Case-Based Scenario

Incident Command System (ICS) is a standardized management system used by the Philippine National Police, to manage situations of different sizes and complexity. Implementing ICS allows more coordinated response to crises, catastrophes, and other important occurrences. It establishes a defined organizational structure, including roles and duties, to ensure workers participating in the response effort communicate, coordinate, and effectively make decisions.

Incident Commander, Operations Section Chief, Planning Section Chief, Logistics Section Chief, and Finance/Administration Section Chief. Every role is assigned certain tasks and functions to effectively manage resources, coordinate operations, and attain the overall incident response objectives. This systematic approach ensures that workers at all levels understand their tasks and can work together to resolve the situation.

Furthermore, implementation of ICS improves communication and cooperation with other agencies involved in disaster response and management. The PNP may establish an efficient and effective response by utilizing an established approach known to many organizations. Overall, the PNP's use of ICS improves the organization's ability to manage crises effectively, protect public safety, and reduce the impact of emergencies and catastrophes on communities.

Case-Based Scenario

Today, the cadets remain on high alert for a potential ambush situation within the station, which might occur at any time of day. The cadets built barriers and perimeter defenses to protect the camp from potential attacks.

According to classified intelligence from higher authorities, under the current circumstances, armed communist rebels would perform unpredicted ambushes on several stations at different times. The Chief of Police is now responsible for fortifying the base to prevent an ambush.

Regular conduct of simulation exercises on camp defense to improve the operational readiness of PNP personnel and capabilities.

Phase III Day 6
Case-Based Scenario

The service of a search warrant by the Philippine National Police (PNP) follows a specific protocol outlined in the law to ensure the protection of individual rights and the proper ex*****on of justice.

Before a search warrant can be served, law enforcement personnel must request one from a judge. The application must show probable cause, backed by oath or affirmation, that a crime was committed and that the things requested are linked to that crime. If the court determines sufficient probable cause, he or she will issue the search warrant.

Once the search warrant has been granted, it is the law enforcement's job to carry it out. This includes physically visiting the location identified in the warrant and searching for the things indicated. During the ex*****on, the police must precisely follow the conditions and restrictions of the warrant, searching only the designated places and seizing only the things stated.

During the ex*****on of the search warrant, police officers must accurately document their actions. This includes documenting the search specifics, objects seized, and any pertinent observations or contacts. Officers must also follow legal obligations, including alerting the residents of the property of the warrant and allowing them to watch the search if they so want.

To preserve the integrity of the search process and protect the rule of law, law enforcers must undertake search warrant service with the highest professionalism, respect for individual rights, and adherence to legal protocols. Any violations of these processes could jeopardize the search's credibility as well as the admissibility of any evidence discovered.

Case-Based Scenario

Quezon Component City Police Station spearheaded by PSSg Art Lorenz F Francisco, PCR-PNCO, conducted the daily Police Information and Continuing Education (PICE) that focused on the Five Focused Agenda of the Chief PNP namely; Aggressive and Honest Law Enforcement Operations; Personnel and Morale Welfare; Integrity Enhancement; Information and Communication Technology Development; and Community Engagement. This program enhances the knowledge and understanding of every PNP personnel to render their duties and responsibilities with utmost competence and professionalism.

Later in the day, three complainants came to the station with various issues. Following a briefing delivered by PMAJ MA VIRGINIA FORMANES, we were reminded of our duty as PNP members to address complainants' concerns to the best of our ability.

PLTCOL JOSE CALIGUIRAN COBALLES, who completed a full logistics physical accounting for the station, began preparations by gathering computerized printed copies of logistics assets and other critical materials needed. Under PLTCOL COBALLES's leadership, we conducted a simulated run-through of the right procedure for logistics inspection and physical accounting.

Case-Based Scenario

QCCPS conducted a Special Investigation Task Group (SITG) Conference in the Conference Room of the Quezon Component City Police Station at about 5:30 PM. The conference, which is led by PMAJ ILAGAN, aims to undertake a centralized investigation into an incident where two unidentified bodies were discovered along R. Palma St., New Road, Camp Gen Mariano N Castañeda.

The Special Investigation Task Group (SITG) of the Philippine National Police (PNP) is a designated group that handles difficult and high-profile investigations that need specialized skills and knowledge. The SITG, which consists of experienced investigators, forensic experts, and other professionals, carefully examines evidence, conducts extensive investigations, and applies innovative investigative tactics to solve tricky cases such as killings, kidnappings, significant thefts, and other severe crimes. With an emphasis on accuracy, efficiency, and professionalism, the SITG is critical to ensuring justice is served and perpetrators are held accountable within law enforcement.

Case-Based Scenario

Personnel of Quezon Component City Police Station led by PLTCOL Joseph Lester C Lidem, Chief of Police, conducted the traditional Monday Flag-Raising Ceremony together with the Daily PNP Personnel Accounting Report (DPPAR) with Police Information and Continuing Education (PICE) that focused on the effectiveness of Police Community Relations in establishing public trust with PMAJ Mark Jordan M Martinez, Deputy COP.

The Turn-Over Ceremony between the outgoing QCCPS Chief of Police, PLTCOL Joseph Lester C. Lidem, and the incoming Chief of Police, PLTCOL Selwyn Ryan D. Pedregosa, with Guest of Honor and Speaker PLTCOL RICSON REYES GUIAB, PNPA Acad Professor.

The Turnover ceremony officially acknowledges the change in leadership, supports the continuity of activities within the police station, and assures personnel and the community that, despite the change in command, the station remains committed to its mission of serving and protecting the public to maintain the stability and security of the community.

Case-Based Scenario

First responders, play an important role in protecting public safety and giving quick assistance in situations. When accidents, crimes, natural catastrophes, or medical emergencies occur, the police are frequently the first to respond on the scene. They analyze the situation, help people in need, and take necessary measures to alleviate the crisis.

QUEZON CCPS, led by PMAJ Mark Jordan Martinez, Deputy Chief of Police, as Team leader, responded to the shooting incident that transpired in front of Gymnasium, Brgy. Camp Castaneda, Silang, Cavite. The team cordoned off and secured the area for SOCO and the Investigation-in-Charge to arrive. According to the statement of a bystander, the suspect was wearing a black jacket, and one wearing a black t-shirt and black helmet riding a motorcycle. Further investigation is being conducted into the incident to identify the suspects. Information gathered allowed for QUEZON CCPS to conduct a hasty checkpoint and DRAGNET Operation to capture the suspect at large.

Case-Based Scenario

The Quezon Component City Police, led by Police Staff Sergeant ART LORENZ F FRANCISCO, have recently conducted an information drive and distribution of flyers on the Kabataan Kontra Droga at Terorismo KKDAT program to high school students of Doña Maria Laurel Platon School of Agriculture at PNPA, Silang, Cavite. This activity aimed to educate and inform the children on how to stay away from terrorism and other unlawful activities in the community.

A hasty checkpoint, as operated by the Philippine National Police (PNP), is a quickly created temporary barrier intended to intercept possible threats or suspicious activity, usually in reaction to sudden security concerns. These checkpoints are quickly established at strategic places, generally in high-risk regions or during times of heightened security alerts, to prevent criminal activity such as illegal drug trafficking, terrorism, or the movement of contraband products. While hasty checkpoints are deployed quickly, they follow established regulations to guarantee the safety of both law enforcement personnel and citizens, such as appropriate identification processes and courteous interactions with motorists. The PNP uses rapid checkpoints to preserve public order, prevent criminal situations, and protect the well-being of the communities they serve.

By the PNP Patrol Plan 2030, personnel from the Quezon Component City Police Station, led by PLTCOL Joseph Lester C. Lidem, Chief of Police, held a daily personnel accounting and pre-deployment briefing to provide direction on their specific duties and responsibilities. The PNP's "TAMANG BIHIS" initiative was also emphasized to ensure that all PNP personnel wear their respective uniforms properly, representing their courtesy and competence.

10:30 PM on March 15, 2024, PLT Marvin Jordan Laroya, Chief Operations Officer, under the guidance of PLTCOL Joseph Lester C. Lidem, Chief of Police, conducted a checkpoint by the OPLAN SITA Program to ensure the safety and orderliness of the motorists and the community.

OPLAN BAKAL/SITA aims to reduce the growth of illegal fi****ms, improve public safety, and eliminate criminal organizations involved in the illegal fi****ms trade. This operation helps promote a safer and more secure environment for communities nationwide.

Quezon Component CPS, led by PMSg Emil James B Natividad, under the leadership of PLTCOL Joseph Lester C Lidem, Chief of Police, was responsible for conducting security and crowd control during the Testimonial Parade and Review in honor of PMGEN RUDOLPH B DIMAS, PNP Directorate for Plans, at Camp Gen Mariano N Castañeda, Silang, Cavite. The main objective was to ensure the VIP's safety and maintain smooth traffic flow.

As a part of the Quezon CCPS, I respect our police force's thorough efforts. They have consistently demonstrated their commitment to safeguarding the area and obeying the law. I encourage everyone to continue to support and cooperate with our local law enforcement agencies, as they play an essential role in our city's general well-being and security.

During this phase, each member of our team has been assigned specific roles and responsibilities. This allocation of tasks showcases the trust and confidence placed in our skills and abilities. It also emphasizes the importance of teamwork and collaboration, as we work together to utilize our practical insights and effectively analyze situations, make informed decisions, and find solutions to the challenges we encounter.

CLOSING AND TURN-OVER CEREMONY

The immersion stage of the Cadet Attachment Program at the Calaca Municipal Police Station has truly been an eye-opening and transformative experience for us as future police officers. We have had the opportunity to put into practice the knowledge and skills we acquired in the classroom, which has given us a deeper understanding of the realities of law enforcement.

By being actively involved in the day-to-day operations of the police station, we have gained a firsthand experience of the challenges and responsibilities that come with the job. This practical experience has allowed us to develop our problem-solving and decision-making skills in real-life situations. We have learned how to effectively communicate with the public, handle sensitive situations, and work as a team to ensure public safety.

Furthermore, this immersion has given us valuable insights into the complexities and demands of being a police officer. We have witnessed the dedication and commitment of the officers in maintaining law and order in the community. We have also gained a deeper appreciation for the importance of community engagement and building trust with the residents.

Overall, this immersion has been instrumental in shaping our growth and development as future police officers. It has provided us with a unique and invaluable opportunity to bridge the gap between theory and practice, and we are grateful for the experiences and lessons we have gained during this program.

Desk Officer / Police Blotter

A desk officer in a Police station is responsible for keeping order and enabling communication within the station. The desk officer, who is often stationed at the front desk, is the first point of contact for anybody looking for help or reporting a complaint. Their tasks include answering phones, taking walk-in queries, and documenting reports. The desk officer also coordinates with other sections inside the police station to ensure that information flows smoothly. In addition to administrative duties, they may help with paperwork processing, record management, and offering assistance to the general public and other police officers. This function is critical in promoting community participation and ensuring that the police station runs well.

Police blotter, an unavoidable part of police stations, acts as a complete record-keeping tool for monitoring incidents, complaints, and operations within a jurisdiction. It serves as a sequential journal, recording important facts about reported occurrences, investigations, and arrests. The police blotter is an essential tool for law enforcement, helping to organize and retrieve information for future reference, analysis, and legal purposes. It contains records on numerous cases, giving a clear timeline of events and allowing for effective communication among various sections within the police station.

NATURE RESTORATION by Tree Planting

Law enforcement agencies' tree-planting projects may have many benefits including creating better community relations, raising environmental awareness, and helping to mitigate climate change. By actively participating in tree planting initiatives, the PNP may demonstrate its dedication to not just upholding law and order, but also to constructing sustainable and resilient communities. Such activities are consistent with the worldwide movement for environmental responsibility and community participation, demonstrating law enforcement organizations as proactive contributors to overall well-being in society.

We had the opportunity to participate in a tree-planting event as part of the PNP's dedication to Makakalikasan, a core value focusing on the significance of environmental awareness. By planting trees this morning, we are creating a better tomorrow for future generations, allowing them to take advantage of a healthy and vibrant ecosystem.

INFORMATION DRIVE FOR CALACA SENIOR HIGH SCHOOL

We focused on senior high school students who are qualified to take the PNPACAT. It was a day full of energy and purpose as we aimed to motivate young people to choose a different route and be cadets of the Philippine National Police Academy (PNPA). We stated that this journey would not only influence their individual goals, but would also allow them to fulfill a noble profession to serve God and the nation.

We emphasized to the pupils the value of taking chances for both professional and personal growth. The PNPA provides an unparalleled chance for young people to improve their skills, establish leadership abilities, and maintain the ideals of honesty and public service. By inspiring them to choose this route, we instill an idea of purpose in each student, motivating them to strive for success and make important contributions to community.

The long maroon line reflects an established fraternity of young men and women who have unique brotherhood and bond with one another. Students who are interested in taking part are urged to do so. Take the courage and doubt by applying, and shortly become an upperclassman.

PNP NIGHT PATROLLING

Night patrolling is an important part of law enforcement since it ensures public safety and keeps the peace during the night. It's essential to remember that approaches may differ depending on the region, rules, and demands of the community. Regular evaluation and growth of night patrolling strategies is necessary for effective law enforcement.

This chance allowed us to expand our knowledge and interaction with the area of interest. As we patrolled the streets, speaking with locals and monitoring our surroundings, we realized how important police visibility is. Night patrols emphasized the need of a constant police presence in the neighborhood, assuring individuals about their safety while preventing unlawful activity.

NATIONAL POLICE CLEARANCE

Such a useful encounter provided me with a deep understanding of the value of this process in securing the communities we serve. It is an important tool for detecting persons with ongoing cases or warrants, helping law enforcement detect possible threats and ensure the safety of the public. Also, police clearance is critical in confirming persons' histories of crime, and giving vital information to employers, government agencies, and other organizations.

Individual tracking and monitoring could not be simple, guaranteeing that everyone gets evaluated equally. What does one think about the future of this system and its use in society would be if the system was enhanced more? We may eventually reach a point where perpetrators will voluntarily surrender to authorities because of strong identification.

OPERATIONS SECTION

Our understanding is spot on. Exposure to police station operations is indeed valuable for us cadets. By immersing ourselves in daily tasks and challenges faced by the police force, we gain a deeper appreciation for the responsibilities that come with the role. Recognizing the importance of fulfilling these responsibilities and contributing to the success of operations is essential in maintaining law and order in the community.

Insights into operational aspects such as resource management and strategic planning enable us to appreciate the critical role these factors play in effective law enforcement. Developing adaptability and sharpened problem-solving skills are crucial for navigating the ever-changing and dynamic environment of police work. Embracing these lessons and experiences will undoubtedly prepare us, cadets to meet the demands and challenges of a career in law enforcement with confidence and competence.

Traditional Monday Flag Raising Ceremony

The flag-raising ceremony is a powerful symbol of love for our country and a tribute to those who have sacrificed for it.
It is truly an honor for us cadets and other personnel to gather for this ceremony, symbolizing respect for the national flag and fostering a spirit of community and camaraderie among the residents of Calaca.

Furthermore, the City of Calaca emphasizes its monthly theme "CREATIVE", the festivals and activities happening this month in Calaca, such as creative photobooths and the kite festival, provide a wonderful platform for showcasing talents and skills within the community. These events enhance the sense of unity and celebration, bringing the residents of Calaca together in joyous festivities.

Batangas contingents of Police Cadets from PNPA which is composed of five groups deployed in five different police stations conducted a visit with politeness in Batangas Police Provincial Office, supervised by PLTCOL MA KRISTHYL HERNANDEZ, our area supervisor.

During the courtesy call, PCOL BELMONTE checked about the well-being and safety of the cadets in the province. He patiently listened to our stories and concerns, providing words of encouragement and comfort. Through his leadership and mentoring, he inspired the cadets with a sense of confidence and purpose, improving their dedication to the virtues of honesty, service, and professionalism.

Throughout our time at our different offices, we received advice about the DOs and DON'Ts. And which procedures we may do to ensure that our station immersion goes successfully. It was a very pleasant setting, and some of us were even playfully tackled just to relax and entertain everyone. Every tackle from every company was shown, and we discussed the academy's current state. This continuous interaction strengthens our understanding of the Philippine National Police as an organization.

Love and Serves in Calaca — February 14, 2024.
Serving in love and Loving the service

In these challenging times, small gestures have become even more significant in connecting people and showing care and appreciation for one another. As the community celebrated Valentine's Day, we, as cadets, took it upon ourselves to ensure that everyone, especially the women, including senior citizens and mothers, received love and appreciation. By giving flowers to them, we witnessed the smiles on their faces, which boosted our morale and confidence in engaging with the community.

As part of the day's activities, the OPLAN SITA was conducted, which included vehicle inspections and reminding motorists regarding safety hazards. This immersion program not only fostered a sense of responsibility but also served as a reminder of the importance of safety in the community.

Valentine's Day provided a wonderful opportunity for people to come together, share love through the gesture of giving flowers, and actively participate in activities that promote the overall well-being of the community. Our actions as cadets have made a positive impact on the community, fostering a sense of connection and care among its members.

PHASE II STATION IMMERSION Day 2

Learning the nature of a police officer's position in the real world has been greatly enhanced by complete immersion, particularly witnessing experienced police officers in action inside the lively setting of a police station.

In the operations division, I participated in the lively, numerous field of law enforcement, where every decision and action has enormous weight and influence. From organizing emergency call responses to designing patrol patterns and resource deployment, I gathered a thorough knowledge of the operational goals that influence enforcement performance.

I additionally witnessed the investigative process in the station, which involved reviewing evidence, questioning witnesses, and working with colleagues to solve complicated cases. The investigators' thorough commitment to justice was clear in their dedication and attention to detail.

Turn-Over Ceremony of Cadet Attachment Program Station Immersion

The Layag-Diwa class of 2024 officially began Phase II, or Station Immersion, on February 12, 2024. The handover ceremony took place at Camp Vicente Lim in Calamba, Laguna. Key leaders handled the event, including PBGEN Arnold Peralta Ardiente, Dean of Academics of PNPA, and PBGEN Kenneth Paul Lucas, Regional Director of PRO 4A CALABARZON.

The event acts as a platform for recognizing dedication and effort and also welcoming the cadets to their responsibilities. It provides an opportunity for reflection on the obstacles and gains, as well as an inspiration for our future duties and responsibilities.

In addition, according to PBGEN LUCAS, there are simply five (5) words that he always repeats to himself: the POWER acronym, which acts as an effective immersion technique. P - Prayer represents asking for direction and help, but O - Open-mindedness promotes adaptation and collaboration. W - Work focuses on devotion and professionalism, while E - Exercise improves physical fitness and preparation. Finally, R - Rest emphasizes the need of self-care and mental health to ensure police are at their best on their duties.

Day 22 and 23 of Cadet Attachment Program Seminar Workshop

The two-day seminar featured Mr. David Hargreaves, a specialized officer from the Chemical Explosives Terrorism Prevention Unit INTERPOL. His expertise in the field of CBRNE threats brought valuable insights to the Layag-Diwa Class of 2024.

Mr. Hargreaves' sessions were specifically focused on Responder Emergency Action on CBRNE Threats (R.E.A.C.T). Through these sessions, he aimed to equip the cadets with the necessary knowledge and skills to effectively respond to CBRNE threats. It is indeed a significant contribution to the cadets education and training as future police officers.

The seminar emphasized the importance of the R.E.A.C.T. framework in handling CBRNE emergencies. By implementing proactive strategies, the future police officers will be better prepared to handle such situations and ensure the safety and well-being of the communities they serve.
