صرف ایک آن لائن پیمنٹ گیٹ وےPayoneer کی ریپورٹ کے مطابق گزشتہ ایک سال میں تقریباً 60ارب روپے سے زیادہ رقم پاکستان آئی۔۔۔ اس کے علاوہ پاکستانی فری لانسرز نے آن لائن پیمنٹ گیٹ ویز جیسے پے پال، سکرل، نیٹرل، گوگل پے اور ڈائیریکٹ بنک کے علاوہ دیگر دوسرے طریقوں یاجگاڑسے اربوں روپےکی خطیر رقم منگوائی۔۔۔
اس بات میں کوئی دورائے اور بحث کی گنجائش نہیں کہ فری لانسنگ بہترین انکم کی ایک ٹھوس اور اٹل حقیقت ہے فری لانسنگ سے اچھے خاصے پیسے کمائے جاسکتے ہیں۔۔۔ فری لانسنگ کے ذریعے اپنا مستقبل سنوارا جاسکتا ہے اوربہترین انکم حاصل کی جاسکتی ہے۔۔۔ فری لانسنگ آن لائن انکم کا سب سے مؤثر اور بہترین ذریعہ ہے اس سے بیروزگاری کا خاتمہ کیا جاسکتا ہے اور پاکستان کو خوشحال بنایا جاسکتا ہے۔۔۔
ایف بی آر نے حال ہی میں ایک ریپورٹ میں فری لانسنگ سے آنی والی آمدن پر ٹیکس لگانے پر غور کیا، لیکن ایک ایسے وقت میں جہاں ابھی یہ انڈسڑی مکمل طور پر اپنے پیروں پر بھی کھڑی بھی نہیں ہوئی ابھی پاکستانی فری لانسرز نے اپنے قدم صحیح سے جمائے بھی نہیں کہ ان پر ٹیکس لگانے سے فری لانسرز پر کافی بُرا اثر پڑے گا اور حوصلے پست ہوں گے۔۔۔
پاکستان میں فری لانسرز کوحکومت کی طرف سے کسی قسم کی سپورٹ اور سہولت نہیں ہے یہ اپنے کریئر کے سفر میں بلکل تنہا ہیں۔۔۔ یہ محنتی لوگ اپنی جائز اور حلال آمدنی کو پاکستان لانے کے لئے کتنے پاپڑ بیلنے پڑتے ہیں یہ صرف وہی جانتے ہیں۔۔۔ فری لانسنگ سے پاکستان میں اپنی کمائی لانے کے لئے کوئی مؤثر پیمنٹ گیٹ وے تک نہیں بلکہ ان کو اپنی پیمنٹ لانے کے لئے بہت جدوجہد کرنی پڑتی ہے۔۔۔ یا تو وہ بیرون ملک اپنے رشتہ داروں پر انحصار کرتے ہیں یا پھر کچھ مفاد پرست افراد کو پیمنٹ کے حصول کے لئے اپنی آمدنی میں سے بڑا حصہ دے کر اپنی جائز اور حلال کمائی حاصل کر پاتے ہیں۔۔۔
سب سے پہلے تو فری لانسنگ پلیٹ فامز پر 5 سے 20 فیصد کمیشن کے کاٹ لئے جاتے ہیں، اس کے بعد پیمنٹ وائلٹ میں ٹرانسفر کرنے کی مد میں2 سے 5 فیصد کاٹ لئے جاتے ہیں۔۔۔ پیمنٹ گیٹ وے کے مسائل کی وجہ سےجو ایک دو کمپنیاں پاکستان میں رقم بھیجنے کا کام کرتی ہیں وہ ڈالرز کو پاکستانی روپے میں منتقل کرتے ہوئے اپنی من مانی قیمت دیتی ہیں جس کی وجہ سے محنت کے ساتھ کمائی ہوئی رقم مزید کم ہوکر ملتی ہے۔۔۔ ایسے مشکل حالات میں اگر ان پر مزید ٹیکس لاگو کر دیا گیا تو ان محنتی لوگوں کی جائز اور حلال کمائی مزید کم ہوکر رہ جائے گی۔۔۔
فری لانسنگ کی مدد سے اتنی خطیر رقم پاکستان میں آنے پر حکومت کو فری لانسنگ انڈسٹری کے لئے سنجیدہ اقدمات کرنے کی ضرور ہے اس کے تمام تر لوازمات اور ضروریات کے لئے بجٹ مختص کرنا چاہئے۔۔۔ اگر حکومت ان باصلاحیت اور قابل نوجوانوں کی مدد کرے اور ان کو مزید سہولیات دے تو یہ لوگ دنیا بھر میں اپنی صلاحیتوں کا لوہا منوا کر پاکستان کی معیشت کو مزید مستحکم کر سکتے ہیں اور انکم میں خاطرخواہ اضافہ کرسکتے ہیں۔۔۔
فری لانسرز کا سب سے بڑا مسئلہ پیمنٹ گیٹ وے کاہے یعنی اپنی کمائی ہوئی حلال آمدنی کو پاکستان کیسے لایا جائے۔۔۔ پےپال جو کہ آن لائن پیمنٹ ترسیل کا سب سے بڑا اور قابل اعتماد پلیٹ فارم ہے وہ پاکستان میں بین ہے پے پال کو پاکستان میں فی الفور بحال کیا جائے۔۔۔ اس کے علاوہ پاکستان کا اپنا کوئی ایسا قابل بھروسہ پلیٹ فارم بھی ہو جس پر پر دنیا بھر میں کاروبار کرنے میں اور پیمنٹ کی ترسیل وغیرہ پر اعتراض اور مسائل نہ ہوں۔۔۔
اپ ورک،فائیور ، فری لانسر، پیپل پر ہار، گرو اور ٹاپ ٹیل کے ساتھ ساتھ دیگر بہت سے پلیٹ فامز پر ہزاروں پاکستانی اپنا ہنراور صلاحیتیں دنیا کو بیچ کر اچھی انکم حاصل کر رہے ہیں۔۔۔ اسی فری لانسنگ کی وجہ سے ہزاروں نوجوان اپنی صلاحیتوں کو مزید نکھار رہے ہیں سیکھنے سکھانے والے ٹیم بن کر کام کر رہے ہیں۔۔۔ یعنی ایک ایسا شاندار سسٹم وجود میں آچکا ہے کہ جس کے ذریعے اچھی انکم حاصل کرنا کوئی مشکل کام نہیں بیروزگار نوجوان اس سسٹم سے بہت اچھی انکم حاصل کر سکتے ہیں۔۔۔
بس ضرور ت صرف اس امر کی ہے کہ حکومت کی سپورٹ نہیں اور حکومت کی طرف سے کوئی شاباشی نہیں۔۔۔ چاہئے تو یہ تھا کہ اتنی بڑی رقم پاکستان آنے کے معاملات پر پاکستانی وزیراعظم اپنی کابینہ کے ساتھ اپنے ملک کے فری لانسرزسے ملتے بالکل ایسے ہی جیسے وزیر اعظم ٹک ٹاکرز اور فلمی سٹارزسے ملتے ہیں ان کو شاباش دیتے ہیں ان کے کاندھوں پر تھپکی دیتے ہیں۔۔۔ وزیر اعظم ایک کابینہ اور کمیٹی بنائیں اور فری لانسرز کے مسائل حل کرنے کے لئے فوری اقدامات کریں۔۔۔ فری لانسزر سے مل کر ان سے پوچھیں کہ ان کے بنیادی مسائل کیا ہیں کیا پریشانیاں ہیں اور ان مسائل کوفوری حل کریں۔۔۔
یقین کریں پاکستانی فری لانسرز دنیا کو ایک نئے انداز میں فتح کر سکتے ہیں یہ نوجوان دنیا بھر میں پاکستان کا نام روشن کر سکتے ہیں۔۔۔ یہ نوجوان دنیا بھر میں اپنی صلاحیتوں اور قابلیت سے ٹیکنالوجی کا انقلاب لاسکتے ہیں۔۔۔
پاکستانی فری لانسرز باصلاحیت اور قابل محنتی لوگ ہیں جو ٹیکس سے بھاگنے والے نہیں ہیں بلکہ اپنی صلاحیتوں اور قابلیت کے دَم پے محنت اور جدوجہد پر یقین رکھنے والے ہیں۔۔۔ یہ باصلاحیت اور قابل نوجوان ایک نیا جہاں تراشنے کے لئےبہترین ہنرمند ہیں۔۔۔ اگر بنا سرکاری سرپرستی کے یہ دنیا بھر میں اپنی صلاحیتوں کا لوہا منوا سکتے ہیں تو حکومتی سرپرستی کے بعد ان کے رنگ ڈھنگ دیکھنے والے ہوں گے۔۔۔
لہذا حکومت سے گزارش ہے کہ فری لانسرز پر ٹیکس لگاکر مسائل نہ بڑھائیں۔۔۔ ان کی مدد کریں،ان کو شاباش دیں ان کے ساتھ تعاون کریں۔۔۔یہ لوگ آپ کے تعاون اور دستِ شفقت کے منتظر ہیں۔۔۔
