The United Nations Deputy Secretary-General Amina Mohammed says without adequate financing, the 2030 development targets cannot be met.

She was speaking at the launch of the 2024 Financing for Sustainable Development Report, which warns that financing challenges are at the heart of the global sustainable development crisis, exacerbated by staggering debt burdens and high borrowing costs, which contribute to the difficulties developing countries face in responding to a confluence of crises.

The report is clear that only a massive surge in financing and a major reform of the international financial architecture can rescue the Sustainable Development Goals ahead of its 2030 deadline.

The 2024 Report: Financing for Development at a Crossroads echoes what we’ve known for years – the SDGs are in peril and urgent steps are needed to mobilise financing at scale to close the development financing gap – estimated at 4.2 trillion dollars annually – up from 2.5 trillion dollars before the COVID-19 pandemic.

The report is truly the international system speaking with one voice, the result of collaboration between more than 60 international agencies through the inter-agency Task Force on Financing for development.

This kind of cooperation for us is vital. And because of this, the report sets out, we face what I think we can say is a serious development crisis, a crisis with finance at its heart that requires an immense amount of international effort to try to turn it around, that if it’s got to start now or it is for many, many countries – game over.

There are just six years to go till 2030. Multiple global shocks mean the Sustainable Development Goals are now worryingly off track.

With six years to the SDG implementation deadline, development gains are going in reverse with current trends pointing to 600 million people continuing to live in extreme poverty by 2030 and beyond; debt burdens and rising borrowing costs are making a bad situation worse; stronger and more frequent climate disasters account for more than 50% of the debt upsurge in vulnerable countries while roughly 40% of the world’s population live in countries where governments spend more in interest payments than on education and health.”

Mohammed says, “Developing countries have no space to maneuver. Their borrowing costs are high, that 3.3 billion people, around 40% of humanity, are living in countries that are spending more on interest payments than on health or education. In 25 developing countries, more than a fifth of tax revenue goes on servicing external debt. As countries struggle to service their external debts, attention naturally turns to efforts to increase domestic tax revenues. But in an increasingly digital, globalised economy, resource mobilisation is really hampered without strong and inclusive international cooperation to define how to uphold tax norms, as evidenced by the continued presence of tax havens and illicit financial flows.”

She also echoes calls from the Secretary-General for a remaking of the international financial architecture to better support the development agenda.

“We need public money to incentivize private investment that has a real and veritable impact on sustainable development. Private finance also brings technology and entrepreneurship, which are key to any society’s development and we can see that moving in many of our emerging economies. Second, we must remake the international financial architecture, you’ve heard the SDGs say this a lot, and it is a feature of the Summit of the Future. Our current system, set up in 1944, is no longer fit for purpose – I think most, most people and things at 75 years old would have lost their shelf life. Yet it’s still determining the conditions for investment. So we have to increase the voice of developing countries in global economic governance and improve the architecture for the debt crisis resolution.”

Just 15% of the 140 SDGs targets are currently on track to be achieved by 2030.

While adequate financing and reforming the global financial architecture are among the major challenges faced in meeting the SDGs, geopolitical tensions exacerbated by a Security Council simply no longer fit for purpose are also contributing to a reversal in development gains.

The UN Development Programme warns that almost two decades of gains are being lost in Ukraine while Gaza’s economy shrunk by 24% in 2023 alone, nearing levels last seen in1994 – poverty up, food insecurity acute, quality education and good health teetering … and international collective action that today appears incapable of meeting the moment.

A FLESH-ROTTING “zombie drug” has killed 11 Brits and more will die as the evil substance sweeps across the UK, experts warn.

Xylazine – also known as Tranq – has been labelled an “emerging threat” in the US and has been found in counterfeit painkillers and vapes in this country, a study shows.

The “zombie” drug – which can leave users lifeless – was found in the blood of 11 Brits who died in 2023, it added.

It has already turned US cities like New York and Philadelphia into “zombielands”, according to reports.

There is no approved antidote for Tranq overdoses.

Dr Caroline Copeland, of King’s College London, said: “This is cause for alarm as a much wider population of people who use drugs beyond he**in users will be exposed to its harms.

“We also know that most people who buy he**in will not intend to buy xylazine and this combination increases the risk of overdose.

“Xylazine was designated an ‘emerging threat’ to the United States and this public health threat is a growing concern for the UK.”

Xylazine is a horse tranquilliser that can cause skin and tissue necrosis and is easy to overdose on.

Britain recorded its first xylazine-related death in 2022, when Karl Warburton, 43, from Solihull, West Midlands, was found to have taken the drug.

The Sun last year revealed vapes contaminated with the drug had been found in Britain.

Residents of Solihull, near Birmingham, told us the drug community that killed Karl is becoming more prominent.

Ian McLeod, 74, who has advised the Home Office and West Midlands Police on drug-related matters, has seen everything firsthand.

“Xylazine is the one that is on the market at the moment. There are lots of strange drugs being added.

“They are using the wrong ingredients and bulking the proper stuff up with rubbish that is causing the problem of the increase in overdoses.

“It is all about making more profit for the big dealers and they do not care about human life.”

Meanwhile, a dad, also from Solihull, whose legs are wrapped in bandages to cover horror wounds opened up about taking the drug.

Craig Bignall is a father-of-two and a former roofer – said he and other users are careful to avoid the new drug, but it has become inevitable.

He told The Sun: “I am worried sick by what they are mixing with it.

“There’s a good chance I have had it (xylazine) because I have had that much stuff and now I have ulcers in my legs.”

The study, published in Addiction, looked at data from toxicology labs across Britain, finding the substance was present in 16 people’s blood, 11 of which died last summer.

It was found in counterfeit codeine and diazepam — also known as Va**um — pills, THC vapes and in stimulant drugs such as co***ne and hard opioids like he**in and fentanyl.

Dealers use it as a cutting agent to make their product even more potent and help stretch supplies.

Tranq is cheaper than many other illicit substances, costing as little as £5 per kg.

Researchers warn the recorded number of Tranq-related deaths in the UK is likely to be a “gross underestimation” as labs here don’t routinely test for the drug.

The study warned: “If the UK were to experience the 20-fold increase in deaths seen in the US since 2015, deaths following xylazine use could be anticipated to exceed 220 deaths by 2028.”

Dr Copeland said: “There are three simple measures the UK can introduce to prevent the epidemic of xylazine use that has emerged in the USA.

What is the 'zombie drug' xylzaine?

King’s College London says xylazine is a non-opioid sedative, painkiller and muscle relaxant used in veterinary medicine as a tranquiliser for large animals.

The drug – known as ‘tranq’ or ‘tranq dope’ when cut with he**in and fentanyl – is causing widespread problems in North America, as it can dangerously lower breathing and heart rate.

If injected directly into the user’s bloodstream this reduces the need to re-dose, but this can cause large open skin ulcers to form and has led to it being dubbed a ‘zombie’ drug.

National Programme on Substance Abuse Deaths group director Caroline Copeland told The Times last year: “Xylazine is not in the standard drug screens done and there could be many more going undetected.

“How big is the UK’s Xylazine problem? This could be the tiniest tip of a growing iceberg.”

“Cheap xylazine test strips should be made available and healthcare providers need to be aware of the signs that chronic skin ulcers are due to xylazine use.

“Pathologists and coroners should specifically request toxicology testing for xylazine in relevant cases to understand the true prevalence of the drug.”

Dr Adam Holland, of the University of Bristol, added: “The emergence of xylazine in the UK drug market is extremely concerning.

“As levels of adulteration increase and drug-related deaths mount it becomes even more clear that our punitive drug laws are not reducing harm.

“We need to expand the range of harm reduction interventions available for people who use drugs, including drug checking and overdose prevention centres, to give them the opportunities they need to stay safe.”

Separate data from the Office for National Statistics shows deaths involving co***ne have increased eight-fold over the past decade and have risen for ten consecutive years.

In 2021, 840 people died in England and Wales due to co***ne, up from 112 deaths in 2011.

A yellow warning for rain came into force between 9am and 10pm on Wednesday covering western areas of Scotland.

Forecasters said heavy rain would continue to hit parts of the UK on Wednesday, particularly Northern Ireland, northwestern England and western areas of Scotland, but much of central England and Wales will experience a milder day.

The Environment Agency has issued 33 red flood warnings for the country, while there are 183 alerts in place.

They include part of the River Severn in Gloucestershire, the Somerset coast at Portishead and Portbury Dock, the River Trent and the north bank of the Humber estuary.

Natural Resources Wales activated 19 alerts and two warnings.

Meanwhile environment officials in Scotland announced 14 alerts and six warnings.

Rail passengers are facing mayhem with trains cancelled between Liskeard and Looe in Cornwall after flooding.

Services were also axed between Llandudno Junction and Blaenau Ffestiniog and Machynlleth and Aberystwyth.

It comes after more than 200 people were evacuated in West Sussex on Tuesday after the River Arun burst its banks.

They included about 180 people rescued overnight from Medmerry Holiday Park in Earnley and about 15 from Ferry Road and Rope Walk in Littlehampton, West Sussex County Council said.

One person showing signs of hypothermia was taken to hospital.

Residents described the flooding as “scary and unprecedented”.

Met Office meteorologist Annie Shuttleworth said: “Most areas are going to feel on the chilly side to start the day (on Wednesday).

“There will be a good deal of sunshine particularly across eastern areas through the morning, the South East seeing the longest-lived sunshine tomorrow morning, but across the West it’s really going to deteriorate through the day.

“Some very heavy and persistent rain will push through Northern Ireland into northwestern England and western areas of Scotland – that’s where there is a rain warning in force.

She continued: “Further south across much of central England and Wales and the South Coast too it will be a much cloudier afternoon.

“There will be some rain from time to time but I think if you’re away from the West and from coastal areas, rain will be fairly limited and it’s actually going to be a significantly milder day tomorrow with this southerly wind bringing with it this mild air.”

Yesterday shocking footage showed beach huts being blown into the sea during Storm Pierrick.

Huge waves and strong winds in Cornwall washed newly painted huts on Castle Beach, Falmouth, into the ocean.

Falmouth Coastguard had issued a warning for blustery winds, tides and storm surges.

The video, taken by local resident Stacey Lewin at 6.40pm, shows at least two colourful beach huts being swept away.

Stacey, who lives nearby, said: “I was quite shocked at just how bad the weather was.

“I only live five minutes away and the weather didn’t seem that bad. When the huts got pulled in, that was a sad moment.

“They’ve only just been put back and re-painted. Sad times but just shows how powerful and dangerous the sea can be.”

Meanwhile, part of the flood defence wall protecting the seaside town of Porthleven in Cornwall has been smashed and washed away.
