A BRIEF HISTORY OF BULSU-MENESES CAMPUS

The Bulacan State University came into being as an intermediate school known as Bulacan Trade School. It initially offered courses specializing in woodworking, furniture and cabinet making. In 1953, through Republic Act No. 908, the Bulacan Trade School offered additional shop courses such as drafting, automotive, and radio mechanics. Four years after, ano

ther bill was enacted into law, the Republic Act No. 1800 authored by then Representative Florante Roque. This law converted the school to Bulacan National School of Arts and Trade. By virtue of a legislation in 1960, the school was renamed as the Bulacan School of Arts and Trades (BSAT) , with Mr. Santiago Roxas as its first superintendent. In 1965, Republic Act No. 4470 authored by the late Congressman Teodulo Natividad was signed into law converting BSAT into a state college, known as Bulacan College of Arts and Trades with Mr. Deogracias Flores as acting president. Under the law, being a state college, BCAT was mandated by the government to provide higher professional instruction and training in the field of science and technology. The new state college, BCAT introduced four presidents. Carpio (1967-1973), Dr. Antonio T. Federizo (1974-1977), Mr. Ernesto C. Valencia (1978-1983), and Dr. Rosario P. Pimentel (1983-2007). Finally, on December 30, 1993, BCAT obtained its university status through Republic Act No. 7665. This act was enacted through House Bill No. 564, principally authored by the late Congressman Teodulo Natividad and co-authored by Congressman Pedro Pancho, Ricardo Silverio and Angelito Sarmiento. The then College President became the first University President. In December 2000, an extension class of engineering under the flagship of the College of Arts and Sciences (CAS) was approved in Bulakan, Bulacan through the concerted efforts of late Mayor Anacleto R. Meneses and the late President Rosario P. Pimentel. Temporarily housed at Doña Candelaria Meneses Duque National High School, it initially opened four sections of General Engineering in June 2001 under the supervision of the then Executive Vice President Dr. Mariano C. De Jesus with Mrs. Lualhati Samonte as faculty head. The satellite stayed in Bambang for four years, then on April 2005, it transferred to its permanent site at Triple Junction Subdivision , Matungao, Bulakan, Bulacan. The Campus was named after the late Mayor Anacleto Meneses being the main man who made the establishment of the school possible. Ms. Rosario M. Poniado was the first Campus Director until 2007. In 2006, the first batch of Education graduates was produced by the campus with about 40 students completing BSED major in Math and Filipino. In the following year, a new School Director was introduced, Dr. Ladislao D. Marcelo who served the post for three (3) years. In his term, he initiated the offering of additional programs as Bachelor in Industrial Technology majors in Computer Technology and Food Technology, Bachelor of Science in Information Technology (BSIT) and Bachelor of Science in Hotel and Restaurant Management. Since, he expected growth of enrolment in Information Technology, he had another computer laboratory constructed in addition to the first computer lab. Likewise, it was during his term that the title of a Campus Director was transposed to Campus Administrator making him its first. Dr. Marcelo’s leadership lasted for three year and he was relieved by a new Campus Administrator Dr. Remigio R. Musca in October 2010. His term proved to the community that the Campus had a greater potential as an educational institution when he programmed additional courses to offer. The offering Bachelor of Science in Business

Administration (BSBA), Bachelor of Science in Hospitality Management , Bachelor in Technical Teacher Education (BTTE) and the migrated course in Associate in Computer Technology (ACT) leading to BSIT / BIT were his initial accomplishments. In a span of two years under his term, Meneses Campus exhibited remarkable progress in terms of infrastructures. Through his initiative, additional structures budded inside the campus such as the library, the clinic, the offices of guidance, extension service , and student government. All of these were completed through the support of Parent, Teachers and Community Association (PTCA), CIVAC Party List and the Student Government. The enrolment rate manifested significant increase every year in his term. Thus, the need to prepare the Campus for the said growth is inevitable. The administrator spearheaded more infrastructure projects for this campus. In 2014, all of them materialized. Two major infrastructures took place, the new Administration Office and an additional Food Laboratory which shall cater to the growing students of HM ,BTTE and Food Technology were constructed. More construction came in the middle of 2014, the Campus had its own multi-purpose covered court built through the benevolence of Board Member Michael Fermin and the “Moog” which symbolizes a united Meneses Campus students was made possible by the NSTP students enrolled during that year. In the same year, Ms. Denia M. Clacio, Associate Professor IV, one of the pillars of the Campus earned the position of Assistant Dean, the first in the Campus. The school through its Extension Service Office spread socio-civic consciousness. Series of seminars and trainings relative to community and livelihood development were conducted in all of the Barangays of the town. Basic training on Solid Waste Management was among the primary projects spearheaded by the ESO of Meneses. Similarly, working collaboratively with the PTCA led to accomplishment of various projects of the Campus. Installation of AC units and tiling of the Audio-Visual Room, ceiling repair and floor tiling of the library, wall plastering of the back walls of the Extension Office and the library were among the prime activities. At present, Meneses Campus continues to offer seven programs: BSED, BEED, BTTE, BIT, BSIT/ACT, BSGE, BHRM/BHM and BSBA totalling to 2,065 students. Each program is headed by an Area Chairman. In response to the challenging roles and relevant tasks of our educational system, our full-time campus administrator, seven regular/permanent faculty members, more than 50 full time-part time instructors, more than 20 part time instructors, two adjunct faculty members, three guest lecturers, a campus secretary, one campus nurse, one librarian, one test technician and three utility workers work steadfastly to achieve their goals of making the Campus a real haven for students ergo, producing smart intellectuals. Today, BulSU-Meneses Campus which name is etched in the heart of every Bulakenyo and the rest of Bulacan, is growing bigger and stronger, standing firm in its commitment to pursue excellence in tertiary education to produce globally competitive graduates.

The whole BulSU Community congratulates the BulSUans who have successfully passed the March 2024 Licensure Exam for Professional Teachers!

This achievement showcases our commitment to providing quality education and producing exceptional Professional Teachers for the Elementary Level which registered a 76.47% passing rate for the First Time Takers and an Institutional Rating for the Meneses Campus with 64.52%, surpassing the overall national passing rate of 46.67%. Our commitment to excellence extends to our Professional Teachers for Secondary Level, with Meneses Campus achieving a 78.95% passing rate for First Time Takers and an Institutional Rating of 67.07%, outperforming the national passing rate of 58.78%.

May 20, 2024 | BulSU Meneses – University President Dr. Teody C. San Andres and DICT-R3 Regional Director Engr. Antonio Edward Padre solidified the partnership between BulSU and DICT through the signing of a Memorandum of Agreement (MOA).

The MOA focuses on implementing the Tech4Ed project at BulSU Meneses Campus, part of DICT’s ICT Literacy and Competency Development Bureau (ILCDBu). This initiative aims to provide community access points for bridging digital education and training opportunities, closing the digital and educational divide in the community. The Tech4Ed Center at BulSU Meneses Campus will offer ICT-enabled services for wider access by fellow Bulakenyos.

Joining the event were representatives of the Cundangan family, led by their matriarch Ms. Ellen Cundangan, signing the Deed of Donation for a 1,400 sqm land donation, facilitating the campus' expansion.

Present in attendance included BulSU Officials VPREI Dr. Keno C. Piad, Chancellor for External Campuses Dr. Ciriaco M. Garcia, and Meneses Campus Dean Dr. Marita R. Parobrob.

BulSU Pink Eagles Soar to Victory at BUCAA!

Bulacan University and Collegiate Athletic Association (BUCAA) witnessed a historic win for the BulSU Pink Eagles on April 15, 2024, at the Baliwag Star Arena. The university's cheerleading squad dominated the competition, clinching the 1st Runner-up Meneses Cheer Dance Group title.

Adding to the celebration, Miss Charmaine Cruz was crowned Miss BUCAA, further highlighting BulSU's strong showing in the inaugural event.

The competition marked a significant moment for Bulacan's athletic scene, bringing together universities and colleges from across the province. With the Pink Eagles' victory and Miss Cruz's achievement, BulSU sets the bar high for future BUCAA competitions.
