โ€œYour degrees are added titles that serve as a challenge for you to up the ante- to do more, do greater things, initiate change, inspire more people, and elevate your standard of helping,โ€ Department of Budget Management (DBM) Secretary Amenah "Mina" Flaminiano Pangandaman told the Class of 2024 Graduate School graduates during the 45th Commencement Exercises of the University of Southeastern Philippines (USeP)- Obrero Campus on June 28, 2024 at the University Gymnasium and Cultural Center (UGCC).

This yearโ€™s commencement exercises honor 237 graduates from the Juris Doctor program and Advanced Studies who according to the University President, Dr. Bonifacio G. Gabales, have been honed to help in the realization of the Universityโ€™s vision of transforming lives and communities. โ€œThe world needs leaders who think globally and act locally- who can drive sustainable development while ensuring that growth is inclusive,โ€ Dr. Gabales said.

In his message, Dr. Gabales reminded the graduates that they are the product of a reputable institution- as USeP has recently been conferred with the Philippine Quality Award Level 3- Recognition for Mastery in Quality Management by the Office of the President of the Philippines-which demonstrates the commitment of the University to quality and excellence.

Dr. Gabales also emphasized the importance of justice while pursuing growth and meaningful transformations. โ€œIt is impossible and empty if thereโ€™s no justice in our action. Where there is no justice, there is no sustainability- there is no inclusivity. And as you move forward and continue to seize opportunities, consider how you can apply what you have learned to address the pressing issues of our time; whether it is through innovative technologies, entrepreneurship, or community engagement,โ€ he said.

Moreover, serving as the Commencement Speaker, DBM Secretary Pangandaman pressed on the significance of determining oneโ€™s advocacy in pursuing works that can help transform lives and communities. โ€œWhat advocacy will you commit to pursuing to transform the lives of the people around you and your communities?โ€ she asked the graduates.

As the DBM Secretary dived into and related to the inspiring stories of struggles and successes of selected graduates- from a story of a working mom to a person whose ailment canโ€™t hinder their quest for success, she exemplified the University- for its core values and guidance to its community. โ€œSuccess is not sweet without investing time, dedication, and sacrifice. Your achievements stood out as a shining example of how universities like USeP can lift top-caliber students to even greater heights,โ€ she said.

DBM Sec Pangandaman also vowed to be of help to the University in its quest for excellence. She also outlined that the government has allocated P 983.5 billion for the education, culture, and manpower development sector of which P132.929 billion is dedicated to State Universities and Colleges (SUCs)- P832.883 million for USeP.

Dr. Maria F. Superioridad, a graduate of Doctor of Education in Education Management, led the Pledge of Loyalty to the Alma Mater while Hon. Antonio M. Faunillan, Jr., President of the University Alumni Federation and a member of the USeP Board of Regents, inducted the graduates to the University Alumni Association. Hon. Faunillan also reported to the members of the community the progress of the Alumni Association- the completion of the Balay Alumni at Tagum City and the plans to establish the same at other campuses.

The singing of the University Hymn wrapped up the commencement exercises.

True to its commitment to quality and excellence, the University of Southeastern Philippines (USeP) has been approved by the Office of the President of the Republic of the Philippines as a recipient of the Philippine Quality Award (PQA) Level III - Recognition for Mastery in Quality Management. This decision follows the finalization of the results of the 26th PQA Assessment Cycle on June 13, 2024.

This resounding good news came in time as the University celebrates its 45th commencement exercises across campuses, hence, it motivated the University community to continually pursue its vision of transforming lives and communities through its services. USeP reaps the award after months of preparations and steadfast work for excellence in its first attempt at PQA application.

USeP underwent formal evaluation last January 31, 2024- February 2, 2024, by competent PQA assessors. During the evaluation, the assessors conducted interviews, evaluation of documents, and live and hybrid site visits of the University campuses. These activities produced a comprehensive report that supported and validated the Universityโ€™s claims for recognition in quality management.

With this award, USeP adds another accomplishment to its reputable list of recognition in quality management. USeP is an ISO-certified institution and continually excels in other accreditation programs for its academic offerings.

USeP, along with other awardees, will formally receive the award in early July 2024, at the Malacaรฑang Palace in Manila.

Comparable with the Malcolm Baldrige National Quality Award of the United States and those in Europe and Asia, the PQA program is the highest level of national recognition for exemplary organizational performance in the Philippines. Also, PQA is the centerpiece program of the National Action Agenda for Productivity (NAAP), which is the blueprint for the countryโ€™s integrated approach to improve economy-wide productivity in response to growing challenges of globalization started during former President Fidel V. Ramosโ€™ administration.

The PQA has three objectives, which are as follows: (1) To promote standards in organizational performance comparable to those of leading businesses abroad, pursuant to the country's effort to be globally competitive; (2) To establish a national system for assessing quality and productivity performance, thus providing local organizations regardless of size, sector and maturity with criteria and guidelines for self-assessment to guide their quality and productivity improvement efforts; and (3) To recognize organizations in both the private and public sector which excel in quality management and overall organizational performance, thus providing Philippine industries with benchmarks and models to emulate.

PQA four Levels of Recognition are: Level I - Recognition for Commitment to Quality Management; Level II - Recognition for Proficiency in Quality Management; Level III - Recognition for Mastery in Quality Management; and Level IV - The Philippine Quality Award for Performance Excellence.
