Secretary Ernesto V. Perez expressed the Anti-Red Tape Authority's (ARTA) full support for President Ferdinand R. Marcos Jr.'s Executive Order No. 41, signed on 25 September 2023. Aside from banning the collection of pass-through fees on all national roads, EO 41 also urges the suspension of the collection of any form of fee on all vehicles transporting goods.

The issuance also directs the Department of the Interior and Local Government (DILG), together with the Department Of Trade And Industry (DTI), Department of Transportation (DoTR), Department of Public Works and Highways (DPWH), ARTA, and Department of Finance (DOF), to evaluate the existing ordinances of all Local Government Units (LGUs) on the collection of pass-through fees to ensure that these are consistent with Republic Act 7160, or the Local Government Code of 1991.

The above-mentioned agencies are likewise directed to jointly formulate and issue the Implementing Guidelines within 30 days from the effectivity of EO 41.

Secretary Perez also expressed his gratitude to the President for the EO's passage, which institutionalized the previous ARTA-DILG-DOF Joint Memorandum Circular (JMC) that prohibited the LGUs' imposition and collection of illegal pass-through fees and taxes relative to the transport of goods and products.

Secretary Perez also thanked Secretary Alfredo E. Pascual for the DTI's recommendation to President Marcos Jr. to issue EO 41.

The ARTA chief also emphasized that the President's directives guarantee unified efforts to facilitate the unhampered delivery of goods nationwide and help the local economy, by eliminating these burdensome logistics costs which are in turn pass on to the consumers.
