“SUMMARY IATF MEETING

Recommendations:
1. NCR, Bulacan, Rizal, Cavite and Laguna shall be placed under ECQ immediately until April 4, 2021.

2. Previous ECQ guidelines as provided in the Omnibus Guidelines to be followed subject to the review, recommendations and amendments of the IATF TWG as may be necessary.

3. Public transportation shall be allowed at such capacity and guidelines to be issued by the DOTR.

4. Constructions projects shall be allowed subject to the guidelines to be issued by the DPWH.

5. NTF, NGAs, LGUs to implement PDITR (Prevent, Detect, Isolate, Treat, Reassess) actions.

6. Municipality/city scale lockdown in other areas (CAR, rest of CALABARZON (Quezon+Batangas), Region 3, especially Zambales). The following measures may be implemented:
a. Scope of lockdown may be extended to whole municipality and city,
b. Limit inter-zonal mobility, especially into and out of high-transmission areas;
c. Limit non-essential travels within the lockdowns;
d. Regional IATF/Task Forces should actively monitor and identify and address gaps in PDITR implementation;
e. Regional DOLE and DTI to inspect workplaces and establishments and provide IATF with their findings and action plans; and
f. Fast track vaccination of priority groups.

7. Implementation of simultaneous vaccination of A1 (frontline health workers) to succeeding priority groups up to A2 (senior citizens) and A3 (with co-morbidities) as quick substitution list. Simultaneous vaccination of succeeding priority groups especially when supplies from multipartite agreements come is adopted.

8. Use of rapid antigen test following DOH guidelines; Procurement of antigen kits with Emergency Use Listing (EUL) from WHO as approved by the FDA and RITM; Funds shall not be sourced from DOH;

9. LGU scorecards with clear targets to be set for guidance of LGus and monitoring by DILG

Other matters
1. DBM to submit sources of funding for the subsidy; NEDA to set target recipients and amount of subsidy based on the sources of funding determined by DBM

2. DSWD recommends to release the subsidy directly to the LGUs”
