FOR DOMESTIC FLIGHTS: NO VACCINATION, NO FLY (new DEPARTMENT OF TRANSPORTATION Department Order No. 2022-001)
Effective January 17, 2022, airlines are only allowed to accept fully vaccinated passengers for carriage on our domestic flights to and from Manila.
This requirement was imposed by the Philippine Department of Transportation (DOTr) and is valid for as long as the Metro Manila area (National Capital Region – NCR) remains under Alert Level 3 or higher. The requirement applies to all domestic travel to and from NCR, including the travel of individuals who reside outside NCR but who work inside NCR.
Travelers are considered fully vaccinated if at least two weeks have elapsed after their second dose of a two-dose COVID vaccine, or two weeks after receiving a single-dose COVID vaccine. You are required to present physical or digital copies of a vaccine card issued by your local government unit (LGU), or a vaccine certification issued by the Department of Health (DOH), or any document prescribed by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Disease); as well as a valid government-issued identification card (ID) with your picture and address. However, PAL can accept unvaccinated individuals, including minors, who can present:
1. A duly signed medical certification with the doctor's name and contact details that states that their medical condition prevents full COVID-19 vaccination; or
2. Appropriate proof (e.g., barangay health pass) to support that their travel is to procure essential goods and services (e.g., medicine, medical devices, medical and dental necessities, public utilities, etc).
Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please be ready to present proof of the child’s age if requested.
We seek your kind understanding, as we are required to comply with government directives for the safety of all travelers and our communities. We reiterate that the new directives apply only on domestic flights to and from Manila; our other domestic flights do not fall under these restrictions.
If the new directive prevents you from traveling, and you purchased your ticket prior to January 17, 2022 and booked for travel on any date from January 17 to January 31, 2022, your ticket is safe and remains valid, and you may avail of the following options:
1. Convert your ticket to Travel Credits equivalent to the unused base fare of your ticket. Voucher validity is one year (1) year from date of issuance.
2. Rebook or Reroute your ticket to another flight with available space within 60 days from the original flight in the same cabin class.
3. Refund ticket without penalties, excluding Ticketing Service Charge.
No show fees will be collected if your confirmed reservation was not cancelled at least four hours before your booked flight departure time.

For such rebooking requests and transactions, we encourage you to use our MyPAL Request Hub rather than call our PAL customer hotline (which is presently unable to fully accommodate the very high volume of calls and requests). If you purchased your ticket through a travel agent, please deal directly with your agent.

Flexible Options for Passengers Affected by “No Vaccination, No Ride” Policy
As of 3:30PM, January 14, 2022
We will offer our passengers affected by the “No Vaccination, No Ride” flexible options as we comply with and support the government’s order to limit public transportation access to vaccinated individuals in the National Capital Region (NCR) while the area remains under Alert Level 3 or higher.
Starting January 17, Monday, all domestic airlines, operating scheduled or non-scheduled commercial services to and from NCR, are required to only provide air transportation services to and from NCR to fully vaccinated persons, unless exempted.

For this purpose, we will screen, validate, and board only passengers traveling into and out of the NCR who are fully vaccinated. A person is considered fully vaccinated after two weeks following the second dose in a two-dose series, such as the Moderna, Pfizer, and Sinovac vaccines; or two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.
To passengers who cannot travel given the government order, CEB offers flexible options (rebook or travel fund) until January 31. Those who wish to voluntarily postpone their travel plans may conveniently cancel up to two (2) hours before their scheduled time of departure and select their preferred option through the Manage Booking portal (http://bit.ly/CEBmanageflight) on the Cebu Pacific website.

Cebu Pacific (CEB) is aware of growing concerns from its passengers with the rise of COVID cases and with the Philippines’ Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) raising Metro Manila to Alert Level 3 Status until January 15, 2022. As such, CEB is informing its passengers that they have more flexible options for their peace of mind and convenience.
CEB guests who are travelling domestically from January 5 to 31, 2022 and who wish to postpone their flights may choose their preferred option (rebook or travel fund) up to two (2) hours before your scheduled time of departure through our Manage Booking portal: bit.ly/CEBmanageflight.
For everyJuan's safety and to continuously drive Contactless Flights, the CEB Terminal 3 Ticket Office will be closed until further notice. We encourage our passengers to safely manage all their bookings online.
CEB operates with 100% fully vaccinated active flying crew. Our pilots and cabin crew undergo regular antigen testing (Test Before Duty) before they are assigned to operate flights. CEB has also started its booster program to ensure the continued safety of its employees and passengers.

RT-PCR TEST REQUIRED FOR TRAVEL TO BORACAY & REST OF AKLAN PROVINCE
To our valued passengers:
Starting January 9, 2022, as mandated by the Aklan local government under Executive Order No. 001 Series of 2022:
• All travelers bound for Boracay and other areas in Aklan Province, regardless of vaccination status, will be required to present a negative RT-PCR test result taken within 72 hours before flight departure.
• All passengers bound for Boracay must land at Caticlan Airport. (Travel to Boracay via Kalibo Airport will no longer be allowed.)
