FBR to launch online service to get exemption, pay 1% tax on immovable properties

Islamabad: The Federal Board of Revenue (FBR) is set to introduce an innovative online feature within the updated ‘IRIS’ system, allowing citizens to either claim exemptions or make a 1% tax payment under Section 7E for immovable properties, according to news published on August 06.

Read: FBR mandates tax clearance for property transactions

Reportedly, the board announced two significant developments for the real estate sector, which were aimed at bringing convenience and transparency to property transactions.

According to the sources, the FBR has introduced an online service that eliminates the need for taxpayers to physically visit the Commissioner Inland Revenue’s office. Moreover, the development will effectively curb the concerns of exploitation during the exemption certificate application process.

Furthermore, the FBR has also chosen to delay the rollout of new valuation tables for immovable properties until the upcoming month. Initially planned for release in August 2023, these revised property values will now be established in collaboration with committees set up in each city by the month’s end.

Read: Tax rates hiked for non-filers as FBR seeks to broaden tax base

The decisions, as disclosed following a meeting between FBR Chairman Amjad Zubair Tiwana and representatives from the real estate sector at the FBR Headquarters, hold particular significance. They addressed the requirement for every immovable property seller to acquire an exemption certificate from the Commissioner of Inland Revenue or pay a 1% tax as stipulated by Section 7E of the Income Tax Ordinance.

Notably, all citizens of Pakistan, whether tax filers or non-filers are subject to the provisions outlined in Section 7E of the Income Tax Ordinance. Formerly, tax filers granted an exemption under this section were obliged to personally visit the relevant commissioner for exemption proof. In a forward-looking move, the FBR is poised to unveil a user-friendly online platform, streamlining the process of obtaining exemption certificates. It was highlighted that these initiatives mark a progressive stride in the real estate sector, embracing digitalization and efficiency while ensuring equitable taxation practices.FBR to launch online service to get exemption, pay 1% tax on immovable properties Islamabad: The Federal Board of Revenue (FBR) is set to introduce an innovative online feature within the updated ‘IRIS’ system, allowing citizens to either claim exemptions or make a 1% tax payment under Section 7E for immovable properties, according to news published on August 06.

Govt greenlights import of local construction materials for EPZs

Islamabad: The Economic Coordination Committee (ECC) of the Cabinet has given the green light to important changes aimed at boosting the country’s Export Processing Zones (EPZs) and facilitating the construction materials’ imports to Sialkot and Gujranwala in Punjab, and Risalpur in Khyber Pakhtunkhwa (KP), according to news published on July 26.

Read: Foundation stone laid for construction of Alexander Road in Islamabad
In the wake of the recent developments, the key changes will now allow the import of construction materials into EPZs in the Northern region by using local currency instead of foreign convertible currency.
This is a move aimed at expediting the development of the EPZs and helping meet export targets. However, this relaxation will apply only to locally manufactured products by Pakistani entrepreneurs, and the special provision will be in effect for the next five years.
The Ministry of Industries and Production (MoIP) proposed these amendments based on the request from the Sialkot Chamber of Commerce and Industry (SCCI). The ECC not only agreed to apply the changes to Sialkot but also extended them to Gujranwala, Risalpur EPZs, and any future EPZs.
Previously, EPZs were set up mainly by foreign investors or non-resident Pakistanis, and due to a lack of locally manufactured construction materials, they had to rely on imports.

Read: ICCI to start phase-wise construction, repair works in ISB’s markets
Now, with the availability of locally made construction materials, the government aims to encourage investors to use Pakistani products like iron, steel, cement, ceramics, and others to support the domestic industry and save foreign exchange. Further, the amendments to the EPZA Rules of 1981 and EPZs (Control of Entry and Exit of Persons and Goods) Regulations of 1994 are now set for final approval by the federal cabinet.
