The Province of Pampanga joins this year's celebration of the International Youth Day with the theme "From Clicks to Progress Youth Digital Pathways for Sustainable Development" led by the Sangguniang Kabataan Provincial Federation - Pampanga Chapter, Provincial Social Welfare and Development Office and Pampanga Provincial Youth Development Council today, August 30, 2024 at the Dr. Ernesto T. Nicdao, Sports Center, DHVSU, Bacolor, Pampanga.
The Provincial Youth Congress 2024 started with the invocation and the singing of the Philippine National Anthem and Imno Ning Kapampangan by the Gintung Siwala Choir (DHVSU University Choir) followed by the messages from BM. John Carlo Cruz, PPSK, Dir. Myra V. Moral-Soriano, CESO V, the DILG Provincial Director, Ms. Rose Chell Anne C. Rojas from NYC ROII & III and Mr. Clorence John Y. Ferrer, the Designated PYDO.
After the Discussion on Digital Citizenship by Ms. Ofelia T. Borral from DICT Pampanga, was the SingKabiasa 2024, a quiz bee competition joined by 15 LGUs/groups composing of two (2) senior high school students. The Municipality of Masantol, Santa Ana and Santo Tomas bagged the first, second and third place, respectively.
Ms. Reeney Yusi, the Ayta Production and DMH Dance Troupe made the crowd roar during their intermission number performing the latest hits of this generation.
Moreover, the Top Five best entries of the Lente - Short Film Festival 2024 were played to showcase the creative minds and outputs of the Kayanakang Kampangan. The City of San Fernando won not only the hearts of the 'netizens' as they grab the special award "Most Reacted Video" and the first place, followed by the Municipality of Masantol as second place, and the Mabalacat City as third place winner.
The event was graced by the Acting PSWDO, Ms. Fe Y. Manarang, Ms. Armee Joyce Sumang and the DepEd - Pampanga Supervisors. This year's Provincial Youth Congress 2024 ended with the Awarding of Certificates and Trophies to participants and winners and the Distribution of Cash Assistance to the participants

IT’S A WRAP | PROVINCIAL YOUTH CONGRESS 2023 | DECEMBER 7, 2023

As part of the celebration of the International Youth Day 2023 with the theme
“Green Skills for Youth: Towards a Sustainable World”, the Provincial Government of Pampanga under the leadership of Gov. Dennis G. Pineda and Vice Gov. Lilia G. Pineda spearheaded the Provincial Youth Congress 2023 on December 07, 2023, at the Dr. Ernesto T. Nicdao Sports Center, DHVSU Main Campus, Bacolor, Pampanga.

The program started with an invocation and the singing of the Philippine National Anthem led by the DHVSU-Chorale which was followed by the welcoming remarks and the acknowledgment of the attendees and participants by the Program Head, Ms. Jill Q. Matienzo, in behalf of the
Acting PSWDO, Ms. Fe Y. Manarang.

During his speech, the Provincial SKF, President, BM John Carlo Cruz have given emphasis to the importance of the environment to us human beings. He also challenged the so-called ‘pag-asa ng bayan’ to help preserve and seek for ways on how to sustain our deteriorating natural resources.

The highlight of the said activity were the SineMakakalikasan 2023 : A Video Making Contest and the Ligligang Poesiya 2023 : A Spoken Word Poetry Contest which follows the theme “Kayanakan, Luguran at Lingapan ing Kalikasan para king Manawang Paintungulan” that aims to showcase the Kapampangan youth’s innate skills and talent in literary and digital arts. In addition, these endeavor intends to ensure that Kapampangan will not be a dying language and will still be spoken unto the years to come.

Before the announcement of the contest winners, the top 5 best entries for the SineMakakalikasan 2023 were played which gave chills and excitement to the audience and participants. The said contest let the eleven production team from the different city and municipalities of the province the chance to share their insights and interpretation to the theme, by using multimedia as a platform. Minalin got the 5th best entry, followed by Magalang in 4th, next is Mabalacat City as the 3rd placer, then Floridablanca as the second and lastly San Luis hailed as the champion.

Moreover, sixteen young spoken word poets competed for this year’s Ligligang Poesiya 2023. The competition aims to let the Kapampangan youth be advocates and warriors of change in preserving and conserving our environment. Sta Ana, City of San Fernando and San Luis bagged the 1st, 2nd and 3rd place, respectively.

The latter was graced by 1st District Board Member, Hon. Benjamin Jocson, 2nd District Board Members, Hon. Mylyn Pineda-Cayabyab and Hon. Fritzie David-Dizon, 4th District Board Members, Hon. Pol Balingit and Hon. Nelson Calara and PCL Board Member, Hon. Cherry Manalo. In addition, it was attended by 700 SK Chairpersons, LYDO’s and other youth of the province, which all received cash assistance from the provincial government.

LOOK| 31st NATIONAL CHILDREN’S MONTH 2023| NOVEMBER 6-14, 2023

In pursuant to Republic Act 10661 declaring November of every year as National Children’s Month which aims to give Filipino children the right to a healthy environment, good education, and healthcare. And investing in children is a major step in a third-world country like the Philippines, where most families struggle financially.

To heighten the awareness of duty bearers and the rights-holders on the arising issues pertaining to health and nutrition and child protection, the Provincial Government of Pampanga headed by Gov. Dennis “Delta” Pineda and Vice Gov. Lilia “Nanay” Pineda thru the Provincial Council for the Protection of Children held series of events in connection with the 31st National Children’s Month 2023 celebration.

With the theme: “Healthy, nourished, sheltered: Ensuring the right to life for all”, this year’s celebration underscores the survival rights of the children such as the access to healthy environment, good education and nutrition.

To start the month-long celebration, there was a kick-off ceremony held last
November 6, 2023 at the Capitol Grounds that was along with the weekly flag-raising activity of the provincial government. Mr. Mark Kevin Salonga from the Department of Interior and Local Government (DILG) – Pampanga conveyed a short message on the celebration, while Ms. Jamille Vitangcul of the Provincial Budget Office led the recitation of Panatang Makabata. Present to grace the said event were Board Members, Hon. Fritzie David-Dizon from 2nd district, Hon. Jun Canlas Jr. from 3rd district and Hon. Nelson Calara from 4th district, Acting PSWDO, Ms. Fe Manarang and other staff from the DILG – Pampanga.

Series of orientation/seminars were also held that underscores the survival rights of a child. First of which is the Orientation on Environmental Care : Its Impact to Physical Health and Nutrition held on November 7, 2023 attended by solo parents, Child Development Workers (CDWs), PWD focal persons, child representatives. This seminar is a collaboration between PSWDO and the PG-ENRO whom served as resource persons. Present at the latter were
Acting PSWDO, Ms. Fe Manarang, Ms. Elizabeth G. Estiller-Baybayan and the
PG-ENRO, Engr. Arthur Punsalan.

There was also a partnership with Philippine Legislators' Committee on Population and Development (PLCPD) and United Nations Children’s Fund (UNICEF) which spearheaded the Strengthening Child Protection Systems in the Philippines: An Advocacy Caravan in the Province of Pampanga held on November 9, 2023 at the Benigno Aquino Hall, Capitol Compound and the Capacity Building Activity for Young People on Policy Advocacy and Ordinance Workshop held from November 11-12, 2023 at the Azzuro Hotel by Sunshine Grandeur Corporation, Balibago, Angeles City, Pampanga.

While to re-learn the RA 9344 or the Juvenile Justice and Welfare Act, there was an Orientation on Children in Conflict with the Law (CICL) held last November 14, 2023.
This orientation also aims to inform the service providers in the process of handing CICL cases that they might encounter in the future.

LOOK | OCTOBER 26, 2023 | AWARDING OF CHILD DEVELOPMENT WORKERS PROVINCIAL SUBSIDY AND LAUNCHING OF DELTA LUNCHBOX FOR DAY CARE CHILDREN

To show the love and endless support of the Provincial Government of Pampanga headed by Gov. Dennis "Delta" Pineda to the ECCD workers and learners, the Awarding of the Child Development Workers Provincial Subsidy and the Launching of Delta Lunchbox for Day Care Children took place today, October 26, 2023.

The beneficiaries were the 693 hardworking Child Development Workers (CDWs) from the four (4) Congressional Districts of Pampanga who received checks amounting to Php 10, 000 each.

Aside from the awarding of the subsidy, there was also a Launching of Delta Lunchbox for Day Care Children which aims to provide hygienic lunchbox for the approximately 28,000 day care children of the province. This will also be the provincial government’s counterpart in the supplementary feeding program of every Local Government Units (LGUs).

The activity took place in four different venues for District 1 to 4, which were as follows: Mamatitang Covered Court, Mabalacat City for 1st District, Lubao Gymnasium, San Nicolas, Lubao, for 2nd District, SP Conference Room Ground Floor, Capitol Compound, Sto Niño, CSFP for 3rd District and DHVSU Apalit Covered Court, Sampaloc, Apalit for 4th District.

Present and led the awarding of the checks were Governor Dennis G. Pineda, District II Board Members, Hon. Mylyn Pineda-Cayabyab, Hon. Fritzie David-Dizon and Hon. Sajid Khan Eusoof, 4th District Board Members, Hon. Pol Balingit and Hon. Nelson Calara, PCL President, Hon. Cherry D. Manalo, Apalit Mayor, Hon. Oscar Tetangco, Jr., Lubao Vice Mayor, Hon. Jay B. Montemayor and the Acting Provincial Social Welfare and Development Officer, Ms. Fe Y. Manarang.

LOOK| FILIPINO ELDERLY WEEK CELEBRATION | OCTOBER 6, 2023
The Provincial Government of Pampanga thru the Provincial Social Welfare and Development Office joined the Filipino Elderly Week Celebration 2023 with the theme “Pamamie Puge Careng Maulagang Pamana da reng Macatuang Capampangan” held last October 6, 2023.

The celebration was divided into four programs for each of the congressional districts of Pampanga. All of the 525 senior citizen who attended the said activity received Php 2,000 cash assistance and food packs.

BM Cherry D. Manalo, and the MSWDO of Magalang joined the senior citizens on the celebration held at the Evacuation Center, San Isidro Resettlement, Magalang, Pampanga. This activity was joined by the 50 senior citizens from Mabalacat City and Magalang.

The Chairperson of the Senior Citizen Affairs,
BM Sajid Khan Eusoof personally greeted the 150 elderlies from the six municipalities of the second district. BM Fritzie David-Dizon and Vice Mayor Jay B. Montemayor of Lubao also attended in the activity held at the Lubao Gymnasium, San Nicolas, Lubao, Pampanga.

125 senior citizens from District III were joined by BM Sajid Khan Eusoof, and the PSWDO, Ms. Elizabeth G. Estiller-Baybayan on the celebration held at the
Benigno S. Aquino Hall. Moreover, elderlies from Arayat and Sta Ana showcased their talents during their intermission number.

200 elderlies from the municipalities in District IV attended the activity held at the DHVSU-Apalit Campus, which was graced by BM Nelson Calara, BM Gabby Mutuc and Coun. Malou Nabong.

During his speech, BM Eusoof commended the elderlies which he fondly called
“pwede pa” for their unwavering contribution to the community during their productive years. He also mentioned that the provincial government under the leadership of
Gov. Dennis G. Pineda and Vice Gov. Lilia G. Pineda will continue its aim of providing programs and services dedicated to the Capampangans from birth up to their latter years.

Also part of the program were the discussions about the DSWD Social Pension Program and PhilHealth E-Konsulta Program Benefits shared by representatives from the mentioned agencies. In addition, 263 senior citizens availed the free anti-flu vaccine provided by the Provincial Health Office.

Ang Pampanga Provincial Mental Health Wellness in Campuses Taskforce na binuo sa pamamagitan ng Executive Order No. 10-2023, ay binubuo ng mga kinatawan ng iba't ibang sangay ng gobyerno, tulad ng Pampanga Provincial Government (Pampanga PIO), Schools Division Office - Pampanga, Department of Health - Region III, Jose B. Lingad Memorial General Hospital, at PNP-PPO, na may layunin na bigyang solusyon at aksyon ang mga hamon na kinakaharap sa karapatang magkaroon ng malusog na kaisipan sa probinsiya ng Pampanga.

𝐋𝐎𝐎𝐊: Anti-Red Tape Authority (ARTA) Secretary Ernesto V. Perez, Undersecretary Gerald G. Divinagracia, and the ARTA technical team paid a courtesy visit to former President and Pampanga 2nd District Representative Gloria Macapagal Arroyo and Pampanga Vice Governor Lilia G. Pineda to discuss the province’s Ordinance No. 814 or the Needy Kapampangan Program and its other medical assistance programs on 12 July 2023.

ARTA and the Pampanga Provincial Government officials expressed willingness to explore areas of cooperation to identify best practices to assist local government units (LGUs) nationwide in streamlining their processes for healthcare and medical assistance.

The meeting was held in line with ARTA’s target to assist in improving the regulatory processes for delivering medical assistance in LGUs following the President’s directive to provide accessible healthcare services to Filipinos.

LOOK | MAY 31, 2023 | PROVINCIAL ASSEMBLY OF CHILD DEVELOPMENT WORKERS (CDWs) AND LAUNCHING & DISTRIBUTION OF AKLAT NI DELTA LEARNING WORKBOOK FOR DAY CARE CHILDREN

The Provincial Assembly of Child Development Workers (CDWs) with the theme, Child Development Workers: Katuwang ng Pamayanan sa Paghubog ng Batang Maka-Diyos, Makabayan, Makatao at Maka-Kalikasan was held last May 31, 2023 at the Bren Z Guiao Convention Center, City of San Fernando, Pampanga.

There were a total of 691 Child Development Workers (CDW’s) from District I, II, III and IV that were given checks amounting to Php 10,000.00 each, as their subsidy for the months of January to April. The increase in the said subsidy as mentioned by Gov. Dennis "Delta" Pineda during his speech last year took effect this year.

For the second part of the program, Hon. Mylyn Pineda-Cayabyab, the Chairperson of the Committee on Education led the Launching & Distribution of the Aklat ni Delta Learning Workbook to the LGU's.

Also present to grace the event were 2nd District Board Members, Hon. Fritzie David-Dizon and Hon. Sajid Khan Eusoof and the Liga ng mga Barangay President, Hon. Renato Mutuc, the Provincial Social Welfare and Development Officer (PSWDO), Ms. Elizabeth G. Estiller-Baybayan, and the Local Social Welfare and Development Officers (LSWDOs).

On the third and last part were the cheer dance competition, volleyball and the flag relay race. After a special number from the CDWs of the City of San Fernando was the awarding of the winners for each contest. District III bagged the first place while District IV, II and I received the consolation prizes for the cheer dance competition. The championship title was given to District II after surpassing the District IV in their volleyball match while District III and District I rank third and fourth respectively. For the third and last activity, which was the flag relay contest, District III snatched the first place.

LOOK| DSWD FO3 AND PGP SIGNED MEMORANDUM OF AGREEMENT TODAY| MAY 8, 2023

As a joint effort to strengthen the social services for the Kapampangans, a Memorandum of Agreement between the Department of Social Welfare and Development Field Office III and the Provincial Government of Pampanga was signed today, May 8, 2023, at the SP Session Hall.

The said memorandum recognizes the willingness to provide credit line for the DSWD by making its services available to qualified needy Kapampangans. Thus, the Provincial Government of Pampanga thru its 11 District Hospitals will shoulder hospitalization expenses, purchase of medicines and other medical treatment or procedures, which includes laboratory procedures such as CT scan, ECG, 2D echo, referral assistive medical devices and others.

To formally start the event, the Assistant PSWDO, Ms. Fe Y. Manarang, welcomed the participants and guests. While a representative from the DSWD FO3 shared a glimpse about the Assistance to Individuals in Crisis Situation program. Thereafter were the messages from Regional Director Jonathan V. Dirain, Vice Governor Lilia "Nanay" Pineda and Governor Dennis "Delta" Pineda.
