READ | Department of the Interior and Local Government (DILG) Secretary Benhur Abalos on Monday reminded newly-elected Sangguniang Kabataan (SK) officials to refrain from appointing relatives as SK secretaries and treasurers.

To further drive home his point, Secretary Abalos issued DILG Memorandum Circular (MC) 2023-167. In the circular, Abalos underscored that the new SK secretary and treasurer must not be within the second civil degree of consanguinity or affinity to any incumbent elected national, regional, provincial, city, municipal or barangay official in the locality where he seeks to be appointed.

The new circular superseded DILG-issued MC No. 2018-131 dated August 15, 2018, which initially set the guidelines on the appointment of SK secretaries and treasurers.

TANONG NG BAYAN | Ano ang mga qualifications ng Sangguniang Kabataan (SK) Secretary at SK Treasurer?

Kinakailangang nasa 18 taong gulang ngunit hindi hihigit sa 30 taong gulang sa araw ng appointment ang SK Secretary at SK Treasurer, ayon sa DILG Memorandum Circular No. 2018-131 na nagset ng guidelines sa pag-aappoint ng SK Secretary at SK Treasurer.

Kinakailangang may educational o career background na may kaugnay sa business administration, accountancy, finance, economic at bookkeeping ang mga maitatalagang SK Treasurer.

Sasailalim rin ang mga SK Treasurer sa mandatory bookkeeping training na pinamunuan ng Technical Education and Skills Development Authority (TESDA) bago gampanan ang tungkulin bilang SK Treasurer.

Bibigyang-prayoridad din ang mga SK Treasurer sa mga TESDA scholarship na may kaugnayan sa pagpapabuti at pagsasaayos ng kanilang trabaho.

The fatal shooting of local broadcaster Juan Jumalon in Misamis Occidental yesterday was a deplorable and dastardly act that has no place in our society.

It was a direct assault to press freedom and to a greater extent to our democracy.

Upon the directive of President Ferdinand R. Marcos, Jr., the Philippine National Police (PNP) has already activated Special Investigation Task Group (SITG) “Johnny Walker” to run after and send the perpetrators behind bars.

At this point, I can confirm that the SITG has already come up with computerized facial sketch of one of the suspects.

The sketch has already been made available to the public for identification.

The SITG also has already done cross matching the shells and slug found in the crime scene.

Likewise, it also already enhanced the recovered CCTV footages with the help of the PNP Regional Anti-Cybercrime Unit.

We expect to have breakthroughs in this case at the soonest time possible.

We extend our deepest sympathies to the bereaved family of Mr. Jumalon.
