All the allegations that were raised in the paid advertisements are false and are plain and simple desperate effort to mislead and misinform the public for whatever reasons or personal agenda that they have.
First, it is under my watchโand based on the instruction of PBBM and Sec JJB-that system glitches in all LTO digital transactions were properly addressed through the consolidation and migration to the new IT provider that was contracted by the government.
With the hard work of our IT experts, 97 percent of all vehicle transactions are now being processed under the LTMS while the LTO is now 100 percent in driverโs license transactions.
We are heading towards a reliable digital infrastructure for all LTO transactions and we will not be distracted by these unfounded allegations.

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II has commended two transport groups in Metro Manila for their initiative to have the passenger jeepneys of their members be registered amid the implementation of the โNo Registration, No Travelโ policy.
Assec Mendoza explained that the cooperation of transport groups is essential in the success of the governmentโs efforts to register as many delinquent motor vehicles, both private and those being used for public transportation.
โOn behalf of our Department of Transportation Secretary Jaime J. Bautista and the LTO family, I extend my sincerest gratitude to the leadership of the KARTUJODA Transport Cooperative for its initiative to have the jeepneys under its group renew their registration,โ said Assec Mendoza in response to the letter of the groupโs chairman, Mr. Francisco Domanais.
The same appreciation was extended by Assec Mendoza to the leaders and members of the Dagat-Dagatan-Navotas Transport Cooperative for joining the same activity that happened at the terminal of the KARTIJODA Transport Cooperative in Karuhatan, Valenzuela City.
In the letter sent to Assec Mendoza, Mr. Domanais has requested the LTO for a one-day registration and inspection of passenger jeepneys, totaling to 49โ41 of the passenger jeepney belong to the Kartujoda Transport Cooperative while the rest are from Dagat Dagatan-Navotas Transport Cooperative.
In his letter to Assec Mendoza, Mr. Domanais explained that they took the initiative to ensure that our jeepney units comply with the regulations and standards set by the LTO.
In response, Assec Mendoza forwarded the letter to the office of LTO-National Capital Region Director Roque Verzoza III, who in turn, sent a team with equipment to the terminal of the transport cooperative.
The LTO team did not only facilitate the renewal of the registration but also conducted an inspection to check the road worthiness of the passenger jeepneys.
โMahalaga ang ginawang ito ng dalawang transport group dahil tayo ay naghahanda na sa malakwakan at agresibong operasyon ng โNo Registration, No Travelโ policy. Hinihikayat natin ang iba pang mga transport group na makipag-tulungan sa programang ito dahil ito din ay para sa kapakanan ng kanilang miyembro,โ said Assec Mendoza.
โThe LTO is ready to schedule a one-day registration and inspection for all their members in order to expedite the entire process which will also benefit their members dahil ang LTO na ang pupunta sa kanilang terminal at hindi na kailangang pumunta pa ang kani-kanilang miyembro sa aming mga opisina,โ he added.
Assec Mendoza earlier presided over a command conference with top officials of the LTO, along with representatives of other government agencies, to map out plans in carrying out the massive crackdown against motor vehicles with expired registration.

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II has committed to open more plantilla positions in the agency in the next two years in a bid to reward hard working and deserving personnel who have already spent years as contractual employees.
โAs early as now, we are planning to open more plantilla positions, positions that would be available for deserving, competent and efficient people who want to serve in the Land Transportation Office,โ said Mendoza in a speech during the LTO's Oath-Taking Ceremony of newly-appointed and promoted employees.
โThat is my vision, that is what I want to happen in the next two years,โ he added.
During the ceremony on Tuesday, Dec. 19, a total of 63 employees were either hired or promoted at the LTO Central Office in Quezon City. A total of 45 employees also filled up the vacant plantilla positions in the regional offices.
When he assumed the top LTO post in July this year, one of the first actions of Mendoza was to review the status of employment of all LTO personnel across the country, a move that led to his discovery that there are thousands of LTO personnel who remain contractual despite years of service in the agency.
Following consultations made with Department of Transportation Secretary Jaime Bautista, Mdndoza said they were able to secure the commitment of the Department of Budget and Management for opening of more plantilla positions in the LTO to address contractualization.
He said this is also aligned with President Ferdinand โBongbongโ Marcos, Jr. vision of taking care of the government workers under the Bagong Pilipinas Program.
โGusto natin na maging beneficiaries din ng job security ang napakaraming LTO personnel na nananatiling contractual employees sa napakahabang panahon. Ito ang ipinangako nating gagawin, ito na ang ating ginagawa ngayon,โ said Mendoza.

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II ordered on Wednesday, December 13, all Regional Directors and District Office heads to intensify the conduct of inspection of passenger utility buses in their respective terminals amid the influx of passengers for the Christmas season.
The order is in line with the instruction of Department of Transportation Secretary Jaime J. Bautista to ensure the safety of commuters, travelers and all road users in anticipation of an increase in the volume of vehicles for the Yuletide season.
Mendoza said the inspection is necessary to prevent fatal road accidents similar to what happened in Antique wherein several passengers died when the bus plunged into a ravine.
โI am expecting a regular conduct of inspection on all passenger buses leaving their respective bus terminals. We have to do this because what is at stake is the life and limb of the passengers who just want to reach their destination safely,โ said Mendoza.
Aside from bus inspection, Mendoza also directed all Regional Directors and District Office heads to ensure the mental and physical condition of the drivers amid cases in the past wherein accidents were caused by drivers falling asleep especially during a long trip.
Part of this measure is the conduct of surprise and mandatory drug tests.
Since Day one of his assumption as LTO chief, Mendoza led by example in the governmentโs road safety campaign by initiating bus terminal inspections.
He directed all LTO officials to do the same on a regular basisโand not only during long weekends and breaks when exodus of people is expected.
Mendoza said that since Christmas break is already being implemented in some schools, they expect more passengers to troop to bus terminals starting Friday, Dec. 15.
Mendoza earlier ordered all Regional Directors and District Office heads to start the preparations for road safety and assistance in time for the Christmas break.
