IN PHOTOS. The Local Government Unit of Calanasan led by Mayor Shamir M. Bulut initiated a barangay visit and consultation in Barangay Eva, Calanasan, Apayao yesterday. Members of the Sangguniang Bayan, Municipal Administrator Joey Agubo, MLGOO Juvy Jane Estelon, Legal Officer Atty. Ofe Marie Lumbo alongside sectoral representatives was present during the activity.

During the consultation, constituents raised important issues related to implementing programs and projects across several sectors including employment, environment, tourism, and infrastructure. Each concern was thoroughly discussed and clarified with the assistance of Eva Officials led by Punong Barangay Luis Bataan Jr. Messages of support were delivered by present Sangguniang Bayan Members including EvaNa Cluster Head Hon. Gerry Andres, Hon. Edgar Bulsao, Hon. Naville Taccalan, Hon. Irene Idarro, and Hon. Rodante Labueng sharing a collective commitment to addressing the needs of constituents.

Barangay consultation has been one of the local unit's strategic mechanisms in engaging the community, especially in providing a platform for addressing various concerns and ensuring that both local and other government programs and projects effectively meet the needs of the people. HAPPENING NOW. Punong Barangays, Sangguniang Barangay members, and appointive barangay officials from ten barangays in the municipality are participating in a 2-day Barangay Capacity and Development Workshop that commenced today, 27 August 2024 at the ECBJr Clubhouse, Municipal Government Complex. The Office of the Sangguniang Bayan is spearheading the activity assisted by the Office of the Mayor and the Department of Interior and Local Government-Municipal Field Office.

During the preliminary session, SB Secretary Dean A. Abagao provided an overview of activities and elaborated the importance of the workshop in barangay legislation. Municipal Administrator Joey Agubo, speaking on behalf of Mayor Shamir M. Bulut, reiterated the crucial roles of the barangay officials in local governance and importance of a continuous learning process for public servants. Additionally, MLGOO Juvy Jane Estelon assured participants of the DILG's support in implementation of policies in the barangays.

The workshop aims to cover topics on the Basic Parliamentary Procedure and the Barangay Legislative Body: Membership and Functions, a Refresher on the Basics of Local Legislation, Basic Principles of Public Policy or Ordinance Drafting, Introduction to the Procurement Law, and Updates on Barangay Governance. Participants will engage in mock sessions, and drafting of resolutions and ordinances, which will be reviewed in hand by local experts.

Another group of participants will soon undergo the same workshop to cover the remaining 10 barangays of the municipality. - MO

AUGUST 21, 2024. With the directive of Mayor Shamir M. Bulut, members of the Local Land Appraisal and Assessment Committee (LLAAC) led by Municipal Administrator Joey C. Agubo, alongside NaLaKa Cluster Head/SB Member Scott Sucbot, Engr. Domingo Enciso Jr of the Provincial Environment and Natural Resources Office (PENRO) and technical staff from the Provincial Engineering Office, Calanasan ENRO and the municipal government, and Namaltugan barangay officials conducted actual survey of the proposed provincial road – Aputan Road Entry at Sitio Sugoc, Namaltugan, Calanasan, Apayao.

Following the survey, a meeting was held with affected landowners and tax declarants. Technical and legal considerations regarding the project's implementation were thoroughly discussed.

The project is one of the priority infrastructure projects in Barangay Namaltugan and slated for funding by 2025. It is potential to ease the transportation of agricultural products such as root crops, upland rice and corn from Sitio Aputan, benefiting local farmers and residents. [MO]

In photos: 371 farmers and fisherfolks in the Municipality of Calanasan, severely affected by El Nino, received Php10,000 per person as cash aid from the Presidential Assistance for Farmers, Fisherfolk, and Families (PAFFF) during a payout held on August 20, 2024 at the ECBJr Clubhouse, Municipal Government Complex, Poblacion, Calanasan, Apayao. The distribution was facilitated by the Provincial Government of Apayao and the Office of the Congressman in collaboration with the Local Government Unit, led by the Office for Agricultural Services. This is the second wave of distribution of the said assistance in Calanasan, aiming to help strengthen and restore the municipality's agriculture potential through aiding beneficiaries severely affected by the economic challenges brought about by the El Nino phenomenon.

LOOK.Department heads, the Technical Working Group (TWG), and the secretariat of the Local Government Unit of Calanasan are undergoing a two-day writeshop for the formulation and updating of the municipality’s Comprehensive Land Use Plan (CLUP) with the assistance of the Provincial Planning and Development Office led by PPDC Engr. Henry B. Caluducan.

Currently taking place in Sta. Ana, Cagayan, a facilitating team from the Department of Human Settlements and Urban Development (DHSUD) – Cordillera , along with the provincial planning team, are set to discuss the drafting of land use areas, zoning ordinances, and the finalization of sectoral data. Participants responsible for sectors such as physical resource/environment management, social, economic, infrastructure, and special areas like climate change adaptation, heritage conservation, and ancestral domain are expected to present their drafted data for review and critique today.

The CLUP is a 10-year plan that will serve as an instrument for the local unit to allocate available land resources to different sectors of its territory for different functions. The Department of the Interior and Local Government (DILG) further strengthened the compliance of LGUs for the preparation or updating of CLUP and strict implementation of zoning ordinance with the issuance of Memorandum Circular No. 2024-084. - MO/MPDO

Luna, Apayao- The recently opened tourist spot in the town of Calanasan, Mount Sicapoo, is an ideal tourism destination adventure seekers should try, the Provincial Tourism Office relayed on Tuesday, August 12.

Mt. Sicapoo, Locally known as "Tagdan Naksigad", is recognized as the nation's northernmost high mountain peak rising above 2,000 meters. Its steep, rolling and mountainous terrain allures tourists and keeps them trekking back time and again.

In May 24, 2024, Mt. Sicapoo formally opened to public for adventures, hiking, among other activities, offering breathtaking scenery, great traverse and one of a kind experience.

Nearly 3 months since its launching, the spot has become an Income Generating Tourism site in the Province, co-managed by the LGU.

PSTO, in partnership with the MLGU Calanasan thru Tourism, Culture and the Arts Office, Municipal Treasury Office, MENRO and MDRRMO, offers services to tourists from various provinces across the nation.

The tourism office provides needed instruction and information in interpreting the natural heritage, and managing emergencies when going on mountain expeditions.

“Aside from the current services offered, we are also looking forward to launch other tourism products, like Bird watching which is very relevant since we have the Philippine Eagle, and other species even the endangered kinds of oriole”, says PTO Rebecca T. Mamba.

“Actually before pandemic we consulted with DOT and their findings interestingly showed they heard species of raptors and 7 species of owls…”, she added.

Given the province’s rich biodiversity and verdant mountains, the Provincial Government of Apayao with the Provincial Tourism Services Office said they will continuously improve the tourism industry in the province to make it sustainable and worth the experience.

LOOK. A total of 70 trainees of the Driving NC II and Cake Making Course officially received their Certificate of Completion in a mass graduation ceremony facilitated by the Apayao Training Center under the Provincial Government of Apayao in partnership with the Local Government Unit of Calanasan held August 9, 2024 at the Calanasan Sports and Cultural Center.

During the ceremony, OIC ATC Administrator Jerome Lacambra led the confirmation of graduates. Mr. Donato Balag delivered the graduation message on behalf of Governor Elias C. Bulut. He emphasized the provincial government's commitment to developing the technical skills of every resident of Apayao, focusing on long-term goals related to enhancing employment opportunities and livelihood prospects.

Sangguniang Bayan Member Naville Taccalan, representing Hon. Shamir M. Bulut, delivered the graduation message of the municipal mayor. He encouraged the graduates to pursue their journeys with purpose and to seize the opportunity to achieve their dreams. He also assured that the municipal government remains committed to supporting these programs and initiatives.

Meanwhile, the graduates expressed their heartfelt gratitude to the leaders of Apayao for introducing this initiative to the municipality. They shared that the program has inspired them to strive for personal growth and improvement, with the aim of enhancing their own lives.

The completers are scheduled to undergo their National Certification Level II (NC II) assessment from this month through September. The assessment will be conducted in the municipality and facilitated by the Technical Education and Skills Development Authority. -MO

LOOK! The Department of the Interior and Local Government Cordillera (DILG-CAR) congratulates the top barangays in the Kalinga at Inisyatiba Para sa Malinis na Bayan (KALINISAN) sa Bagong Pilipinas Program listed for the 2nd Quarter CY 2024 in the Cordillera Administrative Region (CAR).

The KALINISAN sa Bagong Pilipinas program has three components:
1. Barangay Road Clearing Operation (BARCO) aims to provide the public with safety and convenience by ensuring orderly and well-maintained streets and roads.
2. Barangay at Kalinisan Day (BARKADA), or the community-based clean-up drive program, aims to make communities safe and healthy.
3. Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project, which aims to plant more trees and create sustainable green edible spaces in communities.

It can be recalled that the Department issued DILG Memorandum Circular No. 2024-001, enjoining all barangays nationwide to conduct a clean-up drive activity as part of the celebration of National Community Development Day and in support of the launch of the KALINISAN sa Bagong Pilipinas Program.

The Kalinisan Program is a convergence initiative that seeks to consolidate all efforts of the government to maintain and provide a healthy and safe environment for all by capacitating local government units (LGUs) and enabling community participation anchored on the tradition of “Bayanihan.”

July 31, 2024. The Municipal Social Welfare and Development Office (MSWDO), in collaboration with the Rural Health Unit (RHU), spearheaded the commemoration of the National Disability Prevention and Rehabilitation Week celebration held at the Calanasan Sports and Cultural Center. The program was packed with various informative and engaging activities to educate and support the community, particularly individuals with disabilities.

Atty. Ofe Marie Balalio-Lumbo provided an in-depth discussion on the benefits and privileges entitled to Persons with Disabilities. Rhodora Isabela B. Balalio, Public Health Nurse II, led insightful discussions on mental disabilities, highlighting the importance of health awareness and the available support systems.

The activity also included educational sessions by Calanasan Municipal Police Station personnel on important legal frameworks. R.A. 9262, also known as the Anti-Violence Against Women and Their Children Act, and R.A. 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act, were thoroughly discussed to inform participants about their rights and their legal protections, and community engagement activities including Scrabble and poster creation competitions.

As part of the celebration, the Local Government Unit distributed essential goods and financial assistance to individuals with disabilities and their families. -MO

TODAY | The municipal local government of Calanasan, represented by the Honorable Municipal Vice-Mayor Martin Lucero B. Lawat, with the municipal elective officials, department heads and barangay officials of Barangay Cadaclan, participated in the Ziwanan River Irrigation Project (ZRIP) IEC and Public Consultation Meeting conducted by the National Irrigation Administration Apayao (NIA Apayao) and Vesta Consulting Co. at the ECBJR Clubhouse, Municipal Government Complex, Poblacion, Calanasan, Apayao.

The ZRIP IEC and Public Consultation Meeting focused on the presentation of the Project Description, Environmental Impact Assessment, Right-of-Way Acquisition, and Gender and Development of the ZRIP. The NIA Apayao and Vesta Consulting Co. then further discussed the key components of the project based on the inquiries of all concerned, including the project’s future steps, through an open forum which concluded in a series of considerations between the parties present.

The NIA Apayao and Vesta Consulting Co. shall conduct a series of consultation activities through mandated processes in the following months for the progress of the ZRIP.

IN PHOTOS. The Local Government Unit of Calanasan through the Municipal Health Office culminated the celebration of the 2024 Nutrition Month in a series of activities held today 30 July 2024 at the Calanasan Sports and Cultural Center that involved department heads, employees of the municipal government, and participants from different barangays.

Activities included a cooking contest, Zumba sessions, and a poster-making competition, all aimed at promoting healthy living. With the growing number of hypertensive patients in the municipality, Dr. Jeraldine A. Bosing led an awareness campaign focused on Noncommunicable Diseases (NCDs) related to nutrition, as well as hypertension and Diabetes Mellitus (DM).

Additionally, Ms. Verma Fe Agubo, Nurse II, discussed topics on Sexually Transmitted Diseases (STDs) to ensure participants received comprehensive health education.

Nutrition Month has been observed every July since Presidential Decree 491 was enacted in 1974 to raise awareness about the importance of nutrition among Filipinos. The National Nutrition Council (NNC) coordinates this nationwide campaign. -MO

Isnag is derived from a combination of 'IS,' meaning 'recede,' and 'UNAG,' meaning 'interior.' Thus, it translates to 'people who live inland.' The Isnags are described as having a slender and graceful stature, being kind, hospitable, and generous, with a strong sense of self-reliance and courage.

The Isnag, also referred to as Yapayao and Isneg (an slang term used by the Ilocanos), trace their origins to the Province of Apayao, though they are also found in parts of Cagayan and Ilocos Norte. Their populations are distributed across the municipalities of Calanasan, Kabugao, Pudtol, Flora, Luna, Santa Marcela, and Conner in Apayao; the eastern part of Ilocos Norte, specifically Adams, Carasi, Dumalneg, Vintar, Marcos and other towns in Ilocos Norte: the northwestern part of Cagayan, particularly Sta. Praxedes, Sanchez Mira, and Pamplona.

The Isnag sub-tribes are classified based on their dialect accents. Despite the variations in accents, they are still able to understand and communicate with each other:

Imandaya (Ymandaya): Predominantly found in Calanasan, Apayao; Carasi, Ilocos Norte; Solsona, Ilocos Norte; Barangay Cacafean, Marcos Ilocos Norte; Barangay Marag in Luna, Apayao; Barangay Kittag in Sanchez Mira, Cagayan; and Barangay Masi in Pamplona, Cagayan.

Imallod: Populations are spread across Kabugao, Pudtol, Flora, Santa Marcela, and Luna in Apayao.

Ingahan: A sub-tribe of the Isnag people, primarily inhabiting areas along the Nagan River in Pudtol, Apayao.

Itawit: A sub-tribe of the Isnag people, populations are distributed in the municipality of Pudtol, Apayao and some parts of Flora, Apayao. The Itawit domain is along the Tawit River, between Upper Atu' and Upper Pudtol in Apayao.

Isnag (Isneg) of Conner: Often spelled as Isneg due to the tribe's pronunciation, found primarily in Conner, Apayao part.

Iyapayao (Ehapayao/Yapayao): Populations are distributed in Adams, Dumalneg, and other towns in Ilocos Norte, as well as Sta. Praxedes in Cagayan.

Imalawa: An Isnag subtribe located in the outskirts of Vintar, Ilocos Norte. The Malawa live in the village of Isic Isic, a peaceful and charming area in the Surong Valley, known for its natural beauty and friendly inhabitants.

River People of the Northern Philippines

The Isnags are called river people because they historically used riverways to navigate and settle in the mountains. The Imandaya prefer the upper streams "daya" of the Apayao River, Diksonan River, and Kadlay River, while the Imalawa favor the riverways of Vintar-surung, from Malawa (a sitio of Barangay DRAS, Calanasan) to Katoan (now Barangay Tanglagan, Calanasan). The Imallod live along the lower stream "allod" of the Apayao River. The Ingahan inhabit areas along the Nagan River, and the Isnags of Conner reside along a major tributary of the Matalag River. The Ehapayao/Iyapayao (Yapayao) prefer the Bulu River, known as 'payaw,' in the eastern part of Ilocos Norte and the northwestern part of Cagayan.

Mayor Shamir M. Bulut led a barangay visit to Parina on Monday, July 22. Attended by heads and division chiefs from various departments, several programs and activities were discussed and concerns raised by residents were addressed.

Simultaneously, a new set of barangay officials and Sangguniang Kabataan members were nominated during the visit. They are set to be appointed effective August, following established guidelines for the appointment of barangay officials in administrative barangays. Mayer Max Adong, the DILG Provincial Director, emphasized the significant roles barangays play as partners with the national government in implementing projects, programs, and activities.

Meanwhile, the Sangguniang Bayan, under the leadership of Vice-Mayor Martin Lucero B. Lawat, conducted a mobile session. The body highlighted the discussion of the ordinance appropriating the amount of Php81.107M to fund the supplemental budget for the municipal government for the current year. -MO

IN PHOTOS. A total of Php8.3 million was disbursed to 834 residents of the municipality as part of financial aid provided through the Presidential Assistance to Farmers, Fisherfolks, and their Families program, aimed at mitigating the impact of El Niño in the Cordillera Administrative Region. This activity coincided with President Ferdinand R. Marcos Jr.'s visit to Apayao.

The distribution was facilitated by the Department of Social Welfare and Development - Cordillera Administrative Region (DSWD-CAR), in collaboration with the Municipal Social Welfare and Development Office (MSWDO). Currently, the team is set to finalize the distribution by July to reach additional 531 individuals who have yet to receive their assistance. -MO
