Statement on the Sim Registration Act
December 31, 2022

The Philippine National Police joins all the peace loving Filipinos in supporting the letter and intent of Republic Act No. 11934, otherwise known as Subscriber Identity Module (SIM) Registration Act which was passed into law on October 10, 2022.

Upon the effectivity of the Implementing Rules and Regulations for Republic Act No. 11934 issued by the National Telecommunication Commission thru Memorandum Circular No. 001-12-2022, the 180-day registration period has commenced to allow mobile phone subscribers the convenient opportunity to register their SIM as required by the law.

As Chief of the PNP, I am directing all 227,000 PNP officers and rank-and-file to sign-up for the ongoing mandatory national SIM registration. I am also directing PNP DICTM to monitor the compliance of our personnel for this purpose. While I strongly encourage them to facilitate such act among their respective families and household members.

I encourage as well all the force multipliers of the PNP and the civic sectors to join hands in ensuring the success of this national objective to keep our telecommunications secure and beyond the reach of criminal elements.

Over the years, new threats of crimes involving technology have emerged and victimized citizens thereby creating some sense of insecurity in all our cyber transactions.

Criminal elements have even entered the privacy of personal communications to advance their illicit motives.

Through this timely and relevant legislation, we are closing all windows of opportunity for criminal elements to take advantage by soliciting the immediate compliance to the law of all mobile phone users.

Rest assured that the PNP, under my leadership, will do all our best within our authority and mandate to make this happen.

10 Holiday Safety Tips at the Police Stations and Offices: a safe place to live work and do business

Alam nyo ba na ayun sa Proclamation No. 115-A, s. 1966 ang buong buwan ng Disyembre ay dineklarang โ€œHoliday Hazards Prevention Monthโ€

In unison, here are the 10 Holiday Safety Tips at the Police Stations and Offices:

1. Designate a Safety and Health Officer (SHU or HS) that shall ensure that all safety and security protocols are followed
2. Place Christmas trees and decorations with ample space to avoid blocking pathways and exits for emergencies, as well as avoid obscuring views on windows, doors and important places to monitor
3. Avoid serving and drinking alcoholic beverages during Christmas parties, especially when driving home. It is better to have clean fun and clear heads when enjoying the holidays
4. Ensure all weapons are cleared upon entering the office, especially when attending the parties, to avoid accidental firing of weapons
5. Secure sharp tools and objects, especially when children are invited to the office party
6. Avoid slips, trips, bumps and fall by keeping the floors dry, removal of cables, decorations and gifts where people can trip over and securing decorations / things in place
7. Inspect integrity, operability and expiry dates of emergency and disaster equipment and supplies such as first aid kits and fire extinguishers
8. Avoid fires by checking overloaded sockets, only purchase of certified electrical devices, avoid use of candles, avoid cooking at the office and igniting firecrackers
9. Avoid food poisoning by ensuring that food is kept safe away from toxic hazards, food preparation areas clean and food handlers are well trained
10. Follow health protocols such as social distancing, wearing of PPEs, and other measures to prevent spreading infectious diseases such as COVID 19, Tuberculosis, Flu, etc.

DID YOU KNOW that President FERDINAND E. MARCOS, proclaimed the year 1967 and every year thereafter, as SAFETY AND ACCIDENT PREVENTION YEAR, each month of the year to be devoted to a particular aspect of safety and accident prevention in various fields and the month of December is declared as Holiday Hazards Prevention Month

Besides Holiday Hazards Prevention Month, DID YOU KNOW that according to the Department of Health, December is also attributed as a Firecracker Injury Prevention Month?

As the pandemic eases and the community is returning to the old ways, it is helpful to be reminded of the past incidences related to firecracker injuries. DID YOU KNOW that during the pandemic, DOH observed that in 2021, fireworks injuries 56% is lower than the 5 year average? Alarmingly, 123 cases or 47% higher than in 2020 but 56% lower than the 5 year average at 414 injuries from 2016-2020. However, from December 21, 2016 to January 5, 2017 (pre-pandemic era), there were a total of 630 fireworks-related injuries. Although, these are 319 cases (34 percent) less than the five-year (2011-2015) average and 292 cases (32 percent), it is still significantly higher than in 2021. So what does these all mean?
From 2011 to 2020, firecracker related injuries was getting lower, but in 2021, it went up again. Hence, we should be more careful this year to avoid these incidences going higher
