MARCH 21, 2024 - CAP PHASE 3 (CASE-BASED SCENARIOS)

Today's scenario is about a high profile PDL from Malvar City Jail who will be attending the promulgation at the justice hall. Initial report revealed that undetermined number of people will be present during his promulgation. In this regard, all stations were advised to provide route security to ensure smooth delivery of the PDL from Malvar City Jail to the Justice Hall. Likewise, 10 personnel from each station are sent to Aguinaldo CPS to act as augmentation for possible civil disturbance.

My takeaway from the scenario is that civil disturbance management is an indispensable aspect of ensuring the safety, security, and success of crowd gatherings. By emphasizing proactive planning, effective communication, training, community engagement, and the judicious use of force, authorities can mitigate risks and uphold the principles of democracy and public order. Ultimately, the goal of civil disturbance management is not just to control crowds but to foster environments where diverse voices can be heard, rights respected, and peace preserved.

The next scenario is in response to the dire situation involving the capture of COPs from Aguinaldo CPS and Quezon CPS, the Incident Command System (ICS) was swiftly activated to coordinate a comprehensive rescue mission. This activation symbolized a unified front, bringing together the expertise and resources of five police stations, each playing a crucial role in planning and executing the operation.

In response to the dire situation involving the capture of police officers from Aguinaldo CPS and Quezon CPS, the Incident Command System (ICS) was swiftly activated to coordinate a comprehensive rescue mission. This activation symbolized a unified front, bringing together the expertise and resources of five police stations, each playing a crucial role in planning and executing the operation.

With lives on the line, meticulous planning became paramount. The ICS structure facilitated clear communication channels, delineated responsibilities, and ensured seamless collaboration among all participating units. Representatives from each station contributed their unique insights and capabilities, fostering a synergistic approach to tackling the complex challenge at hand.

The joint effort transcended individual station boundaries, emphasizing the collective commitment to safeguarding the safety and well-being of fellow officers. Through rigorous strategizing and scenario analysis, the rescue operation was meticulously choreographed to minimize risks and maximize effectiveness. The activation of the Incident Command System not only facilitated the swift resolution of the crisis but also served as a shining example of effective crisis management and interagency collaboration in the face of adversity. It highlighted the importance of preparedness, coordination, and solidarity in safeguarding public safety and upholding the rule of law.

MARCH 20, 2024 - CAP PHASE 3 (CASE-BASED SCENARIOS)

This scenario tested the Police-Community Relations skills of the police officers of Bonifacio City Police.In line with the services provided of the Bonifacio Police City Station, three civilians visited our police station. Our police officers warmly welcome them by allowing access to our restroom facilities, providing snacks, a small amount of money for transportation for one of them, and assisting with a phone call. This demonstrates that the officers at Bonifacio City Police Station are not only disciplined professionals but also compassionate individuals who serve with a heart.

On the debriefing of the scenario, PMAJ Formanes gave us three tips on serving the public namely: 1. Be a channel of blessings, your rank is a blessing, 2.) Service with a heart, 3.) The way through a man's heart is through his stomach. Reflecting on this, it's evident that the Philippine National Police (PNP) should aspire to embody a spirit of community engagement, earning trust and respect through genuine dedication to public welfare. Ultimately, the PNP's mission is rooted in serving the people with integrity and empathy, ensuring that the essence of public service remains at its core.

The subsequent scenarios of that evening revolved around cases of Violence Against Women and Children (VAWC). The initial case featured a battered wife of 12 years. Adhering to the established protocols for handling such sensitive matters, the Women and Children Protection Desk (WCPD) promptly intervened without reservation. The compassionate officers, affectionately known as "Aleng Pulis," assigned to this specialized unit, approached the situation with utmost care and respect. They delicately inquired about the incident, gathering crucial information while providing the victim with a range of options to address her plight with her husband. After careful consideration, she made the courageous decision to have her husband arrested and filed a formal complaint against him. This exemplifies the essential role of law enforcement in empowering victims and facilitating access to justice in cases of domestic violence.

The second scenario underscored a violation of RA 7610, involving a 19-year-old mentally challenged girl as the victim. Once again, the compassionate officers, known as "aleng pulis," demonstrated their utmost dedication by consoling the girl and removing her from the abusive environment created by her own father, who happened to be a member of the police force. Sensitively, one officer disguised himself in civilian attire to avoid triggering the girl's trauma, which had developed due to her father's occupation. The Women and Children Protection Desk (WCPD) team offered her comfort items like toys and candies to distract her from the distressing situation as her father was rightfully apprehended.

Through my direct involvement in handling these challenging cases, I gleaned invaluable insights. Firstly, it emphasized the critical importance of possessing a profound understanding of relevant laws and procedural intricacies, enabling us to effectively communicate the available options to victims in the simplest terms possible. Secondly, it underscored the pivotal role of the WCPD room as a sanctuaryโ€”a haven where victims find solace and security amid distressing circumstances. These lessons underscore the imperative of continuous training and the provision of empathetic, supportive environments within law enforcement agencies, ensuring optimal care and assistance for vulnerable individuals in our communities.

MARCH 19, 2024 - CAP PHASE 2 (CASE-BASED SCENARIOS)

In the wee hours of March 19, 2024, cadets of the Bonifacio City Police Station were assigned to play the roles of poseur buyers in a simulated buy-bust operation with the end goal of arresting "Boss Chukchak" a notorious drug pusher.

The exercise provided invaluable insights into the challenges inherent in conducting buy-bust operations. One such challenge emerged as we encountered resistance from the target, 'Boss Chukchak,' who proved hesitant to engage in the illicit transaction. This hurdle underscored the importance of employing tactics to overcome reluctance and establish trust, highlighting the necessity for a skilled and persuasive poseur buyer.

Reflecting on our experiences during the exercise, we recognized the critical role of effective communication and adaptability in overcoming obstacles encountered in real-world scenarios. Furthermore, we gained a deeper appreciation for the strategic planning and seamless coordination required to ensure the success of buy-bust operations.

In essence, the buy-bust operation exercise served as a crucible of learning, allowing us to hone our skills, anticipate potential challenges, and refine our approach to executing such operations with precision and professionalism. It reinforced our commitment to upholding the principles of justice and safeguarding our communities against the perils of drug trafficking and organized crime."

MARCH 18, 2024 - CAP PHASE 3 (CASE-BASED SCENARIOS)

In the conference led by PMAJ ILAGAN, the focus was on the urgent need to address a recent incident through the establishment of the Special Investigation Task Group (SITG). This deliberative session brought together key personnel to formulate a strategic response plan tailored to the nature and scope of the situation at hand.

Comprising multidisciplinary teams encompassing investigative, legal, and logistical expertise, the SITG embodies a holistic approach to law enforcement. By integrating various skill sets and resources, the SITG aims to streamline processes and enhance coordination, thereby facilitating swifter and more effective resolutions to sensational crime.

Post-conference, PMAJ ILAGAN and participating personnel engaged in in-depth discussions aimed at optimizing the operation of the SITG. Insights gleaned from collective experience and expertise were shared to refine strategies, identify potential challenges, and implement proactive measures to mitigate risks.

The mock conference served as a guide to us incoming Lieutenants in handling sensational crimes. Sensational crime refers to crimes directed against elected government officials, officials appointed by the President, judges, prosecutors, IBP lawyers, media practitioners, militant party list members/leftist activists, labor leaders, foreign nationals, and other persons through shooting, bombing, strafing, assault, enforced disappearance and other violent overt acts resulting in their death or incapacitation that attract national/international public and/or media attention/scrutiny.

MARCH 17, 2026 โ€“ CAP PHASE 3 (CASE-BASED SCENARIOS)

The cadets, embodying the roles of police officers from the Bonifacio City Police Station, swiftly sprang into action upon receiving reports of a shooting incident unfolding at the Mess Hall in Brgy, Camp Castaรฑeda, Silang, Cavite, with the involvement of Brgy. Captain Hon Dines N Abaigar. Drawing from their training across various police stations during the preceding phase of the CAP, they executed a meticulously orchestrated response.

Recognizing the critical importance of time in such situations, the nearest patrollers were promptly dispatched to the scene, assuming the role of first responders. Their foremost duty lay in swiftly assessing the condition of the victims to ensure the preservation of life. Concurrently, they cordoned the crime scene, an essential measure to safeguard the integrity of potential evidence and deter interference from unauthorized individuals, thus ensuring the integrity of the investigation process.

Moreover, the first responders did the task of gathering eyewitness accounts. Aware of the potential for witness testimonies to be influenced by external factors, they sought to interview each witness separately, thereby safeguarding the integrity of their statements.

The crime scene is the turned over to the investigating officer, who assumed control of the investigation. By observing protocol, the investigating officer requests the Scene of The Crime Operatives (SOCO) to process the crime. Under the expert guidance of the SOCO team, all pieces of evidence were marked, photographed, and collected, adhering rigorously to established protocols and chain of custody procedures. SOCO is also responsible in sketching and photographing the whole crime scene for crime scene reconstruction.

In essence, the seamless collaboration between first responders and investigative personnel exemplifies the commitment of law enforcement to uphold the principles of justice and maintain public safety, even in the face of adversity. Through their coordinated efforts, they not only seek to bring perpetrators to account but also to provide solace and closure to those affected by the tragic events that unfolded at Camp Castaรฑeda.

As members of the Women and Children Protection Desk (WCPD) at Bonifacio City Police Station, my classmate and I have actively applied the knowledge and skills we gained during the second phase of the CAP from the WCPDs of our respective police stations.

March, being the month dedicated to celebrating the existence and contributions of women worldwide, provided us with a timely opportunity to engage with visitors passing by our station. Regardless of gender or age, we initiated dialogues with individuals to ensure that this year's theme, "LIPUNANG PATAS SA BAGONG PILIPINAS: Kakayahan ng Kababaihan, Patunayan!", was effectively introduced and understood.

Our efforts at the WCPD reflect our commitment to creating a safer and more equitable society where the capabilities and contributions of women are recognized, respected, and valued. We believe that by championing women's empowerment, we can contribute to building a stronger and more progressive Philippines for all its citizens.

March 15, 2024 - CAP PHASE 3 (CASE-BASED SCENARIOS)

In the morning, following the guidelines of the PNP Patrol Plan 2030, PLTCOL AYMAN MAMBUAY DIA, serving as the Chief of Police, led the station personnel in conducting the Daily Personnel Accounting Report (DPAR). This endeavor was complemented by Police Information and Continuing Education (PICE) sessions and spiritual enrichment activities overseen by PMAJ REY ALFRED DANO, the Deputy Chief of Police, in accordance with PNP Memorandum Circular No. 2020-0304. This proactive approach underscores the intensified implementation of DPAR across all shifts, prioritizing PNP Internal Cleansing and adherence to Police Operational Procedures.

Later in the morning, The "TAPAT MO LINIS MO" program, spearheaded by PLT Sean Bullet Garcia, C PCADG, and PEMS Conan Gadayan, FJGAD, PNCO, was launched by the Bonifacio Police Station. This initiative entails proactive measures taken by law enforcement to orchestrate cleanup endeavors within our communities and designated areas of responsibility (AOR). Police officers actively partake in these cleanup drives, engaging with residents in neighborhoods to foster a sense of ownership towards their surroundings. The overarching goal of this endeavor is to elevate cleanliness and the overall quality of life while nurturing stronger bonds between the police force and the local community

During the afternoon, in conjunction with the Testimonial Parade and Review honoring PMGEN RUDOLPH DIMAS, the personnel of BCPS, under the leadership of PLT RHIDGE DACA, acting as the Team Leader, executed a strategic deployment of personnel to establish a checkpoint operation near the Apolinario Mabini St. intersection, adjacent to the kinetics building. The primary objective of this operation was to meticulously oversee both vehicular and pedestrian traffic, with a specific focus on enforcing circulation control measures and directives, thus contributing to the maintenance of public safety and orderliness.

March 14, 2024 - CAP Phase 3 (Case-Base Scenario)

After engaging in a series of seminars and lectures on public safety and immersing ourselves in the operations of various police stations in Region 4A, we, the cadets, have now embarked upon the third phase of our Cadet Attachment Program.

Building upon the knowledge acquired in the preceding phases, we have undertaken the establishment of the Bonifacio Police Station. Each cadet has been assigned specific tasks and roles, with the overarching objective of proficiently managing the operations of a genuine police station.

Over the course of nine days in this phase, we will be confronted with diverse case-based scenarios, challenging us to adeptly navigate each situation. This phase serves as an opportunity for us to further enhance our skills and understanding, particularly through the application of the various concepts and protocols we have assimilated from our experiences in different police stations. I anticipate significant learning opportunities, particularly through collaboration with my classmates.

MARCH 1, 2024 - CAP PHASE 2 Station Immersion

The Philippine National Police Academy (PNPA) recently marked a significant milestone with the "Layag Diwa" Class of 2024 completing the CAP Phase 2 Station Immersion. In a heartfelt ceremony, PBGEN ALIGRE L MARTINEZ, Deputy Regional Director for Administration, together with PBGEN ARNOLD P ARDIENTE, Dean of Academics, Philippine National Police Academy, graced the Closing Ceremony held at Camp BGen Vicente P. Lim, Calamba City

During the immersive experience, cadets spent 3 weeks in their respective police stations, learning firsthand about the quad functions of the PNP. PCDT Jessie Ann Selvio gave a class impression and recounted the guidance received from the experienced officers such as the COP's who enthusiastically taught the cadets about leadership.

The ceremony culminated with a boodle fight, this unique dining experience served to strengthen bonds between cadets and their mentors, upperclass and classmates, creating a supportive and cohesive PNPA community.

PLTCOL APOLINARIO I LUNAR, Chief of Police of Tanauan CCPS, led a new approach to community safety and fitness. By joining regular jogging sessions with other police officers in the local neighborhood of Brgy. Poblacion. he aims to build trust, increase visibility, and promote healthier living. This initiative fosters direct connections between police and residents, making neighborhoods safer and discouraging crime. It also encourages everyone to stay active and take care of their health, creating a stronger and healthier community in Tanauan City.

While passively observing at the Tanauan City Police Station's custodial facility, I learned that keeping the custodial facility of a PNP police station in good shape is essential for ensuring the safety and well-being of detainees. Regular maintenance tasks, such as cleaning and repairing facilities, checking security measures like locks and surveillance cameras, and ensuring proper ventilation and lighting, are crucial to create a secure and humane environment. Additionally, maintaining accurate records of detainees, providing necessary amenities like bedding and sanitation facilities, and following established protocols for detainee handling and care are essential aspects of custodial facility maintenance. By prioritizing these tasks, the PNP ensures that detainees are treated with dignity and that the facility meets the required standards for safety and security.

FEBRUARY 28, 2024 - CAP PHASE 2 (DAY 13)

Establishing checkpoints and implementing OPLAN SITA in Tanauan is crucial for keeping the city safe. Tanauan's growth brings more people and activities, but also more security challenges like illegal activities and traffic issues. Checkpoints help by checking vehicles and people entering and leaving the city, making it harder for criminals to operate. OPLAN SITA adds to this by focusing on areas with more crime, using information and help from the community to stop criminals and make Tanauan safer. By working together, these efforts not only tackle immediate problems but also make Tanauan a better place to live and do business in the long run.

These measures done by the Tanauan City Police Station also contribute to fostering a sense of community involvement and empowerment. By encouraging residents to report suspicious activities and collaborate with law enforcement agencies, Tanauan's citizens become active partners in maintaining safety and order in their neighborhoods. This collaborative approach not only enhances the effectiveness of law enforcement efforts but also builds trust and solidarity within the community. Moreover, by promoting a culture of vigilance and civic responsibility, Tanauan residents become stakeholders in their city's security, leading to a more resilient and cohesive society.

During the presentation led by PSSG Liezel Alcantara, the importance of following proper procedures when serving a search warrant was emphasized. She highlighted key steps such as obtaining judicial approval, announcing the purpose of the search upon arrival, conducting searches carefully, and documenting all actions taken with the use of Body-worn cameras. These measures ensure transparency, respect for individuals' rights, and the integrity of law enforcement operations.

We learned that PNP follows strict protocols when serving search warrants to uphold justice and protect citizens' rights. Before ex*****on, warrants must be authorized by a judge and specify the location and items to be searched. Officers announce their presence and purpose upon arrival, conduct searches diligently, and document their actions thoroughly. Throughout, individual rights are respected, and force is used only when necessary. By adhering to these protocols, the PNP ensures accountability and integrity in its law enforcement efforts, striving for a safer and fairer society for all.

After participating in the Monday flag-raising ceremony at Tanauan City Hall, a symbol of our commitment to patriotism, we proceeded to the various sections within the Tanauan City Police Station. Today we were assigned at the Women and Children's Protection Desk, where I had the privilege of observing the dedicated work of Pat Rejean Pastorfide.

It was a profound experience to witness and learn from Pat Rejean Pastorfide in action. With empathy and professionalism, she skillfully engaged with victims, establishing trust and rapport through attentive listening and compassionate conversation. Her approach exemplified sensitivity to the delicate nature of the situations faced by those seeking assistance at the desk.

In the afternoon, we had the privilege of meeting senior high school students from Tanauan City National High School. These students are preparing for their graduation and will soon undergo an immersion program as part of their final requirements. To motivate and inform the students about potential career paths, we engaged in a brief dialogue about the Philippine National Police Academy (PNPA) and the application process for its cadetship program.

I learned from this experience is inspiring youth to join the PNPA is about showing them the noble aspects of law enforcement, like ensuring justice and protecting communities. By emphasizing values like integrity, justice and service, we can encourage young people to see themselves as agents of positive change and safety in their communities. Ultimately, by investing in their potential and instilling a sense of responsibility, we can inspire a new generation of dedicated police officers committed to serving with honor and integrity.
