President Ferdinand 'B**gbong' Marcos, Jr. on Friday approved a memorandum submitted by the Department of Transportation (DOTr) seeking to extend the free EDSA Carousel bus rides and provide free rides for students who will be using the MRT-3, LRT-2, and PNR when in-person classes resume in August.
The memo resulted from President Marcos' recent meeting with transport officials headed by DOTr Secretary Jaime J. Bautista and Executive Secretary Atty. Vic Rodriguez in Malacañang Palace.
"Considering the availability of budget for Service Contracting under GA 2022, the undersigned recommends the continuation of the Libreng Sakay Program for all passengers of the
EDSA Bus Carousel," a portion of the DOTr memo read.
The move will ease the burden of rising living expenses on Filipino families and help them save money, especially with the return of face-to-face classes after more than two years.
The extended Free EDSA Carousel bus rides will last until December 2022.
The DOTr will also implement the Libreng Sakay for Students Program in MRT-3, LRT-2, and the PNR while simultaneously recommending halting free rides for all MRT-3 passengers.
According to the DOTr, current MRT-3 fares are already heavily subsidized, which was vital in its decision to recommend discontinuing the free rides for all MRT-3 passengers.
"Considering the welfare of students, however, whose learning outcomes have been disproportionately affected by the pandemic, the undersigned recommends implementing a Libreng Sakay for Students Program for the First Quarter of School Year 2022-2023, or from
22 August 2022 to 04 November 2022. The Libreng Sakay for students will be implemented in MRT-3. LRT-2, and PNR," DOTr Secretary Bautista said.
The Department of Education (DepEd), now under Vice-President Sara Duterte, estimates that more than 38,000 schools in the country are already set for the resumption of face-to-face classes for the school year 2022-2023.

Commission on Elections Commissioner George Garcia said the poll body will resume voter registration for the barangay elections in July 2022.
The Commission on Elections (Comelec) reiterated that it does not see any valid reason to postpone the barangay and Sangguniang Kabataan (SK) elections scheduled in December 2022.
The Comelec issued the statement amid proposals of the incoming Congress to defer the barangay elections ostensibly to save funds that could be used for pandemic response.
“None so far. We do not see any valid reasons to postpone or reset the barangay elections,” Comelec Commissioner George Garcia said at a press briefing. “It is not something that we are considering at the moment.”
Garcia said the Comelec would resume voter registration for the barangay elections in July 2022.

Mula noong Nov. 8, 2021, naka-pending pa rin po sa Committee on Suffrage and Electoral Reforms ang HB10425 o ang Bill sa muling pagpapaliban ng December 2022 Barangay and SK Elections. Ibig pong sabihin, hindi pa ito umuusad at mas lalong hindi pa ito ganap na "batas".
Wala pa po tayong batas na nagpo-postpone sa napipintong Barangay at SK Elections ngayong darating na December 2022. Gayunpaman, hindi naman maitatanggi na may usap-usapan na talaga na iurong muli ito dahil sa pagdadalawang-isip na ilaan ang pondo para gamitin sa pandemyang ating kinakaharap. Pero maging mabusisi po tayo sa mga post na isini-share natin at palaging maglagay ng tamang konteksto para hindi maligaw ang mga makakabasa nito.
Ang tanong po ngayon, aabot kaya ang Bill na ito para mapirmahan ng ating kasalukuyang Pangulo (Duterte) bago matapos ang kanyang termino? Kung hindi, kailangan may mag-file ulet ng mungkahing ito sa 19th Congress at kung mapagkaisahan, si Pangulong B**g B**g Marcos na ang lalagda dito upang maging isa nang ganap na bagong batas.

Patuloy ang pag-arangkada ng LIBRENG SAKAY ng MRT-3 ngayong araw, ika-31 ng Mayo, 2022, matapos palawigin ito ng isa pang buwan ng pamunuan ng linya hanggang ika-30 ng Hunyo, 2022.
Ito na ang ikatlong buwan ng implementasyon ng LIBRENG SAKAY sa MRT-3, na layong maipakita sa mga pasahero ang mas pinagandang serbisyo ng linya at matulungan sila sa kanilang mga gastusin sa gitna ng pagtaas ng presyo ng gasolina at mga bilihin.
Walang kailangang bayaran ang sinumang pasaherong sasakay anumang oras sa buong oras ng operasyon ng MRT-3, mula 4:40 ng umaga hanggang 10:10 ng gabi.
Maaaring gamitin ang valid stored value o beep card upang makasakay sa tren. Kailangan lamang i-tap ang card sa ticket gate upang makapasok at makalabas ng platform. Walang mababawas sa card balance ng pasahero.
Kung walang beep card, magpunta lamang sa ticket booth upang makakuha ng single journey ticket na siyang ita-tap sa gate upang makapasok sa platform. Kailangang i-insert ang ticket sa ticket gate inlet upang makalabas ng platform.
May penalty na P50.00 para sa mawawala o masisirang single journey ticket kaya't mangyari lamang na ingatan ito.
Para naman maiwasan ang pagkalat ng sakit na COVID-19, nagpapatuloy ang pagpapatupad ng minimum health protocols sa buong linya, gaya ng pagbabawal sa pagkain, pag-inom, pakikipag-usap sa telepono, at pagsasalita sa loob ng mga tren. Mahigpit ding ipinatutupad ang pagsuot ng face mask samantalang boluntaryo ang pagsuot ng face shield.
Patuloy rin ang pamamahagi ng LIBRENG ANTIGEN TESTING ng MRT-3 sa mga pasahero hanggang June 30, tuwing 7:00 a.m. hanggang 8:00 a.m. sa mga istasyon ng North Avenue, Shaw Boulevard, at 4:00 p.m. hanggang 5:00 p.m. sa mga istasyon ng Cubao at Shaw Boulevard station. Mangyari lamang na lumapit sa testing areas sa nasabing mga istasyon.

CA confirms promotion of 17 AFP Generals, Flag Officers
CAMP AGUINALDO, Quezon City – The Commission on Appointments (CA) on Monday approved the ad interim promotions of 17 Generals and Flag Officers of the Armed Forces of the Philippines (AFP).
The CA confirmed nine generals from the Philippine Army. They were Lieutenant General William N Gonzales, Major General Camilo Z Ligayo, Major General Wilbur C Mamawag, Major General Ignatius N Patrimonio, Major General Romulo A Manuel Jr, Brigadier General Adonis Ariel G Orio, Brigadier General Glenn Jun C Calambuhay, Brigadier General Consolito P Yecla, and Brigadier General Marvin L Licudine.
Two were confirmed from the Philippine Air Force; Major General Araus Robert F Musico and Brigadier General Fermin M Carangan.
Four were confirmed from the Philippine Navy; Vice Admiral Alberto Bernardo Carlos, Vice Admiral Rommel Anthony SD Reyes, Rear Admiral Renato P David, and Commodore Francisco G Tagamolila Jr.
Two officers were from the Philippine Marines; Major General Charlton Sean M Gaerlan and Major General Jonas R Lumawag.
The Committee on National Defense, led by Representative Luis A Ferrer IV, approved the appointments of the 17 AFP officers after the deliberation held at the Senate of the Philippines in Pasay City.

PCG INSTALLS 5 BUOYS CARRYING 🇵🇭 FLAG IN THE WPS
The Philippine Coast Guard (PCG) successfully installed five 30-FOOT-LONG NAVIGATIONAL BUOYS CARRYING THE PHILIPPINE FLAG in four critical islands in the West Philippine Sea (WPS) – Lawak Island, Likas Island, Parola Island, and Pag-asa Island.
Today, 18 May 2022, PCG Commandant, CG Admiral Artemio M Abu led the arrival ceremony for the five Coast Guard vessels that laid out the SYMBOLS OF COASTAL STATE ADMINISTRATION in the said vicinity waters from 12 to 14 May 2022.
These included BRP Corregidor (AE-891), BRP Bojeador (AE-46), BRP Suluan (MRRV-4406), BRP Capones (MRRV-4407), and Tug Boat Habagat (TB-271).
"I know it was not an easy task, but the support of Task Force Kaligtasan sa Karagatan headed by CG Rear Admiral Joseph Coyme, Coast Guard Fleet Commander, CG Rear Admiral Charlie Rances, and PCG District Palawan Commander, CG Commodore Rommel Supangan as Ground Commander led to the resounding success of installing our sovereign markers that are now flashing lights at night to guide sailors as they traverse the treacherous waters of the WPS," CG Admiral Abu said.
According to the Coast Guard Commandant, these ocean markers also communicate that the said vicinity waters are considered special protected zones. Hence, mining and oil exploration are prohibited to preserve their rich natural resources.
"These buoys are now our source of pride and honor in serving our great nation. And because our fellow Coast Guardians braved numerous dangers during the said noble mission, they were able to bring the PCG to the next level of success," CG Admiral Abu expressed.
Moreover, the Coast Guard Commandant shared his observations during his visit to Pag-asa Island on 14 May 2022 to assess the buoy laying operations and check the morale of PCG personnel deployed on the island.
"During my visit to Pag-asa Island, I saw five PCG ships anchored in the vicinity with several Filipino fishing bancas. Several Vietnamese fishing boats, Chinese fishing vessels, and China Coast Guard vessels were not so far from their position, specifically at the vicinity waters off Subi Reef," CG Admiral Abu furthered.
“Ang guidance ko sa kanila, tayo ang mang-challenge sa kanila. Pero ayon sa Coast Guard Fleet, mapayapa ang WPS at nagpakita ng respeto ang mga barko ng Vietnam at China sa isinagawa nating misyon,” he added.
According to CG Admiral Abu, the PCG will place more navigational buoys in other parts of the country's exclusive economic zone (EEZ), especially in the WPS and Benham Rise.
The five newly-installed buoys were part of the 10 floating markers procured in Spain.
These buoys, which arrived in Cebu from Valencia, Spain, on 07 May 2022, are equipped with modern marine aids to navigation lanterns and specialized mooring systems. They also have a remote monitoring system that uses satellite technology to transmit data to the PCG National Headquarters in Port Area, Manila.

Under Republic Act (RA) 11767 or the Foundling Recognition and Protection Act, an abandoned child found in the Philippines or in Philippine embassies, consulates, and territories abroad is presumed a natural-born Filipino citizen, regardless of the status or circumstances of birth.

The Armed Forces of the Philippines (AFP) is expected to get South Korean government-donated 22 units of 130mm K-136 "Kooryong" Multi-Launch Rocket System (MLRS) this year. The "Kooryong" has a range of 48 to 80 kilometers and can be used for internal and external defense. It will be utilized by the Philippine Army and the Philippine Marine Corps.
The MLRS acquisition is part of the Revised AFP Modernization Program.

NEW 1000 BILL BY APRIL 2022/EM Zon
President Rodrigo Roa Duterte leads the presentation of the PhP1,000 banknotes made of polymer from the Department of Finance (DOF) and Bangko Sentral ng Pilipinas (BSP) in a ceremonial program at the Reception Hall in Malacañan Palace on April 6, 2022.
According to the BSP, the first batch of Philippine peso banknotes made of polymer is scheduled to arrive in the country this month from Australia. BSP and the Reserve Bank of Australia, and its subsidiary Note Printing Australia, reached an agreement for the production of the polymer PhP1,000 banknotes. It will begin circulating in mid-2022 together with the paper banknotes.
The BSP is pushing for the use of polymer banknotes since it is less susceptible to viral and bacterial transmission, and can be sanitized without damaging the banknotes. More importantly, polymer banknotes are harder to be counterfeited due to the complexity of the printed images and the advanced technology used in incorporating security features. It is also more durable and could last 2.5 to 4 times longer than paper money since it is water and dirt resistant. Overall production costs for polymer banknotes are also lower apart from being more sustainable and environment friendly due to lower carbon footprint, lower water and energy usage, and less environmental toxicity.
The BSP also notes that the PhP1,000 banknote is widely circulated in the country, comprising 30 percent of Philippine money in circulation.
Between 2022 and 2025, approximately 500 million PhP1,000 polymer banknotes amounting to PhP500 billion will be in circulation.

OPENS 4-LANE BINONDO-INTRAMUROS BRIDGE
The Department of Public Works and Highways (DPWH) opened on Tuesday, April 5, 2022 the 680-meter Binondo-Intramuros Bridge Project crossing Pasig River in the City of Manila.
No less than President Rodrigo Roa Duterte led the inauguration ceremonies for the iconic bridge project, together with DPWH Secretary Roger G. Mercado.
“The opening of Binondo-Intramuros Bridge is another testament of President Duterte’s political will to deliver in his term vital projects that will traffic ease congestion within Metro Manila,” said Secretary Mercado.
The project is under the supervision of DPWH Unified Project Management Office (UPMO) Operations headed by Undersecretary and Build Build Build Program Chief Implementer Emil K. Sadain.
Binondo - Intramuros Bridge Project is a joint undertaking of the Philippine Government and People’s Republic of China.
It is fully-funded through China-grant, along with the completed Estrella-Pantaleon Bridge.
According to Secretary Mercado, the Binondo-Intramuros Bridge is a basket-handle tied steel arch bridge that links Intramuros at Solana Street and Riverside Drive and Binondo at Rentas Street and Muelle dela Industria having a viaduct structure over Estero de Binondo.
“Built with four (4) lanes measuring 21.65 meter-wide, this new bridge will cater to around 30,000 motorists, going in and out of Intramuros and Binondo daily,” said Secretary Mercado.
Bike lanes with reflective thermoplastic road lines and protected sidewalks on both sides are also features of the project as part of DPWH’s program to build safe infrastructure for non-motorized road users.
The new bridge also conforms to the standard design under DPWH seismic guidelines, criteria and specifications in an effort to make it resilient in the event of large magnitude earthquakes.
“In the coming months, the public can expect a long list of pipeline flagship projects under Build Build Build Program started under the term of President Duterte to be completed and opened, that will lead to sustained inclusive growth for the benefit of our millions of Kababayans nationwide”, Undersecretary Sadain said.

PORT OF STA. TERESA TO ADDRESS CONNECTIVITY, MOBILITY AND STIMULATE ECONOMY FOR MAGSAYSAY, OCCIDENTAL MINDORO
Shelved for at least a decade, the Port of Sta. Teresa in Magsaysay Occidental Mindoro is seen to boost its local economy and tourism as Transportation Secretary Art Tugade announced on Thursday, 24 March 2022, that the port will be turned over to the Philippine Ports Authority (PPA), who will then authorize the municipal government of Magsaysay, Occidental Mindoro to operate it as soon as possible.
During the inauguration of the port’s passenger terminal building, Secretary Tugade recalled how he expressed his frustration upon learning that the port’s operation has been set aside for years, explaining that the uncapitalized potential of the port to address Occidental Mindoro’s connectivity with tourism gems Boracay Island in Aklan and Coron, Palawan, and increase the locals’ productivity through livelihood have been put to waste. Completed last August 2021, the Port of Sta. Teresa has been stalled since it started its construction in 2011.
“Itong puertong ito ay inumpisahang gawin noong 2011. Pinabaunan ako ng impormasyon na itong bahagi ng puertong ito ay sinimulan ng PPA sa simula ng 2021 at natapos makalipas lamang ang pitong buwan. Pero kung natapos ito noong Agosto 2021 at hindi pa operational, hindi ba kahiya-hiya ‘yan?,” Secretary Tugade stressed.
To make use of the boundless benefits of the Port of Sta. Teresa, Secretary Tugade announced that the Department of Transportation (DOTr) and Philippine Ports Authority (PPA) will expedite the port’s operation by the Magsaysay municipal government.
“Sisikapin namin na maging operational ang puertong ito ng local government nang hindi matatapos ang buwan ng Abril itong taon na ito,” Secretary Tugade announced, which was met by applause and cheers from the locals.
For her part, Occidental Mindoro lone district Representative Josephine “Nene” Sato expressed her gratitude to Secretary Tugade and PPA General Manager Jay Santiago and CAAP Director General Jim Sydiongco for helping the local government address the problems faced by transportation infrastructures, such as the Port of Abra de Ilog and San Jose Airport in Occidental Mindoro.
“Isang tawag mo lang. Kapag may problema sa aming Abra Pier, andiyan si Sir [PPA General Manager Jay Santiago], andiyan ang ating Secretary Tugade. Ang sabi ko nga kung lahat ng ating Secretary ganyan, mas maganda siguro ang takbo ng pamamahala ng ating pamahalaan,” Rep. Sato said.
Rep. Sato added that the province’s main port, the Port of Abra de Ilog, is undergoing modernization and expansion, all thanks to the DOTr and PPA.
“Alam niyo po, ‘yung ating Abra Pier, kung makakarating kayo, ang ganda-ganda na po. Sa totoo lang. ‘Yan ngayon ay undergoing modernization at expansion. Kasi ‘yan ang ating main port dito sa Occidental Mindoro.” she said.
Joining Secretary Tugade and Rep. The Department of Public Works and Highways (DPWH) led by Secretary Roger G. Mercado met with interested stakeholders in the first interagency steering committee for the Detailed Engineering Design (D.E.D.) of the Bataan-Cavite Interlink Bridge Project.
The first convening of the interagency committee on Wednesday, March 2, 2022 provided local leaders of Bataan and Cavite and other stakeholders the opportunity to express their concerns as the detailed engineering design works for this DPWH flagship infrastructure project is now at 34 percent based on February 2022 progress report.
The interagency committee, chaired by Undersecretary for Unified Project Management Office (UPMO) Operations Emil K. Sadain with Project Director Sharif Madsmo H. Hasim of UPMO Roads Management Cluster 2 as deputy chair, was created in 2021 under Department Order No. 91 to ensure efficient project implementation and provide guidance and resolve issues/constraints that may arise during the course of the D.E.D. activities.
The intentions of this interagency meeting is to pool issues and concerns of all stakeholders wanting to share with the DPWH and the Consultants team to anticipate some possible challenges as we go with the detailed engineering design that will be completed by early 2023, said Undersecretary Sadain.
In his message, Secretary Mercado expressed confidence that this flagship infrastructure project of President Rodrigo Roa Duterte’s administration that has been delayed by the pandemic will definitely be continued in the next administration.
Earlier, Asian Development Bank (ADB) Country Director Kelly Bird affirmed the Bank’s 100 percent commitment to DPWH projects they are working on including the Bataan Cavite Interlink Project not only for the D.E.D. stage as he has high hopes that the project will commence very soon.
DPWH has already requested the Department of Finance to initiate the application of loan from ADB to fund the civil works.
Back in 2018, DPWH team led by Undersecretary Sadain and ADB met together to talk about how ADB can help DPWH in its infrastructure programs and among the projects that came up was the Bataan Cavite Interlink Bridge.
According to Undersecretary Sadain, Chief Implementer of flagship infrastructure projects under Build Build Build Program, the planned project is so significant that it yielded the highest internal economic rate of return at 34.17 percent when its feasibility study was conducted that is very unusual for a flagship project to have this kind of EIRR contrary to other proposed interlink bridges.
The project is hugely transformative for the Philippines, transformative for Bataan and Cavite because it will improve connectivity and open up economic opportunities for these provinces.
It will not only have economic impact but will also build strong family ties as more time can be spent with their love ones and also enables more people to see the beauty of Bataan and experience history of our country while enjoying beautiful scenery of clear water, added Secretary Mercado.
The forum was attended by Bataan Governor Albert S. Garcia; Bataan 2nd District Representative Jose Enrique Garcia III; Engr. Gilbert Gandia representing Cavite Governor Juanito Victor "Jonvic" Remulla Jr.; DPWH Acting Undersecretary Constante Llanes Jr.; DPWH Project Managers Teresita Bauzon and Soledad Florencio; Bureau Directors; and among other representatives from different agencies.
Governor Garcia said that project will not only connect Bataan to Cavite but also connect Region 3 to Region 4A and therefore connecting to National Capital Region, three (3) of the fastest growing regions in the Philippines.
Meanwhile, Congressman Garcia said that this connectivity project has been a long time dream of the people of Bataan that is inching closer to its implementation very soon.
Although limited activities to move around and release of requirements were hampered because of the pandemic, nonetheless, the Consultants were able to undertake some early survey works especially on the land approaches for both Bataan and Cavite.
Some recalibration of timeline were done for the D.E.D. of Bataan-Cavite Interlink Bridge Project funded by the Infrastructure Preparation and Innovation Facility (IPIF)-Additional Financing ADB Loan No. 3886-PHL and under contract with the Consultant, T.Y. Lin International in joint with Pyunghwa Engineering Consultants, Ltd. in association with Renardet S.A and DCCD.

Army concluded almost 2,000 applicants during the anniversary recruitment caravan
Almost 2,000 Army aspirants joined the two-day Philippine Army recruitment caravan at the Headquarters Philippine Army Grandstand, Fort Bonifacio, Metro Manila from March 12 to 13 2022.
Some 1,212 aspiring enlisted personnel and 500 aspiring officers registered to take the pre-qualifying Armed Forces of the Philippines Service Aptitude Test (AFPSAT) during the weekend caravan. AFPSAT passers still need to hurdle interviews, physical fitness test, trade test, and physical, medical and neuropsychiatric exams to determine if they are qualified for training. The caravan —which is spearheaded by the Army Personnel Management Center—is part of the series of month-long activities to celebrate the Army's 125th founding anniversary.
Nine Philippine Army Major Units (PAMUs)—Aviation Regiment, Armor Division, Signal Regiment, Civil Military Operations Regiment, 51st Engineer Brigade, Special Forces Regiment (Airborne), First Scout Ranger Regiment, Army Support Command, and the Army Artillery Regiment— joined the caravan and set-up recruitment booths, and static displays to inform Army aspirants about the diverse functions of soldiers in the organization.
The Philippine Army Office of the Assistant Chief of Staff for Reservist and Retiree Affairs (OG9, PA) also set-up a booth for ROTC cadets and aspiring members of the reserve force. Additionally, 138 applicants applied for Civilian Human Resource (CHR) posts at the booth of the Civilian Personnel Management Branch of the Philippine Army Office of the Assistant Chief of Staff for Personnel (OG1, PA).
The Philippine Army is set to recruit around more soldiers to bolster the defense of the country’s land domain.
