Updates on the new laws for first time buyers between the ages of 18-35 years old:

The public guarantee on housing credit for young people is still awaiting the necessary regulation to be put into practice and should, according to the draft decree to which Lusa had access, last until the end of 2026.

At the beginning of August, the exemption from the Municipal Tax on Onerous Property Transfers ( IMT ) and Stamp Duty ( IS ) came into force on the purchase of the first permanent home for young people up to 35 years old at the date of purchase.

The public guarantee measure to enable bank financing for the acquisition of the first home by young people - which is part of the same Government package (Construir Portugal) to facilitate access to housing - cannot yet be applied because, despite its decree-law being in force, it needs regulation to be put into practice.
According to sources in the financial sector, this issue of public guarantees has not been developed and is only expected to move forward after August. They said that it is necessary to immediately agree with the Bank of Portugal how the measure fits into the banks' compliance with macroprudential rules (a topic that the regulator has already warned about on several occasions).

The decree-law on public housing guarantees was published on July 10 and it was already stated that the members of the Government responsible for finance, housing and youth have until September to approve the necessary regulations.

Who is the public guarantee for housing credit intended for?
This State aid is intended for people between 18 and 35 years of age (inclusive), resident in Portugal, with regularized status with the Tax Authorities and Social Security, with income up to the 8th bracket (81,199 euros of annual taxable income), and who are purchasing their first permanent home whose value does not exceed 450 thousand euros ;
Beneficiaries cannot be owners of an urban building or fraction of an urban building.

According to the draft ordinance to which Lusa had access, the guarantee is valid for contracts signed up until December 31, 2026 and will have a term of 10 years ;
The measure may be extended beyond 2026 after its impact has been assessed.

The repayment period of the housing loan must be at least longer than five years and the State's personal guarantee "is intended to enable the bank to finance the entire amount";

Banks must adhere to the public guarantee for their customers to benefit from this instrument. The draft legislation also states that banks cannot charge commissions or fees for the guarantee;
The draft ordinance, which regulates the decree-law, also indicates that the amount of the guarantee in each bank's housing credit portfolio may be subject to review and may be increased or decreased by agreement between the parties.

So the saga of my lawn continues. Out there again today doing my garden when my neighbour pops up over the wall again. Not wearing a top and getting some sun. Maybe showing me what I am subjecting him to 😆 this time with concern that I should be careful of the heat and not do to much. Him and his wife have been good to me over the years. He also didn't fail to mention that maybe I needed to eat more salad and vegetables. Gotta love the honesty of the Portuguese.
