Sextortion entrapment: Turning the tables on digital predators, one click at a time.

Cadets were able to participate in the entrapment simulation on the seventh day of our Case-based Scenario, wherein they were able to think outside the box in apprehending the suspect behind the online blackmailing of the complainant.

In line with the upcoming NPA Anniversary & SUMVAC 2024, to deter the plans of lawless elements to conduct their nefarious activities, all stations became FULL ALERT STATUS. Personnels of Rizal CPS conducted checkpoints across their Area of Responsibility and accounting of personnels to ensure the safety of every individual. Camp Defense plan was simulated by the personnels of Rizal CPS to identify what will be their strategic plotting in defending the station.

On the sixth day of our Case-based Scenario, series of scenarios has been conducted for us to experience the different functions of a police officer in a police station, accomodating walk-in complainants to the desk officer and WCPD cases and also, the conduct of Search Warrant.

The first activity was a Casing re SMS report recieved by the Rizal CPS that an armed unidentified persons seen around the area of responsibility suspected to be related with Abaigarโ€™s Case. The casing resulted to the application of search warrant which was then approved and commenced and led to the confiscation of two caliber 9mm and arrest of the suspect.

The next activity tested the cadets on how they handle Walk-in Complainants from the Desk Officer and to the WCPD section, wherein different emotions of the WCPD Complainants was experienced by Rizal CPS WCPD Section.

In real world scenarios, police officers should emphathize and take care of the complainants to be able to understand them because some complainants are physically and emotionally abused and are afraid of police officers not expressing their problems and needs.

On the fifth day of our Case-based Scenario, the Rizal CPS Intel Operatives where tasked to conduct buy bust operation after the confirmation of test buy.

On or about 2:00AM , March 19, 2024, Station Drug Enforcement Unit of Rizal City Police Station led by PLT ROVIC CATUNGAL conducted buy-bust operation which resulted in the arrest of the suspect LEJ ALVAREZ y GARCIA and confiscation of the following pieces of evidence:
1. one (1) piece of heat sealed transparent plastic sachet containing crystalline substance which is suspected to be Shabu with an estimate weight of 10 grams with Standard Drug Price of Php 60,000.00;
2. One (1) piece one thousand peso bill (Php 1000) used as Buy Bust Money.

The buy-bust operation is a form of entrapment, in which the violator is caught in flagrante delicto and the police officers conducting the operation are not only authorized but duty bound to apprehend the violator and to search him for anything that may have been part of or used in the commission of the crime.

On the fourth day of our Case-based Scenario, Rizal City Police Station conducted simulation of First Responder and Dragnet Operation.

In connection with the received call from certain Kagawad Delgado, who reported the incident through a phone call to Silang Municipal Police Station, an investigation was conducted by the officer-on-case disclosed that one Dines N. Abaigar, Barangay Captain of Brgy Camp Castaรฑeda, was shot in the chest while traversing the Tactics Area in Silang on board his private vehicle then causing his instantaneous death. According to bystanders, the suspects/perpetrators wore a black jacket and a black lousy hat (gunman) and one wearing a black t-shirt and black helmet were on board a color black motorcycle of unknown type and model escaped to unknown direction with the weapon used.

The Rizal CPS immediately conducted a Dragnet operation which aimed at apprehending the suspects involved in the shooting incident. Wherein, in this operation personnel from Rizal CPS conducted the deployment of a large number of police personnel across the Area of Responsibility.

On this third day of our Case-based Scenario, we were given a scenario of bank robber and shooting incident.

Rizal City Police Station immediately conducted Hasty checkpoint to apprehend individuals involved in a bank robbery and shooting incident this is to provide a rapid and effective means of controlling access points and preventing the suspects from fleeing the scene.

In situations like this, where lives are at risk and the perpetrators are likely to be armed and dangerous, the agility and flexibility of hasty checkpoint is important. By quickly establishing control points in strategic locations surrounding the crime scene, police officers can cut off potential escape routes and conduct thorough screenings of vehicles and individuals leaving the area.

Today is the first day of the Case-Based Scenario, in which the Cadets set up a makeshift police station inside the PNPA camp. The cadets began acting out their roles after assigning themselves to various ranks and titles.

The supervisor would then provide them with fictitious scenarios and grade them based on their responses and behaviors during the activity.Because they will be provided with first-hand experience in responding and decision making, this form of learning process is a distinct level of visualization of the real world of law ecforcement.

CLOSING CEREMONY OF LAYAG DIWA CLASS OF 2024 STATION IMMERSION

The PNPA Layag-Diwa Class of 2024 Cadet Attachment Program Phase 2 Closing Ceremony was led by PBGEN ARNOLD P ARDIENTE, Dean of Academics, Philippine National Police Academy, and PBGEN ALIGRE L MARTINEZ, Deputy Regional Director for Administration, CALABARZON.

For us graduating cadets, this is a another milestone and we are really grateful of the chance and our upperclassmens steadfast support during our station immersion. We've learned a great deal and gained vital insights during the last 14 days. It has been a rewarding experience that has allowed us to thoroughly immerse ourselves in a station's operations. Our comprehension of law enforcement procedures has improved as a result of this immersion, and it has also sharpened our talents, effectively preparing us for the difficulties that await us as officers.

Phase 2 has provided invaluable experiences that connect classroom instruction with practical law enforcement applications. A boodle fight between the cadets and officers showed connection and camaraderie and symbolized the bonds formed throughout training. As we go on to Phase 3, we, the cadets, eagerly embrace fresh challenges, knowing that every ending offers an opportunity for growth and the start of something new.

We conducted a presentation and seminar on RA 9165, RA 8353, AND RA 11313 to the ICCT criminology college students. In our final day at Taytay Municipal Police Station, we gave it our all. They work with us at Taytay MPS as colleagues, interns, or OJTs in the station. Being assigned to this police station allows me to experience what it's like to be an officer and observe how they handle real-world policing, which is a great privilege.

This day was given to us to prepare for our path to become police officers and to return the highest respect to all those who have supported us along the way and have imparted knowledge and wisdom.

Being here at the Taytay, MPS has been an amazing experience. They opened my mind to the actual world outside of the Academy, which was like receiving my first assignment completion. The academy taught us values and principles that prepared us for life on the station, even if it is extremely different and very different from what we were used to and expected.

While some of us were conducting PCR, others were conducting watch list validation in the Barangay with the Barangay Anti-Drug Abuse Council (BADAC). Several names who were allegedly involved in drugs were given by the higher authorities to the intelligence officers. With the help of BADAC, if proven that they were recently involved in drugs, an operation to arrest them will be conducted.

During the Watch list validation process, the investigative team looked into the shooting incident that resulted in the death of a 24-year-old male. PLTCOL GAYLOR PAGALA, ACOP of Taytay Police Station, led the investigation team during the course of this investigation.
The preliminary investigation found that the 24-year-old male had assaulted his girlfriend, which made her an accomplice in the murder, and that there was a possible love triangle. Still, it turned out that the stories about the triangle of love and abuse were just rumors. After further inquiries and discussions with other people who may have known the suspect, it was determined that the occurrence was connected to illicit drug activities in the surrounding area.

These made me realize that some of the witnesses were trying to mislead the investigators. They are making up fresh stories to cover up the truth because they are afraid that if the truth were to come to light, it would identify some of their relatives who have previously used narcotics.

PLTCOL GAYLOR PAGALA, Taytay Police Station Acting Chief of Police, conducted anti-drug and anti-abuse education to students at Arinda Elementary School. It is crucial that young children understand this. Through discussions centered around laws like RA 8353 (Anti-Rape Law), RA 11313 (Safe Spaces Act), RA 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act), and RA 9165 (Comprehensive Dangerous Drugs Act), students gained important knowledge about their rights, personal safety, and the consequences of engaging in harmful or illegal activities. These awareness lectures serve as an essential educational resource, arming kids with the knowledge they need to spot and avoid drug attraction, distinguish between various forms of abuse and exploitation, and bravely navigate potentially hazardous circumstances.

Children who receive early instruction on these subjects are more capable of making wise decisions, asking for assistance when necessary, and standing up for both themselves and other members of their community. Furthermore, by providing kids with a comprehensive awareness of legal frameworks, discussing anti-drug and anti-abuse laws aids in the development of children's sense of accountability and responsibility. They are urged to behave with honesty, decency, and empathy, and they are taught that their actions have social and legal repercussions. An important benefit of these awareness-raising activities is that they contribute to the development of a supportive and caring school environment where kids feel at ease discussing delicate subjects and asking trusted people for advice.

Schools are essential in protecting the future and well-being of children by encouraging open dialogue and lessons on drug usage and violence prevention. Essentially, educating children about drug and abuse prevention not only gives them essential life skills but also gives them the ability to actively participate in their communities as advocates for change. We could develop a generation of resilient, accountable, and compassionate individuals who may positively influence society by investing in their education and overall well-being.

BACKTRACKING CCTV FOOTAGE OF UNSOLVED CASES

Before starting the day, We joined the flag raising ceremony that was held at Taytay Municipal Hall together with PLTCOL GAYLOR F PAGALA, Acting Chief of Police, Taytay Municipal Police Station. The ceremony was led by HON. ALLAN MARTINE S DE LEON, wherein he gave insights and guidance for the upcoming days.

After then, we joined the backtracking investigation under the direction of Acting Chief of Police PLTCOL GAYLOR F PAGALA, who was aggressively looking into the gunshot incident that happened on February 23, 2024, at West Bank Road in Taytay Rizal. To safeguard the community's safety and security as well as to bring justice to the victim's family, a comprehensive inquiry into this occurrence is necessary

It was frustrating to realize that some people are hesitant to provide information about the incident while the inquiry is underway out of concern that they could become the suspect's next victim. In addition to worries about their own safety, people can be concerned about the welfare of their loved ones, families, or belongings if they willingly cooperate with law enforcement.

As law enforcement officers, it is our responsibility to demonstrate to the community that they should not be afraid to provide information about criminals because doing so will benefit both the community and the individuals themselves. It will also help to prevent future crimes from happening in areas where criminals may still be hiding.

Empowering women and protecting children: not just a duty, but a commitment to buildung a safer, more equitable world for generations to come.

Today, the Women and Children Protection Section of Taytay Municipal Police Station conducted a lecture to the residents of Barangay Sta Ana, Taytay, Rizal. PSSG Sulit, PCPL Paga spearheded the lecture about RA 8353, RA 7877, Anti- Bastos Law and Anti-Violence Against Women and Children to the residents of Brgy. Sta Ana to give them knowledge that there are Laws that protects and prevents further acts of violence of women and their children from physical, mental and sexual abuse. This will also serve as a reminder to them that in a family, love in the family will triumph over violence, illuminating the path towards peace, unity and a happy family.

I also had the chance to observe how the Inquest Proceeding is being conducted. Wherein, the prosecutor determines wether the person arrested without warrant should be detained further or released.

BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)

"Proudly waving, a symbol of freedom and unity for all."

Today, I had the privilege participating the time-honored flag-raising ceremony, wherein people of Taytay, Rizal gather in unity and show their patriotism and dedication to our beloved country.

The flag raising ceremony is a touching reminder of the unbreakable bond between a nation and its people. It symbolizes the unity, strength, and resilience that define our collective spirit. As the flag ascends, it serves as a signal of hope, guiding us through challenges and victories alike. It is a solemn moment of reflection, a tribute to those who have fought and sacrificed for the freedoms we hold dear.

After the activity, I had the chance to accompany PSSG Duyyugen and PCPL Lubo in coordinating with the Local Government Unit about the Barangay Anti-Drug Abuse Council (BADAC), wherein we gathered informations about the local officials and representatives of each barangay. This will make them spearhead the planning and implementation, and monitoring of all local anti-drug abuse programs, projects and activities in barangay level.

ANTI-RAPE CAMPAIGN AND SECURITY DEPLOYMENT ON MOTOR SHOW EVENT

Benjamin B. Esguerra National High School hosted an anti-r**e campaign by the Taytay Municipal Police Station in response to the concerning rise in r**e incidents in Taytay, Rizal. Taytay placed fourth in the CALABARZON region for the number of r**e cases, according to statistics, necessitating quick action. Information about RA 9262 and RA 7610 is disseminated as part of the campaign to raise public awareness of the various forms of abuse that women and children may encounter. This campaign's main goal is to increase community and student awareness of the importance of reporting and preventing r**e and abuse in order to hold abusers accountable. Putting the welfare of women and children first plants the seeds of success in the community.

In addition, the Taytay Municipal Police Station and the Rizal SWAT team provided security for a motorcade event as part of the day's events. By deterring potential threats to security, the presence of police personnel fosters a sense of order and security. This proactive deployment boosts security awareness so that attendees can enjoy the event without worrying about safety, and it gives organizers and attendees peace of mind that everything will go well.

DAY 4: POLICE VISIBILITY AND QUAD CONCEPT FUNCTIONS

We were given a chance to join the HAMAKA FESTIVAL Celebration, wherein we accompanied the arrivals and presence of Senator Francis Tolentino. In this activity, we were given the task to take part in police visibility since maintaining public safety and encouraging a sense of security among people depend primarily on it. With large crowd and heightened emotions, the presence of police officers not only deters potential criminal activity but also. provides reassurance to festival-goers. Our visibility as Law Enforcers serves as a reminder that order is maintained, emergencies can be quickly addressed, and everyone can enjoy the festivities with a peace of mind.

PMAJ ABUNDO also discussed us the importance of the PNP Quad Concept. This holistic approach ensures law enforcement by integrating proactive policing, strategic intelligence gathering, community engagement, and efficient administration. By combining these aspects, the PNP should effectively prevent and address crimes, maitain public trust, and promote a safer and secure society.
