HIGHLIGHTS OF 2021: PROVINCIAL TRAINING ON BASIC SIGN LANGUAGE FOR DISTRICT 1
To address the prevailing issues and gaps identified as stigma between the abled and person with disability, the Provincial Council on Disability Affairs (PCDA) spearheaded by the PCDA Action Officer, Ms. Rosalinda O. Rapista, conducted a three-day Training on Basic Sign Language, a specialized training for PWD frontline service implementers held on August 18-20, 2021 at the Balay Silangan Reformation Center.
Said training involved series of activities and exercises taken into action, in order to maximize the time allotted for the basic elements of sign language as well as on studying how Persons with Disabilities respond to our culture, norms and traditions in their own unique form of communication. Hence, participants will not only learn, but will also understand the predicament of persons with disabilities, particularly those with a deaf-mute disability.
The first day began with a fun-filled self-introduction using the alphabet drawn in a sign language mode to effectively communicate on both the deaf and the mainstream, coupled with syllabication exercises which made the participants more active and livelier. However, the tasks became tougher for them each day as they elevate their level of understanding on the said training. Nevertheless, they were still able to adapt and adjust to the tasks that were assigned to them.
On the other hand, the last day of the training was quite nerve-wracking to all of them, since they will be dwelling on the evaluation phase. According to the resource speaker, Ms. Alma S. Mondragon, there had been a group of individuals who impressed her with their ability to learn quickly. On the contrary, the training facilitators noticed that there were some who needed to be improved. Nonetheless, they were pleased with the overall performance of the first batch of trainees.
Meanwhile, as part of the activity, the participants underwent a planning session after the training to be able to share their learning and teach more deaf-mute on a larger scale. The participants, on the flip side, were encouraged to provide feedback and recommendation as areas for improvement. This was being facilitated by Ms. Jucylen C. Lumangtad, the Disability Affairs Officer III of PCDA. Moreover, the outputs of the planning session were the Municipal Training on Sign Language, Annual Profiling of PWD, Hanging of tarpaulin on Basic Sign Language in various offices and Employment for Persons with Disability.
Conclusively, the training went smoothly, and it was all made possible because of the unwavering support of Hon. Edwin I. Jubahib, the honorable governor and Chairman of PCDA, of whom every person with disability is immensely grateful to. The three-day training for District 1 was a success and everyone was blown away by the knowledge they gained being the frontline service implementers.
Turn-Over Ceremony of Assistive Devices and Vitamins for PWD in celebration of the 43rd NDPR Week
Pursuant to Proclamation No. 361, declaring the third week of July as the National Disability Prevention and Rehabilitation (NDPR) Week, the Provincial Council on Disability Affairs (PCDA) together with the Provincial Health Office (PHO) and the Provincial Social Welfare and Development Office (PSWDO) spearheaded by Ms. Rosalinda O. Rapista, extended their wholehearted support to the Association of Davao del Norte Kapisanan ng may Kapansanan (DNK may K) and to the Persons with Disabilities (PWD) of the 11 Local Government Units through the active cooperation of Disability Affairs Officer III, Ms. Jucylen C. Lumangtad and its PWD Staff.
The aforementioned work hand in hand to make the event possible, to ensure the health and economic empowerment of persons with disabilities in these trying times. Allocating them 66 assistive devices comprising 12 walkers with rotator, 8 walkers with wheels, 24 walkers without wheels and 22 medical wheelchairs. Along with the 66 boxes of vitamins comprising 22 boxes of Ascorbic Acid, 22 boxes of Multi Vitamins and 22 boxes of Vitamin B Complex, which is timely and relevant to this year’s theme; “Kalusugan at Kaunlaran ng Pilipinong May Kapansanan, Isulong sa Gitna ng Pandemya” in light of propagating the plight of PWDs amidst the COVID-19 pandemic. Each local government unit has received 6 assistive devices and 6 boxes of vitamins for their PWD beneficiaries.
The honorable governor, Edwin I. Jubahib, being represented by the provincial administrator, Engr. Josie Jean R. Rabanoz, delivered her inspirational message to awaken the spirit of camaraderie, uplifting one another to become a hope for the wary and a light in the service of every PWD who’s in dire need of assistive devices and medical assistance. The recipients, on the other hand, express their gratitude towards the government for their words of endearment and undying support to the PWDs. Hence, the overflowing joy in their hearts and the contentment seen in their eyes manifests that they were truly delighted for the opportunity given to them.
