Where could have been all the responsibilities of Filipinos on road? Duterte’s in making the MVIS a no longer mandatory give sound on Department of Transportation and other Filipino citizens. His decision may lighten the burdens especially for those who owns private and public vehicles. But what could be the possibilities and adverse effect of that in this time of pandemic?

The Motor Vehicle System [MVIS] is a new program in the Philippines to ensure the road-worthiness of the vehicles to be registered. Upon its high fees, netizens make protest to hear their sides and opinion to the government. The portion of inspection needs to be done by checking the vehicle information and specification, cars and motorcycle condition includes engine, signal lights, brake lights, brake system and other important things that need to inspect to avoid traffic and road accident. Amidst of pandemic and social media critics, Presidential Spokesperson Harry Roque said, MVIS is no longer mandatory. This means that there should be no new or additional fee for that registration of vehicles. He also added that President Duterte considered the impact of the Covid-19 pandemic and a rising food prices in issuing these directives. Meanwhile, despite of this, the Department of Transportation, state PMVIC would lowers their fees to 600 from 1,500 – 1,800 for private vehicles, goes with motorcycle will also lowered to 500 and while inspection fees for public utility and jeepneys will now cost 300. Including smoke emission for a comprehensive test of vehicles’ roadworthiness.

From the statement that they linked, there is a fine line between making it mandatory and not. Having a non-mandatory MVIS, many people assumed that is not so important to deal with inspections and without knowing the right starts of vehicles, also some people would take advantage to ride an unsafe vehicle on road. A poor maintained vehicle can experience mechanical failures that may end in a terrible road crash. Based on Crash Road Statistics in Metro Manila 2020, from January to August, at least 31,811 accidents have been reported, with 136 fatalities, 6, 614 non-fatal and 25,061 incurred damages to properly. So, by helping to decreased the rate of road accident, making it mandatory even in times of pandemic is still necessary to ensure the safety and awareness of people. Although there is no exact date when will this non-mandatory ends. But, if this run for a long time, we can’t tell that the safety is in our hands alone. Thus, it must be still in mandatory if it lowers the fees – half of the said lowered fees – of the inspections and re-inspection even only in this time of pandemic.

Responsibilities comes with obligation and discipline, and obligation is our responsibilities. We want to prevent the unnecessary loss of lives and property along with our roads because accidents are present even if pandemic or not. It never sees of how rich you are in life. However, another way to prevent road accident is to stay at home and avoid wandering since some cities in the country are still in GCQ and MGCQ. It is not required for us to travel without any important reasons. Apart from it, people who wants to leave the house must check the condition of their vehicles and wear their discipline, as always.
