Two Ordinances Enacted Yesterday!

As a result of series of consultative committee and public hearings, two ordinances have been enacted by the 21st Sanggunian yesterday in their regular session.

These ordinances are still subject to the review of the higher Sanggunian but will already be effective upon the approval of the Municipal Mayor. The two ordinances were crafted and finalized by the Committee on Finance and Committee on Health respectively.

Below are the ordinances enacted geared towards the development of our community;

1. An Ordinance Granting Cash Incentives to Lebakeños Topnotchers of Board, BAR, and other National Licensure Examinations as well as to Lebakeño Medalists in National and International Sports, Skills, and Academic Competitions and Appropriating Fund Therefore.

2. An Ordinance Mandating the Mandatory Basic Immunization Services for Infants and Children in the Municipality of Lebak, Sultan Kudarat.

Meanwhile, below is the list of the local ordinances reviewed by the Sangguniang Panlalawigan and were declared as valid and consistent with law, to wit;

1. An Ordinance declaring October 3rd every year as Lebak Indigenous Peoples Thanksgiving Day pursuant to Proclamation Nos. 1906, S-2009 and 486, S-2003.

2. An Ordinance regulating the Use, Manufacture, Sale, and Distribution of Uniforms, Insignias, and other Accoutrements of Uniformed Law Enforcement Agencies in the Municipality of Lebak, Sultan Kudarat, and Prescribing for Violations, otherwise known as, “The PNP and other law enforcement agencies certificate for conformity ordinance”.

3. An Ordinance allowing the Lebak Ambulant Vendors Association (LAVA) to operate within the perimeter of the Lebak Public Market, and further establishing the Lebak Night Market.

📌Other legislations adopted by the Council;

1. Resolution condemning the atrocity of the rebel group in the murder of Mr. Danilo Englatera.

2. Resolution programming the Other Development Funds under the 20% Development Fund for CY 2024 to fund the priority PPAs of some SB Members.

3. Resolution authorizing the Municipal Mayor to donate a 540 sqm parcel of lot to Lebak MPS.

4. Resolution authorizing the Municipal Mayor to enter into MOA with the National Nutrition Council pertaining to the Tutok Kainan Dietary Supplementation Program covering forty (40) pregnant women and/or children 6-23 months old.

❗Highlights of the 95th Regular Session❗
July 23, 2024

‘Tara! Mag-Kapeonan ta!

Since its already August and Kapeonan season, an ordinance authorizing the temporary road closure and rerouting during the celebration of the 5th Kapeonan Festival was enacted by the Council. This is in response to the request of the festival committee to give way for the transient vendors who will start displaying this August 1 until August 18, 2024. The closure will also decrease traffic congestion along the major roads while various events are on-going.

The areas for road closure and its corresponding dates will be posted by the festival committee. The public, especially those having huge vehicles such as ten-wheeler trucks, are advised to be aware of the dates so they can schedule their deliveries/travels on a more convenient date.

The 5th Kapeonan Festival will have its opening salvo on August 14, 2024 and the closing ceremony will be on August 18, 2024. The series of activities and events shall be posted in the official page of this municipality.

📌Other salient legislation adopted by the Sanggunian in its regular session yesterday:

1. Resolution adopting the Legislative Agenda of the 21st Sangguniang Bayan of Lebak.

2. Resolution programming the Other Development Funds under the 20% Development Fund for CY 2024 to fund the priority programs, projects, and activities as identified by Hon. Blesilda D. Torreña, RN.

3. Resolution authorizing the conduct of a cockfighting activity in Barangay Bolebak in relation to their upcoming celebration of Patronal Fiesta.

📌Proposed Ordinances subject for 3rd and Final Reading on the next regular session:

1. An ordinance granting cash incentives to Lebakeños Topnotchers of Board, BAR, and other National Licensure Examinations as well as to Lebakeño medalists in National and International sports, skills, and academic competitions and appropriating funds therefore.

📌July 18, 2024

Hindi napigil ng malamig na umaga ang nagkakaisang mamamayan ng Lebak sa sama-samang paglilinis ng baybaying-dagat ng Barangay Tibpuan.

Nagsimula sa maiksing programang ginanap sa Lebak Community Fish Landing Center ng nasabing barangay at natapos sa paglilinis sa mahabang dalampasigan nito. Ang paglilinis ng bayabayin ay dinaluhan ng iba’t ibang sektor ng lipunan at ahensya ng pamahalaan.

Ang Coastal Clean Up Drive ay sa pangunguna ng Opisina ng Sangguniang Bayan ng Lebak upang tugunan ang nagpapatuloy na hamon ng kalikasan, lalo na’t inaasahan pa rin ang pagpapatuloy ng masamang panahon.

Ang paglilinis sa baybaying-dagat ay paglilinis din sa ating karagatan. Hindi lamang ito para mapaganda ang ating baybayin kundi para na rin mapangalagaan ang yamang-dagat laban sa pinsalang maidulot ng basura.

“Plant for today, build for tomorrow.”🌳

Bilang tugon sa hamon ng mabilis na pagbabago ng klima at panahon, pinangunahan ng Opisina ng Sangguniang Bayan ng Lebak ang pagtatanim ng iba’t ibang klase ng puno sa katabing-bahagi ng Paris Highland Resort, Barangay Basak, nitong munisipalidad, kanina July 17, 2024.

Ito rin ay dinaluhan ng mga personalidad mula sa iba’t ibang ahensya ng gobyerno, mga pribadong grupo, at mga mamamayan ng Barangay Basak. Ang malawak na bahagi ng Paris Highland Resort ay parte ng watershed na nagsisilbing pangunahing pinagkukunan ng inuming tubig ng nasabing barangay at ng mga karatig-lugar nito. Ito rin ay idineklarang protected watershed areas kung kaya’t marapat na panatilihin ang sigla ng kagubatan sa paligid nito at iwasan ang pagkakalbo nito, dulot ng walang pakundangang pagpuputol ng mga puno.

Ang inisyatibong ito ay hamon para sa lahat ng mamamayan ng Lebak na maging aktibo sa pagtatanim, pangangalaga, at rehabilitasyon ng ating kalikasan.

📌Bukas, July 18, 2024, ala-sais ng umaga, inaanyayahan din ang lahat na dumalo sa Coastal Clean Up Drive na gaganapin sa baybaying-dagat ng Barangay Tibpuan. Maaari lamang magdala ng sariling sako at iba pang kagamitang-panlinis.

July 9, 2024

Seven (7) Civil Society Organizations received their Certificate of Accreditation earlier today during the regular session of the 21st Sanggunian. The CSOs have undergone thorough scrutiny from the members of the Committee on Civil Society Organizations on the scheduled dates of its committee hearing in the previous months.

The accreditation is valid for 3 years which goes along with the term of the current local officials. The Council is encouraging all other associations and organizations to be accredited by the Sanggunian and to take part in the local governance.

Below is the list of accredited CSOs who have received their certificates earlier:

1. Resolution commending Alvin Camique for bringing pride and honor to Lebak, SK for winning the WBF International Super Flyweight Title.

2. Resolution commending Esneth Domingo for bringing pride and honor to Lebak, SK for winning the WBC Asia Flyweight Title.

3. Resolution commending Mark Vicelles for bringing pride and honor to Lebak, SK for winning his boxing fight during the “Kumbati 17” in Mandaue City.

4. Resolutions granting accreditation to various CSOs of this municipality.

5. Resolution declaring Resolution No. 56, S-2024 of Barangay Salang entitled: “A resolution integrating the issuance of Barangay Salangsang clearance in the permitting processes of Lebak, Sultan Kudarat”, as valid and operative in its entirety.

6. Resolution declaring Resolution No. 53, S-2024 embodying Ordinance No. 03, S-2024 of Barangay Salaman entitled: “An ordinance requiring all pregnant women to deliver in the health facility”, as valid with conditions to lower its penalty for violators based on the guidelines set forth by the Local Government Code of 1991.

7. Resolution declaring Ordinance No. 4, S-2024 of Barangay Villamonte entitled: “An ordinance updating the barangay revenue code of Barangay Villamonte, Lebak, Sultan Kudarat”, as valid and operative in its entirety.

8. Resolution declaring Resolution No. 46, S-2024 of embodying Ordinance No. 2, S-2024 of Barangay Poloy-Poloy entitled: “An ordinance implementing the curfew hour within the Area of Responsibility (AOR) of Barangay Poloy-Poloy, Lebak, Sultan Kudarat,” as valid with specific conditions based on existing national laws.

9. Resolution authorizing the Municipal Mayor to donate a parcel of land with a total area of 200 sqm located in Barangay Tibpuan to the Indigenous Political Structure to serve as IP bunk/transient house.

10. Resolutions authorizing the Municipal Mayor to enter into MOA w/ the Dept. of Agriculture-Regional Office XII and identified four (4) CSOs for the acquisition of various agricultural equipment such as fertilizer applicator, grass cutter, and mini chainsaw.

11. Resolution allowing the conduct of cockfighting activity in Barangay Bululawan in relation to their patronal fiesta.

May 21, 2024

• The 21st SB enacted an ordinance renaming Lagandang Elementary School to Ragandang Elementary School.

- This is to address the confusion from the other existing Lagandang Elementary School located in Isulan, Sultan Kudarat. Further, the renaming to Ragandang Elementary School will grant proper distinction to the school being named after the name of the Barangay where it is situated.

•Listed below are the other salient legislations adopted by the Sanggunian in its Regular Session earlier.

1. Resolution adopting the Citizen’s Charter 2021 (1st Edition) of this municipality.
2. Resolutions declaring the Annual Budget of Barangay Bolebak, Salaman, and Salangsang for CY 2024 as valid and operative in its entirety.

❗Highlights of the 82nd Regular Session❗
April 23, 2024

📌Three associations received their Certificates of Accreditation from this Sanggunian.

The three associations, namely Salaman OFWs and Dependents Association, Nuling OFWs and Dependents Association, and BBAWASA, Inc. have undergone a committee hearing conducted by the committee on CSO to thoroughly check and review their submitted documents.

The Sanggunian stressed the importance the inclusion of these CSOs in the Local Special Bodies as they are the partner arm of the government in the formulation and implementation of PPAs strategically aimed at improving the lives of its constituents.

📌The Council also welcomed the immersion students from Lebak National High School in Barangay Villamonte. The senior high students HUMMS strand have been rendering hours in some offices of this local government to observe the workplace.

This LGU has been accommodating immersion and OJT students from various schools and university as part of its usual support to the education sector. The activity aims to prepare and equip the students in their future work station.

2. Resolution allowing the allowing the tricycles and motorcycles to traverse along the outer lanes of the national highways as partial implementation of the DILG Memorandum No. 2023-195 in this municipality.

Listed below are the salient legislation adopted by the Sanggunian in its regular session earlier:

1. Resolution approving the inclusion of various PPAs in the Annual Investment Program for FY 2024 of the Municipality of Lebak, Province of Sultan Kudarat.

2. Resolution commending KABEL for winning 2nd place in the Varsity Division of the World Supremacy Battleground Mindanao Wide Competition and qualifying for WSB in Australia, representing the Municipality of Lebak, Sultan Kudarat.

3. Resolution authorizing the Municipal Mayor to enter into MOA with the National Food Authority, relative to the proposed implementation of Palay Marketing Assistance Program for Legislators and Local Government Units (PALLGU) to this municipality.

March 26, 2024

Below are the salient legislation adopted by the Council in today’s regular session:

1. Resolution authorizing the Municipal Mayor to enter into MOA with DOLE Region XII with regards to the implementation of DOLE Integrated Livelihood Program (DILP) in this municipality.

2. Resolution authorizing the Municipal Mayor to enter into MOA with the Overseas Workers Welfare Administration (OWWA) pertaining to the partnership with the municipal government in the promotion of welfare and well-being of Overseas Filipino Workers (OFW).

3. Resolutions granting accreditation to the following CSOs;
• Salaman OFW and Dependents Association
• Nuling OFWs and Dependents Association
• Basak Barangay Waterworks Sanitation, Inc.

4. Resolution adopting the Provincial Ordinance No. 103, 16th SP, Series of 2023, “Resolution regulating the installation and construction of poles and attachments on overhead lines which include Power, Telecommunications, and Cables along major thoroughfares and suburbs within the Province of Sultan Kudarat”.

5. Resolution programming the PhP200,000.00 for the construction of an extension of the multi-purpose building of de facto Barangay Datu Guiabar in Barangay Poloy-Poloy, this municipality, and favorably endorsing the release of funds for the purpose.

March 19, 2024

On yesterday’s regular session, local associations and cooperative received their Certificate of Accreditation granted by the 21st Sangguniang Bayan.

A Certificate of Accreditation is awarded to any requesting Civil Society Organization operating in this municipality. Each CSO has undergone a committee hearing where they were thoroughly reviewed and assessed by its members.

The Council is grateful for the accredited CSOs who are vital partners of this local government in the formulation of plans and its implementation for the development of the municipality. Likewise, the Council is strongly encouraging all associations, organizations, and cooperatives to legalize their operation through seeking accreditation from this Sanggunian. The accreditation is renewable every 3 years or every after change of terms of local officials.

Below are the other salient legislations acted upon by the Sanggunian:

1. Resolution urging the MSWDO and the Municipal Mayor to disregard the clustering scheme for the ease distribution of the Senior Citizen’s Social Pension for CY 2024.

2. Resolution expressing the Sangguniang Bayan’s stand on the review of the proposed Supplemental Budget No. 01, S-2024 of this municipality.

3. Resolution endorsing the resolution-request of PPATTABA IA to the Municipal Mayor, Hon. Frederick F. Celestial, to allow them to use one unit backhoe/loader for main canal, lateral desilting particularly in Taguisa and Tran sector, which were seriously damaged by the Tropical Stom Paeng.

4. Resolution allowing the conduct of cockfighting activities to barangays Purikay, Taguisa, and Poblacion 1.

The Sangguniang Bayan Office extends its heartfelt condolence and sympathy to the bereaved family of the late Hon. Jimmy B. Dumaguin, Sr.

Hon. Dumaguin was one of the deserving municipal councilors to have finished his three-year term, having served this municipality from June 2013-June 2022. After his term, he continued his legacy of public service as a Punong Barangay of Purikay until his last days.

To honor his life as a dedicated public servant, a resolution granting a posthumous award was adopted by the Council on February 20, 2024. This will be awarded during the Necrological Service on February 22, 2024, 3:00 in the afternoon at his residence in Brgy. Aurelio F. Freires, Sr.

Below are the salient legislation that the Council adopted in today’s regular session;

1. Resolution granting posthumous award to the late Hon. Jimmy B. Dumaguin, Sr., Former Sangguniang Bayan Member of the Municipality of Lebak, Sultan Kudarat.

2. Resolution allowing cockfighting activity in Barangay Pansud on March 11-13, 2024.

3. Resolutions approving the Annual Budget of the following barangays;
- Poblacion 1 (CY 2024)
- Barurao 1 (CY 2024)
- Christianuevo (CY 2024)
- Taguisa (CY 2024)
- Bululawan (CY 2024)
- Kinudalan (CY 2023)

4. Resolution reprogramming the amount of Php400,000.00 of Barangay Bululawan from the purchase of lot into the repair of farm to market Road.

5. Resolution declaring support for this municipality's Retooled Community Support Program (RCSP) implementation.

6. Resolution authorizing the Municipal Mayor, Hon. Frederick F. Celestial, to enter into MOA w/ Marcellin Foundation, Inc. relative to the partnership for the admission and rehabilitation of Children in Conflict with the Law (CICL) and Children at Risk (CAR) at Marcellin Foundation, Inc., General Santos City.

7. Resolution granting accreditation to Lebak Government Employees Multi-Purpose Cooperative as a legitimate CSO of this municipality.

These are also the proposed ordinances that are subject to the 3rd and Final Reading in the next Regular Session;

1. An ordinance abolishing the positions of Senior Environmental Management Specialist (SG 18) under the Office of the Municipal Environment and Resources Office.

2. An ordinance creating new plantilla positions for the different offices of the Municipal Government of Lebak, Sultan Kudarat, defining its duties and functions, and appropriating funds for the purpose.

❗Highlights of the 72nd Regular Session❗
February 6, 2024

Atty. Hilbert Hostallero, Acting Provincial Prosecutor (DOJ), graced today’s regular session to request for the establishment of their extension office in this municipality to cater its constituents and its nearby coastal municipalities such as Kalamansig and Palimbang.

He explained that the realization of an extension office could pave the way in bringing their services to the hardly reach far-flung areas in need of legal services. Further, he bared some vital programs implemented by the department, such as the witness protection program and the assistance given to victims of heinous crimes.

The Council referred this matter to the Committee on Zoning, which will conduct a hearing tomorrow, February 7, 2024, at 2:00 in the afternoon. The Committee will tackle possible office space that the provincial prosecutor’s office could utilize.

2. (1:30 pm) Letter from Hon. Frederick F. Celestial, Municipal Mayor, requesting support from the 21st SB through a passage of a resolution expressing support for the Retooled Community Support Program (RCSP) implementation.

3. (2:00 pm) An Ordinance Institutionalizing a Drug-Free Workplace in the Local Government Unit of Lebak and Providing Sanctions for Violation thereof.
