YACAP-PH conducts a webinar entitled “Prison War: The onslaught of Humanitarian Crisis in Philippine Jails and Prisons under the Duterte Regime” as it celebrates its first year anniversary
Founded mainly for the purpose of advocating for the rights of persons deprived of liberty, YACAP-PH celebrates its first year anniversary by conducting a webinar which mainly discusses the implications of contending social issues and problematic policies to the current prison or jail conditions.
During the webinar, our respected speakers have shared insights and perspectives regarding the policies implemented under the regime of Duterte, the “misogynist, populist, authoritarian president” as described by Mr. Budit Carlos.
The system, as mentioned by Atty. Tony La Vina, is so broken that instead of following due process and the rule of law, the Duterte administration has resorted into extra-judicial killings as it waged war against illegal drugs. Law on drugs are problematic as well for it penalizes a drug addict who has been caught using drugs once, even in small amounts. Here, it is emphasized that drug addicts should not be punished merely because of addiction; they should be held accountable for the crimes they will commit once under drug influence. Addiction needs medical intervention not inhumane arrests. Because of the increasing number of cases of drug use, congestion in prison or jails adds to the problem. Mr. Melchor Cayabyab states that aside from the policy on drugs, budget allocation is also a big factor. What happens outside bring forth injustices inside.
Aside from the atrocities War on Drugs has brought, red-tagging, enabled by the Duterte administration, has also been rampant in the current political culture. Mr. Raoul Manuel tells us that we are free to lean towards certain political beliefs or ideologies, may be it socialism or communism.
