Hon. Allen Jesse Capuyan Mangaoang presided over the Committee on Natural Resources during its Committee Deliberation today March 14, 2023 on Various House Measures, included therein is House Bill No. 4119: entitled, An Act Establishing the Specific Forest limit of the Province of Kalinga.

We are very happy again that this summer, 18 Sitios in the City of Tabuk need not to worry about water shortage with the inauguration of their finished Waterworks System. These are in the Barangays of Lanna, Calanan, Bulanao Upper Plateau, Laya West, Ipil, Dilag, Bulo, Nambaran, and Agbannawag.
We prioritized the funding of water works system in areas outside of the coverage of Tabuk Water Utilities (TUWU)as they could not benefit from its services.
For the past two years, we have been aggressive in our Fund Sourcing Initiatives to bring home funds for Potable Drinking Water as we observed the significant shortage of potable drinking water in our barangays, villages and even in our School Campuses every summer time. We hope the organized Waterworks Associations will sustain the operationalization of these waterworks system.
We extend our Congratulations to Kalinga State University for the Inauguration of the Kalinga Heritage Center and Edu-Tourism center, their University Campus Radio, their Hi-Tech engineering Building, and HRM Building. The realization of these will be of big help for our students. We also thank CHED Chairperson Popoy"Alingag" de Vera for gracing the event. Doc. Carol represented me in this momentous event as I attended the Foundation Day of my hometown Balbalan. We shall continue to help KSU improve it's facilities as our children will greatly benefit from them. God Bless Kalinga!

Allen Jesse Mangaoang @ the House of Representatives, Quezon City, headed by the University President Jose Alexander C. Abella (a look alike of former B.M. Em Orodio), Vice Pres. for administration Ronel V. Sudaria, Atty. Violeto D. Ayuban, & Atty. Hazel C. Sicnawa. Atty. Sicnawa is the wife of sir Adolfo Sicnawa of Taloctoc, Tanudan.
Cong. Sonny delivering his prefatory statement on House Bill 2741, An act Creating the Chico River Basin Authority, during its deliberation before the committee on Gov't Enterprises & Privatization, House of Representatives. The bill was approved by the committee.
On Feb. 17, 2023 this representation presided over a public hearing between ICC/IP's & CMU. The Talaanding Manobo Cultural Community in the Prov. of Bukidnon has endured a longstanding conflict w/ Central Mindanao University over their ancestral domain (Cert. of Ancestral Domain Title # 251). This conflict revolves around issues such as misuse of property & violations of the community therein w/c continue to interrupt their daily livelihood thus the conduct of hearing & occular inspection.
After the public hearing it immediately followed by a round discussion, Re; Manobo-Pulangiyon ICC/IP's of Quezon, Bukidnon petitioned the Committee to investigate the alleged unlawful possession of their ancestral domain by Kianteg Dev't. Corporation @ House Maliba.

Congratulations to all Committee members School administrators, Elders, and our Students for the Successful conduct of the First ever Kalinga Student Bodong Summit. In our Statement of Purpose message, we emphasize the great role our young people play in the continuing work for Peace most especially when they understand the peace mechanisms structured in our Bodong System. During his Welcome Message, KSU President, Dr. Eduardo Bagtang moved for the Institutionalization of the Kalinga Student Bodong Summit to be held every February 8 of every year. We seconded that proposal and we hope our IPMR to the Provincial Board, Hon. Michael Suguiyao will take the cudgels of introducing this measure in the Sangguniang Panlalawigan. Congratulations again and thank you for your active participation.

The Upper Kalinga District Engineering Office will soon have it's permanent office at Cagaluan Pasil after the groundbreaking ceremonies were held to start its construction. The Upper Kalinga District Engineering District Office was created through a Bill filed by the late Congressman Manuel S. Agyao to bring the services of DPWH nearer to the Municipalities of Tinglayan Lubuagan, Pasil, Balbalan , 4 hinterland municipalities it shall be serving. UKDEO is under the able leadership of its OIC District Engineer Teodoro Owek.

Now we feel the struggles of our teachers especially kindergarten and Grade 1 teachers. I experienced these personally when we did a reading session with pupils of Ipil Integrated School to support the Reading Program of Tabuk City Schools Division. Congratulations to Dep-Ed Tabuk for conceptualizing a trailblazing initiative to improve the performance of our Pupils on the Reading Competency. Indeed one needs an extra ounce of Tender Loving Care to be an effective and effecient Teacher.
We are very glad that our province is eyed as one of the pilot areas for the revitalization of the Silk Industry. Come January 27, we are privelleged to have been chosen as one of the speakers for the National Silk Summit. There is money in the silk Industry and we hope our people will benefit from the economic windfall of the project being piloted at the Kalinga State University, Rizal Campus and we hope to see our province metamorphose into a silk production hub in Luzon.
Our first project inauguration for 2023 is the Dao-angan Bridge. This bridge is located at Dao-angan Balbalan and its construction is very important as it is an alternative route in case of road closure on the Pasil area of the Kalinga- Abra road.
Let us continue to Build Bridges, literally and figuratively, as bridges are very important in our life.

A day with the Officers and Staff of one of Northern Luzon's billionaire Cooperative, our Tabuk Multi-purpose Cooperative (TAMPCO). Earlier in their Christmas Program, they have Conducted Gift Giving to patients in hospitals and planted 540 pine tree seedlings in Callagadao to put into action their chosen theme of "Sharing the Love and Joy of Christ". Itay lng nabiit, nainaugurate tayo ti innem nga academic Building ken Maysa nga Computer Laboratory Building ditoy City Schools Division of Tabuk.
These buildings are located at Tuga National High School, New Tanglag National High School, and the Tabuk City National High School. With the completion of these Buildings, we are modestly addressing the perennial problem of the Shortage of School Buildings in our two Schools Division. Thank you very much to our partners in Development the DPWH and Dep-Ed.

We have had a Full schedule today inaugurating and turning over 7 more Solar Powered Waterworks System in Rizal.
These are the waterworks system of Barangays San Francisco, Kinama, San Pedro, Two in Barangay Bulbul, and two in Babalag East.
It so inspiring meeting people full of gratitude for what they claim as a special Christmas gift to them.

CLGU Tabuk is one among few component cities in the whole Philippines to be awarded the Seal of Good Local Governance Award this year. Being awarded such is a manifestation of effeciency and excellence in delivering your mandates.
I emphasized in my message that Jesus the King came on Christmas to serve us and we should award him an SGLG award because he has delivered to us a SINCERE, GRACIOUS, LOVING GOVERNANCE (SGLG).
I also reiterated that central to our celebration should be the acts of giving ang forgiving and I experienced it firsthand in your Christmas Party with a very forgiving and welcoming Hug from Dr. Henny Bagayao with whom I have had misunderstandings about policies during the lock down.

Congratulations to the beneficiaries of our Waterworks System project in the Municipality of Rizal. Last Saturday we inaugurated 6 Solar powered waterworks system in the Municipality of Rizal. We have ventured in massive fund sourcing initiatives for waterworks system as we acknowledge the dire necessity of potable water in every household. As we turned over these projects to the beneficiaries, I emphasized to them the importance of organizing a waterworks association to oversee it's management to sustain it's operation. Thank you to DPWH-LKDEO for supervising the quality implementation of this projects.
As our contribution to the attainment of Tongrayan umunnu-unnoy, we turned over today the newly constructed Purag Chartoy foot bridge at Bangad, Tinglayan. The foot bridge is now Tinglayan's longest Foot Bridge with a total length of 132meters. It was funded from our Office's Fund sourcing initiative.
Congratulations to LGU Tinglayan headed by Mayor Sacrament Gumilab and to Upper Kalinga District Engineeribg Office headed by Engr. Teddy Owek for a job well done. Thank you Fr. Teodoro Pic-it for gracing the ceremony. God bless us all.
