* P15.00-Senior Citizens and PWD
C.) Children 7 yrs. old and below and Local Residents of Balud, Masbate - free

The collection of fees will be effective starting on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭, 𝟮𝟬𝟮𝟰.

All guests/visitors are advised to drop by at the Municipal Tourism Information Center or to any accommodation establishment
where you are staying for the payment of the Environmental Fee.

PUBLIC HEARING ON BALUD’S NEW TOURISM REGULATIONS

Palani, Balud, Masbate, July 29, 2024– The Municipality of Balud, Masbate, conducted a public hearing at Bocala Beach Resort to discuss Municipal Tourism Ordinance No. 05 S. 2017. This ordinance aims to regulate the establishment and operation of tourism-oriented and tourism-related facilities, services, and activities within the municipality.

The ordinance underscores Balud's commitment to sustainable tourism by ensuring that all tourism activities and facilities meet high standards of quality, safety, and environmental preservation. By enforcing these regulations, Balud seeks to enhance the visitor experience while protecting its natural and cultural heritage.

Local Government Officials, Business Owners, the Barangay Captains of Brgy. Palani, Brgy. Panubigan, Brgy. Jintotolo, and Brgy. Cantil, along with Community Stakeholders, attended the public hearing, demonstrating strong support for fostering a responsible tourism industry in Balud. Mayor Rodolfo O. Estrella Jr. emphasized the importance of the ordinance, stating, "This ordinance is a critical step toward ensuring our tourism industry grows sustainably, benefiting both our community and visitors. We are committed to making Balud a premier tourist destination while preserving our unique heritage."

The public hearing highlighted the community's involvement and is expected to pave the way for the successful implementation of Ordinance No. 05 S. 2017, enhancing Balud's reputation as a leading tourist destination in Masbate.

LGU-BALUD SUPPORTS BALUD SOUTH DISTRICT EDUCATORS ON 1ST FOUNDING ANNIVERSARY

Balud, Masbate– The LGU-Balud, under the leadership of Hon. Mayor Rodolfo O. Estrella Jr., celebrated the 1st Founding Anniversary of the Balud South District educators with enthusiasm and support. Held on July 27, 2024 at Calumpang Covered Court, Balud Masbate , the event highlighted the Estrella Administration’s commitment to prioritizing education within the community.

The anniversary celebration featured a formal program recognizing the achievements of educators, performances by students, and speeches from prominent figures. Mayor Estrella, along with other local officials and education stakeholders, emphasized the pivotal role of teachers in shaping the future of the community.

The 75th foundation day celebration of Balud, Masbate, set for July 18, 2024, at the Balud Municipal Covered Court in Poblacion, Balud, Masbate, promises to be a momentous occasion uniting the community in a vibrant display of pride and unity. RAMPA SA PANGUMAGAT 2024

The "Rampa sa Pangumagat 2024: 2nd Mayor Rodolfo “Dondon” O. Estrella Jr. Motocross Cup" is set to rev up excitement in Balud, Masbate, offering an exhilarating showcase of the town's vibrant spirit and scenic beauty. This thrilling motocross event, now in its second year, gathers skilled riders from across the region to compete in a high-energy race that underscores Balud's potential as a prime destination for adventure tourism.

Held during the Pangumagat Festival in the picturesque rolling hills of Ilaya, Balud, the event draws locals and tourists alike. The festival celebrates the town's rich culture and heritage, with various festivities honoring the sea, agriculture, and community spirit. The motocross cup adds an extra layer of excitement to the festival, attracting crowds to witness the intense competition against the stunning natural backdrop.

The challenging course in Ilaya provides breathtaking views of Balud's landscapes, enhancing the spectator experience. Visitors can immerse themselves in the adrenaline-fueled races while exploring the serene environment of Balud. The 2nd Regional Quarterly Management Conference of the Department of Environment and Natural Resources (DENR) was held on July 3, 2024, at Beatriz Rafaela Resort in Panubigan, Balud, Masbate. The event was graced by esteemed guests from various provinces, cities and municipalities across Bicol region, who were warmly welcomed by the Local Government Unit (LGU) of Balud, led by the ever supportive Municipal Mayor of Balud the Honorable Mayor Rodolfo O. Estrella Jr.

The Municipal Tourism and Cultural Affairs Office spearheaded by our CTOO,Mrs.Aida B.Beruño played a pivotal role in organizing the welcoming ceremonies, showcasing the rich cultural heritage and hospitality of Balud. Adding vibrancy and flair to the event, the talented dancers from the Immaculate Conception Academy delivered a stunning performance that highlighted Balud's cultural traditions.

The conference provided an invaluable platform for discussing environmental management strategies, sharing best practices, and fostering collaboration among the participating provinces,cities and municipalities. The picturesque setting of Beatriz Rafaela Resort offered a serene and conducive environment for the meaningful exchange of ideas and forging stronger regional partnerships.

PANGUMAGAT FESTIVAL

"PANGUMAGAT FESTIVAL" is the annual festival of the Municipality of Balud which is celebrated every third week of April which showcases the municipality's rich and diverse cultural heritage in: fishing (panagat) and farming (panguma). This celebration is a tribute to all Baludeño fisherfolks and. farmers whom had withstood the times and showed resilience and zeal as prime movers of Balud's development and progress.

In earlier times, the "PANGUMAGAT FESTIVAL" used to be Barangay Poblacion's fiesta celebration celebrated right after the Easter Lent with a three (3)-day celebration of thanksgiving mass and socio-civic event of "Binayle" (town dance) and coronation rites of hailed festival queens usually a young lady festival queen (also known as Baby Queen) and a lady festival queen (usually known as Lady Queen) in each of the fiesta nights. Since the fiesta is held in the town center, the Poblacion fiesta is one of the most anticipated and well-attended festivals in Balud.

As the festival grows, the Barangay Poblacion fiesta had been coined as Balud Agro-Indutrial Fair sometime in the 70's until the 90's as part of the festival branding innovation still showcasing Balud as a farming reliant community. The usual celebration had been coupled with farm fairs and exhibits concentrating mostly on the farming sector only. It was in the year 2006 with the consensus of the Local Government Unit of Balud that the festival was named as "PANGUMGAT FESTIVAL". The consensus effort made breakthrough in the celebration and introduced the first Street Dancing Competition and Ritual Dance Showdown Competition as part of its activities with six (6) participating high schools in the municipality. The participating schools were Panguiranan National High School, Pulanduta National High School, Pajo National High School, Jintotolo National High School, Quinayangan National High School and Immaculate Conception Academy with Panguiranan National High School heralded as the first champion of the competition.
The part of Street Dancing Competition and Ritual Dance Showdown Competition was shortlived and was conducted a few times after its inception in 2006. It was in 2017 that Local Government Unit of Balud revived the competition until it was halted again in 2020 due to the Covid-19 pandemic. It was in April of 2017 that the PANGUMAGAT FESTIVAL of Balud joined the Festival of Festivals Street Dancing Competition and Ritual Dance Showdown Competition in Masbate City and was proclaimed provincial champion and represented the province of Masbate to the Aliwan Festival in Manila in May of the same year.

With the resumption of all public events after the Covi-19 pandemic in 2021, the Local Government of Balud again initiated the resumption of the PANGUMAGAT FESTIVAL through the joint effort of the Municipal Tourism and Cultural Affairs Office (MTCAO) along with the thirty-two (32) Barangay Local Government Units (BLGUs) of Balud with Street Dancing Competition and Ritual Dance Showdown Competition as one of the highlight activities of the festival with eight (8) participating high school contingents this time:- Briccio A. Aninang National High School (supported by Barangays of Panguiranan, Salvacion, Mapitogo, Casamongan), Balud Municipal College (supported* by Barangays of Poblacion, Tonga, Villa Alvarez and Mapili), Balud National High School, (supported Barangays of llaya, Dao, Ubo and Guinbanwahan), Quinayangan National High School (supported by Barangays of Quinayangan-Tonga, Quinayanga Diotay, San Andres amd San Antonio) Pedro C. Sese Sr. Memorial High School (supported by Barangays of Pajo, Palani, Panubigan and Talisay), Immaculate Conception Academy (supported by Barangays of Baybay, Sampad, Janggan and Victory), Liberato P. Tacurda High School (supported by Barangays of Cantil, Calumpang, Jintotolo and Zapatos) and Salvador B. Arollado Memorial High School (supported by Barangays of Pulanduta, Mabuhay Bongcanaway and Danao).

in 2022, LGU-Balud initiated to institutionalize the "PANGUMAGAT FESTIVAL" as its municipal festival with inception of "one music, one beat" concept whereby a festival song entitled
"PANGUMAGAT" composed by Rev. Father Pablito S. Bendibel Jr. together with other local musicians was introduced and used as official music of the festival and for PANGUMAGAT FESTIVAL Street Dancing Competition and Ritual Dance Showdown Competition. During this year's competition, the championship trophy was taken home by Immaculate Conception Academy (ICA) as grand winner and represented the Municipality of Balud to the Inter-Regional Isla Ranch Festivals of Festivals held at San Pascal, Masbate and also took home the championship trophy in May of the same year.
