Sa patuloy na pagsubaybay ng Climate Change Commission, ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), itinaas na sa super typhoon category ang Bagyong Carina (International name: Gaemi). Idineklara na rin ang State of Calamity sa Metro Manila bunsod ng nararanasang malakas na pag-ulan.
Ang Bagyong Carina ay may lakas ng hangin na umaabot sa 185 km/h at bugso na umaabot sa 230 km/h, at gumagalaw patungong hilagang-kanluran sa bilis na 20 km/h. Nananatili sa loob ng Philippine Area of Responsibility (PAR) ang Bagyong Carina na may layong 380 kilometro hilaga ng Itbayat, Batanes, at inaasahang lalabas sa PAR bukas, ika-25 ng Hulyo 2024, ng umaga.
Pinalalala rin ng Bagyong Carina ang hanging habagat na nagdadala ng malalakas na pag-ulan na kasalukuyang nararanasan sa Batanes, Babuyan Islands, Region I (Ilocos Region), Cordillera Administrative Region, Nueva Vizcaya, Quirino, silangang bahagi ng Isabela, Region III (Central Luzon), Metro Manila, Region IV-A (CALABARZON), Region IV-B (MIMAROPA), Region V (Bicol Region), Region VI (Western Visayas), Negros Occidental, at Northern Samar.
Ayon sa PAGASA, ang Bagyong Carina at hanging habagat ay nagbuhos ng 207 milimetro ng ulan sa loob ng anim na oras na nagdulot ng malawakang pagbaha sa ibaโt-ibang lugar. Patuloy itong magdudulot ng katamtaman hanggang malakas na buhos ng ulan na maaaring tumagal hanggang Biyernes.
Suspendido ang pasok sa lahat ng antas ng paaralan sa National Capital Region, Region III, at Region IV-A, maging ang pasok sa mga tanggapan ng gobyerno at pribadong sektor bukas, ika-25 ng Hulyo 2024.
Ang mga manlalayag na mga maliit na sasakyang pandagat ay inaabisuhang mag-ingat sa banta ng malalakas na hangin at alon dulot ng at hanging habagat, partikular sa hilaga, kanluran, silangan, at katimugang bahagi ng karagatan ng Luzon.
Pinapaalalahanan ang publiko, lalo ang mga komunidad na exposed sa ibaโt- ibang mga panganib, na maging mapagmatyag at alerto sa mga posibleng panganib na dala ng masamang panahon. The Climate Change Commission (CCC) lauded the actions outlined by President Ferdinand R. Marcos Jr. during his third State of the Nation Address (SONA), delivered yesterday.
President Marcos highlighted the pressing need for enhanced climate action and underscored the Philippines' proactive stance in advocating for climate responsibility and justice on a global scale.
"As we can see in all the world, weather events are, as have been predicted, getting more extreme, such as torrential rains that instantly shift to scorching heat waves or vice versa," he stated.
"Our country's geographical location makes us highly vulnerable to the adverse effects of climate change. Precisely because of our inherent vulnerability, we are proactive advocates for heightened climate responsibility and justice on the global stage."
President Marcos announced a significant achievement for the country on the global climate arena: securing a seat on the Loss and Damage Fund (LDF) Board and being selected as host country to that fund.
The LDF is an international financial mechanism designed to provide support to climate-vulnerable countries in their recovery efforts from climate change-related economic and non-economic loss and damage. The support is provided in the form of grants and concessional financing, which can be accessed by eligible countries.
"This welcome development shall complement all our other climate adaptation and mitigation measures and give us a strong voice to access the needed financial assistance for climate-related initiatives and impacts," the President added.
The LDF Board is responsible for establishing the Fund's direction, managing its operations, and developing its work program. It consists of 26 members representing parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, which includes the Philippines, 12 developed, and 13 other developing countries.
The CCC welcomed the President's actions to enhance the countryโs climate adaptation and mitigation strategies.
โThe CCC will ensure that the Philippines will remain at the forefront of global climate action. The President's support for climate-related initiatives is crucial to ensure a sustainable future for the Philippines and the rest of the world,โ said CCC Vice Chairperson and Executive Director Robert EA Borje.
The CCC expresses its full support for the Presidentโs climate agenda and is dedicated to work closely with government agencies, local government units, civil society organizations, and the private sector to implement the strategies outlined in the SONA.

Climate change poses a significant threat to global peace and development, and young people are at the forefront of experiencing its consequences.
Young Filipinos must be equipped with the skills to understand the science behind climate change and develop strong analytical and problem-solving skills for informed decision-making and effective advocacy. They can foster creativity in areas including renewable energy, resource efficiency, and climate-resilient infrastructure.
The CCC is committed to collaborate with educational institutions and community organizations to integrate climate change education and green skills development into both formal curriculums and informal training programs, support youth-led initiatives focused on climate action and sustainable development, and provide capacity-building programs to empower young Filipinos with the necessary skills to become leaders in climate action.
In 2014, the United Nations General Assembly declared 15 July as World Youth Skills Day to celebrate the strategic importance of equipping young people with skills for employment, decent work, and entrepreneurship. The theme for this year, "Youth Skills for Peace and Development," underscores the crucial role young people play in peacebuilding and conflict resolution.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), UN Women, and Philippine national government agencies will convene for a national consultation on the "Harnessing the Power of Data to Inform a Gender-Climate Change Nexus" project on July 16-17, 2024.
The event will bring together key partners to discuss the current state of data governance and identify remaining gaps before commencing data reprocessing work under the project.
The Philippines will be represented by the Climate Change Commission, the Department of Environment and Natural Resources (DENR), the Philippine Statistics Authority, the Philippine Commission on Women, and other key agencies and civil society organizations engaged in climate-related work.
Discussion will focus on the critical intersection of gender and climate change, and its relation to equitable social, economic, and environmental outcomes. Participants will explore these gender dimensions within the context of climate-related concerns, policies, and programs.
The consultation is part of the support provided by ESCAP and UN Women to the government of the Philippines in producing and using selected priority statistics and indicators to inform gender- and climate-change related policies.

The Climate Change Commission (CCC) welcomes the Philippinesโ selection as host of the Loss and Damage Fund (LDF) Board.
The unanimous decision by the LDF Board affirms the Philippinesโ leadership โ under President Ferdinand Marcos Jr. โ in transformative climate action and demonstrates stakeholder confidence in the countryโs commitment to constructively contribute towards global efforts to address climate change.
As a nation that constantly faces climate-related disasters, the Philippines has championed and advocated the urgent establishment of robust mechanisms to prevent and reduce losses and damages.
The LDF is a vital step in mobilizing the much-needed support for nations most at risk to climate change to further bolster capacities to recover, rebuild, and transform better.
The selection of the Philippines as host of the LDF Board is part of an integrated and comprehensive process required for an effective and efficient global finance mechanism to address climate losses and damages.
Under President Marcosโ leadership and guidance, the CCC will continue to advance core Philippine interests in climate adaptation and mitigation in all relevant fora, mindful that the Philippines is a responsible member of the international community.
Population dynamics directly affect the rate of consumption and degradation done to our environment. As population rises, the demand for energy, transport, food, and land space also increases thereby increasing our carbon emissions. This is a harsh reality that the whole world needs to face. By recognizing these intertwining relations, we can spark meaningful dialogues to explore potential ways to achieve the much needed balance between population growth and environmental sustainability, ultimately contributing to our climate change adaptation and mitigation efforts.

Currently, up to 40% of the world's land is degraded.
Desertification refers to the degradation of land resulting primarily from climatic variations and human activities. Drought, on the other hand, is a natural phenomenon characterized by a prolonged period of abnormally low rainfall that leads to a shortage of water.
With climate change, desertification and droughts are expected to intensify. This loss affects ecosystems' ability to function and provide essential services.
On the World Day to Combat Desertification and Drought, the CCC urges the public to take concerted action in land restoration and water management to build resilience against these threats. Participate in local land restoration projects, advocate for sustainable land use policies, and educate others about the importance of combating desertification and drought.
Officially declared by the United Nations General Assembly in 1994 (A/RES/49/115), the World Day to Combat Desertification and Drought, marked annually on 17 June, aims to promote public awareness on the issues linked to desertification, land degradation, and drought, and to showcase human-led solutions to prevent desertification and reverse intensifying droughts.
